Senator Seriake Dickson has strongly criticised President Bola Tinubu’s decision to declare a state of emergency in Rivers State, insisting that the move lacks justification and undermines democratic principles.

Speaking on PrimeTime with Arise TV, the former Bayelsa governor described the decision as shocking and ill-advised.

“As a committed democrat, I was shocked when the president’s proclamation was read, and I immediately released a statement to condemn it,” he stated.

Dickson argued that while there are concerns in Rivers, they do not warrant such an extreme measure. He also cautioned that a state of emergency does not require the suspension of the governor, deputy, or state lawmakers.

“I have been making calls to ensure this incident is not misinterpreted as an ethnic clash between the Ikwere and Ijaw people. Leaders across all divides must see it for what it is—a political issue,” he warned.

The senator also expressed doubts over the level of consultation before the proclamation, stressing that it contradicts the principles of constitutional democracy.

“The President knows the key actors, yet whatever step he took appears insufficient. Suspending elected officials is like igniting a nuclear bomb in a constitutional democracy,” he added.

While acknowledging that Section 305 of the Constitution allows for a state of emergency, he questioned whether the legal conditions had been met.

“Even if they are fulfilled, it does not automatically imply the suspension of the governor or lawmakers,” Dickson concluded.

NORTHERN SENATORS REJECT WIKE’S LOBBYING AHEAD OF SENATE DECISION ON RIVERS STATE

ABUJA – Northern senators have reportedly turned down an appeal from the Minister of the Federal Capital Territory (FCT), Nyesom Wike, ahead of the Senate's decision on President Bola Tinubu’s proposed state of emergency in Rivers State.

Wike, who was accompanied by Senators Philip Aduda and Sandy Onor, had a closed-door meeting with some northern senators last night, seeking their support. However, sources familiar with the discussions said many of the lawmakers expressed dissatisfaction with the state of affairs in the country and Wike’s approach within the Tinubu administration.

Notably, key northern figures such as Senator Ali Ndume and former Senate President Ahmed Lawan reportedly boycotted the meeting. A senator present at the discussion allegedly advised Wike to focus on his duties in Abuja rather than fueling political tensions in Rivers State. The lawmaker also urged the FCT Minister to counsel President Tinubu on addressing pressing national issues, including the internal challenges within the ruling All Progressives Congress (APC).

Further reports indicate that Wike’s team had previously reached out to several other senators in a bid to secure the required two-thirds majority support for the proposed emergency declaration in Rivers State.

Meanwhile, the Senate, during its plenary session yesterday, postponed deliberations on the Rivers State emergency motion to today.

With the President swearing in the Sole Administrator when the National Assembly has not either ratified or rejected, it simply means that he has gained the assurance from both the Senate president and House of Rep speaker that all PDP and LP lawmakers will comply.

South south governor’s forum supports governor Fubara

STATEMENT BY THE SOUTH-SOUTH GOVERNORS' FORUM ON THE DECLARATION OF A STATE OF EMERGENCY IN RIVERS STATE

1. The South-South Governors' Forum notes the six-month declaration of a state of emergency in Rivers State, a constituent part of our Forum, and the suspension of two democratic institutions.

2. We recognise the President's constitutional duty to maintain law and order throughout Nigeria, just as we are equally mandated to securing peace and stability in our states.

3. However, the South-South Governors' Forum expresses concern that the current political situation in Rivers State does not satisfy the criteria for declaring a state of emergency as outlined in Section 305(3) of the Nigerian Constitution (as amended). This section suggests that such a declaration should be considered under specific conditions like war, external aggression, imminent invasion, breakdown of public order, existential threats to Nigeria, natural disasters, or other significant public dangers.

4. It is also worth noting that the Constitution outlines specific procedures for the removal of a governor and deputy governor, as detailed in Section 188, and similar provisions exist for the removal of members of the House of Assembly and the dissolution of parliament. In the current situation, it appears that these guidelines might not have been fully considered.

5. We believe that the political disputes in Rivers State between the Governor and the House of Assembly should, ideally, be resolved through legal and constitutional means, rather than by executive fiat.

A PATH FORWARD

6. To reduce tensions and establish a foundation for enduring peace, we propose the Rescission of the State of Emergency.

7. In the meantime, we encourage all parties to remain calm, uphold peace and the constitution of the Federal Republic of NNigeria.

8.The moment for dialogue is now.

THE Attorney General of the Federation, AGF and Minister of Justice, Lateef Fagbemi, SAN, on Wednesday, alleged that Governor Siminalayi Fubara of Rivers State tele-guided militants to blow up pipelines in the state.

The AGF made the accusation while rationalizing President Bola Tinubu’s declaration of a state of emergency following the protracted political crisis in the state.

He said if the governor was not culpable, he did not also do anything to dissuade the militants from taking action against the critical national infrastructure.

He said: “We are in a democracy. So now then, there were what I will call telegraphing of the militants, I will say, by the governor. And the reason I said so was when he began, he said oh, he will let them know when it was time to act to the militant.

“Let us say it was wrong. Did he come out to disown them? The answer is no. And a week after, they swung into action, you see or witness vandalization of oil pipelines.”

Noting that the nation’s almost totally rely on oil, he said for anyone to touch the pipeline, he is not only an enemy of Rivers but Nigeria.

He said that the judgment of the Supreme Court was the base upon which Tinubu imposed the state of emergency in Rivers State to protect the critical infrastructure in the state.

The AGF observed that the governor and the members of the state house of assembly had to be suspended because they had failed to ensure a conducive atmosphere for governance in the state.

He pushed back on criticisms that the president’s action was hasty noting that people were living in fear while others were dying.

He said both the Governor and his deputy were suspended because it is an extraordinary situation.

He faulted the argument in some quarters that the Supreme Court in previous judgement on the declaration of State of emergency in states, stressing that situations and events were different.

The AGF said the ball is now in the court of the National Assembly who he said could reverse the suspensions by denying it the two-thirds majority to ratify the action.

He also said that the declaration of State of emergency in Rivers State was a warning signal to other states, giving the impression that the government would invoke stricter sanctions.
