It is hereby announced for the information of the general public, particularly Youths of Delta State Origin that the Delta State Ministry of Youth Development is set to inaugurate the ‘Delta State Youth Parliament.’

Consequently, interested youths who want to serve as Youth Parliamentarian, representing their various constituencies are to obtain their nomination forms from the Ministry of Youth Development, State Secretariat, Olorogun Felix Ibru Complex, Okpanam Road, Asaba.

Interested candidates must satisfy the following criteria:

i. Must be an indigene of Delta State

ii. Must be between the age bracket of 18 – 26 years

iii. Must not have any criminal record or be an ex-convict

All completed forms should be submitted to the Office of the Director of Youth Mobilization and Leadership on or before March 15, 2020 along with the following documents:

i. Primary School Leaving Certificate

ii. SSCE Certificate or its equivalent

iii. Local Government Certificate of Origin

iv. Birth Certificate or Declaration of Age, and

Entries close on Monday March 9, 2020 and collection of nomination forms are free of charge.

Delta Governor, Sen. (Dr) Ifeanyi Okowa, has congratulated his Cross River counterpart, Prof Ben Ayade, as he turns 52 years on March 2.

In a statement in Asaba by Mr Olisa Ifeajika, his Chief Press Secretary, Okowa described the Cross River Governor as a “brilliant and courageous leader with great accomplishments", recalling that he won the Best Doctoral Dissertation Award in Environmental Microbiology from the University of Ibadan in 1994.

He said that the contributions of Ayade to academics, especially in his work in groundwater remediation in Nigeria, where he invented a sewage treatment plant powered by solar energy, had remained remarkable.

Okowa said “as an academic, you saw it all having risen to the rank of a Professor and as a lawmaker, you were outstanding as Senator of the Federal Republic of Nigeria.

"As a Governor, you are a leading light and a role model for upcoming politicians.

“My brother governor is a man of many parts. He is a lawyer, an administrator, a Professor and a leader of impeccable character. 

"There is no doubt that he is doing great things for the people of Cross River and I am glad about his bullish drive for the industrialisation of his state."

DTSG pledges commitment to funding road projects

Delta State Government said it is highly committed to paying contractors handling road projects in the state to ensure that all roads awarded by this administration are completed before the administration winds down.

It said roads are being constructed more than ever before across the state for which the Governor is now nicknamed Road Master.

The State Commissioner for Works, Chief James Augoye, who disclosed this in an interview with newsmen, said that Governor Okowa had promised not to leave any road awarded by his administration uncompleted at the end of his administration.

Augoye said all roads awarded by the present administration had their economic importance, stressing that the whole essence was to link rural communities and open them up to economic investment.

The Works Commissioner assured of the quality of roads being constructed by the Okowa administration were of high quality that would stand the test of time disclosing that the roads were being monitored by his Ministry and the State Project Monitoring Office created by Governor Ifeanyi Okowa.

He identified unpredictable weather condition as a major challenge in road construction, pointing out that there was longer period of rains than the dry season which is why the Ministry was working to complete most of the roads before the rains set in.

DELTA BROADCASTING SERVICE NO LONGER ON STARTIME – ANIAGWU

The Commissioner for Information Mr Charles Aniagwu has reiterated that Delta Broadcasting Service is no longer on Star time.

Mr Aniagwu disclosed this yesterday in his office when members of Charles World Entertainment paid him a courtesy visit.

He stated that DBS was no longer on star time, explaining that it was not the platform intended to market the outfit.

“Before we decide to put them on any other platform which is far better than Star Times, we have to generate enough content,” Aniagwu stated.

The information commissioner stated that the issue of content generation was a step in the right direction, adding that he was happy about the revenue aspect.

“Yes is good to generate content but those contents must be such that is revenue driven in which case you do not go and populate your air time and you are not able to get the value for money.“

Aniagwu disclosed that the management of DBS was developing a platform called SETS, explaining it to mean Sports, Entertainment, Politics and News, adding that thought it would cost some money but from air time through a reasonable contents.

The commissioner added that there would be discussion between the ministry and the industry to understand the financial imperative of the contents.

The leader of the group, Mr Charles Ikenna, thanked the commissioner for granting them the opportunity to meet with him, adding that the group came on behalf of Naija Matter, a 24 hours online platform currently stationed in Asaba.

“Our mission is to use entertainment to project the business of our potential customers in the State adding that Naija Matter has been broken into different subsidiary which includes Naija news, movies, entertainment, politics, Naija voice and event.

“We are here to see how we can partner with Ministry of Information to see how we can improve on the contents people watch in DBS and bring in potential customers to invest and showcase their goods and services in the various media houses under the Ministry,” he said.

Mr Ikenna stated that with the subsidiaries, they had been able to gather 7-11 episode of 30 minutes programme for airing.

Present during the visit was the Permanent Secretary, Mr Paul Osahor; Special Assistant to the commissioner, Mr Power Osiwehor, directors and staff of the ministry.

Delta flags-off 2019/2020 YAGEP cycle with orientation workshop


Trainees of the Delta State Government’s Youth Agricultural and Entrepreneurs Programme (YAGEP) of the 2019/2020 Programme Cycle have been charged to take the training seriously in order to build themselves into entrepreneurs capable of sustaining their enterprises.


The Chief Job and Wealth Creation Officer, Prof Eric Eboh, gave the charge during a one-day Orientation Workshop organised for the 2019/2020 YAGEP trainees to flag-off their enrolment into the programme.

At the event held in Asaba, Prof Eric Eboh, congratulated the trainees for their success at the various stages of screening exercise before their successful enrolment into the programme.


He said the orientation workshop was packaged to enlighten them about the process, rules and guidelines of the 2019/2020 Cycle of YAGEP and to prepare them for a successful take-off as well as to ensure that they meet the condition for a successful participation in the programme.


Delivering his lecture tagged, “Presentation of 2019/2020 YAGEP Process and Guidelines,” he pointed out that the state government’s philosophy of initiating the Job Creation Scheme was to create a lasting legacy of a new generation of youth entrepreneurs who are well motivated, inspired, skilled and adequately enabled to become self-employed and business owners.


