The Ministry of Trade and Industry has issued a 30-day ultimatum to non-Ghanaians in retail trade to leave 48 markets across the country where they mostly operate. In a public notice issued on Friday, the ministry stated that, “notwithstanding numerous interventions by the government to encourage non-Ghanaians engaged in retail trading in the market place to relocate, some non-Ghanaians have refused to comply with the directive.” The ministry named 35 markets in Accra, 7 in Ashanti region and 2 each in the Brong Ahafo and Eastern regions. The rest are in the Northern and Upper East regions. The Trade Ministry further warned that the “non-Ghanaians who further contravene the provisions of the Act 865 in the GIPC Law 2013 shall be prosecuted.” In June, thousands of traders belonging to the Ghana Union of Traders Association (GUTA) in Accra and Kumasi closed down their shops in protest against government’s inability to eject the foreign traders from their markets. Government at the time was unhappy with the traders because according to the then Deputy Minister, Nii Lantey Vanderpuye , said GUTA showed bad faith. “If anything at all, they should have reverted to me to say that, ‘these issues we discussed with you, we have not seen any move on them’ and then I will know what to do. I have been waiting for them to bring to me the proposal they discussed. I haven’t heard anything from them,” he lamented. The government subsequently promised to take action, but has been silent on the matter till now. The Nigerian traders in these markets have pleaded for exemptions, usually citing some ECOWAS protocols. The Public relations officer of the Nigerians in Ghana, Barry Ndu Nwaihim said, “We have explained to GUTA that if they start this today definitely it must have an effect on Ghanaian traders who are trading in Nigeria,” he said. He said there are Nigerians with Ghanaian spouses and thus sending them out of the market will affect many families. The Nigerian traders, dragged Ghana to the ECOWAS Community Court of Justice in 2013 over the enforcement of the Ghana Investment Promotion Council (GIPC) Act. The act, which was revised in July 2013, among others, specifies the criteria foreigners would have to meet before they can be allowed to do business in the country. When the issue came up in 2013, the Ministry of Trade directed all the traders to regularize their business with the registrar general’s department in order to pay the appropriate taxes. Vladimir Putin allegedly threatened World War 3 during talks about Ukraine, claiming that Russia could potentially invade and take over the capitals of many European countries within two days. In a related report by The Inquisitr, both Bill Clinton and Hillary Clinton claim Putin wants to restore Russia to the glory of an empire that spreads across the globe, and even made comparison to Nazi Germany. Hillary does not believe Putin and Hitler can be directly compared, or claim that Putin starting World War 3, but she did make a comparison to how the Nazis used the German minorities in Poland and Czechoslovakia as an excuse to invade. Some say the situation prior to World War 2 is similar to today since “protecting” Russian speaking citizens of Ukraine are used as the justification for intervention in Ukraine. The rhetoric related to the Ukraine war has been stepping up to a dangerous level in recent weeks. First, Russia’s nuclear weapons were test fired as a demonstration of Russian military might, and then Vladimir Putin promised to rebuild Russia’s nuclear arsenal. In response to recent advances by Russia within Ukrainian territory, Ukraine also threatened to restart its nuclear weapons program. An influential German newspaper called Sueddeutsche Zeitung is reporting that Vladimir Putin allegedly had a private meeting with Ukrainian President Petro Poroshenko and European Commission President Jose Manuel Barroso. During the course of their discussion, Putin essentially threatened World War 3. “If I wanted, in two days I could have Russian troops not only in Kiev, but also in Riga, Vilnius, Tallinn, Warsaw and Bucharest.” This threat by Putin matches a similar statement allegedly said earlier in the month, in which Russia’s leader proclaimed their military force of 20,000 men camped outside Ukraine’s border could take the capital city Kiev within two weeks. In this case, that threat was expanded to include countries like Latvia, Lithuania, Estonia, Poland and Romania. It’s possible that Putin was indirectly responding to a speech given by U.S. President Barack Obama earlier in the month, who also mentioned some of those NATO members. “An attack on one is an attack on all. So if, in such a moment, you ever ask again, ‘who will come to help,’ you’ll know the answer – the NATO alliance, including the armed forces of the United States of America,” Obama said. “We’ll be here for Estonia. We will be here for Latvia. We will be here for Lithuania.” If this alleged conversation between Putin, Poroshenko, and Barroso did take place, it would be the first time Putin has directly threatened members of the European Union and NATO. If Russia were to actually ever act on this threat, it really would mean World War 3 would start since Article V of NATO’s Washington Treaty declares that “an attack on one is an attack on all,” which is what President Obama was referring to in his speech. While both the United States and England have rejected calls to send lethal aid into Ukraine, both countries would be obligated by NATO treaties to respond with military force if Russia’s actions were to ever match Putin’s rhetoric. Since the United States currently controls the de facto global reserve currency for now because of its agreements with the Middle East to have oil sales done only in dollars, it is very interesting to see a Western bank suddenly rush to become the first nation to facilitate the portability of another major currency that is quickly accelerating in strength to both threaten, and perhaps overtake the dollar in recognized international trade. And on Sept. 12, the British Chancellor of the Exchequer announced that they were going to be the first nation outside of China to issue a bond denominated in Yuan, and open the door for other nations, especially those within the EU, to break away from dollar hegemony and start the Chinese currency on the path of one day usurping the dollar as the primary global reserve currency. And with Russia