Igbakpa Set To Launch Project #i_rep

As part of our efforts of doing the business of governance differently, Hon Ben Rollands Igbakpa, Honorable Member Representing Ethiope East, Ethiope West Federal Constituency at the National Assembly is set to launch #i_rep. Project #i_rep is designed to make every member of the constituency a Representative irrespective of their societal ranking and location.

While vigorously pursuing the fulfilment of his campaign promises, project #i_rep is aimed at giving members of the constituency a sense of belonging in the business of Lawmaking and Representation. Project #i_rep has a feedback mechanism structure that will enable the Lawmaker understand better the immediate needs of the people. At the first phase of the launching, over 2000 booklets have been printed to be distributed to the various Units and Wards that make-up Ethiope East, West Federal Constituency.

Beneficiaries are expected to fill in the necessary information. The booklet upon completion shall be submitted at the constituency liaison office closer to the beneficiary.

From the displayed sample of the booklet, all necessary information for adequate and effective representation is well captioned. Skill acquisition, business set-up or business boost, scholarship/students support and grants for students in public tertiary institutions in Nigeria. There is also a provision for members of the constituency to make projects/infrastructural recommendation(s) that will further enhance the growth and development of the constituency.

The location of our people does not make them less a Representative, thus: from Otefe to Orhia; Afurokpe to Okurekpo; Mosogar to Abraka; Oghareki to Isiokolo; Oghara to Okpara; Idjere to Eku, Ovu and others with #i_rep we are all a Representative.

Re-assess over 20-year-old roads, Okowa tells FG

DELTA Governor, Senator (Dr.) Ifeanyi Okowa, has called on the Federal Government to re-assess all roads constructed over 20 years ago with a view to reconstructing failed ones.

He made the call on Sunday while inspecting ongoing work on failed portions of Warri-Benin highway being reconstructed by the state government.

The governor said that many federal roads across the country were aging and that the Federal Government should do a total reassessment of such roads and intervene promptly.

According to him, if the Federal Government fails to act fast, I am afraid we are going to be overwhelmed one day by the magnitude of failed roads.

Okowa, who was conducted round the failed areas of the road by the Commissioner for Works, Mr James Auguye, told newsmen that his administration was intervening on deplorable federal roads because they were critical infrastructure for the socio-economic development.

He said, “we are very much aware that this is a federal road. We complained to the Federal Government but they said it was not in the budget, and gave us the approval to intervene.

“This road and others are very important, especially to our people who are road users.

"It was not passable before now, but you can see that within a period of one week, the contractor handling the project has opened one side of the road.”

Gov. Okowa explained that he would approach the House of Assembly for the funds through a supplementary budget as the roads intervention was an emergency

Aside Benin-Warri highway, the state government is also rehabilitating failed sections of Benin-Onitsha road, especially at the Asaba end of River Niger Bridge and Agbor-Abraka-Eku road.

The Commissioner for Information, Mr Charles Aniagwu, had told the media on Tuesday that the intervention on the roads would cost over N1 billion.

Okowa explained that he would approach the House of Assembly for the funds through a supplementary budget as the roads intervention was an emergency

HOUSE OF REPRESENTATIVES SET TO PROBE THE 9.6 BILLION DOLLARS DEBT ALLEGEDLY OWED P&ID

The Federal House of Representatives today at plenary has set up an ad hoc committee to investigate the circumstances surrounding the $9.6 bil judgement debt slammed on Nigeria government by a London tribunal .

This was sequel to a motion of urgent public importance moved by Hon (Prof.) Julius Ihonvbere representing Owan Federal Constituency of Edo State.

Supporting the motion, member representing Ethiope West and Ethiope East Federal Constituency Rt. Hon.( Chief) Ben Rollands Igbakpa urged the House to invite all those who brokered that deal on behalf of Nigeria to come and explain their roles and how Nigeria came to incur such alleged debt.

He noted that Nigeria's economy is in dire straits right now and cannot afford to loose such humongous amount from her already lean reserves.

Recall that a London Court, a couple of months ago , in one of the world's biggest lawsuits ever, had awarded the sum of $9.6 billion against Nigeria at a usurious interest rate of one $1 million daily.

The original amount awarded to P&ID was $6.6 billion, the biggest amount a company has ever won from a sovereign government, until it grew by interest to the current $9.6 billion.

Delta Governor, Sen. (Dr) Ifeanyi Okowa, has congratulated Deltans on the 28th anniversary of the creation of the State.

In a message signed by his Chief Press Secretary, Mr Olisa Ifeajika, in Asaba, the governor thanked the people of the state for their resilience, patience, cooperation and support to all administrations that had governed the State in the last 28 years.

He assured that his administration would continue to build on the gains recorded by his predecessors in order to create a stronger Delta .

Felicitating with citizens of the State on the anniversary, the governor said "our beloved State has continued to blossom in spite of challenges confronting us as a people.

``My administration appreciates Deltans for their resilience and peaceful co-existence among us.

"In the last four years that we have been on the saddle, we have continued to build on the gains recorded by our predecessors and I assure you that better days are here for all Deltans as we work towards building a stronger Delta of our dream.

"Through Delta State Capital Territory Development Agency, we have done a lot in the past four years, to make Asaba and environs a befitting state capital.

``We have initiated measures to resolve the nagging flooding in the capital territory through network of storm drainages, which are nearing completion, in addition to two new ones whose contracts were recently awarded.”

The governor restated his appreciation to the people for renewing their mandate to him through a resounding victory at the last general elections, engendered by their overwhelming votes.

``With the re-election and inauguration, we have been re-energised to vigorously deliver on our SMART Agenda drive. I assure Deltans that with their support, we will do more,” he said.