He said over 4,200 youths have benefited from STEP/YAGEP in the past 4 years with an additional 850 youths for the 2019/2020 Cycle, emphasizing that the 2019/2020 Cycle has more of Brown YAGEP than the Green YAGEP.


While stating that all beneficiaries of Brown YAGEP must have an active and verified agricultural enterprise which is put in suitable condition and is ready to take support, he explained that Green YAGEP beneficiaries must have verified suitable land space with unhindered access and secured tenure and verified source of regular water supply.


He pointed out that provision of YAGEP support packs will be done in stages as progression from one stage to the next stage is prerequisite to the release of support items in subsequent stage.


The various commodity enterprises for Brown YAGEP include Fish Production, Piggery, Poultry, and Crop Production such as Plantain, Cassava, Maize, Rice and Vegetable, while those for Green YAGEP are Poultry and Fish Production.


On his part, the Hon. Commissioner for Youth Development, Comrade Michael Egwunyenga tasked to develop the right mind-set of seeing the opportunity as a privilege to succeed in their chosen enterprise.


He pointed out that the level of success they achieve in their enterprise would depend on them and the attitude with which they handle it.


On his part, the Executive Assistant to the Governor on Youth Monitoring and Mentoring (DYMM), Mr Eddy Mekwuye, in his lecture, “The Role and Activities of Directorate of Youth Monitoring and Mentoring in Relation to YAGEP Trainees,” said the mandate of DYMM was to sustain the success recorded in the programme over the years.


He urged them to do the right thing at all times to ensure that the programme yields the desired results.


Responding separately, Monday Okpoho (Isoko North) in Poultry and Nnenna Okpaleke (Oshimili North) in Fish Production expressed their gratitude to the state government for the opportunity granted them to be part of the YAGEP programme, pledging to use the knowledge and support package to grow their businesses into enviable heights.


The highpoint of the event was the training tagged, “Farm records and Book-Keeping” delivered by the Resource Person, Mr Francis Aniye.

Delta Governor, Senator (Dr.) Ifeanyi Okowa, said Federal Road Safety Corps (FRSC) training school under construction in the state, would be ready in September, 2020.

He told journalists after inspecting the project located at Owa Oyibu, on Tuesday, that the contractors handling the project had assured that it would be completed in June.

Work commenced on the project being financed by the state government in January, 2020.

The governor who also inspected construction work at Mother and Child Hospital and Diagnostic Centre, Owa Alero, assured Deltans of his administration's commitment to executing projects that would impact on the people.

He disclosed that the projects would be delivered on schedule and to specifications.

"I am impressed with the pace of work at the Mother and Child Hospital and Diagnostic Centre and this FRSC inspectorate school we have inspected today.

"The contractors are building to approved standards and for the FRSC school, the contractor has given the assurance that the work will be completed before the end of June which means that it will be operational from September.

"For the Mother and Child Hospital and Diagnostic Centre, we have a similar hospital nearing completion at Ekpan as our desire, as a government is to have a healthy and industrious people.

"We will continue to execute programmes and projects that will make our people to be prosperous," Okowa who was accompanied by the Commissioner for Housing, Chief Festus Ochonogor and Information, Mr Charles Aniagwu, said.

HERDSMEN MENACE: Let The Federal Government Speak Up - Okowa

Delta Governor, Senator (Dr.) Ifeanyi Okowa, has urged the Federal Government to give the direction on what should be done to properly check the menace of criminally-minded herdsmen.

The governor made the call on Monday in Asaba while presenting 35 pickup vans to security agencies in the state.

He condemned the brazen attitude of the herdsmen who usually invaded communities and attempted to take them over or took their cows into people's farms for grazing, wielding AK 47 rifles.

He said that with strong statements from the Federal Government, security agencies would know what to do.

According to Okowa, as it concerns herdsmen menace, on the part of the Federal Government, a lot needs to be done; we need strong statements on what should be done for the security agencies to further do their work.

He said "if you are going into any particular place, it is only just fair that you don't walk into a community and seize the place, that is not right, and for anybody carrying arms in the name of being a herdsmen, it is obviously wrong.

"They are not licensed to carry arms, not to talk of AK 47 assault rifles, and anyone seen carrying arms is a criminal.

"Beyond those that carry arms, you don't walk into a farm and begin to graze on it, that is not the way it should be; so, there are a whole lot of issues and we need strong voice from the federal authorities which will assist the security agencies.

"In this state, we will continue to do the best that we can. A lot of criminals have been apprehended and one thing that we have said is that we are not giving any land for settlement.

"So, we need to continue to work hard and to liaise with other state governments in the South-South and at the national level to ensure that we are able to achieve a more conducive environment for investments to take place."

He commended the security agencies in the state and urged them to continue to do more, particularly during this dry season.

The governor stated that there was need to find ways to curtail the criminalities involved in cattle-rearing, noting, however, that people were aware that some herdsmen were civil in their approach.

"We are also aware that there are Hausa/Fulanis who have been in Delta for decades, but the criminal elements who are out to maim our people must be apprehended.

"This will enable us and those who have been settlers over several years in this state to continue to be at peace with each other.

"It is on this note that I will formally handover the vehicles to security agencies realizing that as the years go by the various vehicles that they have begins to wear out.

"We thought that it was necessary to begin a process of replacement to improve on their ability to move from one point to the other and today, for a start we are going to give 35 pick up vans for the various security outfits and we hope that we can add a few more in the next few weeks.

"I want to use this opportunity to appreciate what they have been doing because, I do know that we have some security challenges and we know that the incidence of criminal activities have grossly reduced in the last few months.

"I want to urge that the partnership between the security agencies must continue to be strengthened; there is a need for us to continue to share intelligence and to work together as a team because that will definitely help us to further achieve peace in this state," he said.

The Brigade Commander 63 Brigade, Nigeria Army, Asaba, Brig Gen. Ibrahim Jallo; Commissioner of Police in the state, Mr Mohammed Hafiz and the Director of Department of State Security (DSS), Mr Ademola Adebiyi, received the vehicles on behalf of the security agencies.

In a brief remark, the Commissioner of Police said, "this is a testimony to show that the governor cares for the security of lives in Delta as these vehicles will boost security in the state and I want to assure you that the vehicles will be fully utilised."

