The Central Bank of Nigeria has vowed to engage financial crime fighting agencies to pursue fraudsters who have been deceiving the banks with fake documents to buy forex at cheap rates and sell at higher rates at the black market, NIKE POPOOLA reports
Eight weeks after the Central Bank of Nigeria stopped selling forex to Bureau De Change operators and asked legitimate travellers to approach the banks to access cheap forex, the banks have been inundated with fake demands, findings have revealed.
More customers have been deceiving the banks with fake documents to obtain the forex at cheaper rate, and prevented genuine travellers from gaining access to forex.
The CBN Governor, Godwin Emefiele, had said that the BDCs defeated their purpose of existence to provide forex to retail users and had become wholesale and illegal dealers.
“They have remained renegade and so greedy, recalcitrant with abnormally high profit from these sales while ordinary Nigerians have been left to feel the pain and therefore suffer,” he said.
He said the CBN had maintained its stand to discontinue the sale of forex to the BDCs.
Emefiele urged any Nigerian who had legitimate business to conduct to take the business to the banks to buy cheap forex.
He also said the banks would sell forex to travellers to pay for school fees and medical bills.
According to him, travellers could access up to $4,000 for Personal Travelling Allowance and $5,000 for Business Travelling Allowance.
He added, “I want to put it on record that if the amount you want is above the limit that is recognised and we find that the reason you are making those demands is legitimate, the bank will speak to us and we will give you what is even more than the limit.
“If you have dollars to sell, go to your bank. We will continue to monitor the banks.”
Findings, however, showed that the banks have been reporting fraudulent forex demands to the CBN.
Confirming this, Emefiele said, “We conducted a study; one of the banks in one day sold to 52 people who said they wanted to travel. After two weeks, they went to check, 40 out of the 52 had cancelled their tickets.
“How could you have a situation where about 70 per cent or 80 per cent who went to bank to buy BTA on the reason that they want to travel, banks sold to them, they turned back and went and sold to the black market. They were asked to return it and we are going to pursue you if you are involved in these nefarious activities.”
Emefiele added, “If you go to bank with fake visa, fake passport, we have told them not to sell to you. If they sell to you mistakenly, and after two weeks, we check and find that you cancelled your ticket or your visa is fake, they will call you because you are their customer.
“They have your BVN, they have your number, they will call you to return the dollars. If you do not return it, they will place your name on their website, your BVN on their website, we will pick those details.
“We will send them to EFCC and other crime agencies, they will pursue you and you must return the dollars because you cannot acquire it illegally. That is our position.”
However, some legitimate travellers have complained that they applied for forex at their banks but could not get it before their trips.
A traveller, who identified himself just as Felix, said, “My wife applied for PTA at the bank. Today, they called to inform her that they do not have dollars and she should seek alternative means from BDCs.
“This was despite sending mails out that travellers could buy forex five hours before their trip.”
Another traveller, who did not want to be named, said, “I applied for forex and was going to the bank and spending hours there for three days but they did not sell to me and did not inform me that they would not sell to me after wasting my precious time.
“I had to go the BDCs to buy at the black market rate when I was travelling. I spent three days trying to get dollars at the bank before my trip; I could not.”
A source from one of the banks who would not want to be quoted said that there were instances of customers applying for forex but did not travel after two weeks from the bank’s findings.
According to him, the customers did not return the forex that they bought to the bank.
He said the banks had to go through a lot of processes to confirm the payments before selling the forex and many applicants were on the waiting list.
While explaining the reasons why many travellers had been applying but could not get forex, he said that the bank could only sell the quantity of forex available to them when they are only able to finish confirming the applications.
Meanwhile, the naira had maintained its downward trend after falling to N570/$ on Friday from N490/$ before the CBN stopped forex sales to the BDCs in July.
The naira however traded around N412/$ at the I&E forex window which is the only official rate the CBN governor said he recognised.
As part of efforts to solve naira crisis, the CBN on Friday vowed to clampdown on Abokifx, an online forex publication.
It had accused the website, its owner and patrons of manipulating the exchange rates to sabotage the economy.
In response, abokiFX suspended its publication of exchange rates between the naira and other currencies on its website.
AbokiFX disclosed this in a statement on Friday evening titled ‘Temporary suspension of rate publication – AbokifX’. It said, “AbokiFX has taken the decision today, the 17th of September 2021, to temporarily suspend rate updates on all our platforms, until we get better clarity of the situation.
“Final rates have been posted this evening but the abokiFX news section and the Crypto rates section will still be active.”
