A state of the campus address delivered by the Provost, Adeyemi College of Education, Prof. Olukoya Ogen to the College community and other stakeholders on Monday 02 November 2015 The College Registrar, Mr. F.E. Aderinboye The College Bursar, Mr. G.O. Abdul The Ag. College Librarian, Mr. R.A. Awoyemi Members of the College Academic Board Deans, Directors, Heads of Departments and Units Other Members of the College Community Invited Stakeholders Gentlemen of the Press Great Arbicans Ladies and gentlemen Last Friday, 30th October 2015 marked exactly one year that I first stood before this distinguished academic community. This was during the occasion of my formal inauguration as Provost by the immediate past Governing Council of this great institution. It is therefore with total reverence to the awesome powers of God Almighty and with utmost humility that I am standing before you today to give an account of my stewardship in the last one year. It is hoped that this interaction would enable Management fine tune new policy objectives and deliverables for the year ahead. It will also lay the foundation for Management’s actions during the last one year. Thus, in this address, I will be highlighting major challenges and achievements experienced since my assumption of office. This address is therefore a veritable way of informing and involving all stakeholders in the agenda of the coming year. It is very rhapsodic to be destined as it were to be the very first alumnus Provost of the College, and also on its 50th anniversary. Thus, by sheer providence, I constitute the bridge linking the past, present and the future of this institution, a living symbol of the collective aspiration of the over 50,000 alumni spread across the globe, the current student population of about 15,000 and the many more yet-to-be-admitted individuals waiting to join us. While this is an achievement in itself, it is also a substantial score for every staff of this institution because my modest academic successes and laurels can neither be totally nor partially alienated from the excellent education that I received right here on this campus; a training that gave me hope, purpose and has kept me going over the years. Understandably, this institution has the right to look upon me proudly as a craftsman would regard his finished fine piece of art. My emergence as Provost is the collective achievement of all past, present and future staff of Adeyemi College of Education. I wish to salute the founding fathers of the College and to acknowledge the great works of all past Principals/Provosts and their management teams. I particularly wish to acknowledge and place on record the outstanding contributions of the immediate past Provost, Professor Adeyemi Idowu to the massive infrastructural and intellectual uplift of this institution during the 8 years that he served. He was also instrumental to the massive injection of funds into the College from the Federal Government during his tenure. During my inauguration address to the College community last year, I made it very clear that I was coming into office with a mind-set that is averse to mere sitting on our laurels and basking in the euphoria of past glories. I did identify the following as our major challenges; the absence of a full university status, inadequate funding; inadequate deployment of IT in governance and research; weak research base; inadequate national and international linkages; students and staff welfare issues; abandoned projects and infrastructural deficits; erratic power and water supply and irregular academic calendar, etc. I believe in the saying that ideas rule the world. If there is anything an administrator or a leader needs, it is the flow of ideas and in this past year, I have put that to great use for the benefit of the College. Permit me to say that it has been a very rough year inundated with lots of challenges and upheavals on all sides. I cherish the core values of sincerity, modesty, humility and selflessness because positions of authority are mere opportunities to serve. When I assumed office, our indebtedness was almost hitting the roof and funding from government was insufficient to even pay staff salary. Serious augmentation has to be made from other sources. Indeed, we could not meet our financial obligations to contractors, outsourced services especially the college private security outfit and our cleaning contractors with a combined monthly payment of almost ten million were the worst hit. The situation is still precarious and the last time this category of workers was paid was in April 2015. Reports of external auditors for 2012, 2013 and 2014 One of the first major accomplishments of the current administration was that it succeeded in engaging a renowned firm of external auditors, Omogoroye Okin and Company to carry out an up-to-date audit of the College finances. It should be noted that this critical and statutory exercise was last carried out in 2011. The reports of the external auditors were quite detailed, comprehensive and revealing. From the reports, I was pained to learn that the College, after 50 years of its existence