It has come to the notice of His Excellency, the Governor, that some officials of our party, the Peoples Democratic Party (PDP) and in particular, some members in position of responsibility in this administration, have begun consultations on their political ambitions, especially for 2023 general elections. Reports indicate that some of these persons have even resorted to dropping the name of His Excellency, the Governor in these consultations thereby portraying him as teleguiding the emerging processes. This is quite unfortunate as the actions of these persons could cause stampede and needless tension in the political space.

2. While His Excellency, the Governor is not averse to anyone pursuing an ambition, it becomes out of place, when such actions are commencing barely nine (9) months into the second term of his administration. Such premature politicking is capable of undermining the unity of purpose of this administration and distracting it from the set vision of bequeathing a Stronger Delta to the people of Delta State.

3. In view of the foregoing, His Excellency, the Governor has directed that members of Government, who are engaged in these actions under reference, should exercise caution. They should ensure that their conduct does not interfere with their official responsibilities in a manner that can weaken governance.

4. Consequently, I am to state that appropriate sanctions await anyone whose aspirations becomes obstructive of or distractive to Government. In this connection, the Office of the Senior Political Adviser to the Governor has been mandated to monitor the activities of all officials of the present administration to ensure compliance with His Excellency, the Governor's directive, please.

Vice President Yemi Osinbajo, President of the Senate, Ahmed Lawan and Governor of Delta, Senator (Dr.) Ifeanyi Okowa, on Sunday, called for concerted efforts by Nigeria to make the country more progressive.

They spoke at the Mother of the Redeemer Catholic Church, Effurun, during a thanksgiving service by Deputy President of the Senate, Senator Ovie Omo-Agege.

According to them, with collective efforts and determination, Nigeria would be better.

Specifically, Osinbajo said, "with the steadfastness in the Senate, we will get it right in the country.

"Omo-Agege is committed and we thank God that we are here with our brother to celebrate."

Senate President, Lawan, while lauding Omo-Agege for his "courage", said, "as a diverse people with different ethnic and religious backgrounds, we should work together to make Nigeria better."

On his part, Okowa said that there was a lot of work to be done and stressed that while Nigerians should be committed to serving God, they should also be committed to serving the nation.

"Today is a big day not just for you, Senator Omo-Agege, but for the people of Delta Central and the entire state.

"Whatever you are was made possible by God and we thank you for remembering to appreciate God because it is never late to give thanks to God.

"There is a lot of work to be done in our state and the country; we should render service to God and mankind.

"I urge Deltans in the National Assembly to bring the much you can to Delta even as you work for our nation for it to be progressive," he said.

Earlier in n his sermon, Very Rev. Fr. Mario Ozele, had said that Jesus required His followers to forgive those who wronged them.

According to him, Jesus requires his followers to be different from the people of the world.

Ozele urged Omo-Agege to forgive those who had abused him or offended him, saying "love them and pray for them to change positively.

"Love your enemies and pray for your persecutors; hatred kills and Nigeria is becoming a killing field due to anger and hatred.

"The early signs of genocide is in the air; Nigeria is weighed down by poverty and corruption; the value of life in Nigeria is at all time low but God has plans for Nigeria.

"Nigeria will rise; there is hope because, those that trust in the Lord will never be put to shame.

"He has the power to deliver us; we should stand up for Jesus and stand up for Nigeria," he said.

In a brief speech, Omo-Agege thanked all those who contributed in different ways to his return to the Senate, disclosing that the thankgiving was necessary "because, it was God that made the success stories possible".

He said that the contributions of Elumelu in the legislature, especially in the power sector probe of some years ago, had remained remarkable.

Okowa said “as a lawmaker, you have remained outstanding, and as a politician, you are a leading light and a role model for upcoming politicians.

“As a government, we appreciate your sublime contributions to the growth and development of our country, particularly your role in the development of the power and health sectors when you headed the committees of the House in those sectors from 2007 to 2010 and 2011 to 2015.

Okowa condoles Isoko nation as Akpojene dies at 83

Delta Governor, Sen. (Dr) Ifeanyi Okowa, has condoled the people of Isoko in the state on the passing of renowned farmer and community leader, Chief Gregory Akpojene.

Akpojene passed on peacefully in his home in Otor-Igho in Isoko North Local Government Area on Friday after a brief illness. He was aged 83.

The deceased was Chairman of defunct Isoko Local Government Council in defunct Bendel State from 1979 to1982.

As a community leader and statesman, late Akpojene served two times as President-General of the Isoko Development Union, the apex socio-cultural organisation of Isoko people.

In a statement by his Chief Press Secretary, Mr Olisa Ifeajika, on Saturday in Asaba, Okowa commiserated with people of Isoko and Otor-Igho community in particular, over the demise of the octogenarian farmer and statesman.

He noted that the departed Akpojene was a worthy statesman, retired teacher, grassroots-politician and an astute farmer, who excelled in public and community service.

The governor described the deceased as an ``accomplished farmer’’ whose love for farming made him to envision the Akpojene Research Institute and Akpojene University of Agriculture which were yet to be approved by the government.

"On behalf of the government and people of Delta, I mourn the passing of a grassroots-oriented politician and an accomplished farmer, Chief Gregory Oke Akpojene, who passed on yesterday after a brief illness.

“I am saddened by the news of his demise, but I am quite convinced that he lived a life of great accomplishments.

``He was a gentleman, who distinguished himself in the service of his people, especially as a former Chairman of defunct Isoko Local Government Council in the defunct Bendel State and a two-time President-General of the Isoko Development Union (IDU).

"As a retired teacher and a former council chairman, Akpojene contributed immense resources to the developmental progress of Isoko through his passionate farming activities spanning more than 53 years.

"His contributions to the economic growth and development of Isoko, Delta and Nigeria remain indelible in the annals of history,’’ Okowa said.

He prayed God to accept the deceased’s soul and grant fortitude to the family and friends he left to bear the loss.

Chief Akpojene was a great farmer and entrepreneur. He founded Akpojene Farms Limited which has employed many Deltans in the past 53 years of his farming activities.

