Bauchi: 18 arrested for sodomy •Face death penalty EIGHTEEN suspected homo-sexuals have been arrested by the police in Bauchi for alleged sodomy. The accused may be sentenced to death if convicted under Bauchi State’s Islamic Shariah law. The News Agency of Nigeria (NAN) reported that the suspects were arrested Sunday in a hotel in Bauchi and arraigned Wednesday before Justice Taminu Abubakar of the Bauchi High Court. Prosecuting police officer, Thadius Boboi told the court that the men, who were wearing female clothing, had come to the city from five neighbouring states to celebrate a gay "marriage". He said the men’s actions had contravened the shari’ah penal code adopted in Bauchi and other states in muslim northern Nigeria eight years ago following the end of military rule. In June an agency tasked with implementing shari’ah law in Bauchi called on the new state governor Isa Yuguda to approve three sentences of death by stoning and 40 of amputation passed since 2002 which his predecessor had refused to ratify. The death sentences were passed for sexual offences, including one for sodomy. In a Nigerian shari’ah state, the governor must give his approval before punishments like death and amputation passed by shari’ah courts are actually carried out. Daily Champion recalls that the Federal Government last year banned gay marriage in Nigeria, thus ending hopes by people of same sex to enjoy marital relationships in the country. The ban also affects staging of gay rallies. This resolution was reached during the Federal Executive Council (FEC) meeting which considered and endorsed the bill prohibiting gay marriage. It slammed five years prison terms with no option of fine on both direct violators of the law and those that aid and abet such marriages. How we tricked, hypnotised our victims - Money doublers By Rotimi Omole NEMESIS has caught up with two suspected notorious money doublers who were alleged to have wreaked havoc in many homes in Ibadan by extorting money from their victims. The suspects, Muyiwa Olanrewaju and one Idowu Dada, were already guests of the police at the Iyaganku Police station where they are currently being interrogated for their roles in many reported cases of money doublings in many parts of Ibadan. The duo were among the robbery suspects paraded recently by the police in their quest to reduce crime rate in the state. While explaining to newsmen how his men were able to pull the rug off the suspects’ feet, the state Police Commissioner Mr. Udom Ekpoudom, stated that one Bola Makinde had alerted his men that some people had just duped her of a large sum of money and that they also claimed to have huge sums of dollars allegedly stolen from their boss, a white man. According to him, “My men immediately swooped on the suspects in Beere area and recovered the money with some fake dollar notes allegedly used to trick their victims. However, in a chat with Crime File, the suspects who claimed to be herbalists in Beere area of Ibadan confessed that they had been in the business for over three years and that they have been duping their victims successfully before the bubble bust last Tuesday. When asked how they played a fast one on their victims, Muyiwa stated “since we are herbalists, we always hypnotised our victims when they call on us to help them to get rich; we simply asked them to bring certain amount of money for money making rituals, we thereafter played on their intelligence by showing them some fake dollar notes and crispy new naira notes; when they see the new notes, they will rush back home to borrow more money for that purpose, after collecting the money, we will relocate to a remote area where our victims will not be able to locate us”. Muyiwa also told Crime File that they also met their prospective victims while chatting with them inside buses or cabs where they introduced such business to them after hypnotising them during their discussions. Port Harcourt residents raise alarm over adulterated fuel CHINEDU WOSU, PH Residents of Port Harcourt, Rivers state capital have raised alarm over the sales of illegal adulterated petroleum products in the streets of the city. The illegal trade booming seriously in the state capital attracted dealers from neighbouring states for patronage. Traders of product are persons suspected to be hoodlums in the state and are constantly armed with dangerous weapons as they perfect their acts, and no arrest has been made by the police in the state. Our correspondent who visited the depots of the illegal sale reported that the product is marketed in Niger, Victoria, Gambia streets all in the state capital without any harassment from the security agencies even as the traders were patronized by dealers and the public. Daily Champion also gathered that most petroleum products for the state were always diverted to the open streets for sales as the hoodlums terrorize the major dealers of the products with arms. It was also learnt that filling stations in the city had no petroleum