The US says there are “elevated threats” to major hotels in Nigeria’s “larger cities”.

This was contained in an emergency information for American citizens dated November 3.

The advisory said the Nigerian security agencies are working to counter the threat.

It said US citizens should exercise vigilance at major hotels, be alert to their surroundings, keep a low profile, and review the travel advisory for Nigeria before checking into any hotels.



“The U.S. Government is aware of credible information that there is an elevated threat to major hotels in Nigeria’s larger cities,” the notice reads.

“The Nigerian security services are working diligently to counter the threat.

“The U.S. Department of State advises U.S. citizens to consider this information when arranging lodging or visiting major hotels in Nigeria.”

It also provided the addresses and telephone numbers of the US embassy in Abuja and consulate in Lagos should any US citizen require help.

In October, the US advised all its citizens worldwide to exercise restraint in travelling to various locations around the world. Nigeria was listed under the third tier of caution alert (Reconsider to travel).

The Nigerian naira tumbled to a record low of N993.83 against the dollar at the investors’ and exporters’ (I&E) window.

The I&E window is the country’s official foreign exchange (FX) trading platform.

The FX rate represents a 25.81 percent depreciation of the local currency from the N789.94 recorded on the last trading day.

Data from FMDQ Securities Exchange, a platform that oversees FX trading in Nigeria, showed that the official window recorded a low of N475 and a high of N998 to the dollar on Monday.


FMDQ said trading opened at N794.70 and closed at the rate of N993.83; adding that the daily FX market turnover totalled $88.31 million.

Meanwhile, at the parallel section of the market, the naira sustained its recent gains, trading at N1,150 to the greenback.

Taiwo Oyedele, chairman of the presidential committee on fiscal policy and tax reforms, had said the federal government plans to introduce new FX rules, including a crackdown on illicit currency trading.


He said the government plans to clear a backlog of dollar demand estimated at about $6.7 billion, bolster the naira forward market, and set transparent rules for the operations of the official market.

On October 23, 2023, Wale Edun, minister of finance and coordinating minister of the economy, said Nigeria expects $10 billion in foreign currency inflows to ease liquidity in the foreign exchange market.

The acting comptroller general of the NIS, Caroline Adepoju, appealed during an interactive meeting with the Senate Committee on Interior.



Ms Adepoju said the NIS conditions of service were supposed to be at par with other sister agencies, especially concerning remuneration.





She, however, lamented the glaring disparity on what its personnels received compared to other sister agencies, saying this was discouraging and demoralising to personnels of the service.



“Our conditions of service for NIS personnel, in terms of remuneration, we are expected to be at par with the Customs Service, Nigeria Police Force, but our remunerations are poor and can not actually take us home,” said Ms Adepoju.



Ms Adepoju also decried the non-regular promotion status of its officers, noting that many of the personnel had stagnated on a particular grade level without promotion for many years.



The immigration boss also called for improved funding and logistics for the NIS to properly executive its mandate, like the provision of E-gate.



According to her, there is a need to increase the number of its personnel for adequate manning of the airports, sea and land borders.



“Our promotion is slow, and this breeds demoralisation; people are demoralised, we need our promotion evaluative system and eligibility to be reviewed.



“We need to create vacancies to remove stagnation among the personnel of NIS.



“We need better office and residential accommodations both in our states and border security; we need logistics to aid our border management, both land, air and the sea,” she said.



Ms Adepoju said that despite the challenges, the management was also poised to and committed to improving its service delivery mandate in line with the renewed hope agenda of President Bola Tinubu.



Ja’afar Mohammed, the secretary, the Board of the Nigeria Immigration Service (NIS), Nigeria Correctional Services, and Nigerian Security and Civil Defence Corps, corroborated Ms Adepoju’s submission.



He explained that the board has had historical challenges, saying that the board had existed on an ad-hoc basis.



The secretary said the board did not have a comprehensive record of employees of NIS to generate eligibility status on issues relating to promotion and retirement



The committee chairman, Senator Adams Oshiomole, said the interaction, which was at the instance of the committee, was to have first-hand information and an overview of the challenges faced by the service.



He said this enabled the committee to intervene, support and evolve measures to solve the issues.

A lecturer with the Department of Biochemistry, School of Life Sciences, Federal University of Technology (FUT) Minna in Niger State, Dr. (Mrs) Adefolalu Funmilola Sherifat has been found slaughtered in her residence in the Gbaiko Area of the town.

The chairperson of the Academic Staff Union of University (ASUU) in the school Professor Gbolahan Bolarin confirmed this to Channels Television.

