Check the city buys in those years you wl see that they were either player that looked impossible to price away frm their club or they were well sought out for around their league or europe by big or above average clubs. E.g sterling, kdb, otamendi etc. Compare that to chelsea that were signing falcao, djibidbujibiji, rahman and their likes.
