The presidential candidate of the Peoples Democratic Party, Atiku Abubakar, has said that the credential of national inclusivity, not ethnicity should be an ideal that the Northern part of the county should examine in electing a new president for the country in the 2023 elections. Mr Atiku made the remarks when he featured as a guest of the Arewa Joint Committee interactive sessions with various presidential candidates of political parties on Saturday in Kaduna. He noted that with a political career that spans more than three decades, he stands shoulder high as a Northerner who has built bridges of unity across the country. “I have been in politics for more than three decades and I am a Northerner. So, if you ask me why I am the best candidate to lead Nigeria in 2023, I will simply say that what Nigeria needs is a pan-Nigerian president, not whether he is Yoruba, Igbo or Hausa-Fulani”. The session, which took place at the Arewa House was attended by high ranking leaders of various North based socio-cultural bodies. From Washington DC| The International Monetary Fund (IMF), on Wednesday, raised concerns that Nigeria has not been able to save enough and continues to carry a huge fiscal deficit despite rallying oil prices. The IMF released its latest Fiscal Monitor report, which strongly recommends fiscal tightening to help tackle inflation, address debt vulnerabilities, and a deliberate cooperation between the fiscal monetary policies/authorities to navigate present challenges. Many oil exporters that have taken advantage of the oil boom are now running fiscal surpluses because of higher oil revenues. But Nigeria’s fiscal deficit is projected to widen in 2022 and 2023 as growth slows and inflation remains high. As contained in the proposed 2023 budget presented by President Muhammadu Buhari last Friday, the fiscal deficit will widen to 4.78 percent of estimated GDP in 2023 as the government plans an unprecedented N20.51 trillion spending for the year. The projected deficit is also above the 3 percent threshold set by the Fiscal Responsibility Act 2007. At a press meeting on the IMF Fiscal Monitor, Paulo Medas, deputy division chief in the IMF’s Fiscal Affairs Department, said Nigeria’s fiscal troubles have worsened on the back of huge fuel subsidies, low oil production due to crude theft, as well as low oil income mobilisation. “Governments are facing a very difficult environment with many countries battling double digit inflation and in this respect, fiscal policy needs to help monetary policy, working together to ensure price stability. This is absolutely critical for that stable growth and for some public finances in countries,” Medas said. The biggest risk emphasised in the IMF Fiscal Monitor is debt. But with N42.84 trillion already accumulated in debt, Nigeria plans to borrow an additional N8.80 trillion to fund the 2023 budget. Buhari had explained that the government resorted to borrowing to finance fiscal gaps due to low revenues. The IMF chief said: “For countries like Nigeria, especially the oil exporters, they can take advantage of rising commodity revenues to address some of these needs and to be able to spend. “In Nigeria, which has benefited from higher record revenue, so far, we haven’t seen any improvement in deficits as we would hope. Part because of the large energy subsidies, but also other issues with the production of oil and other pressures on the budget.” He said that the IMF recommendation is to try to save some of these oil revenues to reduce threats but also to use them to address these emergency needs. Medas said: “Another aspect is that Nigeria is one case where tax revenues are really low. And this really undermines the capacity of governments to react to these types of shocks or to provide key services. “So in the case of Nigeria, where the priority is really a domestic revenue mobilisation you need to increase the scale capacity to address the needs of the country. Stakeholders have continued to condemn the recently announced stake of Ethiopian Airlines in Nigeria’s national carrier, Nigeria Air. The Federal Government recently announced the choice of Ethiopian Airlines as the core investor and technical partner in the Nigeria Air project, a move which many persons described as a win for the East African carrier and a huge loss to Nigeria. A team from the Federal Ministry of Aviation met with Ethiopian Airlines management in Addis Ababa last week over its selection as the core investor for the national airline and being the only airline that bided after the ministry advertised for bidders. Though talks have been ongoing about the birth of the national carrier, the Federal Ministry of Aviation and Ethiopian Airlines are yet to sign any agreement for the kick-off of the partnership. The Minister of Aviation, Hadi Sirika, had promised to engage the media when the time is set. He had explained that the proposed national carrier, Nigeria Air, would be driven by the private sector. He said the Nigerian government would retain five per cent stake while Ethiopian Airlines would have a 49 per cent stake and 46 per cent of the airline would be owned by Nigerian investors. The Nigerian government anticipates raising $250m from the private sector. Ethiopian Airlines is the largest aviation group in Africa registering a 20-25 per cent annual growth. It is one of the most profitable airlines in the world. In the 2021-2022 budget year, the national flag carrier made a net profit of $937m. The airline generated $5bn dollars revenue, a 79 per cent growth from the previous year. The