products for sale as tanker drivers prefer discharging the product in open streets for the hoodlums rather than in the approved filling stations. The product which is regarded as dangerous and explosive capable of igniting fire outbreak in the streets as the substance is highly inflammable and constitute a health hazard for the public is being freely distributed openly. Daily Champion who spoke to some residents of the city gathered that the incident had created panic and threats on the lives of the people as carelessness of the product could cause fire outbreak in the city. Mr. Ajibola Oni, who resides in the city said such act was dangerous and capable of impacting health hazards to the lives of the people. He also described the petroleum products as highly explosive and inflammable and not advisable to be sold in the open streets but rather in filling stations. Oni who equally noted that the illegal acts in the streets was unconstitutional said the dealers should be arrested and prosecuted by the law enforcement agency. He called on the state government to invoke the law on the illegal sales of petroleum products on the streets, adding that any violator should be punished accordingly as to sanitize the city. "Government should also arrest any marketer caught diverting the product to the hoodlums in the streets, even as they make brisk profits from the sales" he declared. It was gathered that streets in which the illegal sales of the products were rampant in the city includes Gambia by Ikwerre roads in port Harcourt, Victoria streets, Niger, Illobuchi axis and marine base even as it was being carried out with out any harassment from the police as most of the hoodlums also trade near the police stations in the city. |
Governor Proffers Solution To Moral Decadence The Rivers State governor, Sir Celestine Omehia, has called for a tripartite arrangement between government, the church and the family in the fight against criminality and moral decadence in the society. The governor gave the advice at the ordination of Dr Sam Amaga, as the archbishop of the Foundation Faith Church, Rumuomasi, Port Harcourt. Omehia, who pointed out that the war against anti-social elements involves everybody, said the state government was willing to partner with churches in the rendering of services and to curb criminality in the region. According to him, the issue of cultism and other related crimes requires the collective effort of the government, the church and the family to tackle. Omehia commended Archbishop Amaga on his elevation and described it as a mark of recognition for hard work and steadfastness in the service of God. In his message read at the ceremony, Vice President of Nigeria, Dr Goodluck Jonathan, said that Federal Government recognizes the indispensable role of religion in the lives of its citizens, as a change agent and an instrument for moral reorientation. The vice president said Nigeria as a secular sovereign nation, has two great religions - Christianity and Islam - that would continue to define the lives and values of the majority of Nigerians for the upliftment of society. Jonathan, who was represented by the Special Assistant to the Vice President on Development and Cooperation, Mr. Olufemi Ajayi, advised religious groups to assess their role of moral rearmament and reorientation of the society. He affirmed that religion serves as an instrument for the upliftment of the educational standards of the nation, as products of missionary schools demonstrated, while private universities established recently by various religious denominations have shown excellence in several fields of knowledge. Besides, Jonathan urged churches to engage in capacity building, job creation and health promotion for better and more productive lives, and support the government through prayers to ensure peace and stability. He advised the new Archbishop not to relent in his pursuit of truth for the good of mankind through the vision of building peaceful communal relationship and encouragement of social work. |
Bandits Take Over Rivers By Soni Daniel and Ubokikwan Gabriel (Port Harcourt) •Soldiers Move To Secure Govt House •Governor Omehia Reads Riot Act •Residents Call For State Of Emergency Soldiers were on Wednesday deployed in Government House, Port Harcourt and other strategic institutions, after three days of cult-related violence that consumed lives and property. Rival cult gangs have been killing innocent persons in their battle for the control of Rivers. Three were confirmed dead by the police on Monday. The residents also awoke to fighting on Tuesday and Wednesday, which forced some to stay indoors. Although soldiers had been working with anti-riot policemen at the Government House for some time, a new set was moved in on Wednesday to beef up security. Other soldiers armed with lethal weapons were moved to major security outfits in the state. They returned fire as killer squads fired shots around Mile One, Dioubu, Abonnema Wharf, and other parts of Port