He added that to address critical infrastructural needs in Warri and Effurun axis, ``we have created Warri/Uvwie and Environs Development Agency, and we will continue to scale up development in rural and riverside communities in the state.

"The recent inauguration of road projects in Ijaw and Itsekiri coastal communities by Vice President Yemi Osinbajo is a testimony of our resolve to build a Stronger Delta for our people.

"As Deltans, we have every reason to celebrate our 28 years anniversary as a State as we remain on the right trajectory to development.

``We will continue to operate within the principles of equity, fair play and friendship, which have largely created the atmosphere for peace and development in the State."

Delta and 11 other states, including Edo, were created on Aug. 27, 1991 by the military regime headed by Gen. Ibrahim Babangida.

The Delta State Commissioner for Information, Mr. Charles Aniagwu, has taken the challenge of repositioning the state owned newspaper house, Delta Printing and Publishing
Company Limited (Publishers of The Pointer titles), promising its elevation to the status of a regional paper.

Visibly appalled by the dilapidated equipment and the physical decay of the organisation, Aniagwu commented during his inspection tour that the least the media house could become was
a regional paper and compete at national levels.

Bemoaning the work environment of the place which was practically in shambles, the commissioner admitted that such stifled atmosphere caould not motivate workers to give their best and promised to do all within his limits to inject life into the place.

“The Pointer cannot just remain a Delta State newspaper; the least you can aspire for is a regional paper and you are obviously not. In the old Bendel State, The Observer Newspaper competed
with Daily Times. If at that time, without the aid of internet, how come Pointer cannot even compete with anybody today?”

At the proposed site for the building of a permanent structure for the media house, Aniagwu mandated the Functioning Permanent Secretary, Mr. Paul Osahor, to kick start the process of building in
collaboration with the appropriate ministry(ies).

While conducting the commissioner round the structure, the General Manager of DPPCL, Mr. Monday Uwagwu, listed manpower, lack of printing press, underdeveloped permanent site, poor circulation, budget implementation and expenditure ceiling among the company’s plethora of challenges. In his address presented to the commissioner, Uwagwu impressed on the government to allow

“Today, The Pointer (DPPCL), in spite of some reckonable gains, is profiled thus: An undeveloped and shrinking permanent site 25 years after its establishment, lack of a comprehensive press for its operations leading to total dependency on its competitor for printing jobs. It now has less than 120 staff, from a peak of nearly thrice this number. It is also typified by a welter of wrong policies, including putting a ceiling on its expenditure, massive loss of operational geographic space and an increasingly frustrated

DELTA State Governor, Senator Dr Ifeanyi Okowa has been described as a man who is committed to uplifting the standard of living of the people who are living in rural communities in the state.

Special Adviser to the Governor on Rural and Community Development, Rt. Hon. Emmanuel Okoro stated this on Thursday in Asaba at a press briefing to mark his assumption of office.

According to him, "Governor Okowa has done well in the urban areas with the creation of the Ministry of Urban Renewal hence his creation of the office of the Special Adviser on Rural and Community Development to tackle issues of under development in the rural areas of the State.

"Our Governor, Senator Okowa came into office four years ago with a promise of prosperity for all Deltans and you will agree with me that based on the facts on ground, he has performed exceptionally well beyond expectations.”

"As someone who has been around, I have seen governments come and go but, I can conveniently tell you without any equivocation that Okowa has done well for Deltans, especially our people, Deltans in rural communities,” he said.

He continued, “in his first tenure, our Governor revitalised the moribund Technical Colleges across the state and equipped them for our students to gain adequate skills that will make them independent and self reliant, as well as employers of labour. The Governor also scored another first in the Health sector by setting up the State Contributory Health Insurance Scheme with over 550,000 Deltans already subscribed and enjoying the services rendered in line with the Universal Health Coverage.”

He noted that Governor Okowa is called the "Road Master" because there is no commujnity in the state that have not witnessed the governor’s touch in road construction, adding that by creating the office of the Special Adviser on Rural and Community Development, Governor Okowa was committed to the growth and development of rural areas because of his passion for better life for the people living in rural areas.

Rt. Hon. Okoro disclosed that his office will embark on needs assessment of rural communities and also partner with multi national oil companies and other development partners to bring to their attention the developmental needs of rural communities in the state.

The Commissioner for Basic and Secondary Education, Chief Patrick Ukah, has charged contractors handling the ministry's projects to ensure that they keep to the job specifications as contained in their Bills of Quantities so as to deliver quality projects at all times.

The commissioner made this known when he inspected the completed 2 blocks of six classrooms each at the Government Model Secondary School, Asaba.

Chief Ukah said the state government would no longer tolerate shoddy jobs done by contractors as it portrayed the image of the government in bad light, while stating that any contractor that executed bad jobs would have their payments witheld.

He however commended the contractor for the good job done and urged the principal of the school to make sure that they take good care of the facilities in other to justify the state government huge investments in the education sector.

The commissioner assured the principal of the school that efforts is being made to ensure that by the next academic session the buildings would be put to use so as to decongest the existing classrooms.

The principal of the school, Mrs. Carol Oraegbuna, thanked the state government for building the blocks of classrooms in the school as it would go a long way in decongesting the existing classrooms, while promising that the school management would ensure that the facilities are well maintained and protected from vandals.

Speaking with newsmen today (08/07.19) in Asaba, Delta State where Governor Okowa celebrated his birthday with people with disability, Senator Lawan stated that Nigerians should serve the country with the passion with which the governor handles the affairs that concerns the nation.

“Governor Okowa is very patriotic, purposeful, dedicated and committed to issues that affect the country,” he said, disclosing, “I served with him in the Senate and I can tell you that he is always committed to the job he is assigned to do.”

