A mysterious fire ignited by unknown persons yesterday wrecked havoc at the popular furniture market in the Opolo community of Yenagoa Local Government Area of Bayelsa State, burning over 10 shops and five residential houses.

While some of the affected traders claimed it was a bush fire, others claimed the fire started from a sawmill in the area.

Most of the traders and residents of the affected shops and houses were thrown into tears and agony as goods worth millions of naira.

Eyewitnesses told leadership that the fire,which started at about 1pm destroyed Timber stores, spare part stores, Restaurant, Tri-cycle (Keke Napep) sales and repair store and few residential homes.

One of the victims, Mr. Nwalem Friday, an indigene of Ebonyi State, lamented the pains of helplessly watching his goods burnt into ashes, adding that he can’t explain how and where the fire started from.

“I can’t explain how it started, I was in my store hoping that I will have an encouraging sale today and I heard people shouting fire-fire, I rushed out and saw that the fire started from the timber store, we think the cause could be from an electric contact”

“I have lost goods worth over 7 million and as it is today I don’t even know where to start from, with the hardship in the state.”

Another victim, Madam Ijeoma James, who runs a restaurant, said this afternoon I was about going to the market to buy food stuff for my business, when I saw people running helter skelter, I rushed out to see what happened and I saw a wild fire burning close to my store, as I run to get water, I was asked to run for safety first. Look at me, I have lost everything, my fridge, cooking gas and all that I have worked for in this harsh economic period.

She called on government to come to their aid, adding that not even one naira was left with her.

On Tuesday December 22, 2015, President Muhammadu Buhari walked into a joint session of the National Assembly and presented the first annual budget proposal of his administration, ambitiously tagged: “The Budget of Change”.
After highlighting the economic challenges that confronted the country due to the fall in oil prices, the president vowed the budget would cut waste from government spending and its funds would only be used for public good.
“We are determined to ensure that our resources are managed prudently and utilized solely for the public good,” Mr. Buhari said. “To set the proper tone, one of our early decisions was the adoption of a zero based budgeting approach, which ensures that resources are aligned with government’s priorities and allocated efficiently.”
The breakdown of the line items of the 2016 Appropriation Bill, however, shows that what the president said cannot be farther from the truth.
PREMIUM TIMES extensive review of the proposed budget, which has passed second reading at the Senate and the House of Representatives, reveals it is a collection of fraudulent and frivolous allocations, many of which are clearly meant to support the opulent lifestyle of public officials.
Many of the allocations were either repeated several times, over-priced or are obvious misplacement of priorities.

Vice President Osinbajo and multi-million naira books
A particularly disturbing instance of misplaced priority is the allocation for books for Vice President Osinbajo’s office.
Mr. Osinbajo’s office has more money allocated to it for books than what each of the federal polytechnics in the country are getting for the same purpose.
While N4,906,822 was proposed to be spent on books by Mr Osinbajo, the total allocation for books for 11 out of 22 federal polytechnics, which actually have book allocations, was a mere N3,832,038 .
In fact, of all government-owned educational institutions across all levels, only two got more allocations for books than what was proposed for the Vice President. The institutions are Federal University of Technology, Owerri, N6,886,157; and the National Open University of Nigeria, N6,466,895.
The need for this huge book allocation for the vice president’s office is even more baffling considering the fact that last year, N7,525,135 was also budgeted for the same purpose.
Although a top source in the Presidency accused senior civil servants, whom he described as “budget mafia”, of sneaking frivolous items into the budget, it is however curious that some of the most outrageous proposals in the budget were found under line items for the State House.

