A strait can never start life as a river. The only reason it's called a strait and not a river is because it links two seas which technically makes it part of a sea just as sea a part of an ocean. River is just erosion that found its way to empty into a lake, dam or ocean. A river technically leads to nowhere as it becomes a delta and fork into a larger body. Despite how long the Nile and Amazon are, you can not use them as international waters because it's just a glorified erosion and I can decide to stop you from sail through the erosion flowing through my compound.