had its students’ data managed solely by a third party on an outsourced basis without any proprietorship right to the College. E-portal web services on student records, conduct of Post UTME, internal examinations for large education courses and the fees payment portal of the College were all outsourced and remotely managed. Apart from the issue of confidentiality and the fact that the College has no immediate control over such data, the cost of this service to the College for the years ended 31 December 2012, 2013 and 2014 according to our External Auditors amounted to about N46m, N60m and N63m respectively. Similarly, up till the end of last session, students of the College were still using Optical Mark Reader (OMR) answer sheets for examinations involving large classes. The service provider that processes the results of these examinations charges about N500 per answer script. The cost of processing these results runs into millions of naira when multiplied by the number of scripts every session. The bill recently submitted for the 2014/2015 Harmattan semester OMR examination is over N7 million. Furthermore, it is interesting to note that up to the 2014/2015 Academic Session, students of the College paid their fees via the purchase of scratch cards at designated banks. These scratch cards were supplied by an external body. I found this method not only out-dated but also exploitative, and consequently discouraged the use of scratch cards for payments. They led the 2nd infantry military that MURDERED our boys and men in #Asaba #Biafra The Federal troops entered Asaba around October 5, 1967 and began ransacking houses and killing civilians, claiming they were Biafran sympathisers. Leaders summoned the townspeople to assemble on the morning of October 7, hoping to end the violence through a show of support for "One Nigeria." Hundreds of men, women, and children, many wearing the ceremonial akwa ocha (white) attire paraded along the main street, singing, dancing, and chanting "One Nigeria." At a junction, men and teenage boys were separated from women and young children, and gathered in an open square at Ogbe-Osawa village. Federal troops revealed machine guns, and orders were given by Maj. Ibrahim Taiwo to open fire. It is estimated that more than 700 men and boys were killed, some as young as 12 years old, in addition to many more killed in the preceding days. The bodies of some victims were retrieved by family members and buried at home. But most were buried in many mass graves, without appropriate ceremony. Many extended families lost dozens of men and boys. Federal troops occupied Asaba for many months, during which time most of the town was destroyed, many women and girls were raped or forcibly "married," and large numbers of citizens fled, many not returning until the war ended in 1970. Col Ibrahim Taiwo is now gone. He too was shot in the head during the 1976 military coup. He was Gov of Kwara state and may he BURN in HELL FIRE! Another Yoruba murderer. As for Murtala Muhammad, we know what happened to him. Gone too. Killed by a fellow military man Dimka. On July 2 this year, the Olusegun Mimiko led administration will begin the implementation of a mult-purpose smartcard, Kaadi Igbe Ayo, in Ondo State. While smart card technology has been deployed by several governments for specific purposes, to date, there has been no multi-purpose smart card powered by the social democratic mantra of democratising access to all the good things of life, through which citizens can access and enjoy all the dividends of democracy, a card that would make it impossible for the people to be cheated. This is precisely what Kaadi Igbe Ayo (KAI), Ondo State’s latest in digitalised service delivery, is targeted at achieving. In accordance with its name (literally, card of joyful living), KAI is being deployed by the Ondo State government to facilitate strategic planning and development, efficient record keeping, human resource monitoring in the public sector, anti-corruption drive and solutions, while enabling a higher level of qualitative/quantitative service delivery in the health, education, transport and agro-allied sectors. The residency card, it has been established, would serve as an interface in all transactions between the government and residents, allow all residents equal access to government’s social and welfare services and allow government to monitor the distribution of such services even to the remotest parts of the state at every point. But that is not all: it facilitates the systematic development of databases for efficient security and surveillance purposes, the categorisation of citizens for employment, taxation and financial palliatives, the use/management of public facilities (public transport, subsidized consumer products, even fertilizer). You can even advertise your goods at the back of the card. During the formal launching of Kaadi Igbe Ayo in February 2013 at an occasion attended by the late Deji of Akure, HRH Adebiyi Adesida, the Osemawe of Ondo, HRH Victor Kiladejo; the Zaki of Arigidi, HRH Yisa Olanipekun, and many other royal fathers from across the state; Information