While congratulating the governor for clocking 60 years, the Senate President who was accompanied on the felicitation visit by the Chairman of the Nigerian Governors Forum, Dr Kayode Fayemi stated, “Governor Okowa is a man who believes in the country despite our different political divide.”

Governor Fayemi on behalf of the Governors of the country, congratulated Governor Okowa, stating, “we members of the Nigerian Governors Forum are proud of you (Governor Okowa), you are a committed patriot and a bridge builder.”

Governor Okowa who was beaming with smile through-out the visit by the Senate President and Dr Fayemi, thanked Nigerians for identifying with him as he celebrates his birthday, stating, “your presence have added a lot of colour to the occasion.”

He used the event to call for consensus building in the country, saying, “it is time to ensure that there is consensus building to make everybody to come to the table and discuss how to take Nigeria to greater heights.”

“At this point in time in our history, good working relationship between the Chairman of the National Assembly and Chairman of the Governors’ Forum is good for our country,” Governor Okowa said.

AS Christians celebrate Father's Day, Delta State Governor, Senator Dr Ifeanyi Okowa has urged fathers to build better homes as such will reflect positively on the society.

Governor Okowa made the call yesterday (16/06/19) in a chat with Journalists at this year's Father’s Day Thanksgiving Celebration Service of St. Peter's Anglican Church, Boji Boji Owa, Ika North-East local government area of Delta State. The governor attended the service with his wife, Dame Edith.

According to the governor, “as we celebrate Father's Day, we need to reflect on the roles of fathers; fathers are in positions to build better homes because, with good homes, our society will be better.”

“Parents should instil discipline in their children, because the society that we have is a reflection of the type of homes we have; respectful children, children who obey the norms of the society are desired at this point in our nation’s history,” the governor said.
He added, “I congratulate all fathers as they celebrate and I appeal to them to spend more time at home; they should know about what goes on in their homes, make corrections because, well organised homes will lead to better organised society.”

Earlier in a sermon, Rt. Revd. Godfrey Ekpenisi, Bishop of Ika Diocese of the Anglican Communion urged fathers to build peaceful and stable homes by instilling the virtue of honesty and accountability in their homes.
He also urged fathers to ensure that the family worships in the same church and have the spirit of forgiveness, stating that a peaceful and stable home will not give room for divorce, confusion or for enemies to infiltrate.
Also yesterday, Governor Okowa attended the 60th birthday celebration of Dr (Mrs) Pauline Tibi at St. John The Baptist Catholic Church, Agbor.

Delta State Governor, Senator Ifeanyi Okowa has congratulated Delta born, Nigerian sprinter, Divine Oduduru on his emergence as the National Collegiate Athletic Association (NCAA) Male Athlete of the Year in the United States of America.

The Governor who was excited that Oduduru also got nominated for the Bow man award, the highest award in the U.S for Collegiate Athletes being the second Nigerian to be so nominated after Blessing Okagbare equally from Delta State.

Okowa in a statement in Asaba and made available to journalists said "Oduduru's nomination is sequel to his superlative performance this season in the U.S Collegiate Championships winning the 200m Indoor title, the 100m and 200m outdoor titles in 9.86secs and 19.73secs respectively.

"Oduduru who was a student of West End College Asaba before he travelled to the U.S on scholarship at the Texas Tech University, Lubbock, was discovered at the annual Awoture Eleyae Junior Athletics Competition in Delta State.

"I also wish to congratulate other Delta Athletes who have done well like Raymond Ekevwo, who led Florida Central University to break the NCAA 4×100m record and ran the second fastest time of 10.02secs behind Divine Oduduru in more than ten years, he said, adding "another Deltan Mr. Itsekiri Usheoritse also ran the third fastest time of 10.07secs behind Oduduru and Ekevwo.

"We are grateful to God because they are part of the modest contributions of Delta State to Sports Development in Nigeria. It will be recalled that all of them including Ese Brume, Uruemu Odjesa, Favour Ofili, Princess Kara, Hannah Kemele and a host of others are products of our yearly Awoture Eleyae Junior Athletics Programme.

"In the build up to this year's programme holding from 20th-22nd June at the Delta State Polytechnic Ozoro Stadium, i urge all our young Athletes to be encouraged by the successes recorded by Divine Oduduru and others to put in their best and be counted," the Governor added.

Delta State Governor, Senator Ifeanyi Okowa on Tuesday congratulated newly elected Presiding Officers and members of the 9th National Assembly on their successful inauguration.

The Governor congratulated Senator Ahmed Lawan, Senator Ovie Omo-Agege on their election as President of the Senate and Deputy President of the Senate respectively.

He also congratulated Hon. Femi Gbajabiamila and Hon. Idris Ahmed Wase on their emergence as Speaker and Deputy Speaker of the House of Representatives.

In a statement in Asaba on Tuesday, Gov. Okowa lauded the resilience and political sagacity of the newly elected Presiding Officers of the 9th National Assembly.

Governor Okowa commended members of both chambers for their choice of leaders, noting that Nigerians are eagerly waiting for a vibrant and independent National Assembly to make good laws for the good governance, security and welfare of the people.

DELTA State Governor, Senator Dr. Ifeanyi Okowa has said that with the successes recorded with the storm drainage projects being executed by his administration, more projects will be executed in the state.

Governor Okowa gave the assurance today (11/06/19) during an inspection visit to storm drainage sites in Asaba and its environs. The governor who was accompanied by the Secretary to the State Government, Mr Chiedu Ebie; Chief of Staff, Government House, Olorogun David Edevbie; the Senior Political Adviser, Rt. Hon. Funkekeme Solomon inspected the discharge points of the storm drainage projects at the Anwai River, Government House in Asaba and Corner Stone area of Okpanam. The level of job done at the project sites were explained by the Permanent Secretary, Ministry of Works, Engr. Fred Edafioghor.

