I have a question. I have read through the INEC’s Guidelines very well, and I need to understand whose exact job it is to upload the Polling-Units-Results to the Online IREV Portal. Is it the Presiding Officer or the RA/WARD Collation Officer.?? According to the INEC’s 2022 guidelines, Section-38(ii), the PO is supposed to “Use the BVAS to upload a scanned copy of the EC8A to the INEC Result Viewing Portal (IReV), as prescribed by the Commission”. But Section-50(vii) of the same Guidelines states that the RA/WARD Collation Officer is supposed to “Validate the scanned copy of Form EC8A and upload same to the IReV Portal with the assistance of the Registration Area Technical Support Staff (RATECHs)”. Thus, if the PO had already scanned and uploaded the Form-EC8A,, which Form-EC8A again is the RA/WARD Collation Officer Validating and “Uploading” again?? |

Since the information about the State Of Origin would still be captured from the person from wherever he is, then it is not necessary for him to travel to his State of Origin for the Census. |

BluntCrazeMan:According to the two clauses from the constitution, it's very clear. Their Functions Are Very Different. The NPC are not supposed to be the ones to be directly involved in the registration of the Births and Deaths. (Although, they are also registering births and deaths at the moment, which they are not really supposed to be doing). According to the Constitution, they are supposed to establish and maintain a robust and an effective machinery for the continuous registration of all the births and deaths in the country, and even conduct periodic trainings for the LGAs’ staff who are the ones that enter the field to do the actual registration of births and deaths. 27 Likes 2 Shares |

BluntCrazeMan:I think I understand your point. .. But deploying such accreditation systems across the whole wards in all the LGAs (especially for presidential primaries) would be so costly and cumbersome for the primaries,, being that the open-ballot method would still be used at the end of the day. Manual accreditation using the Hard-copy registers would have solved the problem too |

BluntCrazeMan:The Primaries are mainly done using the open-ballot methods, where people stand in the lines corresponding to who they want to vote for. This method you're describing can only work for open-secret-ballot or secret-ballot methods. 1 Like |
