It is payoneer that charged you $10 not GTB. You should contact their customer care reps since amount you are withdrawing is more can $500. Moreover, you said GTB staff told you to contact the sender. Payoneer are criminals. How I wish we have plethora of options.

If you are withdrawing your earning in dollars and the amount is not more than $500, they will rip you off. Unless you withdraw into your Naira account which they will give you far too low exchange rate.

I think that is insane. They are just exploiting us. But do we have choice? Freelancing from Nigeria is difficult. Imagine you earn $100 from Fiverr. FIVERR charge $3 for withdrawal to payoneer and payoneer gives you two terrible options:

1. Withdraw to your Naira account at the rate of NGN406 or
2. Withdraw to your domiciliary account and be charged $10 since the amount is not more than $500.

However, it is still mathematically better to withdraw into your domiciliary and pay $10 than to withdraw at N406 per dollar.

Imagine if one can work on fiverr from Nigeria and withdraw directly into his Nigerian domiciliary account with no third party.

Don't limit yourself to Upwork , try other platforms too, Upworks has too much freelancer and experienced ones too. so might not be you.

try AngelList or finding a niche skill.

When I was making some research about Upwork, I came across a post where a moderator said identity cannot be verified until a freelancer starts earning.
I think that means until a freelancer lands his/her first job, they won't ask for ID verification.
I can't be sure about this though.
Probably ask someone more experienced with the platform.

The OP and so many others here are Nigerians with over $5k in earnings. One writer I saw his profile had 100k in earnings and his location says Nigeria. So what's inspiring this act of fraud?

Upwork frowns at double registration else I would have advise you just start over.

You could try posing as a Nigerian living in the states, and see how that goes. But so many others thing would probably hinder this, like the Tax form US people have to fill

Between the double registration and continuing the lie, I would say risk it with a fresh registration, the US lie won't fly at the end, so many checks prevents that

what if upwork ask you to make a video verification.
don't you think they can get your IP address ? may be you can use VPN right ? but will you keep using for your entire upwork journey.
you will really regret such action if you earn +100k and your account is permanently banned.
search for talents @ upwork you will see alot of Nigerians making a huge amount with Nigerian location.
even me I don't earn yet but my first proposal at upwork. I get to an interview stage by a client in UAE.
you follow a bad suggestions from bad people.
