Initially they messed up. They messed up few points in getting him because the deceased had corrupt officers feeding his boys with privileged intel so they always fail to catch him.

It was even difficult to ger his picture or voice in the official archives, they only got one old audio recording of his voice in court when he was still down the ladder.