The State House Clinic, its billions and a VIP wing
Of the N3,890,629,221 the Presidency earmarked to spend on the State House Medical Centre, N308million will go for constructing a new VIP wing at the clinic.
Despite allocating N3.21 billion for health equipment and supplies for the State House Medical Centre, a separate line item under “State House HQTRS” lists a N203,273,602 budget for drugs and medical supplies and the vice president was also allotted an additional N7.54 million for medical expenses.
In comparison to the State House Medical Centre’s N3.8billion allocation, only N2,666,853,303 was proposed in the budget for the construction of hospitals nationwide.
And in a clear case of misplaced priorities, the budget proposes N11.61 billion for development, construction and staffing of a ‘Logistics Supply Chain’ for the National Primary Health Care Development Agency, and nothing for its core mandate such as improving access to basic health services.

The cables, the lightings and the billions
Curiously, the presidency also proposed to spend N322,421,971 to link a cable to the drivers’ restroom at the presidential villa. Another N213,873,953 was proposed for linking of a cable from Guest House No 9 generator house to the gate.
The president allocated N618,604,265 for the installation of electrical lighting and fittings at the villa, which equate to spending N1.6 million daily installing lighting and fittings and another N371,733,964 for the installation of electrical distribution boards and other cables.
Repairs and renovations of existing structures are also obvious money guzzlers in the proposed budget.
Buhari’s Guest House and the N400million face-lift
The general renovation of Aso Rock Guest House was proposed to cost N387,980,200, just as furnishing the rooms in the Guest House was put at N45million. We are not told when the existing furniture in the facility was procured and why there is need to change them now.
Furthermore, a whopping N3.91 billion was earmarked for the annual routine maintenance of villa facilities. A breakdown of this amount shows that the government plans to spend N10.72 million daily on routine maintenance. This amount was exclusive of the N278,041,172 proposed for villa office and residential maintenance.
Buhari wants to pay rent for Aso Rock?
Perhaps the most bizarre of all the allocations is the proposed N22,321,880 budgeted for residential rent at the State House. It is unclear whom the presidency is paying the rent to.
In the draft budget, a total of N436,054,626 was allocated for meals and refreshment, canteen/kitchen equipment, foodstuff and catering materials for the president and the vice president.
While N20,260,300 was proposed for sporting and games equipment for the Presidential Air Fleet, another N39,075,000 was proposed for purchase of recreational facilities at the State House. Surprisingly the Office of the Head of Service of the Federation proposed to spend another N193,513,097 for recreational facilities as well.
Exotic cars while Nigerians suffer
The Presidency also proposed to spend N904,015,000 for the acquisition of brand new automobile fleet and fleet maintenance equipment in the year.
This amount, when broken down, is equal to spending N2,469,986 everyday on its automobile fleet. This is in addition to the N259,015,000 for the Purchase of “Tyres, Batteries, Fuses, Toolboxes, Car Jacks, Tyre Changing ‘Machines’ and Kits” and N27,000,000 to purchase C-Caution Signs, Fire Extinguishers, Towing Ropes and Booster Cables for just for the Aso Rock automobile fleet.
Curiously enough, most of the vehicles in this fleet are hardly taken outside Abuja and its environs.
The questionable allocations in the draft budget are not limited to the presidency alone. Many more of such bewildering allocations are scattered all over the budget.

Buhari wants N1.4billion houseboats for officers while Northeast burns
As our reporters reviewed the budget, it became increasingly clear that the government may have a problem with getting its priorities right.
For Instance, at a time when the nation’s armed forces are battling a murderous insurgency in the country’s North East region – a war that has left many soldiers and officers with horrendous injuries – the Ministry of Defence proposed to spend N1.39 billion for the procurement of a houseboat in Abuja , a floating house mostly used for relaxation and a dwelling place by top officers.
Also the Ministry of Communication Technology proposed N585,000,000 for the purchase of chairs and N415,500,000 for the purchase of tables.
Under this ministry, there was also a particularly arbitrary line item tagged: Procurement of the Equipment and its Accessories. The draft budget did not state what this equipment is and what kind of accessories it requires but a whopping N2.9 billion was projected to be spent on this item.
The Ministry of Information and Culture also proposed to spend[b] N99,281,250 for the procurement of 1,600 chairs at the National Theatre and N140,911,157 for the procurement of computers for National Troupe of Nigeria[/b] , while budgeting nothing for costumes, props and other equipment.
In comparison, the total allocation for the procurement of computers by the Ministry of Science and Technology is N91,394,900.