Minister, Labaran Maku; Governor Olusegun Mimiko and his wife, Oluwakemi; a former governor of Ondo State, Evangelist Bamidele Olumilua; members of the Ondo State House of Assembly, the President, Customary Court, Justice Folasade Aguda-Taiwo; Dr Olu Agunloye, members of the immediate past cabinet; market women, the many pregnant women clad in T-shirts, the artisans and members of the National Union of Road Transport Workers (NURTW), among others, the Federal Government had indicated that it would key into the project on a national scale. Speaking on behalf of the Federal Government, the then Information Minister, Labaran Maku, had described Governor Mimiko as a pace setter in governance in the country and an unparalleled disciple of the sage, Chief Obafemi Awolowo who had, through revolutionary programmes in health, education, health, urban development, job creation, agriculture and commerce, among others, tackled poverty and improved the wellbeing of the majority of the people. He said: “This is a historic, ground- breaking technological invention. I have come to launch a smart card that is, in all senses, truly revolutionary, the first in Nigeria and the world. This card is about welfare. I have been on good governance tour and these are the kinds of things that we want to see,’’ while revealing that the Federal Government would key into the KAI project to evolve a new identification card for every Nigerian. On that occasion, Governor Olusegun Mimiko, while detailing the welfare-based, benefits-driven governance which mandated the prioritization of certain people-oriented projects in the last four years, including the Mother & Child Hospitals; Abiye Maternal Care Centres; Mega-Primary Schools; over 650 purpose-specific and state-wide community projects and countless such other efforts in road reconstruction, urban renewal and city beautification, had said the smartcard initiative was in fulfilment of his 2009 inauguration promise to provide efficient service delivery to the people, adding that the continued success of the government’s programmes in different sectors meant that it was essential to better manage, expand, and improve on the planning and execution of the programmes. He had observed: “As a concept, Kaadi Igbe Ayo is a project to facilitate sustainable government service delivery to citizens of the state. The project will ensure that integrity, accountability, data collection and reporting, analysis and research will be possible in the planning and execution of benefits and entitlements schemes by government. The overall functional purpose and relevance of what we have come here to inaugurate today therefore, lie in the possibility of using the Kaadi Igbe-Ayo as the electronic vehicle to achieve the above stated policy goals. “We want to know our own people. If we are giving out a bag of rice per person, you cannot collect it without that card. If you have collected your own bag and you return to collect another one, that card would tell you that you are a thief. A banker cannot remove his tie and go and collect fertilizer meant for farmers. If you don’t pay your tax, the card will show us that and we will ask your children to go back home when they come to attend the mega schools. What will facilitate good living is for us all to do the things that we are supposed to do.” At the second National Council Meeting on Communication Technology (NCCT), which held in Akure, the Ondo State Capital, September 3, 2013, Minister of Communication Technology, Mrs Omobola Johnson, speaking on the rationale for holding the meeting in the state, had noted that the government’s bias for ICT- driven programmes informed the decision. Ondo is, in her words, one of the most progressive states in the field of leveraging ICTs for socio-economic benefit of its citizens and indigenes. The minister cited the Abiye programme, a world recognised initiative to significantly reduce maternal and child mortality with the simple technology of a mobile phone and the Kaadi Igbe Ayo, a bio-metric card that will aid the targeted delivery of social and other services to citizens. Governor Olusegun Mimiko, on his part, said: “The 21st Century has been aptly described as the ‘Information Age’ and Nigeria cannot afford to be sidelined in the myriad of innovation and creativity that are the hallmarks of globalisation. From the common desktop computers to the ubiquitous smartphones, tablets and most recently ‘Phablets’ it is crystal clear, ICT has become very much the core of modern civilisation. A major push in this regard is the introduction of the Ondo State Residency Card project (otherwise known as Kaadi Igbe Ayo) which was envisioned as a veritable platform for multi- purpose welfare services management for all citizens and residents in the state. Kaadi Igbe Ayo is being deployed towards strategic planning and development in the state; efficient record keeping and management of human resources in the public and social sectors. “In particular, the platform is a veritable tool in the scaling up of qualitative and quantitative delivery in our people-oriented sub sector such as