Are you sure you read and understood? The report said minimum cut off mark. It means no school should go below that. It also states that each school is at liberty to go as high as they want. It means universities can decide to make it 400 if they like. Read to understand.
I read and understood everything. JAMB minimum cut off had always been at least 200 for university. Then lowered to 180. And now lowered to 120.

What the hell. Just 120 cut off for university? Nigeria is doomed. The level of education has dropped badly. in our time, JAMB regular cutoff for university was 200. And even with 249 no university will offer u admission to study medicine. Cut off 250.

There's no way that man is the woman's husband. The guy is possibly a farm work man. Either he worked for the woman, or on his own farm, or any another person's farm. And end of day, all walking along the village road together on the way home.
If not, at least the bigger child clinging on the mother tightly would either have been with man or be holding his hand

Security is in the Exclusive List. It is only the Federal Government that is permitted to provide it. U talk true. Hisbah, neighbourhood watch, vigilantes that are all bearing arms are all illegal.

Sharia is in the constitution of those states so yes it is legal.

The same way your governor can send a bill for setting up "neighborhood watch" to your state house of assembly and it becomes legal for the officials of that organization to operate.

Sharia courts and sharia court of appeal is in the constitution of the Federal Republic of Nigeria. But hisbah or sharia police is nowhere there.
