Commission on Tuesday revealed that 6.7 m PVCs were locked up in INEC safes across 17 states and the Federal Capital Territory.

The INEC had announced that the collection window for PVCs will commence December 12,2022 and end on January 22.

The INEC National Commissioner for Information and Voter Education, Festus Okoye, disclosed in a statement that with effect from January 6 -15,2023 the collection of the PVCs will be devolved to the ward level after which collection would be moved to the local government areas.


The PUNCH reports that past elections were marred by voters’ apathy.

During the 2019 general elections, the INEC said it had about 82.3m registered voters, however only 28.6m voted in the polls which resulted in the re-election of the President, Major General Muhammadu Buhari (retd.) who polled 15m to defeat his closest rival, Atiku Abubakar, who scored 11.2m votes.

During the Lagos governorship elections, less than 2m voted in the poll which was won by Babajide Sanwo-Olu of the APC. He garnered 739,445 votes to defeat Jimi Agbaje of the PDP who got 206,141 votes.


Data from the Lagos state INEC office revealed that as of December 29, a total of 1,693,963 PVCs remained uncollected. This was disclosed in a document tagged ‘INEC Lagos PVCs Reports.’

It stated, “Old PVCs received from headquarters – 6,570,291; old PVCs collected up till December 29, 2022 – 5,653,330. Total uncollected old PVCs – 916,961; New PVCs received from headquarters – 940,200; New PVCs collected as at December 29, 2022 – 163,198.

“Total uncollected New PVCs –777,022; Overall total PVCs received from headquarters- 7,510,491; Overall PVCs collected as at December 29, 2022 -5,816,528; Overall PVCs uncollected 1,693,963.’’

The INEC Director of Voter Education, Lagos State, Mrs Adenike Tadeshe, told The PUNCH that about 14,000 people collect their voter cards daily, noting that the commission would soon take the PVCs distribution to the wards.

She said, “I will not say we have a huge number of uncollected PVCs. Looking at the figures, as of December 29, 2022 we have given out 5,816,528 PVCs, so we are now left with 1,693,963 and we want to put in record that on a daily basis in Lagos State, we give out about 14,000 PVCs so the number will keep reducing.

‘’Now, by January 15 and 16, we will be taking the cards to all the 245 wards in Lagos State and from there to the local government areas, so this will bring the cards closer to the people for collection.”

‘’It is the responsibility of the government to enlighten the people and I think they haven’t done enough to encourage people to collect their PVCs, but in some ways, I smell mischief. They (government) can as well make use of these voter cards or use them to cover their tracks.’’

According to INEC’s Head of Voter Education in Cross River, Tonia Nwobi, 409,604 PVCs were still in the custody of the commission as December 16.

Giving the breakdown, she stated, ‘’They include 90, 511 PVCs uncollected from 2019; 8,752 uncollected PVCs from fresh registration of 2021/2022; 61,939 uncollected PVCs from 2021/2022 transfer and 248,402 unclaimed PVCs received on December 2, 2022.’’

Other states with a huge catalogue of voter cards include Oyo, 700,000; Kwara, 120,602; Borno, 80,117; Ogun, 400,000 and Edo, 661,783, Kogi, 160,966 and Imo, 300,000.

The Rivers State Resident Electoral Commissioner, Usolor Mark, declined to disclose the number of outstanding cards, but said the commission was engaging with women, youths, people living with disabilities and the aged people in the communities on PVCs collection.

Asked about the level of PVCs collection in the state, he said, ‘’We were expecting that people may have travelled home and they are not collecting, but lo and behold, they are collecting their PVCs from the various local government area offices of INEC in Rivers State.”

Speaking on the huge outstanding voter cards in the state, the Head, Voter Education and Publicity, Edo state, Timidi Wariowie, explained that the available 661,783 PVCs comprised the old and new cards which had yet to be picked up as of December 31.

According to him, 409,832 were old uncollected PVCs while 251,951 were new voter cards.


“The old uncollected PVCs were 425,239 but 15,407 had been collected remaining the balance of 409,832. Also, the new PVCs received were 289,931 but 37,980 had been collected remaining the balance of 251,95,” he said.

Wariowei further disclosed that 460 PVCs were collected on January 1 across the local government areas in the state.

He explained that the collection of PVC is going on daily including Saturdays and Sundays (excluding public holidays) from 9am to 3pm at INEC offices across the 18 local government areas of the state.

“The old uncollected PVCs were 425,239 but 15,407 had been collected remaining the balance of 409,832. Also, the new PVCs received were 289,931 but 37,980 had been collected remaining the balance of 251,95,” he said.

The Special Assistant, Public Communication to the Presidential Candidate of the Peoples Democratic Party, Atiku Abubakar, Mr Phrank Shaibu, has said the Presidential candidate of the All Progressives Congress, Asiwaju Ahmed Tinubu is being hunted by his treacherous political past in his desperation for power.

Shaibu said this in Abuja, on Sunday. He explained that the belated denial of an alleged meeting/ agreement with Governor Nyesom Wike led G-5 PDP Governors to trade off APC candidates in exchange for their support “is a barefaced lie” told to pacify those whose positions are being traded off.

He alleged that Tinubu in his desperation for power was prepared to throw his party under the bus in the five PDP states.

Shaibu said, “This desperation was brought to the fore in 2011 when Tinubu removed the rug from under Nuhu Ribadu of the Action Congress of Nigeria (ACN) and made a deal with the Federal Government to ensure that President Goodluck Jonathan wins.“

This time round, the Atiku aide said, “Apparently miffed by the reactions that have trailed his ignoble meeting with the G-5 Governors, Tinubu, told a barefaced lie by denying ever meeting the governors in London.