Harcourt. Residents of Aba Road were terrified when fire exploded from a spot where hawkers of illegal fuel do business. The fire, which started about 11 a.m., burnt with intensity trying to consume facilities belonging the Power Holding Company of Nigeria (PHCN). The hawkers had attempted to pour petrol on police officers and set them on fire for daring to arrest them. Four were arrested. Public Relations Officer of the 2nd Brigade, Major Sagir Musa, confirmed that soldiers have been deployed in Government House, even though there is nothing unusual about it. "People should not panic as there is nothing to worry about. We are just responding to the dictates of the times", he said. Two cult leaders in the state are ‘being wanted’ by the police for criminal offences, but they and their supporters move freely in and outside the state. They are involved in the kidnap of oil workers for ransom. A statement Governor Celestine Omehia issued on Wednesday said: "It is now clear that what is happening in Rivers State is not freedom fighting. This is certainly not in the interest of our people and therefore not acceptable to the government. "We have consulted with the relevant agencies of the Federal Government and have decided to handle this matter decisively. Rivers State Government wishes to call on parents and guardians in the state to restrain their sons, daughters and wards from engaging in acts of intimidation and violence against innocent citizens of the state. "The government cannot, and will not, allow the current situation in which criminal elements roam the streets of Port Harcourt and other towns in Rivers State with impunity to continue. The government has a responsibility to protect citizens from acts of random violence such as witnessed in recent times. "Henceforth, anyone who engages in indiscriminate use of firearms, kidnapping and cultism will have themselves to blame. Parents and guardians are hereby advised to caution their children and wards before they come to needless harm at the hands of law enforcement agents". In any case, Port Harcourt residents have urged President Umaru Yar’Adua to declare a state of emergency in the city, as lives and property are no longer safe there, and in other parts of the state. Nte Rawlings, a legal practitioner, lamented that "we don’t have a government in Rivers State. The present administration came in through fraudulent means; so what is happening is a bye product of a fraudulent government in power. I support the call for an immediate declaration of a state of emergency in the whole of Rivers State". Ibanibo James, an eyewitness of the shootings in the past three days, said the state government has no moral ground to continue in office when those it claims voted for it are dropping dead day in day out. A commercial bus driver, who said one of his passengers was killed by stray bullet last Monday, warned that he and his colleagues would soon go on strike if the killings continue. Their views represent the aggregate position of residents of the state who are apprehensive of the situation and are now living in morbid fear. Outside Port Harcourt, stray bullets from the police or cult members have killed 15 people statewide from Monday through Wednesday. The police use armoured vehicles to chase away the gangs wherever the sounds of shootings are heard. On Tuesday, an Air Force plane flew around Port Harcourt to scare away cult members who had been shooting for several hours. But minutes later, the firing resumed with intensity in other parts of the city. Yet, Police Public Relations Officer, Ireju Barasua, argued on Wednesday that the situation has not degenerated to the level of seeking a state of emergency. She quoted the Divisional Police Officer in Diobu as assuring that the police have brought the situation under relative control. N’Delta struggle, not about destruction – Hassan • Thursday, Aug 9, 2007 The Chairman of the Rivers State Peace and Rehabilitation Committee, Alhaji Hassan Douglas has told youths of the state not to destroy the state in the name of fighting for the emancipation of the state. Alhaji Douglas gave the advice last Tuesday at a meeting of the Committee with the people of Port Harcourt City Local Government Area. Alhaji Douglas said while government was in support of the course of emancipation and the struggle against marginalisation of the Niger Delta, it was opposed to the criminal angle of the struggle, which has just been recently introduced. He hinted that the intention of government was for everyone to form a common front in the struggle but noted with sadness that the introduction of criminality such as destruction of lives, kidnapping and other acts of terrorism could not lead to the actualisation of the struggle. Alhaji Douglas explained that unemployment would continue to confront the state if the youths do not stop the harassment and kidnapping of those who would have developed the economy and provided employment opportunities for them. He announced that to