health, education, transportation and agriculture. Interestingly too, the project is facilitating the systematic development of database for efficient security and surveillance purposes,” he said, while expressing the hope that the document would be reviewed from time to time to keep pace with breathtaking developments in the field and broaden and deepen stakeholders’ buy-in and ensure greater flexibility in fundamental infrastructural issues like fibre versus wireless preference. “Our job is not finished until we have taken all our people to the cyber space where information and knowledge truly reside. We must indeed take all Nigerians to the cyberspace. This government is fully committed towards putting Ondo State in the forefront of the evolving ICT revolution. We shall continue to explore ways and means of making the governmental machinery and the entire people of Ondo State more ICT-competent and oriented.” That, in a nutshell, is the message of Kaadi Igbe Ayo.

Please help me out nairalanders,a friend from Us send a phone and pair of cloth to me via fedex(redstar)which I ought to have received since 8th of june but I was told the drug law agency ndlea seize it for verification so as to be sure is real and not a scam,so I was called to them up at fedex office along airport road"welcome center"along oshodi road cause that's where the ndlea office is, right inside fedex office,they ask for some requirement and files from the sender which need to be send to a certain email,she send it already and I even saw the message the second time I visit the fedex office I was told to go home since the ndlea officers haven't show up till like 12:30 pm I left there,now fedex called me yesterday again to ask me about the requiremnt the ndlea ask me if I have visit them already,I was suprised cause I have passed all those process,is now left to them to send to ndlea,they told me to call ndlea,the officer equally told me fedex didn't send any mail to their office even though they are all in same compund and building,though long before this have been perceiving foul play the ndlea official are trying to play,expecting me to bribe them for a legal thing and infact a phone I still need to unlock,seriously we need change in this country,every system in this country is bleeped and also I think fedex staff and ndlea officers are just dribbling cause they need certain amount of money to be dropped again,is 9 days after the package supposed to have get to my doorstep,pls help me rebc this on twitter,fb and bbm as well as nairaland,not that the package is such a big deal is all less than fifty thousand naira,I don't understand why a anti drug law agency will seize a phone is that part of their job? Please nairalanders I want you all to help me on this,a friend from us send a packahe to me ,phone and pair of cloth,so I was to get the package deliver to my house today but was told ndlea seize it cause they want to verify if the whole was real or scam,which I really understand but what baffle me now is why will a anti drug agency be the one to start doing such verification work,are they not going beyond boundaries and law of their commission,I was expecting efcc,or police or even custom should do such thing and not ndlea agent,I will update you all on new development incase any funny thing occur,cause the way one of the officer was talking I knew something is up and more like expecting me to drop some bucks,but I won't judge base on that until they are done with investigation,my friend who is the sender,has already send them all the requirement.note: the package was sent via fedex. |

While Nigerian and other Africans’ businesses in South Africa are being threatened by xenophobic attacks, South Africa is lording it over other business interests in Nigeria. A good example is MTN Nigeria, officially the dominant player in the Nigerian telecommunications industry. MTN Nigeria is about to increase its behemoth status by the acquisition of a major CDMA operator, Visafone Nigeria, which runs a 800 MHz spectrum band that provides 4G LTE services. If pulled through, as it is very likely given that Visafone Nigeria owner, Jim Ovia, has reportedly decided to quit the telecommunications business in view of the impending change of government in Nigeria, the acquisition will place MTN Nigeria in the enviable position of being the only GSM operator with access to this spectrum band and thereby increasing its monopoly not only on the industry, but also the Nigerian economy. With its tentacles spread across diverse aspects, MTN prides itself as the ICT backbone of Nigeria, having impact in virtually every aspect of the Nigerian socio- economic life. Last year, the Nigerian Communications Commission, NCC, declared MTN Nigeria as the dominant operator in the mobile voice segment of the market following a survey. But the company is not content with that and is pushing further to extend its lead into data services, which will allow it to remain the dominant player in Nigeria for many years to come. And if the price is a few tens of billions of Naira to take out Visafone, then it is eager to do that. The Nigerian government is