There are a couple of options.

Use the Statement of Account and write a proper LOE to support not getting a Reference letter (what of letter of non bonds redness)

Another option is to transfer the money to you Naija account and invest in treasury bills (include SOA local and foreign and LOE)

I was at the NPC office in Ikeja LG council in May and was told to pay 11,500 for attestation (10k + 1k5 for affidavit). I went directly into the office oo, not the agents that hang around. When I told the lady that the official cost is 2,500, as I saw online, she told me to go and pay online na and just ignored me.

.. I paid 6,000 to get mine. Told the lady who attended to me it was 2,500 on the website. She laughed and said "..that was a long time ago".

I have contacts but I will not be giving you because your welfare is my concern. Lagos passport offices are very unreliable, Ikoyi especially can be a nightmare. Even the officers themselves cannot confidently hit their chest and give you a sure collection date.

I strongly recommend you look for a contact at Abeokuta passport office. You'll be getting it same day or the next.