In recognition of his outstanding contributions to the growth of agriculture and entrepreneurship in Nigeria, he was conferred with the national honour of Member of the Order of the Niger (MON) in 2011 by President Goodluck Jonathan.

Delta Governor, Sen. (Dr) Ifeanyi Okowa, on Wednesday mourned the death of a prominent Benin-based cleric, Prophet Alex Alatan, describing it as painful.

Alatan reportedly died in a Lagos hospital on Saturday. The deceased hails from Abigborodo in Warri Notth Local Government Area.

He is founder and presiding Shepherd of the Celestial Church of Christ (C.C.C) Freedom Parish, Benin City.

The deceased, who was aged 59, is husband to Mrs Flora Alatan, Commissioner for Women Affairs, Community and Social Development, in Delta.

According to a statement by the Chief Press Secretary to the Governor, Mr Olisa Ifeajika, the governor commiserated with the Alatan family and members of his church, over the demise of the renowned cleric.

He said that the departed Alatan was a loving husband and father who supported his wife's political career, which has culminated in her appointment as Commissioner and member of the State Executive Council.

He said, "On behalf of the government and people of Delta, I mourn the passing of a great cleric and preacher of God's word, Prophet Alex Alatan, who reportedly passed on shortly after recovering from an illness.

“The news of his death came to me as a shock, especially now that the family and members of his church needed his wise counselling.

``He was a perfect gentleman who supported his wife's political career which culminated in her being appointed as Commissioner for Women Affairs, Community and Social Development and member of the State Executive Council." he stated.

Okowa prayed God to accept the deceased’s soul and grant fortitude to the family and friends he left to bear the loss.

Ministry of Youth Development has reaffirmed its commitment to championing the crusade for youths to have a positive mindset reorientation and a new value system.

The Commissioner for Youth Development, Comrade Ifeanyi Egwunyenga, made the affirmation when he played host to Advocacy Core Group (ACG), in Asaba.

Comrade Egwunyenga said that youth should have a new orientation where they have minimal expectations from people, government and society, but rather have more expectations on themselves.

He revealed that he has passion for advocacy, even as he said that championing the need for a plan of Life Line for youth was apt, with emphasis on the girl child.

According to Egwunyenga, the girl child is more sensitive in terms of unexpected pregnancies, peer pressure, high family expectations and life style.

The Youth Commissioner explained that, in the cause of advocacy, it was proper to educate the youth on the difference between fate and choice.

"Choice making is a very critical aspect in determining the future of the youth. If fate and choice are properly managed by someone, that person is "destined to be great," he said.

Earlier in her opening remark, the chairperson of ACG, Mrs Rachael Obodo-Obunseli, told the commissioner, that they were in his office to intimate him with their vision of advocate for visible changes amongst youth as it concerns family planning and life line, saying that ACG will focus on life line since it’s a youth ministry.

She stated that as part of life line advocacy, ACG has an existing program called Life Planning for Adolescent and Youths (LPAY).

She urged the ministry to use its rich data base to connect to all youths to key into the LPAY program, even as ACG will work in synergy with the ministry to achieve a positive mindset and reorientation, supported with new thinking on youths in the state.

In a statement by his Chief Press Secretary, Mr Olisa Ifeajika, the governor expressed gratitude for the peace that had been restored to the communities through the instrumentality of the security agencies.

He, however, said that he was saddened by reports of persons, including security agents, feared to have lost their lives.

Okowa restated the confidence of the state government in the security agencies to rise to security challenges in the state, adding that at no time did he link the crisis in the communities to the involvement of the military or other security agencies in the state.

He thanked the army authorities for the sustained support to the state in providing security and protecting public facilities across the state.

The governor called on the communities affected in the crisis to maintain the peace that had been restored, assuring that the security agents would investigate the cause of the clash and bring the perpetrators to justice.

Delta Governor, Senator (Dr.) Ifeanyi Okowa, has urged political office holders to be guided at all times by good governance and leadership principles.

The governor made the call on Tuesday in Asaba while swearing in a former member of House of Representatives, Evelyn Oboro as Special Adviser and chairman and members of the state’s Sports Commission.

Also sworn in is a member of the State Judicial Service Commission, Chief Lucky Ekayama Loyibo.

Sports Commission has Chief Tonobok Okowa as Chairman and Rev. Omatshola Williams, Chief Chinonye Daphey and Chief Ernest Juweto as members.

Okowa congratulated the appointees and said that they were well chosen as "men and women with strong work ethic, discipline and commitment’’

According to him, it is a good mix of motivators and technocrats, enthusiasm and experience, passion and temperance.

The governor urged the officer to be diligent in their responsibilities, saying "it is imperative that your decisions, actions and utterances as political office holders are guided by the principles of good governance, leadership by example, prudent management, effective public communication, excellent service delivery and collective responsibility.

"You should discharge your responsibilities in accordance with section 196 sub-sections 1 of the 1999 Constitution of the Federal Republic of Nigeria and work for the good governance and development of the state.

"To the newly sworn-in Special Adviser, it is imperative that you get yourself thoroughly acquainted with the policy direction of this administration by getting a copy of my Inauguration Speech and digest it properly.

"It is also gratifying to note that the State successfully hosted the 21st African Senior Athletics Championship, also known as Asaba 2018, at the reconstructed Stephen Keshi Stadium and it is expected that this board will strive to sustain this momentum and break new grounds.

"I am delighted with the coming of the Delta Sports Festival and football competitions for our primary and secondary schools; hopefully, these competitions will help us to discover new talents in the areas we have competitive edge such as athletics, football, boxing and hockey thereby, putting the Stephen Keshi Stadium to good use.

"The Sports Commission will need to do more in terms of attracting national and continental sporting events aside from their great entertainment/recreational value.

``These also have the multiplier effect of impacting positively on the hospitality industry and the retail economy as we saw with Asaba 2018 and the Aiteo Cup Final 2018.

Governor of Delta, Senator (Dr.) Ifeanyi Okowa, has urged the National Agency for Food and Drug Administration and Control (NAFDAC) to apply tougher measures in tackling of adulteration of goods and drugs in the country.

He made the call on Friday in Asaba when the Director-General of NAFDAC, Prof. Mojisola Adeyeye, visited him.