reportedly totally against the transaction and the potential full-blown monopoly and has told MTN that it can’t approve such a deal that sees MTN Nigeria digesting a million customers belonging to another Mobile Network Operator. This move, if completed, will deepen MTN’s dominant position and bring it deeper into monopolistic situation whereas the government would like to encourage better competitive conditions in the market with equality and promotion of the smaller players, especially indigenous ones. It will have dire consequences on the survival of other GSM operators and also various other smaller telecom players. In the end, the consumer will have little choices and may pay a heavy price as a result. MTN has close to 50 per cent of the subscriber market in Nigeria. But its dominance is way deeper than that. Investigations revealed that MTN has more than 80 per cent of the revenues of all telecommunications companies in Nigeria. It recently reported worldwide profit of $6 billion in 18 countries of operation of which roughly half of it comes from its Nigerian operation. The Nigerian government has been very sensitive about anti- competitive trends in the market. It is understood that the Central Bank of Nigeria, for example, has refused to grant MTN a mobile money license so that it does not become the dominant player in yet another strategic aspect of the country’s development. This has allowed locally grown companies, such as Paga, to flourish. The telecom consumer is hopeful that the incoming leadership of General Muhammadu Buhari will not allow or encourage such acts of aggression in a market where other operators struggle to keep up. Nigerians haven’t yet forgotten the years of a single telecommunications operator and their harrowing experience. With the absence of competition under the public-owned Nigerian Telecommunications Limited, NITEL the Nigerian consumer paid huge prices for services that were either epileptic or not available more often than not. It was therefore a huge relief when GSM service was introduced in 2001 and the revolution that has taken place since then makes for a must- read case study in prestigious business schools. Every thriving economy or community encourages open market competition. However, the consumer stands to lose his/ her ability to select from a bouquet when a monopoly is in place. By nature, the monopolist bullies the consumer into submission, while the consumer is unable to contend because of lack of choices. Sometimes the monopoly may not be all encompassing; it may be limited in the sense that a single player dominates the market to the detriment of other competitors. When MTN Nigeria was declared a dominant player in mobile voice segment, specific obligations were imposed on the company to ensure it desisted from anti-competitive behaviour and also to ensure the sustenance of long term competition in the telecommunications industry. But these obligations have been observed largely in the breach. Over the years, MTN has spread its tentacles across the Nigerian market, moving from offering just telephony services to being a one-stop telecommunications service entity. The quest to increase its market share has thrown up an unhealthy trend which, if unchecked by the industry regulator, will lead to a monopoly and total market dominance. The effect is that the Nigerian subscriber will lose the opportunity of having viable options that is the hallmark of an open market economy. This advantage poses an emerging and real threat to the competitiveness of Nigeria’s telecommunication industry as it potentially leaves it with a single dominant player in both the retail voice and data markets. In the long term, the Nigerian subscriber will pay for this in the form of higher tariffs, poor quality of service levels, little or no incentive for innovation and a bully service provider due to the lack of competition in the market. The Nigerian consumer’s ability to choose and the opportunities to expand the Nigerian economy via the survival of multiple businesses is no doubt under threat. The regulator cannot afford to stand by and watch as other operators wriggle in pains. NCC ought to carry out urgent review of the acquisition to ensure that it hasn’t given MTN an unfair advantage. Any other step may be detrimental to the growth of a viable and healthy telecommunications industry in Nigeria. Governor Mimiko's Roads & infrastructural development of the city of Akure has not only brought development to the city but has also given Akure a true capital city outlook. FACTS: 1) The amount of work Iroko did on the long stretch Adesida/ Oyemekun road (from Fiwasaiye to FUTA junction road block alone will cover nothing less than 100 street roads. Besides being a dual carriage way that span over 9 kilometers,grade A asphalt overlay were effected all through. The road was completely transformed by Mimiko with quality asphalt from beginning to the end. What about the following: modern functioning street lights powered by diesel generator for the past four years non stop,over 40 parks including the phenomenal democracy park, 16 modern bus stops,rechannelization of the waterways,the two big roundabouts and the decorations,the modern roads signs,the bridges,massive drainages and retention walls. Do some even realize that over 80 buildings were demolished to give way for the Democracy Park with compensation paid to all the owners without complaints from any angle? 