According to the governor, “we have to manage our finances; we have to be wise in our spending because these projects cannot be abandoned and we also want to be sure that in our planning process that we are not taking more than we can chew, so that we do not get choked; in the first four years we have been able to keep up with payments and projections; obviously, there are lots of benefits derivable from the construction of these drainage projects and we will do more.”

“From what we saw during the inspection, we are working with specifications; this current project (at Jesus Saves Road) is within its limit and we are being told that the houses around this project is affecting some of the work being done, but, work is going on and it will connect to the sewage by the Lion House while the other sewage drain will connect to the Agric road sewage; these projects are all part of the drainage plans for Asaba,” he said, adding, “we have three major drainages that are being executed but on the whole we have a lot more drainages to construct if we are to control the flow of flood water in Asaba; we still need about five more drainage projects to effectively tackle flood issues in Asaba to the level we want but, we took the three most critical ones which we have been inspecting today.”

“I believe that the completion of these ongoing drainage projects will remarkably reduce the water overflow in Asaba, but there is still a lot more to be done,” the governor stated.

He continued, “we will continue to do our best bearing in mind that we cannot attend to all the projects at once because, we are mindful of the fact that we need to pay our contractors and it is due to the fact that we want to ensure that our contractors are well paid that we decided to start with the three major drainages out of the eight that were planned for Asaba and as we conclude payment for the projects being carried out now, we will be able to look into the process of awarding new contracts.”

The governor expressed satisfaction with the quality of work done at the projects sites saying, “we monitor the projects; we have consultants who are on ground as well as staff of the Ministry of Works to supervise the jobs; the quality of the jobs are outstanding and we are impressed.”

He emphasized that his administration was working for a state where issues of flooding will be frontally tackled, and called on Deltans to desist from dumping refuse on drainages but, rather, patronize private waste disposal operators to properly dispose their refuse.

“We all know the benefits of clean environment; if we have proper drainage channels to tackle flooding of our cities and towns, good network of roads, it is also, very important for our people to imbibe the habit of having clean environment; they should ensure proper disposal of wastes – no dumping of refuse in the drainages which can cause blockage, no dumping of refuse on the road, streets because, such does not only litter the environment, it can also, lead to health challenges,” Governor Okowa said.

Let us collectively fight against malaria – Gov. Okowa

The Governor of Delta State, Senator Dr Ifeanyi Okowa has appealed to Deltans to collectively fight the scourge of Malaria which he claimed can be eliminated if all work assiduously to achieve that aim.

The Governor who was represented at the Flagg-off ceremony of the "Long Lasting insecticidal Nets Campaign" by his Deputy, Deacon Kingsley Burutu Otuaro at the Event centre, Okpanam road, Asaba, said, Nigeria contributes a quarter of the Malaria burden in Africa, as ninety seven percent of the population in Nigeria is at risk and it is responsible for about 66 percent of all clinic attendances and poses a huge challenge on our developmental efforts.

He pointed out that this campaign is therefore a serious and practical commitment of the state governments toward the healthcare of our people, stressing that human development begins with ensuring that the people are healthy.

The Governor explained that "we believe that prevention is the best approach to taming the scourge of Malaria, given the emergence of parasites resistance to arteemisinin, the essential ingredients for artimisinin-base combination therapy (ACTs) which is used in the treatment of the disease."

The Governor affirmed that as part “of our urban renewal efforts, is the determination to reduce the effects of flooding in the state, by clearing drainages, while new ones are being constructed in areas where they are needed. It is a fact that clean drainages are bound to reduce breeding grounds for mosquitoes, which is the causative agent of Malaria."

Governor Okowa stated further that apart from calling on Deltans to keep their environment clean, and free of containers with stagnant water, there will be aggressive campaign to ensure that every household in the state gets at least two sets of the long lasting treated mosquito nets.

He charged Deltans to make use of the Nets, more importantly, since they are not for sale, because they have been paid for by the government and anyone caught collecting money before giving out the net would be regarded as working against the people and government interest.

The Governor assured that his government remain committed to its citizens as their programmes and policies are aimed towards the empowerment of the people through good health and capacity building in order to stimulate self employment, appealing that all should take advantage of this health programme to improve on their health status.

The wife of the Governor, Dame Edith Okowa in her acceptance speech, appealed to Deltans to always make good use of the free mosquito nets so that they could always maintain good health status.

She charged Deltans to ensure they keep clean environment, remarking that dirty environment is a breeding ground to mosquitoes, and that Malaria scourge is on the increase in the state, therefore all hands must be on deck to halt its further spread.

She appealed Deltans to always pay their bills to all private waste disposals so that our environment would be neat at all time since government alone cannot be responsible for making our environment clean, while appealing that the people should away sleep in their Nets to avoid mosquito bites.

The permanent secretary Delta State Ministry of Health, Dr Mimi Oseji, who early read her speech during the event, said the campaign is giant stride toward raising the present use of insecticide treated Nets from 18 percent (2015 MIS) to at least 80 per cent which will in turn reduce Malaria burden in Delta State.

She noted "we are all aware that Malaria is a global problem and that it has existed with man for ages, but it’s unfortunate that sub Sahara Africans couldn't take a cue from Western Nations that successfully eradicated Malaria decades ago.

She added that the damages caused by this tiny creature cannot be over emphasised and must be tackled with all seriousness until it ceases to be a public health challenge.

