Nairaland General › Can Nigeria's Police Be Reformed? by wales(op): 9:32am On May 12, 2009
In the fifth and final part of a series of articles looking at policing in Nigeria, the BBC's Andrew Walker looks at the prospects for effective police reform:

Everyone in Nigeria has experienced the failure of the police to carry out their duty to uphold the law - from the routine "dashing" money to officers at road checkpoints and failures to investigate crimes to horrifying tales of extortion and murder.

The litany of crimes they commit fill pages of newspapers and reports from human rights organisations.
Put a microphone in front of people in the street, however, and they will say one thing: "It's not as bad as it used to be."

Most people will feel that if you say something about the police it could be trouble for you, they may trace you Anonymous Abuja resident Will there be justice for the Apo Six? Locking up Nigeria's 'civil lunatics'
This BBC series has revealed first-hand how the police struggle against incompetence, poor training and equipment.
How they arbitrarily arrest and imprison people and how "shockingly common" extra-judicial executions are.
Such is the mistrust of the police that ordinary people prefer to patrol their own streets and administer their own "jungle justice".

So what are the prospects for improving the police to make it an effective service?

Political independence

The government is currently attempting to reform the police.

KEY WHITE PAPER REFORMS Better pay Police officers are paid as little as $40 (£26) a month, this should be raised to $100 for police constablesBad eggs Deal with the estimated 10,000 officers with criminal records hired between 2001 and 2004Complaints A reliable system for the public to complain should be establishedBetter educated Recruits should attain a certain level of qualification before being consideredPromotions Job applications should be transparently managedUniforms Policemen should not have to buy their ownCommunications Police should get an up-to-date communication networkEquipment Police should be given better investigating tools and the training to use them Nigeria's 'Jungle justice' On patrol with Nigeria's police

They have produced a White Paper with 79 recommendations for improving the police force, which is due to be considered by the National Assembly and turned into a Police Reform Bill.

Reading them it is clear how far the police have to go.

According to the paper, the police needs to be seriously overhauled from better training, new uniforms, more pay, the building of new police stations and colleges to better equipment and promotion regimes.
It describes the resources needed to do it as "enormous", and says it will take at least five years.
But police reform activists say the proposals do not tackle the serious issue of political independence.

"The police will continue to see their job as carrying out the will of the political powers," says Innocent Chukwuma of the Cleen Foundation.

He says recommendations that would have removed the president's power to appoint the chief of police and give the appointee security of tenure in office were taken out of the white paper.
Force or service?

Those in the police itself agree it will be a long road.

"There are numerous challenges the police face," says Assistant Commissioner Austin Iwar at the force headquarters in the capital, Abuja.

Poor equipment is not the only problem the police have, reformers say
"The police as it is now came out of a military administration. That is probably the biggest challenge we face - turning it from a force into a service."

He agrees that police officers often lack the skills needed to police effectively.

But he refuses to admit the most serious allegations made about the police - that they brutally torture and sometimes kill suspects without trial.

"I have spent a long time in investigations in the police and I have never tortured anyone to make a case," he says.
His job is to strengthen the police's "community policing" initiative.

In short, this means improving the relationship between the police and the community, so people do not feel the law is something alien or foreign to them.

Then, when a crime occurs community leaders can bring information to the police to help locate the criminals.
It is a programme supported since 2002 by the UK government's £30m ($45m) Security Justice and Growth programme.

But privately, officers say there is a big problem with reform.

Once an officer gets to a rank where it is possible to make reforms, he or she is so deeply involved in a corrupt system that they cannot change it.

'Bad eggs'
Past attempts at reform have faltered.

In 2007, Inspector General Sunday Ehindero announced that more than 10,000 officers would be sacked in an attempt to root out "bad eggs".

His predecessor Tafa Balogun, who was later convicted on corruption charges, had knowingly employed thousands of officers with criminal records.

But the officers who were sacked were often not the "bad eggs", an investigation by the National Assembly heard afterwards.

Instead, they had wormed their way into the system and survived the purge.

The investigation also heard how police regulators and the government officials in charge of policing were fully aware of the existence of criminal officers, but for more than five years did nothing about it.

Talking to Nigerians on the streets of Abuja about their police force, most are up beat about the possibilities of reform.

"They are trying," says 29-year-old Salome, a shopkeeper.

"They need to improve training and pay," says Ibrahim, a civil servant.

But people are also cautious; no one the BBC spoke to would agree to have their picture taken.

