This is definitely a scam. DV notifications are not sent by "support@kcc-program.com."

In fact, I just entered my own last name and a made-up confirmation number into the website their link leads to, and it appears that I have won the Diversity Visa lottery.

You can check to see if your actual entry was selected at the official Diversity Visa website: https://www.dvlottery.state.gov/ . You are quite right not to trust e-mails like this one.
