Can a decision be made without them sending mail that a decision has been made on application

UKVI said a decision has been made since yesterday but I haven’t gotten any mail on that and application is still with DMC....

Aug 5 Application submitted
August 18 interview and biometrics
Sep 7 mail to pickup
Sep 7 picked up passport with visa.

I want to appointment date and I’m seeing this...

No refund will be given if you wish to proceed with appointment change

It’s looking like I will forfeit the one I have before looking for another and I don’t want to take chances.

I think you should go ahead and book that 29th then try to do walk in. Also keeping in mind that if a better date does show up, you can amend your appointment. I also booked a late date and will try to do walk in .