"Most people will feel that if you say something about the police it could be trouble for you, they may trace you," one man said - refusing to give his name.

Nairaland General › Whittiker Gets Chieftaincy Title After Dna Reveals His Igbo Identity by wales(op): 9:20am On May 12, 2009
For Forest Whittiker and his compatriot Danny Glover it was sweet home coming on Sunday April 5, 2009, when the traditional ruler and people of Nkwere, Imo state welcomed him with a chieftaincy title after taking part at the just concluded African Movie Academy Awards in Bayelsa. The sleepy town went in wild jubilation when the motorcade entered the ancient palace of Eshi of Nkwere while the traditional drummers and women dancers welcomed the guests with songs of praises.
The African-American A-List Hollywood stars were introduced to the people and chiefs of the ancient town by Chief Nze Chukwuka Anyiam-Osigwe, the eldest son of the Anyiam-Osigwe brothers who also is a title chief of Nkwerre.

Forrest WhittikeThe elated Anyiam-Osigwe told the jubilant crowd at the palace of Eze Dr. Chijioke Jeki Okwara IV, that the coming of Danny Glover and Forest Whittiker was the greatest thing to happen to black history as history was made on the day the two men re-establish their connection with their root.

Forest Whittiker has done a DNA which revealed that he has Igbo ancestral root and a link with Nkwerre people. The eldest Anyiam-Osigwe said, ‘’This is our lost brother. We have found him and brought him home. It is only an Nkwere man that can find his way home after many years. We are a people from unparallel kingdom. We are pride of Igboland. Today our brother Whittiker and his friend Mr. Glover will be made Nkwerre Chiefs and it is not an easy task to be an Nkwerre chief because there are only 30 Nkwerre chiefs in the whole world,’’ he said.

After introducing the Hollywood stars to the people and chiefs, the King ordered they be brought inside the inner chamber for traditional rites preceding their final confirmation as chiefs. It was an emotional one for Whittiker who has been working all his life to establish direct contact with his ancestral Igboland and the quest was made possible by attending the UBA-AMAA awards in Nigeria as a star guest.

After the traditional rite of hand washing before the breaking of Kolanut which signifies purity and cleansing the Eze Okwara IV, Eshi of Nkwere called on the Eze Anyiam-Osigwe, the eldest of the Anyiam Osigwe brothers to once again confirm if the guests are worthy to be made Chiefs of Nkwerre. Before the 20 heads of Villages that made up of Nkwerre, Eze Anyiam-Osigwe proclaims that worthiness of Glover and Whittiker

Forest Whittiker, Nwannedinamba of Nkwerre land and Danny Glover, Enyioma of Nkwerre land in Imo State after their conferment at the Eshi of Nkwerre palace on Sunday after the AMAA Awards.to be chiefs of Nkwerre.

‘’Danny Glover is a member of our family for his attitude and ways of assistance to us. Being an Nkwerre chief will help us socially, culturally and economically as our dream of a film village and film institute will be realised with Danny and Whittiker as chiefs of our town. They are good people. We present them as worthy of being chiefs of Nkwerre,’’ Anyiam Osigwe declared.

Upon the public affirmation of the duo as worthy of the honour, Eze Okwara asked the palace chief to bring out a live eagle, a symbol of strength, vigour and power to complete the chieftaincy rite. The king removed the feathers of the eagle and stuck it in a red cap before both men wore their caps as red cap chiefs of Nkwerre.

Whittiker was honoured with the title of Nwannedinambar of Nkwerre which means a brother in foreign land while Glover had the title of Enyioma which means a good friend of Nkwerre.

Chief Nze Chukwuka Anyiam-Osigwe the Eshi of Nkwere and Forest Whittiker, Nwannedinamba of Nkwerre land after the conferment at the Eshi of Nkwerre palace on Sunday. The traditional ruler of Nkwerre told the people at the ceremony that good things are happening to black race with a black man becoming American President.

‘’The black race is an intelligent race. You will see how the Obama stimulus package will bail out the world economy already in recession. It is the same level of black intelligence that made it possible for our son and brother to get to the height of their career as Hollywood stars.

‘’When you get to America tell them you have discovered your root,’’ he told Whitter. He went further, ‘’This meeting today will bring a relationship of partnership between Nkwerre and African-American through cultural exchange and economic opportunities,’’ the monarch explained.

While accepting the honour, the two men thanked the people and the king for accepting them and recognising their achievements as movie stars and for finding them worthy to be honoured. They promised the people that they will live up to the demand of their traditional offices.