airline marked its 76th anniversary last April. However, a lot of reactions have followed the announced partnership. While many industry stakeholders applauded the plan, others criticised it, saying that Nigeria should have partnered a carrier outside Africa. The critics talked about Nigerian pride and how Ethiopian Airlines might not provide the support Nigeria Air would need. Some critics also said that instead of giving Ethiopian Airlines 49 per cent stake, there could have been better partnership arrangement that would benefit Nigeria more. But an industry consultant, Marketing and Public Relations Strategist, Sindy Forster, observed that a national carrier without a change in Nigerian Civil Aviation Authority rules would not be able to gain optimal benefits from Bilateral Air Service Agreement for two years. She said, “We already have flag carriers that need support with BASA, what support have they been given? What BASA support will existing airlines continue to receive? An airline alone cannot take full advantage of SAATM (Single Air Transport Market), a lot will be missing before SAATM can be fully utilised. “What ‘competition’ when they are selectively supporting one private foreign airline over the privately owned domestic airlines. This is unfair competition, and market distortion, having three additional aircraft when we may lose more aircraft from unsupported airlines that will not lead to competitive fares. “Wet lease does not generate Nigerian employment and there is a risk that the Nigerian MRO (Maintenance, Repair, Overhaul) may never see the light of day. Ethiopian will most likely want to use their MRO as they have with every other joint venture they have entered into. They use their engineers, etc. Will they use existing ground handling companies or provide their own?” Forster added, “Why will the government be focused on creating an enabling environment for one airline rather than all? What support will existing airlines receive? How will they compete for BASA routes? Why provide fiscal incentives for a private airline you only own five per cent of? They should buy five per cent of all for it to be a level playing field.” The Assistant General Secretary, Aviation Round Table, Olumide Ohunayo, also emphasised that though Ethiopian Airlines had been a successful carrier in Africa, its partner carriers on the continent such as Congo Airways, Tchadia Airlines, Zambia Airways and others, except Asky Airline, which just upped its fleet of aircraft to about 12, had all failed. He said, “To me, this is not a good deal because we are back in the blocks again. We are leasing aircraft and crew on wet-lease, not even damp lease. With that we are probably taking all the revenues away. They will have to look for the scarce forex now to pay those crews. “It is a win for Ethiopia as against Nigeria. If you look at all the airlines that Ethiopian Airlines has partnered with on the coast of Africa, you will see that none is successful, apart from Asky Airlines. Today, Asky is operating a direct Lagos-Johannesburg route, will this new carrier be competing with Asky on this route?” The industry expert who expressed his fears about how much stake Ethiopian Airlines had in Nigeria’s national carrier, said, “Of all the seven airlines in africa that ET has shares, only ASKY operates beyond the domestic route, the remaining (in Chad, Mozambique, Zambia, Congo, Guinea and Malawi) are glorified local carriers. ASKY has 12 aircraft in 12 years. “The govt has given multiple false start date of this airline and we have two of such dates this year that has failed. Part 9 of the Air Operator Certification and Administration 9.2.3.2 states that a new start up airline; “i. must have a minimum of three aircraft, ii. must be Nigerian registered. Yet we are told they are going to wet lease and later damp lease aircraft to start. So why breech the Act from incubation, what happens later? The playing field is not level ab-initio.” Speaking further, he said, “They announced wet leased aircraft and investment from the sovereign wealth fund which increase government exposure above five per cent. It was changed to damp lease and adverts placed for Nigerians to apply while the SWF was withdrawn from the list of investors quickly. “Virgin Nigeria was stopped from operating into the United States because of 49 per cent ownership by Virgin Atlantic. Hope this will not play out again for some countries?” Ohunayo, while speaking to The PUNCH, asked what ET would be offering Nigerians as compared to Virgin Atlantic which offered 10 per cent shares to Nigerians as reciprocity for the investment in Virgin Nigeria. He asked if ET would be offering Nigerians shares in Ethiopia Airlines as reciprocity? Speaking further, Ohunayo questioned why Eygpt Air, and two local airlines and other investors bid for the Ghanaian national carrier and only ET bid for Nigeria’s despite the huge market and potentials. Unlike Nigeria, he wondered why the Ghanaian government threw all their bids out and picked the local airline, Ashanti Airline, as the core investor for their carrier? The Chief Executive Officer, Centurion Security Limited, Capt. John Ojikutu (rtd), said similar partnerships in the past by the defunct national carrier, Nigeria Airways, with KLM and South African Airways in the early 1990s did not benefit Nigeria. He said this new move with ET would not be different from the others. Ojikutu explained that Ethiopian Airlines had the unenviable record of ferrying drug traffickers along most of its routes and warned Nigeria to be careful of