The governor, who was represented by his deputy, Mr Kingsley Otuaro, observed that NAFDAC was doing well in the discharge of its mandate, but said that there was need for improvement as adulteration of drugs had not abated.

He expressed appreciation to the management of the agency for establishing an investigative centre in Asaba, saying that it would help to check the prevalence of fake goods and medications in the Delta.

According to him, the centre will give so much value to us as a state because over 50 per cent of products, including alcoholic beverages that come into our state through our eastern neighbours, are completely adulterated.

"Having an investigative center in Asaba will truly be welcomed and you have the partnership and collaboration of the state government going forward so that the agency can achieve its purpose.

"Be courageous, be bold because God is with you and God will keep you as you fight to make the society safe, because as a government, we believe that the conduct of governance is all about providing for the people and securing the lives and property.

``The phenomenon of protecting lives is inexplicably woven with the health of the people you are protecting, and that speaks volume of the relevance of NAFDAC.

"We are happy with your performance thus far and that speaks volumes of the partnership and collaboration alluded to the government of Delta State.

``I want to use this opportunity to reiterate that as a government, we acknowledge the imperatives of NAFDAC as an agency, what it stands for and we will continually deepen our collaboration and partnership with the agency,’’ Okowa said.

Earlier, Prof. Adeyeye had thanked Okowa for the numerous support of his administration to NAFDAC, adding that she and her team were in the state to launch the Investigative and Enforcement Office of the agency, and to seek further ways of partnering the state government.

Adeyeye said that her vision was to ensure that there was quality management in the agency and ensure that it was more customer-focused, value-driven and country-dedicated.

She said the presence of the agency at the ports in the country had led to the seizure of fake products worth billions of naira.

She assured that with Asaba as the hub of enforcement, influx of fake products into the state and its neighbours would be minimised.

The DG appealed to the governor for land for the agency to build its office of international standard, emphasizing that the office would also house a warehouse to accommodate fake goods that would be seized in the zone .

Okowa said that Adesina had made remarkable contributions to the development of agriculture and food security in Africa since he was elected President of the African Development Bank Group in 2015.


Adesina was Minister of Agriculture during the administration of President Goodluck Jonathan.


In a statement by his Chief Press Secretary, Mr Olisa Ifeajika, in Asaba, the governor commended Adesina for his tremendous and outstanding accomplishments in the service of Nigeria and Africa over the years, and described him as outstanding and consistent public servant.


He observed that the agriculture sector in Nigeria witnessed enormous boost and innovation while Adesina served as minister and was, therefore, not surprised with the feats he had already attained at the AfDB.


The governor recalled that in recognition of Adesina's impeccable leadership and outstanding accomplishments in promoting food security in Africa through innovations, he was honoured with the Sunhak Peace Prize and the Emeka Anyaoku Life Time Achievement Award by The Hallmarks of Labour Foundation, among other awards.

Governor Ifeanyi Okowa of Delta has advocated the inclusion of entrepreneurship programme in National Youths Service Corps (NYSC) scheme to prepare graduates for self-reliance other than seeking regular employment.

He said, on Wednesday in Asaba, when the Director-General of NYSC, Brig.-Gen. Shuaibu Ibrahim, visited him that the scheme was very important to the country.

Okowa pledged his administration's continuous support to the scheme and commended President Muhammadu Buhari’s administration for increasing the allowance of NYSC members.

"The Government of Delta State and the NYSC have always had a warm relationship.

``We are aware that some of the facilities at the orientation camp need to be upgraded and we hope that in the course of this year, the state government will be able to upgrade the camp further.

``This is because we believe that when our children are in the camp they need to have fitting facilities for them to carry out their activities in comfort.

"We are glad that you are here for a workshop to update yourselves which will enable you to do better and I am happy to see our children go through the scheme.

``It has helped to unite us more as a nation, provided the opportunity for our children to find themselves in other parts of the country and gives one a better view of what Nigeria is like.

"I also believe that it is a preparatory ground for the future of our children and I am glad that a few new things are coming to the camp.

``I hope that in the course of your workshop, we need to continue to strengthen the fact that the corps members need to begin to acquire some level of skills and it is very important, especially when they are still in the camps,’’ he said.

The governor added that universities in the country needed to incorporate skill acquisition courses in their programmes so that youths could be properly prepared for the future.

According to him, it is important that they depend more on their skills rather than wait for white collar jobs; these are the initiatives we need to start taking as a nation, otherwise, we will go into crisis.

Okowa said: "in our state, we have started to make it compulsory that our tertiary institutions introduce skill acquisition and entrepreneurship programmes which will help prepare our children for the future.

"I must appreciate the Federal Government for upgrading the allowance for corps members, because that in itself was already a huge challenge and we hope that as a state, we will continue to give support to the scheme.

"I must thank the corps members for their service to the nation, especially during the elections in spite of security challenges, because since they have become involved in the election process, we have recorded less violent elections across the nation."

Earlier, Brig-Gen. Ibrahim had told the governor that he was in Delta for a workshop, adding that Asaba had been made the regional headquarters of NYSC in the South-South.

He commended the state government for providing facilities at the NYSC orientation camp in the state and assisting the scheme in other ways.

To ensure that retirees from Delta Civil Service live comfortably, the State Executive Council on Tuesday approved the Harmonized Rights of Pensioners.

Commissioner for Information in the state, Mr Charles Aniagwu, made this known in a post-Exco news briefing in Asaba.

Aniagwu also disclosed that the meeting presided over by Gov. Ifeanyi Okowa approved more than N800 million as compensation for the land that would host Kwale Industrial Park, the streamlining of activities of Ministry of Youths Development, among others.

Mr Aniagwu who was with his Youths Development counterpart, Mr Ifeanyi Egwuyenga, stated that the council appreciated the people who made their land available for the Park for partnering Okowa's administration in the speedy development of the state.

"We are aware that to ensure the development of the Kwale Industrial Park, there was a road show in China, investors have started coming and at the Exco meeting today, the people were commended for agreeing to part with their land for development activities to take place.

"Exco approved the sum of N800 million as compensation for the land which measures more than 1,000 hectares and we are confident that the multiplier benefits of having the Kwale Industrial Park is enormous.

