(a) he has the majority of votes cast at the election; and

(b) he has not less than one-quarter of the votes cast at the election in each of at least two-thirds of all the States in the Federation and the Federal Capital Territory, Abuja.

(2) A candidate for an election to the office of President shall be deemed to have been duly elected where, there being more than two candidates for the election-

2/3 in all the states and the FCT. Or 2/3 in all the states including the FCT. These two are diff, you know right? FCT is not a state, thus, to include FCT in there it has to be written that way. This is basic English sir.

Court can't stop CBN from making a policy clearly stipulated that it can perform, but after it's done the validity or due process can be challenged in court. Likewise, you can't stop INEC from conducting elections or collating its result. However, after the result is collated you can challenge its validity in court.
