A cantankerous fete of deception appears taking form within the administrative offices of the Goodluck Ebele Jonathan government. This is as Nigeria finds herself battling at 50 in her attempt at conducting her first free, fair and credible elections - amidst an already fractured perception within the international community of her inability to conduct elections acceptable to the international community. Ukpakareports.com has unearthed highly sensitive information indicating that the rigging of the 2011 Presidential elections may have begun.

Investigative checks reveal that the reported secret negotiations with a Chinese firm [Lenovo] by officials of the Independent National Electoral Commission [INEC] while subjecting the other 8 selected firms to integrity checks at the State Security Service [SSS] and Economic and Financial Crimes Commission [EFCC] – had the markings of three operatives within President Jonathan’s cabal who had held secret meetings with the Chinese firm – prior to the INEC Chairman’s letter.

According to a report in a major Nigerian News daily [ThisDay], the INEC chairman had written directly to the Chinese firm [Lenovo] a letter referenced INEC/CH/GC/073/Vol.1 and dated August 18th 2010. The letter to the Beijing, China-based Company was said to have been prompted by the China office of the United Nations Development Program [UNDP] - and Lenovo’s address was given as 6 Venture Road, Haidian District, Beijing, China 100085. It was personally signed by the INEC Chairman, Prof Attahiru Jega.

It read in part, “Further to the enquiries by the China office of the UNDP on behalf of the Independent National Electoral Commission of Nigeria regarding the acquisition of hardware for Direct Data Capture, I write to request for additional information from you. In order to complete the procurement process, the government of Nigeria would want to know the prices and delivery timelines for different quantities of equipment”.

A highly placed source prominent in the Abuja power circles informed Ukpakareports.com of the clandestine moves on the offing - against the development of the N87billion voters register. The source indentified the 1st Lady, Dame Patience Jonathan, Chief of Staff, Mike Oghiadomhe and the Oil Mogul, Emeka Offor as having financial interest in the Chinese firm, Lenovo. Through the makings of Emeka Offor, a close and old friend to President Jonathan, who played the role of a middle man, the Chinese firm was introduced to the Jonathan people in the later weeks of June 2010.

Following the introduction, the Chief of Staff, Mike Oghiadomhe who enjoys a close relationship with Emeka Offor, sought the attention of the President on the clearance on whether to approach the Chinese firm. The Chief of Staff reportedly is said to have the ears of the President more than the 1st Lady does. However ukpakareports.com is not certain whether a clearance was given but it is certain that Mike Oghiadomhe went on to approach officials of the Chinese firm – in the company of the 1st Lady and two other undisclosed Federal Ministers. The meeting took place in the first week of July 2010 with three senior officials of Lenovo - which comprised of the Senior Vice President and General Counsel, Michael O’Neill, Senior Vice President, Emerging Markets, Chen Shaopeng and Senior Vice President, Global Services, Peter Bartolotta.

The Chief of Staff and the 1st Lady who both have been reported by inside sources to have assumed the role of ‘consultants’ to the EFCC for a good number of Governors [past and present], took over the matter. [The Chief of Staff had been reported to have collected the sum of N175million from the Governor of Ogun State, Otunba Gbenga Daniel and the sum of N115million from the Governor of Oyo, Otunba Alao-Akala – while the 1st Lady collected the sum of N150million from the Governor of Bayelsa State, Timipre Sylva and monthly disbursements from Governor of Abia State, Theodore Afam Orji of N35million – along with other monthly disbursements by PDP Governors.] Both the 1st Lady and the Chief of Staff thus engineered the internal wrangling that resulted to the preference showed the Chinese firm over the other 8 firms.

What appears puzzling and a tad careless is the action taken by the Chief of Staff with only 30days following the meeting with the bigwigs of Lenovo. On Thursday, August 5th 2010, Mike Oghiadomhe signed off on the purchase of N1.3billion property located in Aso Villa with address – 3 Udi Hill Street. A mansion located at the end of Aso Drive and near the former American Embassy and SSS building. The property, which the source indicates will be Mike Oghiadomhe’s new home, is scheduled for renovation. Prior to the purchase of the property, Mike Oghiadomhe lived in Gwarimpa Estate, Abuja – an area that does not compare well, in terms of estate value, with Aso Villa where his new mansion is located.

Thirteen days after the purchase, the INEC’s letter was drafted and delivered to the foreign based firm. Keen observers familiar with the political development in Nigeria point to the unfolding saga as having a marking resemblance to the Halliburton bribery saga. They also point to the present administration as having traits of political corruption that dates back to Bayelsa – when President Goodluck Jonathan served as the State Governor. A N500million hotel development in Yenogua, the capital of Bayelsa belonging to the 1st Lady of Nigeria is said to pose a worry to the international community who had taken President Jonathan as a corrupt-free politician.

