They have experts in the ministry, hope you know that FCT ministry is a massive ministry full of every varieties of professionals in engineering, medicine, survey etc ....FCT is just a caricature of a full state with all the facilities you can find in a state. In fact, FCT is state of its own but special cos it's harbouring the National Government. So, my dear Atuero, all the paraphernalia of a state governor is right there in FCT with Wike.
Those quality and quantity engineers had gone to do the real deal before he was invited to check the progress. Infact, like in Lagos now. If you are handed a contract, you must accommodate quality assurance engineers under the state authority to work with you. Likewise done in Abuja and even in the East....remember we have permanent secretary who are seasoned civil service professionals in their field. Under them, you have a whole lots of departments specialising in all aspect of that departments...

All those things you are seeing in the pictures or videos is just formality for me and you to see but the major work goes under.....

It's when this phase is done and accepted that estimated contract price will be added to it....it's something that takes to and fro efforts and strategies......these are done and certified before contract kick off.... Therefore, Wike don't need to be an engineer or a contractor before checking the progress of a contracted construction. Do you even know how many experts that comes from FCT ministry to supervise that contract everyday and update the minister weekly?
