Saves $3Billion Annually As NAPIMS Inaugurates Anti-Corruption Committee
The Nigerian National Petroleum Corporation (NNPC) has driven down the cost of crude oil production from $78 dollars per barrel as at August 2015 to $23 per barrel representing 70.5 per cent reduction.
The Group General Manager of National Petroleum Investment Management Services (NAPIMS), a unit of NNPC, Engr. Dafe Sejebor, who disclosed this during the inauguration of the Anti-Corruption Committee of the unit, said the country had saved a minimum of $3billion per annum.
Engr. Sejebor said NAPIMS arrived at the figure after looking at the difference between the $78 and $23 which represent the old and new cost of production in relation to the present daily average production in the country.
“If you knock down your cost of production from $78 per barrel to $23, take the difference and multiply by the average daily production, you will discover that we are saving a minimum of $3billion in the upstream for both Production Sharing Contracts (PSCs) and Joint Ventures (JVs)”, he said.
The GGM informed that the target was to bring the cost of production to between $17 and $19 for onshore and offshore production respectively.
He commended the Federal Government for its support to the NNPC management in tackling the challenges in the petroleum industry, especially the cash call exit agreement signed in 2016 and the reduction of contracting circle from three years to six months.
On the new Petroleum Policy, Engr. Sejebor said it was necessitated by the increasing difficulty in operating the petroleum industry within the framework of the old Petroleum Act in the face of the delayed passage of the Petroleum Industry Bill (PIB).
He said the policy would restore investors’ confidence in the industry pending the full passage of the entire PIB by the National Assembly.
On the NAPIMS Anti-Corruption Committee, Engr. Sajebor urged the management and staff to let the principles of accountability, integrity, honesty and transparency be their watchword.
He charged them to generate positive ideas to help tackle the challenges facing the industry and help reverse its fortunes.
He admonished staff to key into the NNPC management’s zero tolerance for corruption.
It would be recalled that the Group Managing Director of NNPC, Dr Maikanti Baru, while inaugurating the Anti-Corruption Unit at Corporate Headquarters recently, had directed all the Strategic Business Units (SBUs) and Corporate Service Units (CSUs) to establish their own anti-corruption committees and NAPIMS was the first to comply with the directive.

In my last write-up titled “Resume or Resign- A rejection of Osibanjo’s leadership” I argued about how President Buhari had fulfilled the requirements of section 145 of the constitution and there is an Acting President in place and since there was no vacuum the Nation can move on while the President recuperates. I guess given the little information we had at the time about the state of health of the President it was important that as a Nation we show some compassion to our serving leader regardless of who that leader might be.
However following a visit by The President’s communication team that included Lai Mohammed, Lauretta Onochie and Abike Dabiri Erewa among others; to London on the weekend of 11/08/17. What we saw was a President Buhari who had his co-ordinating senses intact, able to stand, meet-and-greet, take a walk around the garden and crack jokes. That sounds like what Presidents do on daily basis anyway and then make decisions for the country. It seems to me the President is fit enough to return home and govern.

It is true that the legal requirements of section 145 of the constitution has been met, but its appears the spirit and intention of that section of the constitution is being stretched. The President of the country should be a statesman and a leader, and adhering to the nominal requirements of the constitution while abdicating responsibility is beneath the kind of behaviour required in a leader. I don’t think it will be acceptable for a Soldier serving in Sambisa Forest to take a leave of absence for illness, abandon his duty post and then go to Lagos to have a ball with his mates while posting pictures on the social media about how well he is without even having the decency to communicate to his commander the date of his return or progress of his illness.

Buhari must now return home and stop trying to govern the Nation by proxy. Nigerians are saying that based on the videos we saw you are now well enough to come back home and lead the Nation. There are a lot of Chief Executives and Company Managing Directors out there who have all kind of medical challenges but live on medication and run their companies on daily basis. As President you can relocate the best medical services in the world over to Aso Rock and manage your health while you lead the Nation. There is no more basis for the President to remain in London. If the job is too stressful and then you have to stay away then the morally right thing to do is to resign. Section 145 of the constitution was never intended as a blank cheque for the President to run away from their responsibility when they feel like it. I do not agree there is any gap in this section of the constitution because I don’t believe the constitution can legislate against everything.

On a side note Lai Mohammed as the Minister of Information should not have made that trip, he is a cabinet Minister who should at this moment be reporting to the Acting President!  Information Ministers must learn to stop confusing their roles with that of the spokesman of the President.

Anyway, sorry to digress! Come back home Mr President and help tackle the security and economic challenges facing the country.