A former President, Association of National Accountants of Nigeria, Dr Sam Nzekwe, said forex should not be allocated to the BDCs but the BDCs should source for the forex by themselves.
“Allocating forex to them is like throwing money into an area that you don’t have adequate control because you don’t know what they are doing,” he said.
On the happenings in the banks, he said it was necessary to monitor the banks very well to make sure that they were playing according to the rules.
According to him, people could make quick money from the forex if they were not well monitored.
Banks have continued to tell beneficiaries of the cheap forex sales to return them if not used.
First Bank of Nigeria said in an email to its customers titled ‘Adherence to forex sale policy’, that “We have been directed by the Central Bank of Nigeria to inform all our customers that unethical practices to circumvent the new CBN policy on the sale of forex, such as the presentation of false travel documents, visas, and the cancellation of flight tickets after purchasing personal travel allowance and business travel allowance, will no longer be tolerated.
“Defaulting customers who present fraudulent travel credentials or cancel their tickets and fail to refund the purchased PTA and BTA within two weeks, as stated in the signed customer declaration form, will have their identities and bank verification numbers published.”

THE Kaduna State Police Command said on Thursday that it arrested kidnappers of students of Greenfield University as well as students of the Bethel Baptist High School, all in the state.
Also in the police net are kidnappers of the 37 students of the Federal College of Forestry Mechanisation, Afaka, in Igabi LGA of Kaduna State.
Both the Greenfield University and the Baptist Bethel High School are located in Chikun LGA of the state.
While parading suspects on Thursday at the Command’s Headquarters along Bida Road in the state capital, the Command’s spokesman, Mohammed Jalige, also announced the arrest of the suspected killers of 36-year-old Captain Abdulkareem Na’Allah, a pilot and son of Senator Bala Na’Allah.
Jalige said one Usman Mohammed from Bukuyum in Zamfara State was apprehended by operatives of the command in connection with the kidnap of the students of Greenfield University, Federal College of Forestry Mechanisation, Afaka, as well as Bethel Baptist High School, all in the state.
He said, “On the 29th August, 2021 at about 0900hrs, based on credible information, Operation Yaki Surveillance team with FIB STS Force Headquarter, Abuja, jointly raided a house along Ring Road, Asikolaye area of Kaduna, where one Usman Abubakar, ‘m’ 41 years old, a native of Adakpa village, Bukkuyum LGA of Zamfara State, a notorious kidnapper terrorising Chikun, Igabi and Giwa LGAs of Kaduna State, was arrested.
“He confessed to have kidnapped many people and collected several ransoms; he also has links with recent attacks on Greenfield University, Bethel Baptist Academy and School of Forestry Mechanisation, Mando, Kaduna.”
Speaking on the killers of Na’Allah’s son, the police spokesman noted that two of the three members of the gang that killed the pilot were in the custody of the command while one was at large.
He named one Bashir Mohammed, a neighbour of the slain pilot as principal suspect, while identifying another suspect as Nasir Salisu, also known as Uban Dana, adding that the third suspect, one Usman Kano, was at large.
He added that the suspects sold the late pilot’s SUV vehicle in Republic of Niger at the cost of N1m.
Command foils attack, kills bandit along Kaduna-Abuja highway
Meanwhile, Jalige said operatives of the command killed one notorious bandit, while a driver and his conductor were unfortunately killed in crossfire along the Kaduna-Abuja highway.

