A former Head of State and Chairman of National Peace Committee for 2015 General Elections, Gen Abdulsalami Abubakar, has ruled out the possibility of an Interim National Government, saying he believes in the assurances of the Federal Government that such arrangement has not been contemplated. He also stated that the Peace Committee, made up of security chiefs, party chiefs and religious leaders, would be meeting with the Chairman of Independent National Electoral Commission, Prof. Attahiru Jega, to clear the controversies surrounding the planned use of card readers in the elections. The elder statesman spoke with journalists on Thursday in Abuja after about five-hour meeting with stakeholders to ensure that President Goodluck Jonathan and the presidential candidate of the All Progressives Congress, Maj. Gen. Muhammadu Buhari(retd.), respect the Abuja Accord on the prevention of violence and acceptance of election results. The accord was sponsored by two reputable men of peace — former Secretary-General of United Nations, Mr. Kofi Annan, a Ghanaian, and ex-Commonwealth Secretary-General, Chief Emeka Anyaoku. According to Abdusalami, elections will hold on March 28 as scheduled, while May 29 handover date remains sacrosanct. He equally called on party leaders to caution their followers, warning that the country could not afford to go through another violence after the elections. Abdulsalami said, “We are aware of the controversies surrounding the use of card readers and we are going to meet with INEC chairman on their position on this issue. We are going to meet him to educate us on where they are on this matter. “We are going to have a meeting with the chairman of INEC to ascertain what has been done regarding their preparedness. “We have been meeting to review where we stopped at the last meeting. We are aware that the election dates have been shifted. There have been a lot of rumours going around the country whether there are plans to form an interim government. “The President has affirmed that elections will hold on March 28 and there is no issue of interim government. The Attorney-General of the Federation has also said there is nothing like interim government. He has also said that there are no plans to have an interim government. We are appealing to Nigerians to focus their minds on exercising their rights on election day. “During the meeting here, we were fortunate to have the chairman of APC and representative of the PDP chairman. We are appealing to our youths to ensure that they are not used as thugs. It is always the children of the poor that are used during the elections. “We appeal to party leaders to tell their supporters and candidates to be law-abiding. We must ensure that the peace we have had so far is sustained. “The committee, like every Nigerian, is not happy with the violence and what happened in Okrika, Rivers State. We are following the issue. Even if I give you a guarantee that there will be peace, I cannot dictate what you will do when you leave here. Nigerians must ensure we maintain the peace.” The meeting was attended by APC National Chairman, Chief John Odigie-Oyegun; PDP Deputy National Legal Adviser, Alhaji Bashir Maidugu; Presidential Adviser on Inter-Party Affairs, Chief Ben Obi; and Chairman of Inter-Party Advisory Council, Dr. Tanko Yunusa, among others. In an interview with journalists, Odigie-Oyegun said he aligned with the position of INEC chairman that only the military could determine whether elections would take place on March 28. He said, “The INEC chairman was being realistic (on election date). I am not comfortable (with INEC chairman’s stance on March 28). I was not comfortable with it the first time and am still not comfortable with it, but he was being realistic. “The part of problem in this country is that electoral violence refuses to abate because law is not being enforced. If there is law enforcement added to our own appeal, I think we will see an abatement. But if there is selective law enforcement, because of this power of incumbency, then you can not expect it(violence) to abate. President Goodluck Jonathan on Thursday said despite the various challenges facing the country, Nigeria’s situation was not that bad. Jonathan spoke while granting audience to a delegation of the Yoruba Council of Elders, led by Gen. Adeyinka Adebayo, at the State House, Marina in Lagos. The President said he always felt bad when people made statements suggesting that the nation’s situation was the worst in the world. He said it was wrong for anybody to define Nigeria by the activities of members of the Boko Haram sect. He then expressed confidence that with the strategies already put in place by his administration, the story of Boko Haram would change in the next two weeks. Jonathan said, “My position is that let us all collectively defend and protect this country and that is why I always feel bad when people make statements that expose Nigeria as if it is the worst country on earth. We are not that bad. “Yes, we have issues in this country. Even issues of security, like this Boko Haram, because we are managing a very delicate situation. “Sometimes people define Nigeria by the Boko Haram. “Nigeria cannot be defined based on Boko Haram alone. There is terror all over the world. “We have unfair share of the terror. But luckily with what is happening now, I tell people that in the next two to three weeks this story will change. “Because we have got the equipment that we can withstand the excesses of the Boko Haram. “That is why these few days, you will see that the movement, we don’t want to say much, is going on gradually. “My belief is that in the next three weeks or so if we don’t completely take over all our territories, we would have handled the Boko Haram to the extent that it will no longer be a problem to the elections that will come up.” Jonathan also warned public office seekers across all political parties to always put the country first. “No matter what we want to do, that is those of us who are aspiring to run this country or even at the state level, first and foremost you must have a country. “If we don’t have a country, there will be no office to hold; whether it is the office of the President or office of the Vice President or office of the minister or whatever office, there must be Nigeria first,” he said. http://www.punchng.com/news/boko-haram-story-will-change-in-two-weeks-jonathan/ |
