See without a good economy, all this schools and centres you recommended won't work. When I say good economy, I mean policies, financial, innovative and infrastructure. When people can't buy services, then services will close down. When people can't buy goods, the manufacturer will fold up. Good economy "gives people the ability to buy". Imagine 30k monthly salary can't even provide enough food monthly, who will buy services when they haven't paid rent or school fees or transport bills.