"The area is strategically located for investors to have quick returns on their investments," he said.

The commissioner announced that the government also approved the stool of the king of Abah-Unor in Aniocha South Local Government Area.

"I am glad to say that the leadership of the organised labour, Chairman of Nigeria Labour Congress (NLC), Comrade Goodluck Oforbruku and Chairman of Trade Union Congress (TUC), Comrade Martins Bolum, who were at the Exco are also here to brief you on the issue of pension," he added.

Speaking, Oforbruku expressed gratitude to Okowa for being workers-friendly, saying that the governor had earned a position in workers Hall of Fame.

"To address the issue of accrued rights of pensioners, Governor Okowa set up a committee and the committee commenced work as far back as October, 2015.

"At a point, we lost hope and thought the issue will not be dealt with during this administration, but today, the State Executive Council has approved the harmonization of accrued rights of pensioners in this state.

"In other words, it means that the Delta State Government will use the N18,000 minimum wage to calculate the pension entitlement of retirees in the state.

"This means that those who retired as far back as 2011, instead of the N7,500 minimum wage that was used to calculate their entitlement, government has approved that the N18,000 minimum wage be used.

"This approval has been Labour's cry; that has been our struggle and that is what the state Executive Council just approved today.

"It might interest you to note that the Contributory Pension Law in the state says that when an officer retires, he should go home with at least 50 per cent of his last salary, but, when the N7,500 minimum wage was being used, officers were going home with 15 to 30 per cent of their last salary.

"So, government has approved that we implement what is in the law and it will cost the state government a whopping N37 billion from March, 2011 to December, 2019.

"In addition when the contributory pension started in the state in 2007, N32 billion has been contributed to the scheme so far by the state government," he disclosed.

Ofobruku added that it was "interesting to know that Senator Okowa's administration has contributed N22 billion out of the N32 billion within the last four years.

"The government under Okowa has answered our prayers as labour and the implementation that is to take effect immediately will meet the provisions of the law.

"In other words, it means that workers can retire and live a good life and not die of sickness, poverty and hunger any longer.

"We cannot thank the government of Senator Okowa enough; we only pray that God continues to give him and his team wisdom, strength to continue to lead us.

"In view of what the governor has done for workers in the state, the workers have decided to induct him into workers hall of fame on the 1st of May, 2020 which happens to be Workers Day.

"His administration is paying about N1.2 billion to N1.3 billion every month as pensions and as workers, we are thankful for all he has been doing to improve the civil service, workers welfare and wellbeing.

"We pray that God keeps him and rewards him with good health and long life to lead the state to greater heights and pray for his team as well," he said.

Commissioner for Youths, Mr Egwuyenga, in his contribution, stated that Exco approved Rural Youths Skill Acquisition targeted at the illiterate and semi-literate youths in rural communities, adding that the programme would be strictly domiciled in the local governments.

"There will also be community business schools to manage their training which they will attend on a weekly basis to ensure that the youths know how to give back to the society.

"Tertiary Institution Entrepreneurship Programme which is strictly a core entrepreneurship programme designed for the state owned tertiary institutions targets those with business innovation who are having challenges of setting up their businesses.

"Government will give them opportunities to go through incubation period after which government will set them up with viable businesses for them to be employers of
labour," the Commissioner said.

Delta Governor, Senator (Dr) Ifeanyi Okowa, has called for more collaboration, especially with the private sector in providing a cleaner and aesthetic environment in the state.

The governor made the call in Asaba on Friday while on a working visit to some Beautification projects executed by Asaba Capital Territory Development Agency.

The projects included sets of shops - SMART Delta Delicacies/Fruit Arena -.located at Summit Road, Nnebisi Road and NTA Junction, Federal Medical Center Bus Stop and unveiling of new Dennis Osadebe Statue on Anwai Road, which was unveiled by the governor.

Okowa explained that partnerships with the government would help to create better amenities for citizens.

He commended the Agency and some private concerns for the structures, saying "I am aware that some of the structures have been built either directly by the State Capital Territory Development Agency or in partnership with some Deltans as I am aware that two of the structures were donated to the state government by some very supportive deltans or people doing business in Delta.

"As a government, we are very grateful, and some willing Deltans and non Deltans who are trading in the state have also started to offer support to the state government by building some of these structures which tell us that our people should be willing to support government by giving back to the people.

"We will continue to ask and encourage our people to partner with government because government cannot do everything alone’’.

The governor charged the capital development agency to sustain it's pursuit of clean and beautiful environment in the capital city.

According to him, I hope that they will continue to work judiciously to keep our capital territory and its environs cleaner and better.

"I can see that in the last few months there have been a lot of changes in the sanitary character of Asaba and I think that it is very instructive, not just in the capital territory.

"I want to use this medium to urge our people and let them know that sanitation is good; it is good for us to keep our environment clean.

"It is good for us to put in a lot of effort to make sure that our environments are tidy and in so doing every Deltan, non-Deltans living in our cities must be committed to doing what is needed to be done to be able to keep our state clean.

"I hope that our people will continue to support the programmes of the agency and also the programmes being put in place by the Warri-Effurun Development Agency to ensure better cleanliness of our environment.

"I am glad that Deltans are getting more interested in ensuring they do not dispose of waste wherever they feel like, particularly in our cities and I hope that better actions are taken to ensure that those who deliberately dump waste inappropriately will be dealt with accordingly.

"We are in the process of engaging environmental marshals; a task force has been created so people should be warned’’ the governor said.

Earlier, the Director-General of the Agency, Mrs Onyemaechi Mrakpor, stated that the main purpose of the agency was to redesign and reconstruct structures that would give the state capital a face lift and add value to the lives of Deltans.

She commended the governor for the support given to the agency and assured that more work would be executed to help in achieving the Stronger Delta mandate.

Delta State Government is to establish a modern press for its operations which would also print The Pointer Newspapers for the management of Delta Printing and Publishing Company Limited (DPPCL), the state Commissioner for Information, Mr. Charles Aniagwu has said.

Aniagwu, who disclosed this on Wednesday shortly after inspecting the ongoing building works in the corporate headquarters of The Pointer Newspapers, Asaba, said when established, the government modern press would stimulate operational efficiency of The Pointer Newspaper.