The All Progressives Congress in Yobe State on Thursday alleged that the Peoples Democratic Party were planning for a fresh election shift in the four north eastern states of Adamawa, Borno, Gombe and Yobe. The party, in a statement by its Yobe State Secretary, Abubakar Bakabe, said, “We are concerned with the phony plan by the PDP for a shift in the conduct of the general elections in Adamawa, Borno, Yobe and Gombe states from the rescheduled March 28 and April 11, 2015, to pave the way for the PDP to rig the elections and augment their poor performances in other states through the use of security forces to be massively deployed in the states” The statement, which also condemned what it termed “the ill-conceived plan for a serial rape of democracy in Nigeria by a sinking party that foresees ultimate failure in the forthcoming election and is therefore afraid of facing Nigerians at the polls due to its failure in the last 15 years of leadership.” It added, “We are also concerned with the hidden agenda contained in the heinous plan to intimidate, disenfranchise, and rig the election reminiscent of what happened in the Ekiti State governorship election last year, through massive deployment of security forces to create an environment for rigging.” The party advised the PDP to refrain from this “obnoxious, dangerous and undemocratic stance, which is posing great threat to the democracy in Nigeria.” It further reminded security agencies on the need to be highly professional, patriotic and to abide by international best practices. The party also enjoined the Independent National Electoral Commission and other stakeholders not to be distracted by such “devilish, unpatriotic and undemocratic plans aimed at thwarting the smooth transition and successful conduct of the general elections on March 28 and April 11, 2015 SOURCE-http://www.punchng.com/news/apc-alleges-planned-poll-shift-in-borno-yobe-others/ |

The members of the Boko Haram Islamic Sect are said to have attacked Gaya Village in Hong Local Government Area of Adamawa State in the early hours of Thursday. Investigations revealed that the rampaging insurgents killed 30 indigenes of the community said to be located near the Sambisa Forest. The insurgents were also said to have burnt several buildings in the community before fleeing the area. The attack is coming shortly after the military liberated 11 communities from the insurgents, killed over 300 of them with several calibre of arms and ammunition seized from them on Tuesday. The security source explained that the insurgents who were routed out of their Sambisa Forest training base by the combine team of Air Force and Army personnel operating in the area had resorted to attacking communities that are far away from areas being covered by the military presence. The men of the Nigerian Air Force and ground forces of the Army have been raiding the vast Sambisa Forest since last week in a bid to destroy camps of the insurgents located in the vast forest. It was stated that the insurgents were targeting remote communities without military presence for destructive attacks. The source said, “The fighters of the Boko Haram Sect attacked Gaya Community in Hong Local Government Area here is Adamawa State. “They killed over 30 people and burnt down several buildings in the community. You know that the community is in the border area just by the Sambisa Forest. “Those who attacked the community were dislodged from the Sambisa Forest by the on-going raid being carried out by the Air Force and the ground troops. “The military is now in control of a large part of the Sambisa Forest and the insurgents are moving in bands and launching attacks on the communities that are far away from the soldiers. The Director of Defence Information, Maj. Gen. Chris Olukolade, said he was not aware of such an attack on any community near the Sambisa forest. Following the launch of an official Twitter feed for the Nigerian jihadist group Boko Haram last month, there have been multiple signs that the group's media operation has been influenced by the expansionist Islamic State (IS, formerly ISIS or ISIL). The group, which refers to itself as Jama'atu Ahlis Sunna Lidda'awati wal-Jihad had not previously maintained an established online channel for its propaganda or any official social media presence in any language. But on 18 January, an Arabic-language Twitter account purporting to be the official outlet for a new Boko Haram media group called Al-Urwah al-Wuthqa was launched and immediately promoted by key pro-IS media operatives. Since then, the group has used the feed to publish a stream of propaganda, including two new videos, and has been trailing a third, although there has been some disruption to its media activities following the suspension of the original account