The problem with Lagos is that citizens can't see any state doing better than Lagos infrastructurally, so why change its leadership. Once you show them 1, I'm pretty sure they'll opt for a leadership change.

I've seen election result up to 13M votes, the figure is currently 6M for Tinubu, 4M for Atiku, and 3M for Obi. Obi really tried in Adamawa and Kaduna BTW.

I don't think so. There's still a way to deposit your money with your commercial bank. I honestly don't think this policy will stop vote buying. These criminals will still bring out old notes on election day, and people will still collect.

I think they'll still share the old notes since CBN has laid down a method of depositing old notes through commercial banks. That's where it gets tricky.