Professor Bolarin said her body was discovered on Sunday morning when her church members traced her home after she was not seen during service.

Some residents said after forcing the door to her house open, she was found in her pool of blood with her throat slit and knives found beside her. Police authorities later moved the body to the mortuary.

The spokesman of the Niger Police Command Wasiu Abiodun told Channels Television that further information about the incident would be communicated in due course.

According to some residents, the late varsity teacher’s husband – who was a professor in the same school – had passed on.

Until her death, she was staying with a female house help but laid off the girl on Friday, they added.

Four people have reportedly lost their lives following an attack by bandits in Maru, located within the Maru Local Government Area of Zamfara State.

An indigene of the town, Mohammed Bawa, told The PUNCH that the Emir of Maru, Abubakar Maigari, managed to escape when the bandits invaded his palace, but one of his guards was killed on the spot while others were injured.

According to Bawa, the emir’s vehicles were also damaged due to several gunshots.

He explained that the bandits also returned to the town on Thursday looking for the Emir, and when they could not see him, they moved from house to house, where they killed four people.

Bawa said, The bandits invaded the Emir’s palace and opened fire indiscriminately in an attempt to kill the Emir, but he escaped.

“They killed one of the palace guards and damaged all the vehicles in that place.

“The bandits also returned to the town last night, and when they could not see the Emir again, they moved from house to house looking for him, and in the process, they killed four people.

“Their funeral prayers have been conducted today, Friday, according to Islamic injunction
”.


Meanwhile, the state government has announced the closure of the popular Maru market for fear that the bandits could attack the people today, Friday being the market day.

In a statement, the state commissioner for information, Munnir Haidara, said, “Following the security situation in Maru town, the state government has closed down the Maru market until the security situation is improved.

“The Executive Governor of the State, Dauda Lawal, is sympathising with the families of those who lost their lives during the bandit attack last Thursday night.”

Former President Goodluck Jonathan has called for inclusivity as a means of consolidating democracy and promoting peace and progress in Africa.


A statement by Ikechukwu Eze, the former president’s spokesperson, quoted him as making the call in his remarks at the Second Annual Retreat of Regional Economic Communities (RECs) Special Envoys, High Representatives organised by International IDEA in Abuja on Tuesday.

According to him, democracy will serve the people better if African leaders at all levels respect the laws of their nations.


“I believe that we need to elect leaders who will respect their laws. If our leaders – presidents, prime ministers, the parliament and the judiciary – would respect our laws, I believe 70 per cent of our problems would be solved,” he said.

Mr Jonathan said that in the face of increasing military coups on the continent, especially in West Africa, inclusivity and good governance are what the people need to convince that civilian administrations are better than military governments.

“In Africa, democracy is currently facing many challenges, including the resurgence of coup d’état, citizen disenchantment, rising insecurity and tough economic situations for which special panels like this one are expected to interrogate and proffer solutions.

“I have always said there is a strong connection between democracy and development.

“Hence, the need to deepen democracy, make it more inclusive and strengthen the institutions of governance, towards building a stable and prosperous society,” Mr Jonathan said.

The former president added that the issue of inclusivity is a key part of the discussions for improving the convergence principle mentioned in the ECOWAS Protocol on democracy and good governance.

He charged the participants at the two-day high-level retreat to develop “concrete and actionable recommendations to respond in a sustainable and inclusive manner to these complex situations.”

As the Supreme Court gets set to hear appeals seeking to remove President Bola Tinubu from office, the candidate of Peoples Democratic Party, PDP, Alhaji Atiku Abubakar, has said that nothing ought to stop the apex court from accepting his fresh evidence.

Atiku stated this in a reply on point of law he filed to counter objections that President Tinubu, the Independent National Electoral Commission, INEC, and the All Progressives Congress, APC, raised to query the admissibility of documents that were released to him by the Chicago State University, CSU, in the United States of America.



The former Vice President maintained that the documents he is seeking the permission of the apex court to tender, would establish his allegation that President Tinubu was not only ineligible to contest the election, but was equally involved in certificate forgery.

The documents
The documents Atiku is seeking to tender before the apex court are Tinubu’s academic records that the CSU handed over to him on October 2, 2023.

The 32-page documents were released on the orders of Judge Nancy Maldonado of the District Court of Illinois, Eastern Division, Illinois, United States of America.

The US court had ordered the CSU to release the said documents to Atiku, despite Tinubu’s objection.

However, following Atiku’s request to tender the documents, President Tinubu, INEC and the APC raised separate objections wherein they argued that the Supreme Court could not admit the evidence at this stage of the case.

