A VP cannot act beyond what the President allows so à VP trying to outdo his boss can be set up for treason, which could be interpreted as trying to overturn the elected President. On paper it shouldn't happen but in Nigeria, if you know Nigeria well, anything goes, so the economic team would have done better of the man who set it up really wanted it to do better. When you try to outshine your boss, you are setting yourself up and that's why 48 laws of power by Robert Greene has this as a very important law in the early parts of the book.