Fashola and his N140million naira for a single borehole
The Ministry of Works, Power and Housing proposed to spend N140,000,000 for the construction of a single solar borehole, and N161,500,000 for the construction of a motorised borehole.
The Ministry of Interior budgeted N576,500,000 for the construction/provision of electricity, N595,606,148 for repair/ rehabilitation, and N6.2 billion for research and development.
The Nigerian Prison Service however budgeted N500,000,000 for “capacity building.”
In the 2015 budget, the allocation for security equipment for the Nigerian Immigration Service was N86,057,143 but the figure leapt astronomically to N2.12 billion in the draft 2016 budget .

Repetition galore
The proposed budget for the National Institute for Oil Palm Research (NIFOR) has a repetition of the same line items with different allocations. The agency proposed N15,000,000 for water reticulation in main station and immediately proposed the N5,000,000 for the same item.
Similarly, the Federal College of Fisheries and Marine Technology repeated the allocation for “Construction/Provision of Agricultural Facilities” twice with different figures. The item was first cost for N626,037,709 and then for N50,000,000.
Another curious feature of the draft budget is the allocation of the exact same amount for unrelated items. For instance, the National Library allocated N5,021,254 each for the following items: books, printing of non-security documents, cleaning and fumigation services, cooking gas/fuel cost, transportation equipment fuel cost, refreshment and meal, medical expenses, sporting activities, and direct teaching and laboratory cost.
At the French Language Village in Badagry, N17,897,716 each was proposed for the building of clinic block, construction of a 250 metres perimeter fence, and a female hostel.

Same item, different prices
PREMIUM TIMES review of the budget also revealed that different prices were quoted for the same item by different agencies and parastatals. For example, several prices were quoted for a unit of Toyota Hilux van.
The same model of van was valued at N1,264,941 by the Gashaka Gumti National Park; N5,700,000 by the Nigerian Natural Medicine Development Agency; N6,500,000 by Federal Government Girls’ College Owerri; N7,500,000 by the Ministry of Technology, Akure; N8,855,000 by the Federal Government Girls’ College, Gumi Tambuwal; and N9,178,142 by Federal Government Girls’ College Umuahia.

The proposed cost of the same vehicle in the budget of the Federal Government College, Ezzamgbo, Abakaliki is N10,000,000. It was valued at N11,147,675 by the Federal Technical College Lassa; N12,888,016 by the Ministry of Health; N13,500,000 by the Federal Government College, Okigwe; N15,970,515 by the Foreign Service Academy; N26,600,000 by the Office of the National Security Adviser; N27,273,523 by the Federal Technical College, Ikare; and N27,660,000 by Federal Government Girls’ College, Kazaure.

According to unofficial results collated so far, the PDP had a strong showing at polling units and wards in Amasoma, Otuan, Ogbia, Nembe Ogbolomabiri, Ekpetiama and some other communities. The decision by the Independent National Election Commission (INEC) to decentralize the distribution of election materials to LGAs across the State facilitated the early arrival of materials in some communities. saharaReporters has learned that the Peoples Democratic Party (PDP) is maintaining a comfortable lead in the just-concluded supplementary election in the Southern Ijaw Local Government Area (LGA) and 101 units in Bayelsa State, despite the low turnout of voters recorded in some communities. The unofficial collated results from various polling units and wards across the State, available to journalists so far, show that the PDP is widening its existing lead of 33,000 votes. According to unofficial results collated so far, the PDP had a strong showing at polling units and wards in Amasoma, Otuan, Ogbia, Nembe Ogbolomabiri, Ekpetiama and some other communities. The decision by the Independent National Election Commission (INEC) to decentralize the distribution of election materials to LGAs across the State facilitated the early arrival of materials in some communities.
Despite this development, and the presence of 5,000 deployed police to the State, there were cases of violence and hijacked election materials.
[b] SaharaReporters has learned of multiple reports of violence sponsored by the All Progressives Congress (APC) in Bayelsa State, with other reports saying that some violence was assisted by security operatives. In particular SaharaReporters has learned that Ekeremor, Famgbe and Nembe communities have been affected by violence.
Election materials meant for Lobia, 1, 2, 3 and Peremabiri were hijacked by militants wielding AK-47 machine guns and other dangerous weapons. A PDP leader, James Jephtah, had a property belonging to him destroyed by thugs working for the APC, according to reports.
SaharaReporters has also learned of violence in Ekeremor where at least five people have been reportedly killed, however details and confirmation were not immediately available at the time of publication. In addition to this violence, a lodge belonging to Governor Seriake Dickson was vandalized in Ekeremor.
This violence comes days after the Speaker of the Bayelsa State House of Assembly, Boyelayefa Debekeme, and three other PDP officials, were attacked with machetes by thugs believed to be working for the Minister of State for Agriculture, Senator Heineken Lokpobiri.[/b]