address the problem of restiveness among youths, the state government constituted the Peace and Rehabilitation committee to meaningfully engage youths that choose to give peace a chance in the state. He urged them to embrace peace initiative being brokered by government to turn their lives around for good. The Chairman Caretaker Committee of Port Harcourt City Local Government, Mr Achinike Wonodi assured the committee of the support of the council and urged the youths to embrace the opportunity. The State Peace Committee also visited Obio/Akpor Local Government area where the Chairman, Alhaji Douglas underscored the priority the Sir Celestine Omehia-led government attaches to youth development in the state. He named scholarship scheme, employment opportunities, economic empowerment and skill development as some of the programmes being proposed for youths in the state and charged them to take advantage of the opportunity. Govt alone can’t win war against cultism, says Rivers Patriots • Thursday, Aug 9, 2007 The Committee of Rivers Patriots says that the war declared by the Sir Celestine Omehia-led government against the menace of cult-related violence in the State cannot be won single-handedly by the government. Speaking after an emergency meeting of the Board of Trustees of the Committee of Rivers Patriots, the Spokesman for the group, Engr. Tein Princewill said that cult-related hostilities have of late assumed such a fearful and dangerous dimension that’ requires the cooperation of all well meaning people and corporate citizens to end what he described as the most evil ever witnessed by the people. Engr. Princewill who called on public-spirited youth groups across the state to see the efforts of the Omehia-led administration as a great opportunity to end cultism in the state enjoined them to support the effort of the state Peace and Rehabilitation Committee to find lasting solution to cult-related activities in the State. Meanwhile, the Rivers State Governor, Sir Celestine Omehia has been lauded for his genuine concern to end cult-related violence in the State. The spokesman for the Orashi Democratic Initiative, Architect Nwuche Tobias who stated this while speaking to newsmen in Port Harcourt called on the people of the state to sincerely join hands with the government of Sir Omehia to end what he described as a whirlwind that would do nobody in the state any good. Omehia reads riot act to cultists Rejis Anukwuoji • Thursday, Aug 9, 2007 Following three days of indiscriminate shooting in parts of Port Harcourt and its environs by youths suspected to be criminal elements, the Rivers State Governor, Sir Celestine Omehia has warned that henceforth anyone that engages in use of firearms, kidnapping, cultism and all activities inimical to the development of the state would be dealt with decisively. Governor Omehia who stated this yesterday in a brief broadcast at the inaugural session of the State Executive Council meeting at Government House, Port Harcourt, said the State Government can no longer fold its hands in the name of making peace and watch while misdirected elements continue to humiliate innocent law-abiding citizens of the state. Sir Omehia said the government has a responsibility to protect the lives and property of citizens from random acts of violence, such as the type residents of Port Harcourt have witnessed in the past three days. “The State Government cannot allow the current situation in which criminal elements roam the streets of Port Harcourt with guns, knives and dangerous weapons to intimidate and humiliate other free citizens of the state’, the Governor stated. He explained that what was happening in the state was not for freedom fighters, neither was it for people fighting for the emancipation of the Niger Delta or Rivers State, adding that the scenario was unacceptable by the government and people of Rivers State. The State Chief Executive used the occasion to advice parents to caution their children, wards and relations to desist from such acts before harm is done to them by the security agencies as the government would not watch them destabilize the stability of the present government. The governor said on assumption of office he stated that those who were misdirected would be pardoned if they repented, as government was ready to rehabilitate them and fund their economic well-being to enable them re-integrate into society. Bayelsa’s Chief Whip’s Son Abducted Eleven year-old son of the deputy Chief Whip of the Bayelsa State House of Assembly, Hon. Rubi Benjamin was yesterday abducted by unknown gunmen from his family home in Yenagoa, the state capital. But few hours later, the kidnappers contacted the father of the boy, Pastor Kenneth Benjamin, at about 8.30am, demanding N20million ransom. The abduction of the legislator's son is coming barely four days after the release of the mother to the Bayelsa State House of Assembly Speaker, Hon. Werinepre Seibarogu by another unknown group in the state. In his reaction, the