Prior to becoming the wife of the deputy governor in Bayelsa State, Patience Jonathan had worked as a secondary school teacher – having earned a diploma from a College of Education in Rivers State. Other than her stint at the teaching profession, Dame Patience Jonathan, according to available information, has had no known means of income except from the Government of Bayelsa State. The question as to the source of income to finance the said hotel development remains to be answered.

And so Nigeria finds herself at the choke hold of deception and quagmire.

South East roads have become the most neglected roads in the six geo-political [cultural] zones of Nigeria since the end of the 3-year war that saw the South East zone suffer heavy infrastructural damage like no other zone.



After the war, the SE roads situation worsened. The marginalization meted out to the SE zone by the Federal Government by their policies resulted to a failed program to rebuild the damaged SE infrastructure. And the South East House of Representatives have displayed an inability to act to help rectify the problem in the South East constituency.

Below in Table 2 is a breakdown of the South East roads in the 2010 Appropriation Bill. It shows that the FGN had set aside the sum of N26billion [N26,319,695,840]for South East roads out of the total of N210.8billion [N210,773,218,922] it set aside for the entire 6 geo political zones – an equivalent of 12.5%.



Each member of the South East constituency is asked to please call and/or text each of the members of the House of Representative repeatedly. Ask them the extent of completion for the various roads.

PoliticsEnding Political Tensions: What Nigeria Could Learn From Latin America by Ukpaka(op): 7:54am On Jul 01, 2010
Hardly anyone in Nigeria needs to be convinced of the value of preventing war. Conflicts give rise to continuing instability and unrest, with negative consequences for everyone. If one considers the premise that long-term political struggles in Africa are "cold civil wars" with periodic "hot flashes," then it could be argued that the protracted "civil wars" in Latin American countries like Colombia, Bolivia, etc. have followed similar patterns. However, the latter situation is now changing, and perhaps African nations like Nigeria could learn something from new developments regarding the implementation of Invincible Defense Technology (IDT) in Latin America.

The Invincible Defense Technology is a field-tested, practical approach to world peace and national defense – an approach validated by more than 50 replications and 23 studies published in leading peer-reviewed scientific journals. It is a direct technological application of the most advanced discoveries in the fields of quantum mechanics, neuroscience, and human consciousness. The approach calls for the immediate establishment of large national groups of peace-creating experts practicing specific "technologies of consciousness" that have been scientifically shown to neutralize acute ethnic, political, and religious tensions that fuel violence, terrorism, and social conflict.

Four countries in Latin America are now in the process of deploying IDT. They are establishing "Prevention Wings of the Military" – large groups of soldiers who have been trained in these technologies of consciousness, including the Transcendental Meditation and TM-Sidhi program. At least one of these Prevention Wings will consist of 3,000 military personnel. Although details are still being finalized, the leader of the Latin American TM organization has provided the accompanying photographs of one of the Prevention Wings for publication.

In addition, another Latin American country has decided to implement Consciousness-Based Education, which utilizes the same technologies of consciousness applied in IDT, throughout the national school system. Furthermore, the Brazilian government is training 1.5 million of its citizens in these technologies. And civilian groups in Colombia, Bolivia, Peru, The Netherlands (Holland), Trinidad and Tobago, already are staffing fully operational IDT systems.

Scientific research has confirmed that large groups of peace-creating experts practicing the TM and TM-Sidhi program together can create measurable positive change in the surrounding population, including reductions in crime, violence, war and terrorism. The underlying mechanism appears to be a field effect of consciousness in which collective coherence within the group spills over into the surrounding population, dissolving the buildup of racial, religious, and political tensions in society that fuels the outbreak of violence. To create this effect on the national level, research shows that a country must maintain a TM-Sidhi group of at least the square root of one percent of its population. The powerful coherence generated by such groups defuses enmity so that no enemies arise, thereby leading to a more invincible nation.

Here is an example of how to calculate the size of these groups. According to Wikipedia, the country in Latin America with the largest population is Brazil. In The World Factbook, the CIA gives Brazil's population as 198,739,269, which when multiplied by 1% equals 1,987,393. The square root of 1,987,393 is 1,410. Therefore, if the military of Brazil wanted to become invincible, it would need to maintain a minimum of 1,410 Invincible Defense Technology (IDT) experts. (Nigeria would need approximately 1,222 experts.) A Military Prevention Wing of 3,000 soldiers well exceeds the square root of one percent of the population of any Latin American country. So the military leaders organizing the new Prevention Wing pictured above, and those in other countries who have launched earlier such projects, are to be congratulated for their wisdom of deploying a military strategy of "overwhelming force" to ensure invincibility for their countries.