DELTA State Governor, Senator Dr Ifeanyi Okowa today (06/06/19) inaugurated Rt. Hon. Funkekeme Solomon as his Senior Political Adviser, saying that his second term will be a busy one as his administration is determined to build a stronger state.

"This second tenure promises to be quite busy; every appointment that we make is a call to serve for us to deliver on our mandate for a stronger Delta State," Governor Okowa said at the inauguration ceremony which took place at the Government House, Asaba and witnessed by wife of the Governor, Dame Edith, former Deputy Governor of the state, Chief Benjamin Elue, among others.

Governor Okowa described Rt. Hon. Solomon as "a man of great candour, courage and character who has been well prepared for the office of the Senior Political Adviser and I urge him to put his political views on hold in order to be able to analyse every situation dispassionately and proffer workable solutions; fairness, equity and justice must guide all your utterances, decisions and actions."

He continued, "as a political leader of repute, I expect you (Rt. Hon. Solomon) to know that politicians can be quite vexatious; but, you should be able to rise above petty sentiments, even in the face of obvious provocation; you must be above board and, at all times, demonstrate maturity, patience and calmness in dealing with the political class; it is a tough call but, I have full confidence in your ability to navigate the tempestuous political terrain, and help us achieve our vision of a Stronger Delta"
The governor congratulated Rt. Hon. Solomon on his appointment and expressed confidence that he will succeed in his new assignment.
Rt. Hon. Solomon who was the Director-General of the Peoples Democratic Party (PDP) Campaign Organisation in 2019, in his response, thanked Governor Okowa for finding him fit to be the Senior Political Adviser, assuring that he will carry out his functions diligently to the glory of God, and satisfaction of Deltans.

As Okowa Begins Another Four-Year Term

IN politics, four years is like four days and the Governor of Delta State, Senator Dr Ifeanyi Okowa, attested to this recently during a thanksgiving service to celebrate his pronouncement as Governor-elect for a second term. At that thanksgiving service, the governor urged his opponents, to know that four years is a short period of time and called for their support as he desires an all-embracing government.
Yes! All of a sudden, the governor has spent four years in office. It may be a short period looking at it politically but, the question that matters is, was the four years eventful?
On assumption of office on May 29, 2015, Governor Okowa made it clear that his administration would be premised on a five point agenda encapsulated in his SMART Agenda which means; Strategic Wealth creation projects and provision of jobs for all Deltans; Meaningful peace building platforms aimed at political and social harmony; Agricultural reforms and accelerated industrialization; Relevant Health and Education policies; Transformed environment through urban renewal.
Four years after, one may not be able to fully dissect the success stories of the SMART Agenda based on space constraint, but, going by the governor’s promise of prosperity for all Deltans which the SMART Agenda was the vehicle for its delivery, one cannot lose sight of the fact today that more Deltans have become entrepreneurs through the Strategic Wealth Creation projects of the administration. Unlike in the past when there were a lot of job seekers in the state, bearing in mind that government cannot employ all the graduates, he initiated training programmes where the people were trained, equipped and monitored to ensure that they were successful in their different businesses.
Again, he also, reinvigorated technical education in the state by renovating and equipping the existing six technical colleges located at Kwale, Agbor, Otor-Ogor, Sapele and Ofagbe. He is already working for at least one technical college to be established in all the local government areas of the state. With the empowerment of the people to enable them to be financially independent and employers of labour, the governor went ahead to ensure that the people are healthy, bearing in mind that health is wealth.
As a man who was the Chairman, Senate Committee on Health and worked strenuously for there to be universal health insurance coverage for Nigerians, it was not a surprise that, within his first one year in office, he initiated the Compulsory Health Insurance Scheme which was passed by the state legislature and signed into law by him. With the Delta State Compulsory Health Insurance Scheme, most Deltnas now have access to affordable healthcare delivery within their reach. Pregnant women and the vulnerable in the society have free access to health facilities.
But, that the governor did so much to bring prosperity to all Deltans in a friendly environment would be disputed because, Governor Okowa met a state that was boiling, dwindling revenue and other encumbrances.
In 2015, a group of militants popularly known as the Niger Delta Avengers came up with the idea of shutting down the Nigerian economy and their greatest targets were national assets in Delta State, especially, pipelines exporting crude oil from the country which led to destruction of the Forcados Trunkiline and the Nigerian economy went into recession. To tackle the situation, not only in the best interest of the state but, that of the nation, Governor Okowa, as a nationalist, drafted his Deputy, Barr. Kingsley Otuaro, an Ijaw man who is familiar with the creeks and speaks Ijaw fluently to embark on advocacy visits to the communities in the riverine areas.
Those advocacy visits restored peace in the area and gave opportunity for the destroyed pipelines to be repaired. Funds available to his administration could not pay salaries of workers put at more than N6 billion monthly whereas allocations from the Federation Account (FA) was less than N3 billion at some point. So, it was not an easy thing for the governor to pay salaries and engage in other development projects.
Of course, one may wonder how the governor earned the sobriquet, the Road Master. Despite the challenging situation that the governor met, he defied all odds and embarked on road construction. The perennial flooding of Asaba through the construction of multi-billion naira storm drainage projects that has never been seen in any part of the state before his emergence as Governor came into being. In all nooks and crannies of the state, road projects constructed by his administration abound to the extent that even the communities in the creeks of the state are having fair share of the road projects, despite the fact that before his emergence, such areas were popularly known as ‘difficult terrains.’
In all parts of the state, the sing-song is that Governor Okowa has done well within his first four years. In the area of civil servants, he has not compromised in his development efforts as he commenced the erection of a multi-billion naira secretariat project named, New Central Secretariat. The edifice, which construction has reached an appreciable level, when completed, will quarter all the Ministries, Departments and Agencies of the Delta State government that are currently in different rented apartments in Asaba.
It is on record that the governor has ensured the promotion of civil servants as and when due and has also, paid regularly, salaries and emoluments of the civil servants. On May 1, 2019, the Trade Union Congress of Nigeria (TUC) and the Nigerian Labour Congress (NLC) were full of praise for the governor during the May Day rally, observing that it has never been so good for the civil servants.
With all the achievements of the governor in almost every facet of governance, it was not a surprise that more than 80 per cent of Deltans spoke with one voice and re-elected him for second term in office. The governor got twenty three out of the twenty five local government areas of the state and got good number of votes from the other two local government areas.
If Governor Okowa performed very well in the first four years, what should Deltans expect in the next four years? The governor wrote his name in gold when he conducted the national congresses of the Peoples Democratic Party (PDP) adjudged to be the freest, transparent and acceptable congresses ever had in the country. So, it is expected that under his watch, future elections, especially those of the local government councils should be hitch-free and provide templates for the Independent National Electoral Commission (INEC) to copy.
Again, those actions his administration took in the first tenure that endeared him to the hearts of Deltans - construction of roads, skill acquisition and empowerment programmes, providing facilities in the health and education sectors, catering for the welfare of civil servants, taking care of the widows, among others should be increased in the second term.
The political class was well patronized in the first tenure. As a Governor who desire to continue with the legacy of empowering his constituency, the political class, such patronage should also, get deserved attention bearing in mind that there are a lot of issues at stake beyond 2023 when his tenure will end as Governor for two terms. For effective delivery of services to Deltans and humanity, professionals, people with the zeal to deliver the goods rather than playing to the gallery should be put into sensitive positions.
One area the governor should not toy with is the implementation of most of the Memorandum of Understanding signed in the first tenure. Delta State is blessed to have one of the highest Internally Generated Revenue in the country. With four sea ports that can be activated, being the gateway to the East and other states in the South South region, opportunities abounds in the state that if the government taps into by encouraging private investors, the state will be the darling of all. Such commercial areas like Lagos, Abuja, Port Harcourt, Onitsha are already congested and Asaba is the bride of investors. They are already coming and all that matters is for government to provide the enabling environment, a favourable environment with necessary facilities and reduced security challenges. Already, most people who work in Onitsha live in Asaba and with the right incentives, they will establish their businesses in Asaba and its environs and easily move their products to the markets in Onitsha. The next four years may be short but, with commitment on the part of government, those who sees Lagos as crowded can easily relocate their businesses to Delta State, a state with two airports located at strategic locations.
As observed in the beginning, four years is like four days, so, if the first years could end so soon, another four years will certainly end. The question is, will the governor allow himself to be distracted or be focused to deliver the goods bearing in mind that he will never be the Governor of Delta State after his second tenure? The next four years which is as good as next four days shall tell.
Congratulations Governor Ifeanyi Okowa, a man who is known for keeping to his promises as we join your well-wishers to pray for a hitch-free second term in office.

