Anyway, I think the best way to curb all the mess is:
1.More agricultural produce & industries.
2.Build refineries.
3. Curb insecurity (indigenous state police and indigenous vigilantes should be enabled in each state).
4. Improve electricity.

If all these are embarked on, there would be an improvement. If fuel and food are cheap plus adequate security & electricity in the country, no one would care about dollars.
