Sahara Reporters has learned that all of the Nigerian National Petroleum Corporation Group Executive Directors (GEDs) have been sacked immediately. This news comes only one day after President Buhari appointed Emmanuel Ibe Kachikwu as the Group Managing Director of the NNPC. The GEDs fired are Mr. Ian Udoh leading Refining and Petrochemicals, Mr. Adebayo Ibirogba leading the Engineering and Technical team, Dr. David Ige leading Gas and Power, Dr. Attahir Yusuf leading Business Development; Dr. Dan Efebo leading Corporate Services, Mr. Bernard Otti in charge of Finance and Accounts, Ms. Aisha Abdurrahman leading Commerce and Investments, and Mr. Joseph Dawha leading Exploration and Production. The former President Jonathan appointed all these GEDs in March, 2014. President Muhammadu Buhari has appointed Writer and Social Media expert, Tolu Ogunlesi, as his Special Assistant on New Media. Mr. Ogunlesi who is one of Nigeria’s most active Twitter users was among the foremost youth who supported Buhari’s election in the 2015 general elections. Before his appointment, he was a freelance writer, contributing articles to various publications, mostly abroad. He also syndicated opinion articles in many Nigerian newspapers. He won the CNN award again in 2013 in another category. As Nigeria battles insecurity arising mainly from
insurgency, some Nigerians in Lagos have urged the newly
appointed service chiefs to justify their appointments by ensuring
adequate security of lives and property.
The Lagos residents, including security experts, said on Thursday
that they should jointly rid the country of the Boko Haram menace. Dr Ona Ehkomu, a security expert, said that their appointment was expected by Nigerians as soon as President Muhammadu Buhari assumed office. “I think the appointments have been long overdue and awaited. I think the president was just taking his time and consulting wisely to get the people he wanted. “The new service chiefs should work very hard, make sure they justify their appointment and their oaths of office as military officers of the Federal Republic of Nigeria. “They also need to bring an end to Boko Haram insurgency so that we can be referring to it as past,’’ said Ehkomu, the Chief Executive Officer of Transcorp Security, Lagos. Mr Wilson Esangbedor, also a security expert, told NAN that the appointment of the service chiefs by President Muhammadu Buhari was in the right direction. “I don’t think it was really too late before he made the appointments, I think he just wanted to be sure he chooses the right people. “The service chiefs should be careful of their utterances; they should not make promises they cannot keep. “Even if they have information that is sensitive, they should not be in a hurry to impress Nigerians. “What the public is interested in is not their strategy or how they go about prosecuting the war but the success recorded. “They should talk less and let people see them act more,’’ he said. A graduate of History and International Relations, Mr Tony Ufoh, said the appointments of the service chiefs was a good step in ensuring total end to insurgency. “With these appointments, new and fresh ideas and strategies would also come into place. “I also want to commend the president for moving the military headquarters to Maiduguri which is also a way of ending the insurgency,’’ he said. A Lagos-based lawyer, Mr Babatunde Lawrence, expressed the belief that the service chiefs would do their best as they were appointed based on their performances. “I believe the end to the insurgency in the country is at hand. “And I also believe that the service chiefs would also put in their best in ensuring they end the Boko Haram menace,’’ he said. The president had on Monday appointed Maj.-Gen. Abayomi Olonishakin as Chief of Defence Staff; Maj.-Gen. T.Y. Buratai as Chief of Army Staff. Rear Adm. Ibok-Ete Ibas as Chief of Naval Staff; and Air Vice Marshal Sadique Abubakar as Chief of Air Staff. Conference of Nigerian Political Parties, CNPP, yesterday
applauded President Muhammadu Buhari’s resolve to thread with
care the contentious issue of oil subsidy, noting that not yielding to
the temptations saved Nigerians from unprecedented agonies and
hardship.
National Publicity Secretary of CNPP, Mr. Osita Okechukwu, said in
a statement in Abuja that the umbrella body of registered political
parties shares with Mr President’s resistance to all manner of
temptations to remove the fuel subsidy.