Health › Drink Water On Empty Stomach ! by wales(op): 11:32pm On Oct 12, 2007
It is popular in Japan today to drink water immediately after waking up every morning.

Furthermore, scientific tests have proven its value.

We publish below a description of use of water for our readers.

For old and serious diseases as well as modern illnesses the water treatment had been found
successful by a Japanese medical society as a 100% cure for the following diseases:

Headache, body ache, heart system, arthritis, fast heart beat, epilepsy, excess fatness, bronchitis
asthma, TB, meningitis, kidney and urine diseases, vomiting, gastritis, diarrhoea, piles, diabetes,
constipation, all eye diseases, womb, cancer and menstrual disorders, ear nose and throat diseases.

METHOD OF TREATMENT

1. As you wake up in the morning before brushing teeth, drink 4 x 160 ml glasses of water,

2. Brush and clean the mouth but do not eat or drink anything for 45 minutes,

3. After 45 minutes you may eat and drink as normal,

4. After 15 minutes of breakfast, lunch and dinner do not eat or drink anything for 2 hours,

5. Those that are old or sick and are unable to drink 4 glasses of water at the beginning may commence by
taking little water and gradually increase it to 4 glasses per day.

6. The above method of treatment will cure diseases of the sick and others can enjoy a more healthy life.

The following list gives the number of days of treatment required to cure/control/ reduce main diseases:

1. High Blood Pressure - 30 days
2. Gastric - 10 days
3. Diabetes - 30 days
4. Constipation - 10 days
5. Cancer - 180 days
6. TB - 90 days

7. Arthritis patients should follow the above treatment only for 3 days in the 1st week, and from 2nd week onwards - daily.

This treatment method has no side effects, however at the commencement of treatment you may have to urinate
a few times. It is better if we continue this and make this procedure as a routine work in our life.

Drink Water and Stay Healthy and Active.

This makes sense. The Chinese and Japanese drink hot tea with their meals not cold water, maybe it is time we also adopt their drinking habit while eating!!!

Nothing to lose, everything to gain,

For those who like to drink cold water, this article is applicable to you. It is nice to have a cup of cold
drink after a meal.

However, the cold water will solidify the oily stuff that you have just consumed. It will slow down the
digestion. Once this 'sludge'reacts with the acid, it will break down and be absorbed by the intestine
faster than the solid food.

It will line the intestine. Very soon, this will turn into fats and lead to cancer. It is best to drink hot
soup or warm water after a meal.

Let's be careful and be aware. The more we know, the better chance we could survive.

i believe that if everyone who gets this mail sends it to everyone they know, you can be sure that
we'll probably save at least one life.

**Please be a true friend and send this article to all the people you care about, I just did!!!** grin grin grin

I find it very hard to see why people don't see reasons, why we should be glad that a white woman is singing two Yoruba Christian songs. first we should be glad that she is praising God in our own language which some of us born in Nigeria can not do, and at the same time, for her to praise God in Yoruba which is not a major language in Nigeria i feel we should see reason to be happy about it, for we all know that English is the major language in Nigeria which it is also the major language of all this other countries we try to copy. with this you should know that a white man or woman will not be moved if you speck English to her/him or you sing in English, for they know it is our major language. so for me i am glad that a white woman is singing in my native language.

Everything that is going wrong in your life today shall be well

For the remaining months of this year (2007), all your agonies will be diverted and victory and prosperity will be incoming in abundance. Today God has confirmed the end of your sufferings, sorrows, and pains because HE that sits on the throne has remembered you. He has taken away the hardships and given you JOY. He will never let you down. I knocked at heaven's door this morning, God asked me,
My child! What can I do f or you? And I said, " Father, please

God smiled and answered, Request granted. If you believe this message, send it to seven persons and the one who sent it to you. By doing this you have succeeded in praying for eight people today. If you do not forward, the prayer will stop.

Romance › Love Quotes Collection! by wales(op): 8:29pm On Aug 24, 2007
Love, like a river, will cut a new path whenever it meets an obstacle.

To live without loving is to not really live.

As you continue to send out love, the energy returns to you in a regenerating spiral. As love accumulates, it keeps your system in balance and harmony. Love is the tool, and more love is the end product.

Love consists in this, that two solitudes protect and touch and greet each other.

Meeting you was fate, becoming your friend was a choice, but falling in love with you: I had no control over.

No love, no friendship can cross the path of our destiny without leaving some mark on it forever.