The Emir of Keffi, HRH Alhaji Shehu Yamusa III, has called on Nigerian women to show interest in the Presidency to succeed the President, Major General Muhammadu Buhari (retd.), in 2023, saying it would not be impossible. According to him, Nigerians, regardless of their ethnicity or political affiliations, must separate cultural sentiments from politics for the best leaders to emerge in the country. The monarch, who is also the Chancellor of Nasarawa State University, made this statement on Thursday when members of the National Democratic Institute International Working Group for Supporting the Advancement of Gender Equality programme, visited him in his palace. Among the team was the first female President of the Republic of Kosovo and leader of NDI’s SAGE delegation, Ms. Atifete Jahjaga. Yamusa said, “Most importantly, I will like to draw the attention of the entire nation to the fact that culture and politics are two different things. We often mistake the two for each other, and that is why most women can’t come out to contest for elective positions. But they are part of us, and we must carry them along. “Going by their performances in our various houses, I think we should give them a chance in the next general elections. After initial denial, the Nigerian Air Force on Thursday admitted that one of its fighter jets on a mission against terrorists “unfortunately” bombed civilians in Yobe State on Wednesday. NAF Director of Public Relations and Information, Edward Gabkwet, disclosed this in a statement made available to journalists today, adding that investigation had commenced into the incident. The PUNCH had earlier reported that residents of Buhari community, in the Yunusari Local Government Area of Yobe State on Wednesday claimed that a NAF fighter jet rained bullets from the skies and killed nine people in the area, while several other villagers sustained injuries. Air Force spokesman had, on Wednesday, denied reports linking one of its fighter jets to the bombing. Gabkwet had explained that the mission last conducted by NAF in Yobe was earlier in the month. “NAF last conducted a mission into Yobe State (not Yunusari LGA) on 5 September 2021 and it was an armed recce [an informal term for reconnaissance, being a military observation of a region to locate an enemy or ascertain strategic features]. “No bomb or missile was even expended,” he had said. But in a statement on Thursday, the NAF spokesman said that the “initial (Press) release denying the involvement of NAF aircraft was based on the first report available” at the time. In the statement titled, ‘Investigation commences on alleged aircraft firing of civilian settlements’, Gabkwet said that the location of the incident was a notorious lair for terrorists and “well known for continuous Boko Haram/ISWAP activities.” The statement read, “Following intelligence on Boko Haram/ISWAP movements along the Kamadougou Yobe River line, an aircraft from the Air Component of Operation Hadin Kai was detailed to respond to the suspected terrorist activities in the area along the Nigeria/Niger border at about 0600hrs on 15 September 2021. “The aircraft, while operating South of Kanama, observed suspicious movement consistent with Boko Haram terrorist behaviour whenever a jet aircraft is overhead. Accordingly, the pilot fired some probing shots. It is important to state that the area is well known for continuous Boko Haram/ISWAP activities. “Unfortunately, reports reaching Nigerian Air Force Headquarters alleged that some civilians were erroneously killed while others were injured. “Initial release denying the involvement of NAF aircraft was based on the first report available to the Air Component, which was subsequently forwarded to NAF headquarters that civilians were bombed as the aircraft detailed for the mission was not carrying bombs. “Therefore, a Board of Inquiry has been set up to thoroughly investigate the circumstances of the incident.” Of recent, fighters in Nigerian Military jets on missions against terrorists and other criminals have been alleged to have bombed innocent Nigerians, including soldiers, due to alleged miscalculations. In April 2021, over 20 soldiers on ground were allegedly slain in Mainok, Borno State, when a NAF fighter jet responding to attacks on a military camp by Boko Haram insurgents bombed the military camp based on a wrong coordinate. Gabkwet had said that the incident was under investigation. The National Bureau of Statistics on Wednesday said that the composite food index rose by 20.30 per cent in August compared to 21.03 per cent recorded in July 2021. This implies that that food inflation continued to rise in August, however, at a slower pace than July. In recent times, Nigeria has been faced with the huge challenge of unbearable hike in prices of food commodities. The country has also found itself in serious food uptight condition and this has been a great concern for most people, especially the poor and vulnerable. The skyrocketing food prices in major cities across the country have had huge effects on the budget of households and firms. Prices of foodstuff such as yams, beans, rice including pepper, seasoning and others have gone on the roof. Also, the cost of bread, bottled water, soft drinks and many other edibles have increased. The NBS confirmed this in its report on Wednesday when it stated that the rise in food inflation in August was driven by increase in the prices of bread and cereals, milk, cheese and egg, oils and fats, potatoes, yam and other tuber, meat and coffee, tea and cocoa. The report noted that on a month-on-month basis, the food sub-index increased by 1.06 per cent in August, up by 0.20 per cent points from 0.86 per cent recorded in July. “The average annual rate of change of the food sub-index for the 12-month period ending August 2021 over the previous 12-month average was 20.50 per cent, 0.34 per cent points from the average annual rate of change recorded in July 2021 (20.16) per cent,” it