The CNPP however advised that, “For quick-fix, we implore Mr
President to enter into partnership with genuine private investors to
build refineries in Nigeria. This is the only way to employ millions
of our youths, save trillions of Naira and harvest scores of
derivative products which manifest from the refineries.”
According to the statement; “We page with Mr President’s
resistance to all manner of temptations to remove the Oil Subsidy:
as reported, ‘“I have received many literature on the need to
remove subsidies, but much of it has no depth,” President Buhari
said.
“For the avoidance of doubt, ‘“When you touch the price of
petroleum products, that has the effect of triggering price increase
on transportation, food and rents. That is for those who earn
salaries, but there are many who are jobless and will be affected
by it,” the President noted.
“CNPP is of the candid view that President Buhari has the political
will to plug most of the leakages, scams and unbridled corruption
which enveloped the Oil Subsidy, a supposedly pro-people
initiative.
“Removing the Oil Subsidy for us is like throwing away the baby
and the bath water; as records clearly show that the fantastic
figures gazetted by the Nigerian National Petroleum Corporation
(NNPC ) and its agencies in the last five years cannot stand the
test of genuine forensic audit.
“Otherwise, what are the justifications for the astronomical rise of
Oil Subsidy from N630 billion in 2010 to N2.3 trillion in 2012? Or
the deliberate none remittance of 42% of Oil proceeds from 2012 to
2015 to the Federation Account?
“It is on record that the NNPC earned N2.66 trillion in 2013 and
paid to the Federation Account Allocation Committee N1.56 trillion,
in 2014 earned N2.64 trillion and remitted N1.44 trillion and in
2015 earned N733.3 billion and paid in only N473.2 billion.
“And is not unbridled corruption which botched the $23 billion
Greenfield Refineries awarded on 13th May, 2010? These are
refineries meant to be located at Bayelsa, Kogi and Lagos states,
which could have stopped the huge loss arising from importation

A member of the House of Representatives, Rep.
Igariwey Iduma Enwo has dragged President Muhammadu Buhari
to an Abuja High Court challenging the legality of the bail out of
N413.7 billion for payment of backlog of salaries to civil servants.
Enwo is seeking for a declaration by the court that Buhari’s
approval of the bailout funds was “unconstitutional, illegal,
unlawful and null and void.”
He is seeking an order of perpetual injunction restraining the
President from further allocation, distribution, and disbursement of
public revenue from Nigeria’s distributable pool account to federal,
state and local government without the prescription of the National
Assembly.
Rep. Enwo who represents Afikpo North/South federal
constituency of Ebonyi State on the platform of the Peoples
Democratic Party, PDP, faulted the action of the president without
recourse to the National Assembly when he single handedly took
the decision.
Also joined in the suit alongside President Buhari are the Attorney
General of the Federation and Minister of Justice, the federal
ministry of finance, the Revenue Mobilisation Allocation and Fiscal
Commission, the Accountant General of the Federation as well as
Auditor General of the Federation.
The lawmaker is praying the court to determine whether President
Buhari can by way of fiat issue a lawful directive to the 3rd, 4th,
5th and 6th defendants to appropriate, distribute, allocate and
disburse public revenue from the distributable pool account to the
federal, state and local governments without prescription from the
National Assembly.
He is also seeking to know whether having regards to the
combined effect of section 162, 163, 164 and 168 of the 1999
constitution as amended the president can carry out such an
action without National Assembly approval.
Speaking to newsmen in Abuja yesterday, he said his decision to
sue Buhari was not “political” but was in defence of the
constitutional provision for separation of powers.
He said the power of appropriation rests squarely with the National
Assembly and that the federal government cannot appropriate
public funds without recourse to the National Assembly.
According to him, “To do so will be for the federal government to
act in a cavalier or perfunctory manner and I believe that that is not
what the drafters of the constitution intended when the constitution
of this country was predicated on the separation of powers.
“Section four of our constitution clearly vests the power of
appropriation on the National Assembly. Section five vests the
Executive with its own powers and Section six vests the Judiciary
with its own powers. So, there is a clear separation of powers.”