2) Arakale road: this is a 5 kilometer road dualized with quality asphalt overlay. Over 200 buildings including banks were demolished and compensation paid to every owner without complaints from any source. Six massive parks were established on the road after the demolition of several other buildings. Bus stops and non stop diesel powered functioning street lights for the past one and a half years. Two massive roundabouts at both ends of the road. The total reconstruction and transformation of the NEPA market into a modern shopping mall to change the look of the road. If Mimiko left the road as it was and channelled the money,energy and time on this road on some streets in Akure,tell me how many roads/ streets that will give you. 3) Oke-Ijebu road : this long stretch road completely repaired by Mimiko with walkways,bridges and Channelization of waterways and street linings. 4) Oke Aro: another long stretch repaired by Iroko. 5) Reuben Fasoranti road (Fiwasaiye to Owo junction): work was less than 30% on this road when Mimiko took over. He completed this road with quality asphalt,walk ways, solar powered lights, incorporated a big roundabout,six modern bus stops and good drainage system. 6) Ondo road dualization: Work was less than 30% completed when Mimiko took over. The governor completed this work started by Dr. Agagu with functioning non stop diesel powered street lights for the past four years. 7) The Oda estate roads: the work done here will give you ten good streets which some other governors might be commissioning. The road now links up with ijoka. Adegbola junction to Ilesha express,through Akure High school area. I don't know the exact kilometers but the work done by Mimiko here is enormous. 9) The roads neighbouring Isikan market and the Channelization, drainages and bridge works around there. (Check out Omi yeye and Omi elegbin,two big streams that used to kill people and destroy properties before Mimiko came). 10) The roads around Mother and Child hospital. 11)The roads behind Oke Ijebu mega school. Ah!, check out this area. It was absolutely impassable before Iroko. But bridges, great retention walls,,Channelization of the waterways and quality asphalt has eliminated all handicaps. 12) Idi-agba tuntun road,repaired by Mimiko. (13) The roads behind NEPA shopping mall leading to Arakale and bursting out at Lao area. 14) Nine newly asphalted roads at Alagbaka Governor's office area to Governor's house area. 15) The road by the New Royal birds Hotel Alagbaka (one and half kilometers completed) 16) the road from St Michael 2ndry School to sawmill Ijoka 2ru power line down to car wash at Oshinle was asphalted by Mimiko's govt. 17)The Road beside D&G petrol station(4merly Adabol petrol station) b4 Otegbeye junction was also rehabilitated with quality asphalt, 18)The St Luke rd from Investment down to Victory Nur&Pry Schl then to Ijoka and stop after Power line junction. 19) The road in front of Natnal Open University at Oba Afunbiowo Estate along Idanre, Oke-Aro Akure was tarred. 20) Seventeen streets at Lafe - Fanibi to Aule road Akure. 21: Rehabilitation of additional 50 roads within Akure metropolis in January February 2015. (Still so much more that I can't remember now.) And talking about asphalt works again,I can assure you that the asphalt in places like the mechanic village,M&C hospital, neighborhood markets,Automart,Vaccine storage centre/pry health care board,The High courts, NEPA shopping mall and so on will give you more than ten of such roads commissioned by some other governors. ALSO,if you can count the number of structures and infrastructures that the great Iroko has completed within five years in Akure alone,I doubt if any other governor can match his pace. Take a cursory look at the following and tell me what his predecessors (except Ajasin) did in Akure: 1: Education Quality Assurance Building 2. Civil Service Commission building 3.Public Service Trainning Institute,Ilara Mokin 4: Orange Fm building 5: Event centre Ijapo 6: State Pry Health Care building 7: ORIREWA (vaccine storage center) building 8:M&C Akure,Phase 1&2 9. Democracy Park Akure 10: the Diabetes control centre 11: New Governor's house building 12: Sunshine Housing Estate 13: Ilekun Housing Estate 14: 4 Mega schools 15: New Administrative building at the stadia in Akure. 16:Four neighbourhood markets 17: NEPA ultra modern Shopping Mall. 18: comprehensive renovation of the state secretariat 19) comprehensive renovation of the state high court and premises 20) Comprehensive reconstruction of St. Peter's Unity secondary school. 21) comprehensive renovation of Adegbemile hall 22) Administrative building Akure sports stadium. 23) The Dome,international Event centre (about 95% completed now) 24) The new Civil Engineering building (four storey). credit: Remigius Akinbinu. |