by Twitter. Signs of Islamic State influence The increased sophistication and organisation of the propaganda that followed the launch of the Twitter account bore signs of the influence of IS, which has honed its social media exploitation over the past year. This appeared to indicate that the group may have been assisted by IS media operatives, or influenced by IS in an indirect way. Boko Haram has followed the example of IS by publishing branded photographs of its militants and the areas under its control to illustrate its successes on the ground. The Twitter feed has also been posting a stream of short statements about the group's activities, claiming operations in a timely manner, in the mould of Islamic State's one-line tweeted claims. A Boko Haram flag There have been inconsistencies in Boko Haram's media operation Both videos released so far via the new Boko Haram Twitter account were more slickly crafted than the group's standard grainy offerings, with professionally designed graphics and high quality opening sequences. This improvement and the use of multiple languages and well-presented subtitles - using English, Arabic and Hausa - suggested the group may have had outside help from IS media operatives. Arabic-language jihadist anthems have also been used in the latest two videos, one of which has been routinely used in IS propaganda. One of the videos was billed as the first in a series entitled Message from a Mujahid, which featured a militant from the group defending the group's ideology, tactics and plans. IS itself has a series of videos with the same title featuring its militants speaking to camera. Not as sophisticated as IS But despite the improvements in quality, the recent Boko Haram propaganda has not been as slick and sophisticated as propaganda from IS itself. Boko Haram has also been referring to itself repeatedly as an Islamic State or "Islamic State in West Africa". However, this did not suggest that Boko Haram was necessarily positioning itself as part of the wider IS caliphate. The group is still using its traditional Arabic name to promote its material and its branding remains distinct from that of IS. A video purporting to show the leader of the Islamic State group, Abu Bakr al-Baghdadi Islamic State leader Abu Bakr al-Baghdadi Boko Haram leader Abubakar Shekau declared an "Islamic State" in northern Nigeria in August last year and praised IS for its military advances the previous month. But he has never spoken clearly about any ties between the two groups. One of the strongest signs of Islamic State influence lies in the concerted efforts to promote the new Twitter feed by a senior pro-IS media operative, known on Twitter as "Abu-Malik Shaybah al-Hamad", who claimed to have been in contact with the Boko Haram general command. His apparent lines of communication with the Boko Haram leadership could point to a media cooperation link between IS and the Nigerian group, although Al-Hamad insisted that he had heard from the group's leaders that it had "not yet" pledged allegiance to IS. Inconsistencies and disruption Since the launch of the Boko Haram Twitter account there have been inconsistencies in the group's media operation, suggesting that a lack of professionalism persists among those responsible for publishing the group's propaganda. For example, a new video featuring Boko Haram leader Abubakar Shekau giving a speech in Arabic appeared online on 9 February but was not distributed via the new Twitter feed. The video's Arabic-language credits contained a number of serious spelling mistakes, including the name of the group itself and its new media group Al-Urwah al-Wuthqa, and the overall quality was far lower than the videos released via the Twitter account. People demonstrate to press for the release of missing Chibok school girls in Lago Nigerians are still waiting for the release of the schoolgirls kidnapped by Boko Haram Boko Haram's new Twitter feed has also suffered disruption. The original Twitter account was suspended on 1 February, just two weeks after it was first promoted. A replacement account was set up the same day but only started tweeting on 8 February. Despite general improvements in the timeliness of its output, the latest video to be trailed via the official Twitter feed (on 8 February) has yet to be released there nine days later. There were signs that the film, entitled Ubat al-Daym (Refusers of Injustice), was posted on YouTube on 10 February and again on 14 February, but both copies have since been removed. Since the original account was suspended, the feed has been less prolific. Links between Boko Haram and Islamic State The exact nature of any connection between Boko Haram and Islamic State remains unclear. In a recent edition of its English-language magazine Dabiq, IS acknowledged having received pledges of allegiance from jihadists in Nigeria. A person holds a sign reading "All united against Boko Haram" during a protest against deadly raids by Boko Haram on February 17, 2015 in Niamey "All united against Boko Haram" say these protestors in Niamey But it made no mention of Boko Haram or any other Nigerian jihadist group and indicated that further conditions needed to be met before IS would consider announcing an official branch in the country. For its part, Boko Haram has voiced support for Islamic State in the past and included excerpts from IS leadership messages in its own propaganda videos. But there has been no evidence of any formal ties between the two groups, and the signs of media cooperation are inconclusivE Source...http://www.bbc.com/news/world-africa-31522469 |