Countries that have implemented IDT have based their defense on the Unified Field of all the laws of nature. According to the Harvard-trained physicist Dr. John Hagelin, the technology of the unified field is a thousand million million times more powerful than the nuclear force. Yet it is inherently safe, despite its power, because it is based on the application of a completely holistic level of natural law. Years from now, in retrospect, it is likely that this development may have far more historical significance than the US military's Manhattan Project quest to develop nuclear weapons.

Despite the extensive scientific research validating the efficacy of IDT, as well as the results of field tests by the militaries of Mozambique and Ecuador, African nations like Nigeria have still not tried IDT. Perhaps in the future the predicted successes of the various Military Prevention Wings in Latin America will inspire African leaders to deploy IDT after they endure future crises. But it would make more sense for them to act now by preventing the danger before it arises - and before the next crisis escalates into another full-blown and very hot "civil war" potentially worse than previous conflicts.

Darazo [Esq.], male, adult, muslim, Nigerian citizen of No. 12 Ahmadu Bello Way, Bauchi on the 17th day of May, 2010 at the Federal High Court Registry, 17th day of May 2010; and after hearing P. A. Daffin Esq., of counsel for the judgment creditor/applicant move in terms of the motion paper; it is hereby ordered as follows:- That all the monies due or accruing in the judgment debtors account with the garnishes and/or monies which shall future accrue to the judgment debtors but in the custody and power of the garnishes to disburse as is sufficient to satisfy the judgment in Suit No. BA/226/2009 entered in favor of the judgment creditor/applicant on the 2nd day of February 2010 in the total of N561,164,556.71`plus N50,000 cost” – ordered presiding Judge J. N. Auta of the Federal High Court Holden at Abuja under Suit Number FHC/ABJ/CS/344/2010 in a suit brought by Puritano Limited against the government of Bauchi State and others.

The order in effect garnished all monies belonging to Bauchi State government in all banks within Nigeria, in particular it garnished 5 of Bauchi State accounts domiciled at the FIN Bank PLC namely:

1.       Main account                       – 230430000642501

2.      Government account         - 213430000532701

3.      Sub Treasury Account       - 213430000677…

4.      Excess Crude Account        - 2134331834701

The Bauchi State Government and its Governor find themselves grappling through the maladies of corruption and greed as it battles through endless and self inflicted obstacles – partly stemming from the ongoing battle between the former Governor of Bauchi [Mu’azu] and the present governor [Yuguda].  Governor Isa Yuguda in his battle stance against the former governor decided to not honor all contractual agreements or payments agreed upon by the previous administration.

Puritan Nigeria Limited, an electrical company who had performed rural electrification contractual work for the Bauchi State Government during the Mu’azu administration appears at the receiving end of the battle. Yuguda, as ukpakareports.com can confirm through court documents, stopped all payments due to the company even at the receipt of certificate of no objection. The contract was valued for N561million [N561,164,556.71] and a valid certificate of completion was issued upon completion.

Rather than remit payment to the company the governor of Bauchi resorted to “intimidation and harassment” of the principal operators of the company. The governor used the police commissioner of Bauchi State in togetherness with the other security agencies to chase the Chief Executive Officer [CEO], Chief Eddie Brown out of Bauchi State. Responding to the persistent attacks by the government, the CEO sought an order of restraint from the Federal High Court Holden in Abuja. On May 28th 2010, an interim order of injunction was given by Justice H. T. Soba under Suit Number FHC/ABJ/CS/359/2010. It reads, “that an order of interim injunction restraining the respondents either by themselves, servants, agents, functionaries or whomsoever from arresting, detaining, harassing, intimidating or in any other way interfering with the applicant’s fundamental rights to dignify of person, person liberty, freedom of movement and right to property in relation to simple contract performed and/or executed, by the applicants pending the determination of the motion on notice is hereby granted”.

In a related development, the Yuguda administration, in an attempt to subvert the garnishment order, issued a ‘suspicious’ check from the State’s Main account in FIN Bank for the amount of N1,378,899,461.26 [check number 6452936] on May 27th 2010 made payable to the Bank Manager of FIN Bank. On the 26th of May 2010, another ‘suspicious’ check was issued to the Bank Manager for the amount N1,740,013,295.60. At the end of May 2010, the Bauchi government had drawn its account down to N792,767,037.97.