Bayelsa State deputy governor, Hon. Perebowei Ebebi and the Speaker of the House of Assembly, Hon. Werinepre Seibarogu visited the family residence of the Benjamins where they condemned the act, warning that the state government will not fold its hands and allow its citizens to continue to live in fear. It was gathered that the incident occurred around 6.30am on Wednesday morning with the abductors removing the roof of the house and snatching the child, who was then in a room with his elder brother. It was learnt that nobody discovered the disappearance of the child until the early hours of the morning. Speaking with newsmen on the incident, father of the boy, Pastor Kenneth Benjamin said he discovered that his son had been abducted when he could not find him within the premises with the roof of the building forcefully torn open with heavy objects and the main door left ajar. He could not explain the mystery involved in the invasion as no one in the house heard the movements of the militants. " Whether they are militants or kidnappers I don't know but when I came out to call them for morning prayer session, only Daniel could not be accounted for. On checking, the main door was left open." He revealed that his child abductors had been in constant touch with him on mobile phone with a demand for N20million. He also revealed that he was allowed to speak with his son, "my son urged me to pay the ransom demanded for by the abductors but they are still calling me". Meanwhile, the whereabouts of the mother, who is the deputy Chief Whip of the House of Assembly, Mrs. Ruby Benjamin was unknown but it was gathered that she left with the state deputy governor and the Speaker who had both called to sympathise with the family. But in his official reaction, the deputy governor of the state, Hon. Marauding gangs force residents indoors An emergency situation resembling warfare has broken out in Port Harcourt, the capital city of Rivers State, as militants and cultists embarked on ceaseless sporadic shootings. Reports from the city last night indicated that the tense atmosphere created has led to total paralysis of both social and economic activities, leaving government helpless. It could be recalled that cult groups and militants laid siege on the garden city shooting recklessly and burning houses, in what is believed to be a war of supremacy between armed gangs. Eye-witnesses told our correspondent that the ceaseless shootings, which began two days ago, have forced residents to remain indoors both in the day time and at night. One who pleaded not to be named told Leadership "The situation is not different from that of Baghdad in Iraq. We cannot go out of our houses. We were forced to leave our offices as early as 11.00 am." He added, "You cannot ride in a flashy car because you can be stopped by well-armed boys demanding for the car or the money." The residents of old GRA, near the Government House, called on President Umaru Musa Yar’Adua to immediately declare a state of emergency in Rivers State, saying "Governor Celestine Omehia cannot cope. He has been overpowered by the militants. We know Peter Odili (former governor) caused this problem for him. He recruited and armed these boys to the teeth, and now he himself cannot enter Port Harcourt. If at all he comes, he sneaks to Government House where there is heavy security. Police arrest ASP, two others over ritual scandal By Emma Nnadozie & Evelyn Usman Posted to the Web: Wednesday, August 08, 2007 LAGOS—Detectives at the State Criminal Investigations Department (SCID), Panti, Yaba, Lagos are probing the circumstances surrounding the involvement of a serving Assistant Superintendent of Police (ASP) in a ritual scandal which is rocking the state command. Already, both the Police officer and two of his alleged accomplices have been arrested over the scandal which Police authorities described as “very messy and dirty”. Police sources said the officer who is attached to Lagos State Government as an out rider was arrested by his colleagues at the Falomo Barracks inside Lagos after the lid blew open over his ritual activities. The officer was alleged to have been extracting sperm from teenagers living in the barracks which he collects with handkerchief and uses for ritual purposes. Father to one of the under aged victims who refused to have his name in print told Vanguard at the State Criminal Investigations Department (SCID) in Panti where they had gone to make statements with their children that the officer who hails from Delta State has been involved in the game for long unknown to people. According to him, “What he was doing was to lure under aged male children to his shop where he operates a video club and makes them watch lurid blue films. ''He usually entices them with gifts and subjects them to hours of watching men and women make love and as soon as he notices that they were having erection, he would massage them and later collect their sperm in a white handkerchief.” ports said the angry parents