added. A cursory look at the food inflation rate between January and August shows fluctuation in trends. In January, for instance, food inflation rose to 20.57 per cent, compared to 19.56 per cent in December 2020 and was as high as 22.95 per cent in March. However, in April, food inflation stood at 22.72 per cent and continued to rise at a decreasing level until August. Further analysis of the latest CPI report revealed that on YoY basis, food inflation was highest in certain states such as Kogi (28.76 per cent), Oyo (23.69 per cent) and Gombe (22.37 per cent), while River (17.69 per cent), Edo (17.26 per cent) and Bauchi (17.24 per cent) recorded the slowest rise. “On month on month basis however, August 2021 food inflation was highest in Ekiti (2.70 per cent), Abuja (2.62 per cent) and Akwa Ibom (2.50 per cent), while Lagos (0.04 per cent) and Edo (0.08 per cent) recorded the slowest rise with Kaduna recording price deflation or negative inflation (general decrease in the general price level of food or a negative food inflation rate),” the report stated. The Consumer Price Index which measures inflation rate fell to 17.01 per cent in August. According to the latest CPI report, this rate is 0.37 per cent points lower than the 17.38 per cent recorded in July this year. This is the fifth consecutive month that the country’s inflation rate will be trending downward since March this year. Inflation dropped from 18.17 per cent in March to 18.12 per cent in April before dropping further to 17.93 per cent, 17.75 per cent and 17.38 per cent in the months of May, June and July respectively. The NBS said that on a month-on-month basis, the headline index increased by 1.02 per cent in August 2021, adding that this is 0.09 per cent rate higher than the 0.93 per cent recorded in July 2021. “This is 0.37 per cent points lower than the rate recorded in July 2021 (17.38) per cent.” Speaking on the development, experts called on the government to address the issue of food insecurity in the country. They said by boosting food production, food inflation which constitutes a major component of the headline inflation will decline significantly. Managing Director, Cowry Asset Management Limited, Mr Johnson Chukwu, a financial analyst, explained that the figures were an actual representation of the market situation. He said, “There is actually no disparity between the report and the reality in the market. The problem stems from understanding. “We have to understand that the 17.01 per cent inflation rate recorded in August doesn’t represent a disinflation in prices of products but shows from August 2020 to last month inflation has risen by this percentage which is lower that the inflation rate that was recorded between July of last year and that of this year. “What Nigerians have to understand is that the prices of goods and services are still increasing at the rate at which the inflation is increasing; therefore, the cost of products will still be high at the market. “When they say inflation is moderating, it means that prices are rising at a slower pace. “Simply put, what the latest report implies is that if a particular product sold for N1000 last year August, as at August this year, it sold for N1000 plus the 17.01 per cent.” Beyond improving food production, he called on the government to work towards stabilising the naira to moderate import inflation. Another expert and the Chief Executive Officer, SD&  Capital Investment, Gbolade Idakolo, said that the current inflation rate was fueled by high foreign exchange rate which has led to a hike in the price of goods and services. He also said that due to the government’s continuous borrowing, most of the revenue meant to develop the economy was used to service debt, thus leaving little or no revenue for developing the real sector. The development of the real sector, he said, can help to further lessen inflationary pressures. “High inflation rates leads to poor economic growth and more people will keep moving below the poverty line,” he said. Buhari mortgaging Nigeria’s future – PDPOn its part, the Peoples Democratic Party rejected the fresh move to obtain fresh foreign loans of $4bn and €710m.
According to the opposition party, the move by the President and his All Progressives Congress-led regime was another attempt at further mortgaging the future of Nigeria and Nigerians with less than two years left in office.
This was contained in a statement titled ‘Fresh $4bn, €710m loans: Buhari, APC are selling Nigeria, PDP cries out…urges NASS to probe looting of loans’, signed by its National Publicity Secretary, Kola Ologbondiyan, in Abuja, on Tuesday.
Ologbondiyan said, “The PDP vehemently rejects reported moves by the President Muhammadu Buhari-led APC administration to further mortgage our nation with a fresh of N2.66tn ($4bn and €710m) external loan.
“The party laments that with the reckless borrowing by President Buhari and the APC, Nigerians might eventually not have a nation and a patrimony that they can freely call their own, after the APC, which has less than two years to vacate office.”
Ologbondiyan described the proposed borrowing as an act of wickedness on the part of individuals who are fully aware that they will be leaving office in less than two years. It described the Buhari regime as “incompetent and corrupt.”
Attempts to get a response from the APC were futile. Calls to the mobile telephone number of the National Secretary, Senator John Akpanudoedehe, were not returned.

Who will pay these loans, what are these loans being used for? We are wasting resources in the North East and North West fighting banditry, money that can be used to industrialized the whole of North and provide employments in Agriculture, Solar Energy, revive Textile industries, pottery and so on. North is blessed and can feed the whole of West Africa, but we have leaders who don't know what they are doing. This is what is putting pressure on the dollar, by Decemeber it may be N1 to $750. |