A Court of Appeal in Abuja, Nigeria’s capital, has stated that Aisha Alhassan and the All Progressives Congress have no right to challenge the election in which Governor Darius Ishaku of the Peoples Democratic Party emerged since none of them are members of the PDP.
The court has also dismissed arguments by the appellant that the Tribunal should have accepted the statements of the witnesses because they were not properly signed.
Thus, the appellant argued, the Tribunal should have struck out the petition. The court held that the statements upon examination, were properly signed and stamped by the Secretary to the Tribunal who statutorily was the head of the registry of the Tribunal.
The Appellate Court held that the petitioner fully complied with all statutory stipulations for filing of statement of witnesses and that the Tribunal was right to have accepted them. The court also argued that it will amount to great injustice if the petitioner is held responsible for the mistake of the registry of the Tribunal.
Also, the court dismissed arguments by the appellant that the reliefs sought by the petitioner are incongruent. The appellant had argued that the petitioner cannot be claiming that the election was marred by malpractices and at the same time, asking to be declared winner of the election. The court ruled that reliefs sought by the petitioner are congruous and consistent with one another.

High Chief Government Ekpemupolo aka Tompolo responded to news making rounds in media that he has being declared wanted by the EFCC, he said that is all lies, that as a free and law abiding citizen of Nigeria he is freely going about is business.