According to him, The Pointer titles would come out better than it was some years ago, considering the current level of infrastructural development in the media outfit, by the time the modern government press begins to print for the company, coupled with the impressive commitment of staff of the company to their official responsibilities.

The Commissioner, who was accompanied by the Permanent Secretary in the ministry of Information, Mr. Paul Osahor, and the Chairman of the Board of Directors of the DPPCL, Dr. David Oghenekevwe, said that he was impressed with the attitude of workers in the company towards their duties.
“A number of staff are putting their best on the job; even by this time (4.55pm) some of the staff in the company are still on their duty post performing their official jobs,” he observed, adding that the ambience of their new work environment must have impacted positively on them.

Having taken over the circulation of The Pointer Newspaper, Aniagwu said, the management of the company was expanding the frontiers of its visibility in the market, as The Pointer Newspaper now circulates to more local government areas in the state as well as Awka, Anambra State, Benin- City among others, adding that as the paper circulates wider, it would attract greater patronage in terms sales and advertisement which would subsequently boost the economic base of the company.

The Commissioner said, “we started by creating a conducive working environment for the workers, providing computers, air conditioners and other facilities needed in a decent office.

“In the next three to four weeks’ time, more decent offices would be created for staff of the company, who are yet to get one,” pointing out that he was equally impressed with what the Board of Directors of the company was doing as “the Chairman of the Board is here to monitor the ongoing projects in the company even when today (yesterday) was not their sitting day.

“Though The Pointer has not got to where it should be, they are now making impressive progress and I am quite confident that they shall soon get to the desired destination.”

Delta Governor, Senator (Dr.) Ifeanyi Okowa, has urged all Nigerians to be agents of change to engender peace and speed up development in the country.

He made the call on Sunday at a thanksgiving service by Mr Samuel Mariere, former member of the Delta State House of Assembly representing Ughelli North Constituency 1.

The thanksgiving service took place at St.Paul's Anglican Church, Evwereni.

According to the governor, Nigerians should be committed to making the country a better place by rendering assistance to others for speedy growth.

"We should do our best for the nation to be better and we can start with our neighbours.

"Note that any help that you offer to your neighbour is also offered to the Lord because, we need to show genuine love for one another.

"What Mariere is doing with this thanksgiving is the best thing to do, as in all circumstances, we should give thanks to God.

"Even some of those who have won elections do not remember to thank God and we are happy that Mariere is returning all the glory to God.

"It is important to thank the people too for their support and good to thank God for His goodness.

"Mariere has worked very closely with his people; he won the first election, went back to the House of Assembly and did not succeed with that of House of Representatives, but no one knows tomorrow; it is the Lord that will strengthen you.

"A man who is alive has a lot of story to tell and tomorrow is another day," Okowa said.

Bishop of Ughelli Diocese of Anglican Communion, Most Revd. Cyril Odutemu had in a sermon, said mankind should at all times, seek the face of God.

He said, "God will deliver His people; if heaven delivers you, you are free indeed."

The Bishop commended Hon. Mariere for returning the glory to God.

Deputy Governor Kingsley Otuaro, Rt. Hon. Sheriff Oborovweri, Speaker of the Delta State House of Assembly, former Governor James Ibori were among dignitaries who attended the ceremony.

In a related development, Governor Okowa and his wife, Dame Edith, his Deputy, Barr. Kingsley Otuaro, former Governor James Ibori, among other dignitaries attended the thanksgiving service organised by Bashorun Askia Ogieh, Managing Director, Delta State Oil Producing Areas Development Commission (DESOPADEC).

The ceremony took place on Sunday at St. Mathias Catholic Church, Uzere, Isoko South local government area of Delta.
At the well attended Church service, the Catholic Bishop of Warri Diocese, Most Rev. John Afareha said, "thanksgiving and charity are good ways to appreciate God's goodness.

"To return gratitude to God is always difficult but, God loves a grateful heart; be thankful to God."

Okowa calls for mentorship among Christians

Governor Ifeanyi Okowa of Delta has called for mentorship among Christians to provide legacy of genuine discipleship of Jesus Christ.

The governor made the call on Saturday at the 40th anniversary celebration of the Anglican Diocese of Warri at the Bishop's Court, Warri.

According to him, mentorship and discipleship are very important in the growth of the church.

He said, "I congratulate the diocese for attaining 40 years, a period with which the church has grown in leaps and bounds.

"I am happy that we are growing as a church; this Diocese has given birth to other dioceses and churches.

"We should rededicate ourselves to God as we move beyond 40 years; we have won souls and we should continue to win more souls for Christ."

The governor commended the church for documenting the activities of the church in a book and urged the faithful to not only have a copy of the book, but to read it.

Earlier in an address, the Bishop of the Diocese, Rt. Rev. Christian Ide, had said that the Diocese of Warri had every reason to thank God because it had attained tremendous and remarkable achievements, physically and spiritually.

According to him, it has been able to attain unity and peace in tandem with its mandate as enshrined in its vision: the light of the gospel in all dark places.

"The Diocese of Warri was carved out of Benin Diocese and it has within the four decades of its existence, given birth to the Diocese of Ughelli, Oleh, Western Izon and Sapele, to the glory of God," he said.

High point of the event, which was preceded by a Thanksgiving Service by members of the church, was the launch of the book - Diocese of Warri at 40.

Delta Governor, Senator (Dr. ) Ifeanyi Okowa, on Saturday, reaffirmed his commitment to rendering selfless service to Deltans.

The governor made this known while inaugurating five projects in Isoko South and Isoko North Local Government Areas of the state.

The projects, which were naugurated amid jubilation by the people, were Opute Hall, Ozoro; Ultra Modern Civic Centre, Uzere; Model Secondary School, Uzere; Students Hostel at the Delta State University, Oleh Campus and Six three-bedroom bungalows for visiting Lecturers also at the university.

"This administration has always been on course; we have come to Isoko to inaugurate some infrastructure development projects executed by Delta State Oil Producing Communities Development Commission (DESOPADEC), an arm of government.

"We are committed to providing adequate service to our people and we will remain focused; as you can see, the amendment of the laws establishing DESOPADEC has given room for more resources to go into provision of infrastructure.