Relying on the Constitution of the country, he said section 160 of
the Nigerian constitution clearly made it mandatory for the
National Assembly to be involved in any form of revenue
distribution in the country.
He said for President Buhari to have unilaterally taken the decision
on the bail out amounted to boycotting the parliament and
alienating it in the scheme of things in a constitutional democracy.
He said, “I am doing this because I feel that this is a constitutional
democracy. If you allow this kind of thing not matter the good
intention of the federal government, the country’s democracy will
be threatened.
On the likely reaction by Nigerians on the matter, the lawmaker
said, “this is a country of laws. Everything the government does
ought to emanate from the 1999 constitution of Nigeria. Every step
the government intends to take must be backed up by the
constitution.
“Any day we set ourselves away from the constitution we will be
inviting anarchy. What I am saying is that you cannot sacrifice
constitutionalism on the alter of political expediency.
“The constitution does not say that our president should be a
Father Christmas. Our president is a democratically elected
president who swore to abide by the dictates of the constitution.
“We did not elect an Ayatollah or a monarch who would sit in his
office and do good to,all manner of men the way he or she desires.
Every act of the president, the legislature or the judiciary must
emanate from this constitution and other statutes and legal
instruments.
“No matter how well intentioned the action of government may be,
the moment it is not backed up by the constitution it is a nullity.” |
The Redeemed Christian Church of God (RCCG) on
Wednesday, July 15, condemned Boko Haram insurgency,
saying, however, when it will finally end in Nigeria. According to The Punch, the church spokesperson, Pastor Segun Adegbiji, expressed concern over the church members safety adding that its authorities were therefore improving security measures around the parishes. While responding to the journalists’ questions in Ogun state regarding the recent killing of the 6 members of the church by a suicide bomber in Potiskum, the clergyman said that the terrorists have crossed all the boundaries. He insisted, however, that insurgency would be defeated until the end of this year. “We are passionate about the safety of our members and indeed the safety of citizens of this country. We prayed against Ebola, that it should get out of this country and whether you believe it or not, God answered our prayers and it left. Boko Haram is a monster and it will be defeated this year. “We are working on the security of our churches. If those people should attempt to do that next time, they will be in serious trouble.” Vanguard quoted the cleric as saying further: “We pray for those in power as the Bible has enjoined us to do. That is our stand but we believe that by the end of this year, Nigerians will have cause to say that all is well.” The RCCG also strongly criticized same sex marriages: “There is nowhere in the Bible where God said people of the same sex can get married. President Muhammadu Buhari on Tuesday appealed to Nigerians, irrespective of their political or ethnic affiliations, to form a united front against corrupt practices in the society. The President, who made the appeal when he hosted members of the All Progressive Congress (APC) to the breaking of fast at the Presidential Villa, Abuja, reiterated that “if we don’t kill corruption, corruption will kill Nigeria”. He also enjoined members of the APC to drop their differences or influence in order for the party to achieve its campaign promises to Nigerians. According to him, the APC-led administration is determined to fulfill all the three basic promises of addressing security, economy/ employment and corruption, which it made in its manifesto. “No matter the level you are, drop your influence so that we can help achieve the manifesto – security, economy, employment and corruption- because if we don’t kill corruption, corruption will kill Nigeria. “We have to ensure that people we bring forward are those that will move the society forward,’’ he said President Buhari, who narrated how the APC successfully defeated the PDP-led Federal Government in the March 28 presidential election, commended former Lagos Governor, Bola Tinubu for his support and words of encouragement. “I always like to go down the memory lane to show how lucky we are as a political group. “At no stage was the decision taken by chance, it was all deliberate. “The leaders of the parties felt the only way to wrest power from the PDP was for us to come together. “I, in particular, was scared after previous failures of the elections of 2003, 2007 and 2011. “We dissolved our various parties to form APC, then we applied to INEC, for once I was grateful to INEC. “We had gone with nine people to INEC to apply and INEC advised us that we needed at least 25 people to form a political party. “We were able to go back and raised 35 members across the country and then successfully registered the party. “INEC then informed the federal government that we have met the requirements hence we cannot be denied registration. “Many doubting Thomases said merger had never succeeded in Nigeria but here we are. “I went into this long explanation so that you will appreciate how far we have come and for a society as ours, if we respect the constitution, then all the greed and problems will be a thing of the past,’’ he said In his remarks, Tinubu, who spoke on behalf of the party members, frowned at the insinuation in some quarters that the Buhari’s administration was too slow. A Kano High court has ordered the Nigerian Bar Association to investigate Kwankwaso’s lawyer, Okechukwu Eze for unethical misconduct. Justice Muhammad Yahaya while delivering a ruling on the dramatic discontinuance notice filed by Kwankwaso’s Attorney declared that the matter was filed without the consent of his client. Justice Muhammad Yahaya subsequently struck out the suit and awarded fifty thousand naira against the Kwankwaso lawyer. Okechukwu Eze had dragged EFCC to court where he sought an order restraining the respondent from arresting his client in respect of a petition file by pensioners in the state. Subsequently, the court ordered the status quo be maintained and therefore adjourned hearing till July 15th. Recall that the former governor disowned the lawyer last week in a statement signed by his Principal private seretary. Programme.