“Incidentally, Governor Nyesom Wike, who is known for his bravado, had failed to deny ever meeting with Tinubu, saying instead that, “They said we had a meeting with so and so. What is your problem?” I make bold to state that if the G-5 never met with Tinubu, Wike would have been the one to deny it.

“Curiously, while the news of the meeting, which was reported by several credible media houses was trending, two spokesmen for the APC Presidential campaign, Festus Keyamo and Femi Fani-Kayode took to social media to celebrate the support Tinubu would be getting from the G-5.

“On Facebook, Fani-Kayode specifically stated, ‘The endorsement and declaration of support that Bola Ahmed Tinubu will get from at least six (not just five) governors from the PDP this January will finally put to rest the delusion that Atiku will stubbornly harbour about winning the 2023 Presidential election.”

He described as funny the fact that it took “three whole days” after reports of the meeting before Tinubu decided it was time to put out a statement denying it ever held.

Shaibu also wondered about the kind of awful coincidence that saw the G-5 governors and Tinubu all decide to travel to London at the same time and depart at the same time with Tinubu proceeding to Saudi Arabia and the other governors returning to Nigeria.

He recalled that the APC had also in August denied plans of meeting the G-5 only for Wike to later issue a statement confirming that they indeed met with Tinubu and other candidates separately. Tinubu’s latest denial should therefore be discarded as another lie.

According to him, for Nigerians who wonder why Tinubu would deny such a meeting ever held, the reason is that the details of the meeting are too messy and the APC candidates in the five states are fighting back.

He also said, “All the G-5 governors are on the ballot except for Governor Wike and there is a fight back from the APC governorship and National Assembly candidates from the affected states where the G-5 Governors hold sway.

“In Oyo, Senator Teslim Folarin is reportedly angry at a proposed treacherous deal to trade off his mandate as the APC governorship candidate. The situation is not different in Abia, Enugu, Benue and of course Rivers state.

“This larcenous move exposes the nature of the man who wants to be the next President of Nigeria. Tinubu, a man who is yet to explain to Nigerians his ignoble role in the infamous heroine trafficking case which led to his forfeiture of $460,000, is a treacherous man who is more of a dealer than a leader. He will trade off all his loyalists for power. “

The PDP candidate’s aide expressed confidence that all these machinations will end in failure for Tinubu because Nigerians have decided that their future will not be put in the hands of a man who is willing to trade their destinies for a mere porridge or agbado?

Shaibu said, “The truth is that no amount of horse-trading can make Nigerians forget the torture they have been subjected to in the last nearly eight years of the APC.


“Nigerians are far worse off than they were in 2015. The faces of frustrated motorists queuing to buy petrol during the Yuletide are a graphic reflection of life under the APC where road travel to any part of the country has become a journey through the valley of the shadow of death.

“Seemingly, this Yuletide saw Nigerians starving as the price of foodstuff has hit the roof with inflation at a staggering figure.

“In the last seven and a half years of the APC, the Academic Staff Union of Universities (ASUU), spent a combined two years on strike with innocent students paying for the bad governance and maladministration of the APC.

“ According to the National Bureau of Statistics (NBS), at least 133 million Nigerians live in abject poverty. That is more than the combined population of Cape Verde, Guinea Bissau, Gambia, Mauritania, Liberia, Sierra Leone, Togo, Benin, Guinea, Senegal and Mali, making Nigeria the poorest nation in the world.

“On the watch of the APC, violent and mindless killings have become commonplace. Nearly 5,000 Nigerians were killed in the first half of last year, the Nigerian Security Tracker operated by the Council on Foreign Relations stated.


“In Kaduna State where the APC is fully in charge, bandits took over the international airport and bombed a train, kidnapping several passengers who had to pay billions to secure their release.

“There were also attacks at a Catholic church in Ondo where 40 worshippers were killed while at the Kuje Correctional Centre, many terrorists were released with most of them still on the loose.

“The United States and other countries had to advise their citizens not to visit Abuja because of the clear failure of the APC. Rather than apologies to Nigerians, the APC is now selling a false message of renewed hope through Tinubu, the party’s national leader. How can those who plunged us into the current mess be the solution to the same mess?”

A member of All Progressives Congress Presidential Campaign Council, Adeboye Adebayo, on Wednesday, allayed fears over the physical and health status of the presidential candidate of the party, Bola Tinubu.

Adebayo, who doubles as the National Director, Media and Publicity, Asiwaju Project Beyond 2023, spoke at an event tagged, ‘Tinubu Manifesto: Speaking Directly To The People’s Needs & National Challenges,’ held at Tinubu/Shettima Presidential Campaign Office in Osogbo, Osun State.

He also said those planning to use health issues to campaign against Tinubu would fail, saying no health issue can stop the APC presidential candidate who he said was physically and mentally fit to lead the country.

He said, “We all recall that early this year in January when he declared to contest for that office, Bola Ahmed Tinubu was seen traveling to the nooks and corners of this country campaigning and soliciting for the support of traditional rulers and Nigerians even before the primaries.

“He is here because he’s mentally alert and his intellect is sound. And don’t forget that up till today he has attended so many town hall meetings and rallies.

“We need to face issues. Is the man ready mentally? Does he have the intellectual capacity? Does he understand what we are talking about? Is his speech directed to issues that are happening around him? The answer is Yes.