According to the Convener, Kingsley Ubiebi, he thanked Governor Okowa for yielding to the call of Urhobo Nation towards bringing the much-needed development and dividends of democracy to the Urhobo people. He also thanked the Governor for revamping Sapele and Ogor Technical Colleges, Vocational Centres and road rehabilitation and constructions across Urhobo Nation.

He noted that the Urhobo people and Deltans were satisfied with his SMART Agenda hence they trooped out to vote him again for a second term in office. GOVERNOR Ifeanyi Okowa has said skill acquisition and entrepreneurship development courses should be made compulsory for all students in institutions of higher learning in the country.

The Governor made the call today (15/05/19) during an on-the-spot inspection of facilities at the Delta State Polytechnic, Ogwashi-Uku.

Impressed by the achievements recorded in the skill acquisition and entrepreneurship development programmes of the institution, the governor said that from this year, the best fifty graduating students in skill acquisition and entrepreneurship programmes will be empowered to set up their businesses.

“I have encouraged all higher institution in the country to ensure that no student leaves the institution without requisite training in entrepreneurship development,” the governor said, adding, “if we strengthen skill acquisition and entrepreneurship development, we will have creators of jobs, creators of wealth as graduates in the new Nigeria.”

He continued, “a new narrative can come out from Delta State Polytechnic, Ogwashi-Uku by utilizing the knowledge acquired with hands and brains which is very important for you to succeed in modern Nigeria; the best skilled students will be empowered by the state government to be able to start on their own and I want to state it here that the best fifty students which will be taken from different departments will be equipped to start their own businesses.”

“The empowerment is to fully provide the basic needs and we hope that they will be role models; a minimum of fifty students will be equipped to start their own businesses starting from this year; we want to also, challenge ourselves in this Polytechnic to provide instruments and equipment that will be used locally to better the lives of our people,” he stated, emphasizing, “the graduates should be proud of their alma mater and the institution in the next four years should be proud of their graduates.”

While commending the Governing Council, Management and Staff of the Polytechnic for their transformational efforts, Governor Okowa also, urged students of the institutions to desist from joining any form of secret cult but, work towards building a better future for themselves saying, “if you are thinking right and working very hard, you will be what you want to be; think about your future – ten years, five years from now, what will you be?”

The Chairman, Governing Council and the Rector of the polytechnic, Dr Festus Okubor and Prof. Stella Chiemeke respectively, in their separate addresses, thanked Governor Okowa for his administration’s commitment to the development of institutions of higher learning in the state by providing the needed infrastructure and also, encouraging the youths to build a better future for themselves through skill acquisition and entrepreneurship development programmes.

A chieftain of Peoples Democratic Party, PDP, in Delta State, Olorogun John Oguma, has assured the people of the state that Governor Ifeanyi Okowa will do more in his second term, insisting that the governor has performed very well in his first term.

