2005, as contingent commander, he led the first-ever Nigerian Police contingent on African Union Mission in Sudan (AMIS) on a peacekeeping mission. While in Darfur, he was appointed the acting Chief of Staff until his return to Nigeria in 2006.

He served as the commander of the Lagos State Rapid Respond Squad (RRS) between June 13, 2015, to August 2021. While in RRS, Disu named his officers ‘The Good Guys’, a move that helped reform officers to enforce the law responsibly, yet remain friendly to citizens while carrying out their activities.

Under Disu, the RRS provided its services through a partnership-based and proactive problem-solving style of policing, focusing on community engagement, crime prevention and law enforcement. The RRS equally made effective use of crime mapping and hot spot policing, which resulted in the visible positioning of police patrol vehicles for crime reduction across Lagos.

The RRS in return enjoyed the cooperation and admiration of Lagosians. The officers reportedly render help to drivers of broken down vehicles and assist accident victims. In 2020, Disu’s officers took a woman in labour to the hospital during the COVID-19 lockdown in Lagos.

He has also attended different professional courses within and outside Nigeria including Small Arms Smuggling Training in Botswana, Internet Fraud Training at the University of Cambridge, United Kingdom, Strategic Leadership Command Course at the Police Staff College.

Lawmakers Summon Physical Planning Boss, Bamgbose Martins, Others Over Alleged Awarding Contract Without Lagos Assembly Approval

The lawmakers further directed that all such agreements and contracts by the Ministry of Physical Planning and Urban Development without regards to the law be put on hold.

Raising the issue under ‘Matters of Urgent Public Importance’, the Chairman of the Committee on Physical Planning and Urban Development, Hon. Nureni Akinsanya, cited Section 26 of the PPP Law, which he said was not followed.

“The trend of not passing through the House in PPP agreements needs to be stopped and discouraged and the law of this State, as passed by the Lagos State House of Assembly, must be duly complied with and enforced,” he said at a sitting presided by Deputy Speaker Wasiu Eshilokun-Sanni, who stood in for the Speaker, Rt. Hon. Mudashiru Obasa.

In his contribution, Hon. Sa’ad Olumoh who chairs the committee on Public Private Partnership at the House, noted that the committee on PPP was created by the Speaker Obasa to look into all the private partnership agreements entered into in the State.

The company’s response however contradicts findings as our correspondents who visited the site on Monday 28th and Tuesday 29th, 2023 confirmed that the project had been abandoned since December 2022.

When our correspondent contacted Lekki Gardens for its reaction to the development.

After the March 3 judgement by the Supreme Court, the Presidency, CBN and the AGF kept mum, throwing many bank customers and Nigerians into confusion as the ruling of the apex court contradicted the directive of the President on February 16 that old N500 and N1000 notes are banned and old N200 notes remain valid till April 10.

However, the Presidency broke its silence on Monday, saying the President never told the CBN and the AGF not to obey the order of the apex court.

“The CBN has no reason not to comply with court orders on the excuse of waiting for directives from the President,” the Presidency noted.


The Presidency also said the President is an absolute respecter of the rule of law and that the “negative campaign and personalised attacks against the President by the opposition and all manner of commentators is unfair and unjust”.

Back Story
The CBN had extended the deadline for the swap of old N200, N500, and N1,000 from January 31 to February 10 following complaints by many Nigerians but the Supreme Court, after a suit filed by the states, held that the Federal Government, the CBN, commercial banks must not continue with the February 10 deadline pending the determination of a notice in respect of the issue.

However, the President, in a national broadcast on February 16, directed the apex bank to release old N200 notes into circulation to co-exist with new N200, N500 and N1,000 banknotes for 60 days — by April 10, 2023. He also said old N500 and N1,000 banknotes cease to be legal tender in Nigeria.

There has been a flurry of reactions and stark criticisms against the President’s directive including from governors of his party, the All Progressives Congress (APC).

The INEC Chairman, Professor Mahmood Yakubu, announced Tinubu as the winner at the International Collation Centre in Abuja during the early hours of Wednesday.

I have found it necessary to address you today, on the state of the nation and to render account on the efforts of our administration to sustain and strengthen our economy, enhance the fight against corruption and sustain our gains in the fight against terrorism and insecurity which has, undoubtedly, been impacted by several internal and external factors.

5. For a smooth transition, I similarly approved that the redesigned banknotes should circulate concurrently with the old bank notes, till 31 January 2023, before the old notes, cease to be legal tender.

6. In appreciation of the systemic and human difficulties encountered during implementation and in response to the appeal of all citizens, an extension of ten days was authorized till 10th February, 2023 for the completion of the process. All these activities are being carried out within the ambit of the Constitution, the relevant law under the CBN Act 2007 and in line with global best practices.