“I, High Chief Government Ekpemupolo wish to state that my attention has been drawn to a news story on Channels Television of 10th December 2015.
The impression being conveyed is that I was invited by the Economic and Financial Crimes Commission (EFCC) and I failed to honour the invitation or even respond by letter to the invitation.
On the contrary, nothing could be further from the truth. On the 24th of November 2015, I was informed at about 4pm that a letter of invitation had been dropped at my home in Warri, inviting me to EFCC’s office in Lagos by 10am on the 25th of November 2015.
I responded by a letter from my Solicitors, Messrs Jakpa, Edoge & Co. The letter dated 25th of November 2015 was received by one Uduak Ouot, a staff of EFCC on the 3rd of Decemberr 2015, after several attempts to deliver. I have proof of delivery from the courier company.
I was therefore not a little surprised that the EFCC – an otherwise reputable institution – would stoop so low as to lie to Nigerians.
As my Solicitor’s letter indicated I am already in court with the EFCC in Suit No: FHC/W/CS/152/2015. EFCC had been served with the court processes since 20th of October 2015 but they refused to attend court on several occasions, or to file any court papers, only to appear for the first time on 30th November 2015 without filing any court papers. They even asked for the matter to be adjourned to 17th December 2015, the date they are now inviting me to appear before them.
In fact, EFCC only invited me two months AFTER I sued them. In my Solicitor’s letter I informed them that as soon as the court decides one way or another, I would honour their invitation.
So the attempt to harass me by their reminder of 9th December 2015, which was leaked to the media on the 10th of December 2015 , the same day as it was delivered to my house in Warri is an unnecessary and face saving effort at brinksmanship.
As a full blooded Ijaw man and citizen of Nigeria, I have done everything in my power to follow the laws of Nigeria. Since the amnesty declared in 2009 by late President Yar’ Adua I have strained myself to ensure that we all live in peace in this country. Those who think they can push us to war must rethink the necessity of such a war.
How can a law-abiding Government declare a man wanted who is in the law courts with them?
They froze our business accounts since August 4th 2015, but we have not quarrelled with anybody. We sued them to court, they refused to come to court. Now they are threatening to declare me wanted.
I know why they are after me. It is not the alleged multi-billion naira property transaction. Afterall, it went through due process and was approved by the Federal Executive Council (FEC). And as such if there are any questions to answer, it is the people at the FEC, Bureau of Public Procurement (BPP), Federal Ministry of Lands and Survey, Federal Ministry of Transport, NIMASA, etc who approved the transaction that should be answering such questions.
The real reason this All Progressive Congress (APC)-led Government is after me is that I bluntly refused to join APC and to support their Governorship candidate in Bayelsa State. We cannot all be in APC. Our people have always believed in the Nigerian project and had always hoped to join hands with this administration to move this project forward, but the conditions being attached are not acceptable. I insist on believing in the Nigerian project unconditionally!
We will continue to pursue our court case. The threat to declare me wanted is an unnecessary attempt to heat up the polity. I will go about my daily business, usual.
Finally, let me say this: if people can come from Sokoto, Katsina or Lagos to campaign in Bayelsa, why can’t I, a full blooded Ijaw man go to my Bayelsa to campaign?
I will only add this: let the will of the people of Bayelsa prevail. Nobody should attempt to force the outcome of the election. We have kept faith with our promise to Nigeria, we expect no less from this country. So if anyone tells you that Tompolo is on the run, tell him Tompolo is not going anywhere.

The All Progressives Congress (APC) candidate in the December 5 Bayelsa State gubernatorial election, Chief Timipre Sylva, has asked the Independent National Electoral Commission (INEC) to add up and announce the results from the Southern Ijaw Local Government Area and declare a winner in the elections.
In a petition to INEC Chairman, Professor Mahmood Yakubu, which was copied to the Attorney General of the Federation and Minister of Justice, Mallam Abubakar Malami (SAN), Sylva stated that the commission lacked the powers to cancel already concluded or on-going election.
Chief Timipre Sylva,in the copy of the petition made available to newsmen in Yenagoa by his Media Aide,Doifie Borukuribo,said his call is based on the provision under the constitution of the Federal Republic of Nigeria 1999 (as amended) and the Electoral Act 2010 (as amended), there is no power either, express or implied that is vested on the Resident Electoral Commissioner, your commission or any staff whatsoever to cancel election that has commenced or concluded, in any manner as was done in Bayelsa state.
According to Sylva” The Commission’s power, in the above is limited only to the postponement of election that has not commenced,” Sylva wrote in the letter dated 8th December 2015.”
“should the commission feel “strongly that it has the powers to cancel already concluded or on-going elections,” it should also cancel the elections in Ekeremor, Sagbama Local Government Areas, Wards 4 and 5 of Yenagoa and Ward 8,9 and 10 of Nembe Local Government Areas.”
On Southern Ijaw Local Government, Sylva admitted that there was no election in the area on December 5, 2015, due to some violence. He, however, insisted that on December 6: “ election materials were distributed from Local Government Headquarters at Oporoma to the different ward headquarters, and elections conducted in a free and fair manner at the different polling units and results announce.
“That elections were concluded on Sunday 6th December without any reported violence from the polling units or wards either by INEC officials on the field at the units or ward level.”
“That the different results from the LGAs were being collated at the state collation centre in Yenagoa from Sunday 6th to 7th December as the results were brought in by the different LGAs, and the Returning officer never reported any violence either during the election or while collation was ongoing as he had told everyone that the results of Southern Ijaw Local Government Area are still being awaited.”
“That at about 4pm or 5pm, the Resident Electoral Commissioner (REC) for Bayelsa State announced the cancellation of the results of the election of Southern Ijaw Local Government Government Area citing violence and ballot snatching, and that another date for elections in Southern Ijaw would be announced.”
Sylva further stressed that the current statues do not support the cancellation of an election while collation was on-going:
“We consider the action of cancelling results of an election while collation is on-going as a dangerous precedent, usurping of the functions of the Tribunals established by the Constitution illegal and reminiscent of the annulment of June 12, 1993 Presidential Election and if allowed stand will not only expose your Commission to endless and avoidable litigations and would become a ready tool in the hands of officials of your Commission the power to truncate the will of the people,” he maintained.
In addition, Sylva submitted that the elections in Ekeremor, Sagbama Local Government Areas, Wards 4 and 5 of Yenagoa and Ward 8,9 and 10 of Nembe Local Government Areas were marred by massive violence, abduction of both electoral officials and materials, massive thumb printing and rigging but that “despite our oral and written protests, your commission accepted the results at units, wards, local government area and state collation centres at the areas highlighted above.”
“Consequent upon the above facts, we are calling on you to direct the Returning Officer to add up the results from Southern Ijaw Local Government Area, and declare a winner for the Bayelsa State Governorship elections held between the 5th and 6th of December 2015.”
“However, without prejudice to our assertion in paragraphs 16 and 17 above, where your Commission feels strongly that it has powers to cancel already concluded or on-going elections, it is demanded that, in the interest of equity, fair-play and justice, your commission cancels the elections in Ekeremor, Sagbama Local Government Areas, ward 4 and 5 of Yenagoa and wards 8,9 and 10 of Nembe Local Government Areas,” Sylva concluded.