its choice of the airline. The African Action Congress has knocked the Chairman of Lagos State Parks and Garages management Committee, Musiliu Akinsanya, popularly known as MC Oluomo, over his comment on the whereabouts of the bodies of protesters purportedly killed during the #EndSARS protest in October 2020. The party said the comment made by Oluomo was unfortunate, saying while other reputable Nigerians were “struggling to seek justice for the #EndSARS victims, both dead and alive, and as the second #EndSARS memorial draws closer, the transport boss would seize this time, just in the bid to open old wounds, both in the hearts of Nigerian youths and the direct victims; those who lost their loved ones.” Oluomo, had on Sunday, during a rally he organised in Lagos in support of the All Progressives Congress presidential candidate, Asiwaju Bola Tinubu, queried the Lekki shooting, and said it could not be linked to Tibubu. A statement by the National Publicity Secretary of the AAC, Adeyeye Olorunfemi, on Monday, however, decried Oluomo’s comments. It partly read, “The AAC seizes this medium to respond to the very unfortunate statement uttered by Alhaji Akinsanya, a supporter of the APC presidential candidate, during his sponsored Lagos rally that held yesterday, October 9, 2022. “In the viral video sighted online, Musiliu Akinsanya “MC Oluomo” was seen asking Nigerian youths who participated in the biggest anti-police brutality protest nauseating questions about the Lekki massacre, with the claim that it was phantom: “where are the bodies?”, “Where are their relatives?”, “where were they buried?” “It is rather unfortunate that while our comrades and other reputable Nigerians are struggling to seek justice for #EndSARS victims, both dead and alive, and as the second #EndSARS memorial draws closer, the transport boss would seize this time, just in the bid to open old wounds, both in the hearts of Nigerian youths and the direct victims; those who lost their loved ones, and livelihood during the Lekki Massacre of October 20, 2020.” The AAC decried that justice had not been gotten for the victims of the shooting, asking that MC Oluomo must apologise to Nigerians and be subsequently prosecuted. “It beats one to hear such vitriolic anecdotes being told by a high-ranking supporter of the APC presidential candidate after the whole questions surrounding the shooting have been settled over a year ago by a panel set up by the Lagos State Government itself. Recall that the panel found the Nigerian state and its apparatus culpable of different crimes in its report. But till today, the said, “white paper” of the government has not brought justice to the victims and no culprits including known military and police officers have been arrested or prosecuted for committing such a heinous crime against the people of Nigeria. “Our party demands forthwith that the statement be withdrawn with an apology to all Nigerian youths. After that is done immediately, Musiliu Akinsanya must be arrested and questioned over his knowledge of the Lekki Massacre, which he claimed was a “political game.” “It is now important more than before, that the report be re-published by the Lagos state government for everyone including Musiliu Akinsanya to read for themselves the answers to those asinine questions. “We also demand immediate truth and reconciliation process for all victims of #EndSARS and that those languishing in detention centres across the country be released before the commencement of the activities of the second memorial,” the statement added. In October 2020, thousands of youths trooped out to the streets in Nigeria and the diaspora, protesting extra-judicial killing by the police, particularly by the defunct Special Anti-Robbery Squad. Following the shooting at Lekki Tollgate on October 20, 2020, a Judicial Panel was set up by the state government to investigate petitions on police brutality in the state. The panel submitted two reports — one on police brutality cases and another on the Lekki incident investigation. The panel listed 10 fatalities arising from the shooting by the Nigerian Military at the Lekki tollgate on October 20, 2020. Findings by PUNCH on Sunday indicate that out of this N1.35tn, the Ministry of Defence and the Armed Forces have been allocated over N1.248tn to fight Boko Haram, bandits and other anti-insurgency wars in the 2023 Appropriation Bill. Out of this amount, personnel expenditure will gulp over N1tn; overhead cost, N90.961bn; and capital expenditure, N156.294bn. Of the 18 military and defence agencies allocated the total sum, the Nigerian Army, Nigerian Air Force and the Nigerian Navy will get N638.1b, N174.4bn and N158.7bn, respectively. The three forces got the largest chunk of the record military budget. Out of the Nigerian Army’s N638.1bn budget, N581bn is for payment of salaries of personnel, N24.6bn was allocated for overhead and N32.3bn for capital. The Nigerian Air Force on the other hand allocated N108. 3bn for personnel cost, N15.4bn for overhead and N50.6bn for capital projects. For the Nigerian Navy, N113.7bn will go to personnel cost, N19.7bn to overhead and N25.3bn for capital. The Defence Headquarters, Abuja, has a budget of N84.7bn, out of which N80.086bn is for personnel, N2.1bn for overhead and N2.4bn for capital. Similarly, the sum of N1,096,456,345 has been appropriated for the prosecution of Boko Haram and terrorism-related cases in 2023, an analysis of the 2023 appropriation budget revealed. The figure is contained in the breakdown of the 2023 budget of the Ministry of Justice.