7. Fellow citizens, while I seek your understanding and patience during this transient phase of implementation, I feel obliged to avail you a few critical points underpinning the policy decision. These include:

a. The need to restore the statutory ability of the CBN to keep a firm control over money in circulation. In 2015 when this administration commenced its first term, Currency-in-Circulation was only N1.4trillion.

b. The proportion of currency outside banks grew from 78%in 2015 to 85% in 2022. As of October 2022, therefore, currency in circulation had risen to N3.23 trillion; out of which only N500 billion was within the Banking System while N2.7 trillion remained permanently outside the system; thereby distorting the financial policy and efficient management of inflation;

c. The huge volume of Bank Notes outside the banking system has proven to be practically unavailable for economic activities and by implication, retard the attainment of potential economic growth;

d. Economic growth projections make it imperative for government to aim at expanding financial inclusion in the country by reducing the number of the unbanked population; and

e. Given the prevailing security situation across the country, which keeps improving, it also becomes compelling for government to deepen its continuing support for security agencies to successfully combat banditry and ransom-taking in Nigeria


8. Notwithstanding the initial setbacks experienced, the evaluation and feedback mechanism set up has revealed that gains have emerged from the policy initiative.

9. I have been reliably informed that since the commencement of this program, about N2.1 trillion out of the banknotes previously held outside the banking system, had been successfully retrieved.

10. This represents about 80% of such funds. In the short to medium and long terms, therefore, it is expected that there would be:

a. A strengthening of our macro economic parameters;

b. Reduction of broad money supply leading to a deceleration of the velocity of money in the economy which should result in less pressures on domestic prices;

c. Lowering of Inflation as a result of the accompanying decline in money supply that will slow the pace of inflation;

d. Collapse of Illegal Economic Activities which would help to stem corruption and acquisition of money through illegal ways;

e. Exchange Rate stability;

f. Availability of Easy Loans and lowering of interest rates; and

g. Greater visibility and transparency of our financial actions translating to efficient enforcement of our anti- money laundering legislations.

11. I am not unaware of the obstacles placed on the path of innocent Nigerians by unscrupulous officials in the banking industry, entrusted with the process of implementation of the new monetary policy. I am deeply pained and sincerely sympathise with you all, over these unintended outcomes.

12. To stem this tide, I have directed the CBN to deploy all legitimate resources and legal means to ensure that our citizens are adequately educated on the policy; enjoy easy access to cash withdrawal through availability of appropriate amount of currency; and ability to make deposits.

13. I have similarly directed that the CBN should intensify collaboration with anti-corruption agencies, so as to ensure that any institution or person(s) found to have impeded or sabotaged the implementation should be made to bear the full weight of the law.

14. During the extended phase of the deadline for currency swap, I listened to invaluable pieces of advice from well meaning citizens and institutions across the nation.

This comes as the Supreme Court earlier restrained the Federal Government from implementing the February 10 deadline for the currency swap.

A seven-man panel of the apex court led by Justice John Okoro, in a unanimous ruling, granted an interim injunction restraining the Federal Government, the Central Bank of Nigeria and commercial banks from implementing the Friday terminal date for the old naira notes.

However, the CBN governor insisted that there was no need to shift the deadline.

He also said that Point of Sale agents who charge above N200 for the CBN cash swap programme will be arrested and jailed when caught.

Ahmed stated, “The information is in order, because the depots that the NNPC gives products to are selling at a higher price, and IPMAN members will not like to leave their stations idle. And to avoid sanctions, it is better to close your station.

“So what is going to happen in essence is that marketers have to buy products using the NNPCL loading tickets, and if they don’t have the tickets, all they have to do is to close down their stations. You have to buy from the NNPCL in order to sell at the government regulated price.”

He said the NNPCL was the only importer and it often gave the product to DAPPMAN to sell to IPMAN members at a regulated rate.

Ahmed added, “They also give the product to MOMAN to sell through the stations of major marketers, but DAPPMAN has to sell to independent marketers because independent marketers do not have depots.

An Ondo High Court has granted a garnishee order directing the Central Bank of Nigeria(CBN) to freeze the account of Polaris Bank over a judgment debt of N2,162,561,509.84k.

The order was made by Justice Adebusoye in an application filed by Ondo Attorney General and Commissioner for Justice, Sir Charles Titiloye, for Garnishee order nisi attaching all the sums of indebtedness of Polaris Bank to Ondo state Government in a Judgement delivered in suit No AK/75/2017.

Titiloye had filed the application over alleged failure and neglect of the bank to meet the condition of the stay of execution of the judgment.

In the judgment, the Bank was held liable for mismanaging the account of Ondo Ministry for Local Government and Chieftaincy affairs.