Oguma gave the assurance in a chat with newsmen during a victory party he organised to celebrate the victory of Okowa in the March 9 governorship election, which was attended by the immediate past Deputy Governor, Professor Amos Utuama; state Chairman of the party, Chief Kingsley Esiso, and his executive members, Chief Emmanuel Aguariavwodo, Olorogun Taleb Tebite, Dr. Richard Kofi and other top government functionaries at his Ovwor-Olomu country home, Ughelli South Local Government of the state.

Urging Deltans to remain resolute in their support for the governor, Oguma said PDP is the only party that can address the needs of the people, adding “we are celebrating because God helped us to be victorious.”

Expressing satisfaction of work done on the road project while exchanging pleasantry with the Special project Director in Charge of Sector A,B and C of Asaba-Ughelli Road Dualisation Project, Chief Sunny Onuesoke during his visit to the site, President of Isoko Youths Rebirth, Comrade Pius Mukoro said the project will be completed in a very short time if the work on the road project continues at this fast pace.

He thanked Okowa for his kind benevolence and hailed him for his love and magnanimity for the people, saying the title ‘Road Master ‘fits no other one but him.

Mukoro who expressed satisfaction at the fast rate at which work is ongoing at the project said the completion of the project will improve the socio-economic lifestyle of those residing in the area and exposed the communities to the open world.

According to him, “When the road is completed, it will open the hinterland to the city. The indigenous farmers and those involved in other kinds of businesses will be able to transport their products to the city without any difficulty. This will lead to surplus food supply with lesser price,” he stated.

He said Okowa has indeed shown his love for the people of Delta state, following his passion and commitment for social infrastructures development which had linked communities in the State with roads and bridges.

Responding, Onuesoke thanked the youths for their observation and commendation of the good work of Governor Ifeanyi Okowa on the construction of Asaba-Ughelli Road dualisation.

He pointed out that one of the high points of Okowa’s administration is his manifest quest to address nagging developments, adding that his action is noticeable in the infrastructural renewal agenda of his administration.

While assuring them that the project will be completed in a very short time hence the Governor has provided all that is needed to conclude the job, Onuesoke thanked the youths for the corporation they have been giving to the contractors handling the Asaba-Ughelli Road dualisation project.

“Your cooperation with the contractors handling the project has gone a long way in making the project to succeed to this extent. Just like Oliver Twist, I am appealing that you continue to cooperate with the contractors until the project is finally completed,” Onuesoke appealed.

BURUTU – Former Governor James Ibori has commended King Charles Ayemi-Botu JP, OFR, the paramount ruler of the Seimbiri kingdom, Burutu Local Government Area of Delta state over his efforts to make sure the struggle for resource control yield result.

He made the remarks during the silver jubilee anniversary and lunch of the biography of the monarch at the weekend in Okpokunu town, Burutu Local Government Area, Delta State. Chief Ibori was represented by Chief Love Ojakovo. He was supported at the event by the Governors of Bayelsa, Chief Seirake Dickson, the governor of Bayelsa State and Dr Ifeanyi Okowa , Delta State governor, who also commended the traditional institutions in the Niger Delta for the relative peace in the region.

Chief Dickson and Dr Okowa at the event which attracted dignitaries from all walks of life to Okpokunu town venue of the ceremony, promised to continue to accord the traditional rulers in the region their place of pride for sustainable peace and development in the Niger Delta.

Dickson who personally graced the occasion commended King Charles Ayemi-Botu for his dogged efforts towards the liberation of the Ijaw nation even at the risk of his own life and comfort of his family.

“You are a leading light in Ijaw nation. You have remained very outspoken on issues of great concern to our people. You are a king that is not only to serve but to speak up for the oppressed. You do not fear to speak out on matters of interest to the Niger Delta region even in the face of troubles. I commend you for being a strong voice in the struggle for true emancipation of our people.

“I am here with the Speaker of Bayelsa State House of Assembly and others, including members of the National Assembly and State legislators, Civil Commissioners and respected leaders in Bayelsa State to join in your celebration and to encourage you to remain focused in national development”, Dickson stated.

On his part, Governor Ifeanyi Okowa who was represented by the Speaker, Delta State House of Assembly, Chief Sheriff Oborevwori explained that the traditional institutions have been an integral part of the success stories of his administration and solicited continued support of the royal fathers.

While congratulating King Charles Ayemi-Botu for the 25th year’s coronation anniversary, Governor Okowa enjoyed communities across the state to remain at peace with one another for more development to thrive in the state.

“The present administration in Delta State is focused in delivering more dividends of democracy to Deltans. The administration will continue to partner with the traditional institutions in the state in order to enhance development of various communities. We need peace to actualise the dream of a great state. I congratulate His Majesty King Charles Ayemi-Botu for the silver jubilee anniversary and pray for his good health, peace and unity in his kingdom”, Okowa said.

King Charles Ayemi-Botu while thanking God for mercies upon his life and the lives of his subjects, appealed to federal and state governments, companies operating in the locality and other development partners to attract people oriented projects to the area as well as establishment of tertiary institutions in his kingdom.

The Seimbiri Monarch who promised to remain committed on the struggle for the development of the Niger Delta region, said the region should be adequately catered for as it contributes largely to nation’s economy.

King Ayemi-Botu said his 25 years on the throne has been very challenging and rewarding, stressing that the launch of his biography entitled “The Lion of the Niger”, which chronicles his true life story was yet another positive testimonies of God’s grace upon him.
The book reviewer, Dr Akpo Mudiaga Odje, the Chairman Anniversary Planning Committee, Chief Paul Evwierhoma, the Bishop of Asaba Diocese of the Anglican Communion, Rt .Rev Justus Mogekwu and the Catholic Bishop of Bomadi Diocese, Most Rev Hyacinth Egbebo eulogised the Seimbiri Monarch on the anniversary, stressing that his reign had witnessed development in the kingdom and prayed for long life and his good health.