So I have variously followed the debate championed by IPOB leaders about election boycott in Anambra come November 18th and I have struggled to see the benefits. But first before I go on to present my argument about why the people of Anambra must go to the polls I will like to weigh in on some points:

1. Referendum vs election
The key basis of the debate so far from IPOB has been that a referendum must be granted or there will be no more elections in the South East. Some even say because our elections are usually prone to rigging hence there should be no election instead they want a referendum. I just think it is important to make the point that referendum is in itself essentially an election albeit with binary choices/options, that is “IN / OUT” or “YES or NO”? The referendum will still be conducted by a nominated electoral team, the voters and the organisers will still be Nigerians or Biafrans and the process could still be subject to the same suspicions of rigging as every other election in the country.

2. Boycott will lead to violence
Now this is absolutely NOT TRUE. Boycott in the true sense of the word means people choosing on their own accord to not take part in the process as a way of protest. So I don’t see how Anambra people sitting in their homes eating their preferred dishes on election day will lead to violence. Eventhough I feel that this is a self defeating strategy it is important to call a spade a spade. There are only two ways this could lead to violence; either if the Police is planning to go House-To-House to force people to come out and vote or if IPOB is planning to flood the streets on election day to force people away from the polling boots. If IPOB or the Police are not planning to force anything on the people of Anambra then I don’t foresee any violence from boycott. It must be re-iterated that Anambra people must be allowed to make their own political choices without any intimidation or siege from either IPOB or the Police.

3. What would Ojukwu have done?
IPOB and their leaders have been brave and courageous in their peaceful pursuit for self determination. I think they will however do well to learn from history and what it teaches us. Ojukwu on his return from exile after the civil war encouraged Igbos to take part in multi-party democracy, he formed political party, took part in the political process, stood for election at both Senatorial and Presidential levels at various times. I don’t think Ojukwu did this out of naiveté that the Federal Government will be civilised enough to let the will of the people count even at Senatorial level among his own people. It seems to me that Ojukwu took part in this process anyway knowing that “suffarage” or “right to vote” is one of the oldest civil rights that Igbos can not deny themselves at this age. A people seeking freedom can not do so by taking a backward step on Freedom.
Nnamdi Kanu has even alluded to the point that Ojukwu for all his legend was lured into the political process just so they can rig him out. Once again while this is a genuine concern, encouraging voter apathy is not the solution, for it is true that fewer voter participation is a fertile ground for rigging.

4. Section 305 and State of emergency
Within Section 305 subsection 3 (c),(d), (e), (f) the language with which the constitution is written is broad enough for the Federal Government to declare a state of emergence in the event that election does not hold at all. So if hypothetically 100% of Anambra people don’t show up on November 18th to vote; chances are that what is likely to happen is declaration of a state of emergency and the Federal Government will send in Administrators who may not even be from Anambra state and this will deny Anambra people the right to be governed by a leader they choose who is also one of their own no matter how imperfect that leader might be. Now some IPOB leaders have argued that because election boycott is not explicitly mentioned in this section of the constitution then it does not apply. Sorry to bust your bubble but the potential situation will be successfully interpreted in any law court in the world that this is a situation at risk of leading to breakdown of public order and safety and hence section 305 subsection 3 applies here.

5. Voter apathy as a fertile ground for rigging
Donald Duke in that 2010 write up on how Governors rig election lectured us on the dangers of voter apathy and how low voter turnout encourages rigging. The truth is IPOB will not succeed in grounding Anambra State on that election day because some of the politicians with vested interest will definitely rally their loyalists to the polls. In effect the objective of the boycott will be defeated! what will however be the real risk is a free for all, winner takes it all rigging due to very very low voter turn out. Once again if this were to happen Anambra people would have been denied the opportunity to elect their own leader freely and this does not in any way advance any freedom cause.