This is even as he assured both foreign and local investors of his
readiness to implement far-reaching reforms which he said will
boost accountability and transparency in Nigeria’s oil and gas
industry.

government will not totally discard the amnesty programme for
Niger-Delta region but will build on the good aspects of the
Programme.
This is even as he assured both foreign and local investors of his
readiness to implement far-reaching reforms which he said will
boost accountability and transparency in Nigeria’s oil and gas
industry.
Buhari spoke at a meeting with senior officials of Chevron led by
the company’s President for Africa and Latin America, Mr. Ali
Moshiri at the presidential villa, Abuja.
The president also promised to effectively address the myriad of
challenges in the sector.
“We understand the situation in the industry and we will do our
best to address the challenges affecting exploration, production
and distribution of oil products in the country,’’ the President told
the delegation.
A statement by the Senior Special Assistant to the President on
Media and Publicity, Mallam Garba Shehu stated that president
Buhari acknowledged that the Amnesty Programme was initiated
by President Umar Yar’Adua to reduce violence in the Niger Delta
region.
The statement added that “his administration will also implement
other measures to enhance security in the Niger Delta and optimize
investments in Nigeria’s oil and gas industry.”
Speaking earlier, chevron president, Moshori urged President
Buhari to restore the confidence of international investors in the
industry even as he “identified improved security in the Niger Delta
as key to increased investment in the oil and gas sector in
Nigeria.”
According to him, “Chevron which has 36.7 percent interest in the
West African Gas Pipeline Company Limited, was keen to support
Nigeria’s gas sector and bring more electricity to Nigerian consumers. |
ABUJA–President Muhammadu Buhari, Monday in Abuja said that
his government may not remove the petroleum subsidy, stating
that the reasons so far canvassed for its removal did not sound
plausible. He added that the absence of subsidy will have adverse effect on
the poor and jobless Nigerians.
Speaking after receiving a briefing from the Ministry of Petroleum
Resources, the Nigerian National Petroleum Corporation (NNPC)
and other agencies in the oil sector, President Buhari said that he
will carefully review all the submissions he had received on the
need to remove the subsidies.
“I have received many literature on the need to remove subsidies,
but much of it has no depth.
“When you touch the price of petroleum products, that has the
effect of triggering price rises on transportation, food and rents.
That is for those who earn salaries, but there are many who are
jobless and will be affected by it,” he said.
According to the president, what impeded transparency in the oil
sector may not be the subsidy but lack of security, sabotage,
vandalism, corruption and mismanagement.
He however promised to deal decisively with all identified problems
of the oil and gas sector.
“We have to go back to the good old days of transparency and
accountability,” the President said .
A statement by his Special Assistant on Media and Publicity,
Mallam Garba Shehu stated that “President Buhari directed the
NNPC to review existing agreements for the swapping of crude oil
for refined products with a view to injecting more honesty and
transparency into the process to reduce costs”, even as he also
“asked the NNPC management to do more to improve the supply