Chairman of the Southern Ijaw and the entire 17 councilors are PDP members. The member representing the area in the Federal House of Representatives and the four House of Assembly members representing the area are all PDP members. The APC deputy governorship candidate, Wilberforce Igiri and the state chairman of APC are from the Southern Ijaw.

Southern Ijaw Local Government Area, with 120, 827 registered voters, has the second largest number of voters in the election. Yenagoa, the capital of Bayelsa, has the highest number of registered voters – 139, 777. Therefore, votes from Southern Ijaw could decide who between Seriake Dickson and Tmipre Sylva will win the election. Most political analysts who spoke with PREMIUM TIMES said Southern Ijaw is a stronghold of APC. But the Commissioner for Information in the State, Esuene Kikile said it couldn't be true that Southern Ijaw was APC stronghold when the political leadership of the area is in the hand of PDP.

Former President Goodluck Jonathan today commissioned a yet to be finished flyover in Yenagoa, capital of Bayelsa State, all in an effort to bolster the political fortunes of Governor Seriake Dickson.

One critic said the “the flyover has no economic value to the state.”

The current spate of fuel scarcity, which started like a joke about three weeks ago, is about to hit the one month target with no apparent end in sight. If anything, petrol is getting scarcer by the day all over the country, with prices ranging from N150 to N500 per litre depending on the location around Nigeria.
Official sources blamed this on the activities of speculators, hoarders and saboteurs; a story we have always been told since fuel scarcity became a normal part of our lives from the early 1990’s.
Petrol dealers apparently sensed that the continued lowering of crude oil prices in the international market could lead to a drastic cut in the official price of petrol and thus decided to hoard the stock at hand. Things were not helped by the federal government’s delay in paying the N413 billion owed importers of the product.
Though the federal government sent officials of the Directorate of Petroleum Resources (DPR) to indentify the hoarders and dispense their products free of charge to the public, this has proved incapable of easing off the scarcity because DPR can hardly do much in terms of coverage.
The effort of the federal government to get the National Assembly to approve the N465.5 billion supplementary to enable it pay the importers was a step taken only when the scarcity had started biting, a fallout of the generally slow and non-proactive attitude of this regime to governance in general.