Of all the above points though, I guess the most important is point number 5 because this is the most likely scenario on election day. Nigerians are naturally apathetic to voting and some of the reasons for this attitude are genuine. So to now give Nigerians a further reason to not show up on election day is even more bonus. However IPOB is going about this the wrong way, IPOB I believe will advance its views better by tapping into the emotions they are already generating to elect candidates sympathetic to the IPOB views to positions like Governors, Senators, Representatives, Local Government Chairmen, Councillors etc. This will at least allow incremental progress in the South East  towards encouraging capitalism, devolution and self reliance. For example SNP in Scotland are pursuing Scottish independence but they have MSPs and MPs in Scottish Parliament and Westminister respectively within the UK set up in the meantime. Why cant IPOB organise themselves and do same? Nigeria has failed and there is enough frustration to go round, may be referendum is the answer, but if Independence comes the South East needs a government ready in waiting. IPOB needs to join the political process, form regional leaderships and show the Igbos how they will govern. If Nnamdi Kanu becomes the Governor of Abia today nobody knows if anything will change. IPOB is asking Igbos to take a leap of faith into the UNKNOWN. I believe that if IPOB can engage in the political process, they can encourage more voter registration, encourage their loyalists to the polls on election day and this will make the regional leaders more accountable to the people. In this situation you can achieve anything. In this situation Igbos can demand restructuring or referendum not just on the streets but also at the NASS. IPOB can at least demonstrate how their policies and leadership will be better than that of PDP or APC in Nigeria. At this moment no one knows!

Anambra should go to the polls and vote on November 18th! Voter apathy will not get anyone closer to freedom!

I bet you, osibanjo is absolutely ignorant of moves happening behind the scenes. And there will be divided loyalty across all organs of state.

It is easy for people like you to run your mouth online saying 'osibanjo is in charge' when you have no idea how government functions.

Unfortunately, you only succeded in exposing your ignorance. Now, the question is: who is the symbol of authority and sovereignty of the nation? Can a vice president or an acting president ever be taken as president when the president is alive/bedridden somewhere? To whom does the loyalty of state agencies and institutions really go? And for how long can a king, sovereign leader or president leave his kingdom or country? If for example Cameroonian army invades Nigeria at midnight, who coordinates nigerias response- an acting president or a sick president in london. Before the matter is resolved, Calabar would have been overrun by the invading army. In which other sane country will this buhari sicknesz nonsense be tolerated. Finally, are you loyal to Buhari or loyal to Nigeria and why is it diffucult for bubu to resign let nigeria move forward. Should migeria die with him.

Please before you post next time, understand the issues thoroughly to avoid ridiculing yourself.
My dear the acting President is in charge. The confusion only exist in the mind of Nigerians. Buhari as we speak has no authority to do anything until he writes another letter informing the NASS that he is back. For now Osibanjo is in charge.

There is no doubt that most of those protesting on the streets for Buhari to either resume or resign; are patriots who want the best for Nigeria and want to see continuity in governance without any hitch. But are these people inadvertently undermining the process, the constitution and Osibanjo’s leadership without even knowing it?

Buhari was popularly elected as President of Nigeria in 2015. His “age” or more accurately the generation he belonged to was no secret. When you are a man or woman of certain age; you become prone to falling ill. Nigerians knew this but chose Buhari anyway so should we be more gracious and tolerant of the President’s health situation?

Now there is a temptation to refer to the Musa Yar’adua experience in all this, but this is different. Yar’adua travelled without communicating to the NASS about his health situation and absence and hence when he became really sick there was a power vacuum as power was not duly transferred to his deputy, hence why the NASS passed the doctrine of Necessity in order to resolve the impasse.
In the case of Buhari we have a slightly different situation. Buhari writes the NASS each time he goes on medical leave. By so doing power is duly transferred to his deputy. There is no power vacuum here. The constitution is silent on how long the President can stay on medical leave. So Buhari has fully complied with the law as detailed in section 145 of the constitution. Now we know that both from a medical and legal standpoint we are so far away from being able to prove that the President is incapacitated and yet we also know that Buhari will never resign as it is not in his nature to do so.

So why are people protesting? You get the sense that the protest is driven by our suspicion of the system itself and lack of appreciation of the law, process and constitution or at least a lack of willingness to follow it to the letter. People are reacting to the gossips about how the cabal is running the country from behind the scene. The cabal cannot run the country without the wilful collusion of the Acting President at least through silence. The cabal cannot nominate Government appointees, send bills to the NASS, access funds from the CBN or deploy the military without going through the Acting President.  In fact until Buhari writes another letter to the NASS saying that he is back to office, it will be a criminal offence for anyone in the Presidency to take any major Presidential actions without recourse to Osibanjo. So Osibanjo must start taking responsibility and start leading for whatever happens while Buhari is on medical leave is being done in his name. There should be no vacuum and the only statutory responsibility of the Vice President is for him to be Acting President when the President is not there. This is Osibanjo’s only job and he should simply do his job. Those protesting on the streets looking for the President when there is an Acting President are simply indicating they are not satisfied with the service delivered by the Acting President.

We must learn as a Nation to follow the law as it is until it is changed. We cannot build a Nation on emotions.