They argued that the 180 days allowed by the law for hearing of petitions against the outcome of the presidential election, had since elapsed.

Tinubu’s objection
According to them, the apex court, at this stage, lacks the requisite jurisdiction to receive and decide on the fresh evidence since it was not presented within the prescribed 180 days.


In his response to the objections, Atiku, through his team of lawyers led by Chief Chris Uche, SAN, argued that contrary to the position of the respondents, “there is no such constitutional limit of 180 days on the lower court to hear and determine a presidential election petition, such that can rob this Honourable Court to exercise its power in any manner whatsoever.

“The parties are agreed that the Constitution is the fons et origo and the grundnorm, and supersedes any other legislation,” he added.

Besides, Atiku maintained that while tribunals were established to deal with election matters from Houses of Assembly, National Assembly and governorship elections, the Constitution gave the jurisdiction to entertain disputes from presidential elections only to the Court of Appeal.

“Thereafter, the Constitution was intentional and deliberate in setting the 180 days limit only for Election Tribunals, and not for the Court of Appeal. On the other hand, when it came to appeals, the Constitution clearly and expressly extended same to the Court of Appeal.

“The Constitution clearly excluded Court of Appeal in the preceding subsection,” he submitted.



Atiku further argued that a cursory look at Section 285 of the 1999 Constitution, as amended, shows that the Presidential Election Petition Court, PEPC, that heard and dismissed his petition, was not an election tribunal.

The Constitution
He contended that the framers of the Constitution limited the application of the 180 days specifically to election tribunals by virtue of section 285(6), excluding the Court of Appeal.

“On the other hand, when it came to the next subsection, namely Section 285(7), they intentionally included and mentioned Court of Appeal.

“The trite maxim, My Lords, is “expressio unius est exclusio alterius”, meaning that the express mention of one thing in a statutory provision automatically excludes any other which otherwise would have been included by implication.

“Furthermore, when granting jurisdiction to the Court of Appeal to entertain presidential election petitions, the Constitution did not pretend that it was conferring the jurisdiction on a “tribunal”; it clearly gave the jurisdiction to the Court of Appeal. Thus, section 239(1) of the Constitution specifically provides thus:-


“Subject to the provisions of this Constitution, the Court of Appeal shall, to the exclusion of any other court of law in Nigeria, have original jurisdiction to hear and determine any question as to whether – (a) any person has been validity elected to the office of President or Vice President under this Constitution.”

Uche also noted that when conferring on the Supreme Court the jurisdiction to entertain appeals arising from decisions in presidential election petitions, the Constitution limited itself to “Court of Appeal” and made no mention of ‘tribunal’.

He cited Section 233 subsections (1) and (2)(e)(i) of the Constitution which provides that: “The Supreme Court shall have jurisdiction, to the exclusion of any other court of law in Nigeria, to hear and determine appeals from the Court of Appeal.

“An appeal shall lie from decisions of the Court of Appeal to the Supreme Court as of right in the following cases – (e) decisions on any question – (i) whether any person has been validly elected to the office of President or Vice President under this Constitution”.

He added that it was based on the above facts that the Presidential Election Petition Court itself administratively refused to be referred to as the “Presidential Election Petition Tribunal”, but the “Presidential Election Petition Court”.


“The case is not whether 2nd Respondent attended Chicago State University, but whether he presented a forged certificate to the INEC.

“That at the trial, a National Youth Service Corps, NYSC, certificate with serial number 173807 presented by the 2nd Respondent to the 1st Respondent was equally tendered by the Appellants/Applicants at the trial as “EXHIBIT PBD 1A” with the name Tinubu Bola Adekunle, which is annexed herewith as EXHIBIT-J,” Atiku added.

Engr Ibrahim Idriss Garba, Commissioner for Reconstruction, Rehabilitation and Resettlement (RRR) in Borno State, is dead.

Details of his death were sketchy at the time of filing but sources said he died from heart related ailment while others alleged that he was poisoned.

Family sources said he died in his house at 777 Housing Estate in Maiduguri, the Borno state capital, on Friday night.

“Governor Babagana Umara Zulum received the news with intense shock and profound grief. The Governor mourns alongside the late commissioner’s family, other loved ones, friends, associates, and members of the state executive council.”

“Late Engr Ibrahim Idriss Garba was the Governor’s Special Adviser on Special Projects before he was elevated and appointed commissioner of RRR, at the commencement of Zulum’s ongoing second term.

“May Allah forgive the commissioner’s shortcomings and admit him into Aljanna,” he said.

Barely a month ago, the deceased survived an accident while on Governor Zulum’s convoy during a week tour in southern Borno.