immediately confronted the officer after which they raised alarm which attracted other residents in the barracks. Many of the parents had subjected their teenage children to enquires after which it was discovered that no fewer than fourteen of them, aged between twelve and twenty years, had undergone the same ordeal in the hands of the officer and they subsequently invited the Police at Onikan who arrested the officer. The children were not able to expose the officer because of his continued threat to kill them and the gifts he had been showering on them. Vanguard learnt that when pressure became too much for the police at Onikan station, they quickly transferred the case to SCID, Panti where detectives commenced investigations. Ehindero Indicted, Obaniyi For Sack •Yar’Adua Receives Report By Rafiu Ajakaye Reporter, Lagos Investigators of the N21.6 million fraud in the police have, in their report, concluded that former Inspector General (IG), Sunday Ehindero, engaged in a "criminal breach of trust with intent to convert the money". Acting IG, Mike Okiro, confirmed in the report he forwarded to Aso Rock that the Force Budget Section is infested with shady deals, including financial misdeeds. He pledged to arrest all of that. The report found Commissioner of Police (CP), John Obaniyi, guilty of negligence, breach of public trust and intent to conceal the money; with Okiro predicting his sack on the recommendation of the Police Service Commission (PSC). Okiro is silent, however, on what punishment would be meted to Ehindero, but stated that the N21.6 million was contingency fund for the 2007 elections, including operations at tribunals. He accused Ehindero and Obaniyi of cover-ups in the scandal that drew criticism and jeers from opposition parties. Lai Mohammed, Action Congress (AC) spokesman, had accused former President Olusegun Obasanjo of buying over the security agencies in shenanigans that told the lie of his war against greed and graft. Obaniyi manned Force Budget Section until June 7 when the Criminal Intelligence Bureau (CIB) blew the whistle on the scam; after his driver, Elisha Augustine, and personal assistant, Olu Monday, were arrested for illegal movement of cash. The CIB uncovered large sums stuffed in empty cartons and closed files in a store room, triggering finger-pointing among top police officers. Ehindero equally gave his own excuses, then denied any wrongdoing. "Further to my interim investigation report … dated 15th June, 2007, I submit to (the President) the investigation report into the case of alleged conspiracy, breach of trust, theft, corrupt practices and stealing by public officers," Okiro said in the report. "In my earlier report, I had intimated (you) of the conduct of … Obaniyi who, against financial regulations, had kept in a store room files and empty cartons containing … N21,650,000 which should have been lodged in a bank or secured in a safe. "The erstwhile IG, in his statement to the investigating team, had averred that the said amount should have been a subject of handing and taking over between the outgoing and the incoming CP budget. This non-disclosure of the facts of the sum, even when I confronted him (Ehindero), is tantamount to criminal breach of trust with intent to convert the money". Obaniyi, on suspension since the start of the sleaze, is accused of negligence, discreditable conduct, and conduct prejudicial to discipline. Okiro said failure to hand over the money to the new CP Budget – as appropriate – implies that Obaniyi was up to a game. "(Obaniyi)’s matter would be determined by the Force Disciplinary Committee and obviously shown (the way) out of the Force, as the Force cannot accommodate such a dishonest officer who has assaulted our rules with impunity. "However, this recommendation will have to wait for the ratification of the Police Service Commission, which is yet to be reconstituted, following the expiration of the five years mandatory tenure of the former Commission …. "The case file has been sent to the Legal Department of the Force, to ascertain if there is enough prima facie evidence to activate judicial process against the officer". Okiro pledged to curb such practices. All officers linked with the scandal have been posted out of the Budget Section. Those posted to the section are to be rotated regularly to prevent them from mastering the system – which Okiro thinks facilitated the fraud. Oil is a non-renewable energy resource. Oloibiri (Bayelsa State), where the first oil well was discovered in 1965, challenges Nigeria to attend to the matter of diversifying the economy quickly. All that remains of Oloibiri today is the capped, emptied well, a reminder of the worse future that awaits everyone. Oloibiri is abandoned to its fate – Nigeria will be too, when it is finally over. It is a matter of time, but the warnings are clear enough. Nigeria is replete with many different natural resources, so that there should be no problems exploiting them for the growth of the economy. |