The Chairman, Delta State Traditional Rulers Council and Obi of Owa kingdom, Dr Emmanuel Efiezomor led some other traditional rulers in the state to the ceremony which was also attended by former Minister of Police Affairs, Alaiwe Broderick Bozimo, Chief Tunde Smooth, Hons Jullius Pondi and Daniel Yingi, representative of the Delta State Chief Judge, some other top government functionaries from Delta and Bayelsa states, wives of traditional rulers, top military officers, captain of industries, Christian Associations and notable communities leaders across South South states.

The high point of the ceremony was the cutting of the 25 year coronation anniversary cake by the Seimbiri monarch, flanked by the wife, Queen Mary Oyibo Botu and other special guests, including Dickson, Hon Oborevwori and traditional rulers.

ASABA – The Nigeria Football Federation [NFF] has commended Delta State Governor, Ifeanyi Okowa for his support for the development of football.
In a letter of appreciation signed by the Chairman of NFF, Mr. Amaju Melvin Pinnick, the NFF stated that Delta State government has booked a special place in the annals of football history in the country with the successful hosting of various matches and events of the federation in the last few months.
According to him, “this letter is to express very deep appreciation of the Nigeria Football Federation for the unmatched support and encouragement that your good self and administration have been providing for the activities and events of the National Teams as well as other programmes of the NFF; thank you so much, Your Excellency, for the unforgettable three days of international Football Feast that Your Excellency and administration hosted in Asaba between 22nd-26thMarch, 2019”

Delta State Governor, Dr. Ifeanyi Okowa, has said that those who were victorious at elections should strive to work towards forming an inclusive government as the attitude of the winner takes all often experienced in the country had the tendency to aggravate post-election challenges.

Okowa stated this in Asaba in an address at the First Maris Annual Lecture with topic, ‘Managing Post-election Challenges: Nigeria as A Case Study’, organised by the Marist Trust Council, and held at the Orchid Hotel, Asaba, the state capital.

Chief Williams Makunde, the Managing Director/Chief Executive Officer, Delta State Oil Producing Areas Development Commission (DESOPADEC), was the guest lecturer while the panel of discussants included Engineer Faith Nwadishi, Founder/Executive Director of KIF who represents Africa CSOs actors on the International Board of the Extractive Industries Transparency Initiative (EITI); Chief Fred Majemite, a legal practitioner and former Delta State lands, survey and urban development commissioner; Senator Stella Unuezi Omu, former Chief Whip of the Senate; Dr. David Oba, a political scientist and UNFA trainer; and moderated by Dr. Kemi Emina, a seasoned academic and journalist.

Governor Okowa, who was the special guest of honour at the event, described the subject of the lecture as apt and timely, noting that while the process culminating in election was important, the management of the aftermath of elections was equally important.

Represented by the state Commissioner for Water Resources, Sir Fidelis Tilijie, the governor said that the winner-takes-it-all mentality should be discouraged because it exacerbates undesirable post-election developments due to the feeling of frustration it could engender among those who failed to secure victory at the polls.

Okowa, who said he was a strong believer in free and fair election, urged the people and all the stakeholders in the democratic system in Nigeria to allow peace to reign so as to ensure stability in the system while those not satisfied with the outcomes of the different elections should follow due process by seeking appropriate legal redress.

The guest lecturer, Dr. Makinde, had practically set the tone for the subsequent robust discussion by the panelists when he asserted that post-election issues were centred around development, which he identified as the purpose of democratic election.

In his remarks, Rev. Fr. John Konyeke, who was ‘Father of the Day’, counseled political office aspirants to eschew the do-or-die approach in seeking any position they might desire, saying that amounted to unhealthy ambition.

While urging politicians and those seeking different political offices to copy the example of David in the Holy Bible who refused to fast-track his ascension to the throne as king over Israel by not getting carried away by the praises of Israeli women or eliminating the then incumbent, King Saul even though he (David) was already anointed for the kingship.

Fr Konyeke said, ‘’Ambition is beautiful, but a do-or-die ambition is evil. It is an ill wind that blows no good’’, stressing that people should be mindful of what they do or say even in their victory celebration.

‘’It is equally instructive to note that winners should rein in on their zealous supporters to mind the language of their victory chants so as not to hurt the emotions of the runners-up who are equally stakeholders in the democratic entity called Nigeria. Some sarcastic victory chants have potency of infuriating runners-up in an election (especially the VIP runners-up) to violence in the same manner King Saul of Israel was incensed by the chants of the women (1 Samuel 18:7-9)’’, Fr Konyeke noted.

The well-attended lecture, which was instituted to honour the memory of the Miss Stella-Maris Fumnanya Egugbo, late daughter of Sir Fidelis Egugbo and his wife Lady Rita Egugbo, attracted thousands of people from all works of life including top government functionaries, traditional and religious leaders, CSOs, security agencies, women and youth groups and the media.

Okowa in a statement by his Chief Press Secretary, Mr. Charles Aniagwu in Asaba on Saturday extolled the leadership acumen and dexterity of the Burutu born political tactician, noting that his outstanding leadership of the Campaign Council contributed immensely to the resounding victory of the party in the just concluded general elections in the state.

Okowa eulogised Funkekeme, a former Deputy Speaker of the Delta State House of Assembly and one time Commissioner for Works, stressing that the great politician has brought his wealth of experience to bear on the Campaign Council in the state.
