Is it possible to school in Luxembourg and live in the neighbouring countries like either France, Belgium or Germany, in order to avoid high cost of living

Pls who has submitted application to FH UNIVERSITY OF APPLIED SCIENCE UPPER AUSTRIA.
They are insisting I do my documents verification through UNI-ASSIST which cost another €75.
I don't know if legalization of documents is also accepted before application submission

Pls anyone who as gotten admission there should give information on how to go about it.