already in the process of selling its oil to nations in both the Rouble and the Yuan, the foundation of the petro-dollar may soon be eradicated as well, leaving the U.S. without a reason to remain the caretaker of the staple for international trade. British Chancellor of the Exchequer George Osborne announced Friday that the British government intend to issue a Renminbi denominated bond and to use the proceeds to finance the government's reserves of foreign currency. "I can now announce that the UK government intend to be the first national government outside of China to issue a bond in China's currency. We issued bonds in U.S. dollar before, now we will be issuing a bond in RMB," said Osborne in the press release of the Sixth China-UK Economic and Financial Dialogue (EFD). Chinese Vice Premier Ma Kai and Osborne concluded the meeting of the Sixth China-UK Economic and Financial Dialogue in London. An Indian spacecraft is on course to reach Mars, an official said Monday, following a 666-million-kilometre voyage that could see New Delhi's low-cost space programme win Asia's race to the Red Planet. The 350-tonne rocket carrying an unmanned probe is set to enter Mars's orbit next week after 10 months in space. It is India's first mission to the planet to search for evidence of life. Indian Space Research Organisation official Koteswara Rao said the rocket has travelled almost 666 million kilometres (413 million miles) since its launch from the southern spaceport of Sriharikota last November. "India will be the first country in the world to insert a spacecraft into the Martian orbit in a maiden attempt if the operation succeeds," ISRO scientific secretary V. Koteswara Rao told reporters. "And also the first Asian country to reach the Red Planet's sphere," Rao said. Rao said the rocket's engines will be "woken up" to allow for a "course correction" on Sunday before its arrival on September 24. ISRO scientists will also slow down the craft now travelling at 22.2 kilometres per second to 2.14 metres per second to allow for a smoother entry into the planet's orbit. The cost of the project, at 4.5 billion rupees ($70 million), is a fraction of the $671 million NASA spacecraft that also launched last year and is expected to arrive within days of the Indian craft. India has never before attempted inter-planetary travel. More than half of all missions to Mars have ended in failure, including China's in 2011 and Japan's in 2003. Only the United States, Russia and the European Space Agency have been successful. The Mars Orbiter Mission was revealed only 15 months ago by the previous prime minister. The timing and place of the announcement -- in an Independence Day speech -- led to speculation India was seeking to make a point to China, despite denials from ISRO. The gold-coloured probe, the size of a small car, will aim to detect methane in the Martian atmosphere, which could provide evidence of some sort of life form on the fourth planet from the sun. Prime Minister Narendra Modi has hailed the country's low-cost technology, saying a domestically-made rocket that launched four foreign satellites into orbit in June had cost less to make than the Hollywood film "Gravity". The Ghana Football Association (GFA) must stump out a whopping US$ 876,000 to sacked coach Kwesi Appiah as severance package which is his consolidated two-year salary. Appiah, who was appointed two years ago, was relieved off his post on Thursday, 24 hours after leading the Black Stars to beat Togo 3-2 in a 2015 Nations Cup qualifier. The Executive Committee of the GFA took the decision to sack the coach despite picking up four points from the available six in the qualifiers. The leader of the Somali Islamist group al-Shabab, Ahmed Abdi Godane, was killed following a US attack earlier this week, the Pentagon has said. The US carried out air strikes on Monday night destroying a vehicle and an encampment south of the capital. Somalia’s president issued a statement on Friday urging militants to embrace peace after the death of their leader. Godane was one of the US state department’s most wanted men. It had placed a bounty of $7m (£4.2m) on his head. Somali analyst Nuur Mohamud Sheekh told the BBC that Godane’s death “will deal a major blow to the group. “It will have an impact in terms of affecting the morale of the fighters on the ground but it is not the end of al-Shabab in the short or medium term.” He added there was no likely successor. On Friday, President Hassan Sheikh Mohamed announced a 45-day amnesty for militants who are willing to renounce al-Shabab. Pentagon Press Secretary Rear Adm John Kirby said the military action on 1 September had “led to his [Godane's] death”. The US has supported the African Union (AU) force that has driven al-Shabab out of the capital, Mogadishu, and other towns since 2011. The al-Qaeda-linked fighters want to overthrow the UN-backed Somali government and frequently attack government targets as well as neighbouring countries that provide troops to the AU force. ‘Painstaking work’ A statement from the White House press secretary described al-Shabab as the “largest al-Qaeda affiliate in Africa”. Godane’s death “reflects years of painstaking work by our intelligence, military and law enforcement professionals”, the statement said. The al-Shabab leader had publicly claimed the group’s responsibility for the deadly Westgate shopping centre attack in September last year, he said. Al-Shabab fighters, who want an Islamic state, tend to melt into the civilian population when attacked “Under his leadership, the group has claimed responsibility for many bombings – including various types of suicide attacks – in Mogadishu and in central and northern Somalia, typically targeting officials and perceived allies of the Somali government as well as the former transitional federal government of Somalia. “Godane has also continued to oversee plots targeting Westerners, including US persons, in East Africa.” The White House said the US would continue to use the tools at its disposal – “financial, diplomatic, intelligence and military” – to address the threat of al-Shabab and to support the Somali government’s efforts to “build a secure and stable future for the Somali people”. The US attack, using manned and unmanned aircraft, took place about 240km (150 miles) south of Mogadishu on an encampment and convoy of vehicles – believed to have been made up of three lorries and a smaller vehicle.