"Several communities in the oil-producing communities are feeling the impact of governance.

"We have inaugurated five projects and I am glad that all the agencies of government are responding favourably to the needs of our various communities.

"Isoko people are friends of my administration and we will do our best to keep to our promises as evident with the projects executed across the state," he said.

The Managing Director of DESOPADEC, Chief Askia Ogieh, commended Okowa for giving government agencies the freedom to execute people-oriented programmes.

Prominent Isoko citizens, including Prof. Abednego Ekoko, Mrs Cordelia Obaro, Mr. Nicholas Areh and Dr Nelson Ejakpovi, thanked the governor for providing enabling environment for democratic dividends to be provided.

The Deputy Governor of Delta State Deacon Barr Kingsley Burutu Otuaro has assured the Coordinator of the National Youth Service Corps Delta State, Mrs Ruth Olutayor Samuel (JP) that the government of Delta State will deepen the existing cordial relationship with the Scheme .

Deacon Otuaro who received the NYSC Coordinator and her team in his Conference hall, Governments house Asaba , expressed delight with the visitors for their visit, assuring that the government of Delta State will do everything possible to uphold the vision that gave birth to the scheme.

He explained further that " the vision of the NYSC is a very laudable one . It has added value to the Nations growth. For us in Delta State, we are out and prepared to give our support to the scheme to achieve those set out goals"

The Deputy Governor commended the coordinator further for recognising and appreciating the efforts of Delta State government towards the over all growth of the scheme in Delta State.

He appealed to the NYSC Authorities to post Corp members to the riverine communities especially Warri Southwest Local Government Areas which he said, before now, was in serious need of teachers and other man powers.

The Deputy Governor assured them that their Government has been able to ensure there is peace in every part of the state, assuring that all corp members posted to the state are adequately protected and their needs taken care of.

Earlier in her address, the Coordinator of the Scheme in the State, Mrs Ruth Olutayor Samuel (JP) commended the Deputy Governor and Government of Delta State for the assistance the Scheme has been receiving Since its inception in the state..

She said " we deemed it necessary to come and appreciate you the Deputy Governor of the state for the wonder works you have been doing for NYSC, Delta State . We rated Delta State high in our Scheme . Your contribution to The NYSC is second to none. We have indeed recorded great assistance from this Government. "

" Your have always been there for us . The corp members are our children. We are looking forward for more support from You your Excellency. Thank you very much for the reception. God bless you and everyone present " She stated.

She assured that Corp members will be posted to every parts of the state including Warri Southwest and Udu local government areas which she agreed were before now, lagging behind in terms Corp members.

The Delta State Judiciary Fund Management ( Financial Autonomy ) Bill, 2019 was on Thursday, January 23, 2020, read third time and passed by the State House of Assembly.

The Speaker of the State House of Assembly, Rt Hon Sheriff Oborevwori who presided over Thursday's plenary described the passage of the bill as a huge milestone for democracy in Delta State.

According to him, the Bill will strengthen the financial autonomy granted to the Judicial Arm of Government.

"At the Committee of the Whole, Members painstakingly went through the Delta State Judiciary Funds Management (Financial Autonomy) Bill. Contributions and amendments were made by Members which aided us in the consideration of the Bill", he said.

The Speaker added that; "Esteemed Colleagues, I congratulate all of us on a job well done. The passage of this Bill is a huge milestone for democracy in Delta State. Without a doubt, this Bill will strengthen the financial autonomy granted to the Judicial Arm of Government and ensure accountability, transparency and efficiency in the utilization of the funds which shall accrue to the Judiciary from the State's Consolidated Revenue Fund".

Delta approves construction of 11 new roads.

Delta Government on Tuesday approved 11 new roads in the state for construction.

Commissioner for Works, Chief James Augoye, made this known while briefing newsmen at the end of the state's Executive Council meeting in Asaba.

Augoye disclosed that the approved roads needed urgent attention as the state government was desirous of utilizing the dry season to construct a lot of roads.

"As we are aware, we are in the dry season and the government is working to increase the pace of road construction in the state.

He said that the council approved Oniore/High Court road, Orerokpe; Obi Azikwuo Street, Boji Boji, Owa; Alika Street in Boji Boji, Owa; Ogbeima internal roads in Bomadi Local Government Area and Okerenkoko township road phase 4.

"Also approved for construction is the Pamol Road in Ethiope West local government area; Construction of additional drains at the Ekwuoma/Umunede road, a road that has already been completed; DDPA road phase 4, Agbor, in Ika South; Igbite Street, Staff Quarters in Okpe Local Government Area; reconstruction and resurfacing of Alihame/Agbonta/Oki road and Tete road in Boji Boji, Owa, Ika North East.

"Contracts are awarded based on available money, and contractors are happy, projects that can be paid for are awarded because the process for the award of contracts are well planned.

"I want to use this opportunity to state that the Abari/Asaba-Ase road is not abandoned; the only way for the contractor to move equipment to the site is through Uzere federal road which is in a very bad shape. s

"So, our governor has requested for what it will take to carry out remedial work on the federal road to enable the contractor access the Abari/Asaba-Ase road," he said.

On his part, Commissioner for Youths Development, Mr Ifeanyi Egwuyenga, who, along with his Information counterpart, Mr Charles Aniagwu, were part of the briefing, stated that plans to reduce irregular migration in the state included aggressive enlightenment in schools and creating more job opportunities.

"Our Governor is committed to discouraging brain drain and irregular migration in the state.

"So, during the Exco meeting, a lot of issues were discussed and we all agreed that the bulk of the victims are youths.

"Measures are being taken to encourage youths to develop skills and we are initiating a lot of projects to discourage youths from irregular migration and we are engaging in a lot of partnership to achieve results as it concerns the youths.

"Entrepreneurship programmes for youths cannot be exhausted; we are taking critical look at rural youth dwellers and we will meet them where they are and we will have purely local government domiciled programmes for youths," Egwuyenga said.

The information Commissioner, Mr Aniagwu, reiterated the determination of government to stop irregular migration of the youths under the guise of seeking greener pastures in places with no guaranteed security and assurance of better living conditions.
