The Speaker of the House of Representatives, Rt. Hon Femi Gbajabiamila, recently led top Government Functionaries, members of the Diplomatic Corps and Captains of Industries to the foundation-laying ceremony of the Nigerian Army Officers Wives’ Association Wellness Centre, pledging the Legislative Arm’s support toward the actualization of the project.

The Centre which is located at the Mambilla Barracks, Asokoro Discrict, Abuja, is designed to offer services that will address mental, emotional, psychological needs of the military personnel, their dependents and the general public.

The Wellness Centre is a brain child and initiative of the National President NAOWA (wife of the Chief of Army Staff) Mrs Fati Attahiru, to addres cases of mental health, substance abuse and rehabilitation of victims of all kinds of abuses within and outside the barracks.

Rt Hon Gbajabiamila, while commending the initiative of the wife of the Chief of Army Staff, described the project as a landmark achievement which would provide opportunity to address the mental and psychological needs of all military personnel, especially those who have, for long, been deployed in the battle field, appreciating their sacrifice for the peace and security of the nation.

When we talk about sickness, wellness and health, we are not just talking about the body or physical health; we are talking about the mental and soul.

$1bn fund: How defence ministry purchased N37.9bn military vehicles, arms

The Ministry of Defence has purchased equipment for the Nigerian Army, Nigerian Navy and the Defence Intelligence Agency worth $99.5m (N37.9bn), out of the $1bn approved by the President, Major General Muhammadu Buhari (retd.), Sunday PUNCH can authoritatively report.


Buhari had told the National Assembly in 2018 that he ordered the payment of $496m to the United States Government for the purchase of 12 Tucano aircraft ahead of legislative approval to withdraw the $1bn fund from the Excess Crude Account.

Documents obtained by our correspondent showed that the Ministry of Defence subsequently awarded contracts worth a total of $99,538,467.23 for the military equipment.

The ‘Certificate of No Objection for Award of Contract’ issued by the Bureau of Public Procurement (Ref No. BPP/S.1/Vol.XV/19/114), dated January 16, 2020, referred to the source of funding for the military hardware as “$1bn under the Intervention Fund subject to Mr President’s approval,” while indicating that the Ministry of Defence was the implementing ministry/agency.

The document was signed by the Director General of the Bureau of Public Procurement, Mamman Ahmadu; and BPP Director, Compliance, Certification and Monitoring, Ishaq Yahaya.

The Ministry of Defence, on September 17, 2018, also approved a ‘Letter of Award of Contract for the Procurement of Critical Equipment – Two Types of Vehicles, Reutech Surveillance Equipment, Three Types of Weapons and Three Types of Ammunitions for the Nigerian Navy’ (Ref No. MOD/PROC/SIF/2018/1/2).

Items listed under the ‘Vehicles’ category included 10 units of T-90 Tank Second Generation ($43.68m), and 10 units of BREM-4 Armoured Recovery ($20,794,619.56).

Under ‘Surveillance Equipment,’ the document quoted 20 units of Ground Surveillance Radar equipment – Reutech ($7,041,245.91), while the ‘Weapons’ category comprised 20 units of 81mm mortar ($1,050,600), 120 units of MG-127-DSHK-M guns ($2,715,553.80), and 2,012 units of AKMS rifles ($1,608,151.36).

Under ‘Ammunitions,’ the items listed included 8,141 units of 81mm Mortar Bombs ($9,955,615.97), 1,103,000 rounds of 12.7mmx108mm Cartridges ($7,157,367), and 3,259 units of 122mm Grad (Rocket) ($5,535,313.73).

However, in a letter with Ref No. MOD/PROC/SIF/2018/1/2 dated February 5, 2020, the ministry sought to replace the $43.68m T-90 tanks in the previous document with a new list of items for the same amount.


The document is titled ‘Letter for Award of Contract for the Procurement of Critical Equipment for the Nigerian Army, Nigerian Navy and the Defence Intelligence Agency: Replacement of the 10 T-90 Tanks with 60 Legion MRAP Including DSHK Guns, Codan HF Vehicular Radio and Automatic Turret with Pre-Shipment Inspection; and 24 Phantom II APC Including Pre-Shipment Inspection, Complete with Spares, Training and Maintenance.’

Under the ‘Legion MRAP’ category, the document listed 60 units each of Legion MRAP vehicles ($475,587.42), 12.7mm DSHK AA Guns ($18,750), Codan Radios ($6,920), and Armoured Turrets ($29,631).

Under the ‘Phantom II APC’ category, the document listed 24 units each of Phantom II Armoured Personnel Carriers ($385,208.67), 12.7mm DSHK AA Guns ($18,750), Codan ($6,920), and Turret ($29,631).

The sub-totals of the Legion MRAP ($530,888.42) and Phantom II APC ($440,509.67) added up to $971,398.09. However, the total contract sum was put at $43,680,000, including ‘Total for MRAP and Phantom II APC including pre-shipment inspection’ ($42,425,537.10), and ‘Balance for Spares + Training + Maintenance’ ($1,254,462.90).

Further investigation showed that several shipments of some of the listed equipment were obtained by the military with certificates of delivery issued by Brig-Gen B.A. Ilori or Brig-Gen M.T. Jinadu, for the Chief of Army Staff.

According to one letter dated May 29, 2019, the Nigerian Army, in Abuja on May 20 and 22, 2019, took delivery of 2012 AKMS rifles, 70 DSHK 12.7mm guns, 250 CZ 75 pistols and 550 units of 122mm Grad rockets.

In another document dated November 29, 2019, the Army confirmed receipt of 3,259 122mm Grad rockets, 20 40x46mm LV HE cartridges, 160 7.62mmx54mm ball-rimmed cartridges, 167 7.62mmx51mm metal link cartridges, and 30,939 7.62mmx39mm ball special cartridges.

Also, a letter dated January 31, 2020, indicated the delivery of 20 GSRS through the Murtala Muhammed International Airport, Lagos on December 26, 2019. Another dated September 3, 2020, said the Army received 84 DSHK guns on August 11, 2020, and “found to be new and suitable for operational use.”

While a January 5, 2021 letter showed that the Army took receipt of 24 Phantom II APCs on December 14, 2020, another dated January 6, 2021 said 589,337 rounds of 12.7mmx108mm cartridges were delivered on December 12, 2020 and found to be “new and suitable.”

A document dated March 23, 2021, also confirmed the delivery of 20 81mm mortars and 8,141 81mm mortar bombs were delivered on September 18, 2020.

Sunday PUNCH gathered that several items had yet to be delivered as international flights came to a standstill owing to the COVID-19 pandemic. The Federal Government finally lifted the restriction on flights in September 2020, six months after the ban took effect.

A Supplementary Agreement between the Federal Government and the contractor dated August 12, 2020 said, “Further execution of the contract has been stalled since February 2020 due to the COVID-19 pandemic and the embargo on international flights that has prevented the carrying out of the mandatory pre-shipment inspection by the authorised representatives of the buyer (Federal Government).”

Based on the contract awarded by the defence ministry, the items yet to be delivered include 10 BREM-4 Armoured Recovery vehicles ($20,794,619.56), 50 MG-127-DSHK-M guns ($1,131,480.75), 513,663 12.7x108mm cartridges ($3,333,159.21), 84 Codan radios ($13,840), and 84 Armoured Turrets ($59,262). The total cost of the remaining items is $25,332,361.52.

But one thing i do NOT like is the constant lies by the Army, try and visit Twitter and see people's reaction no one believes DHQ statement's anymore, remember initially they claimed they freed the Chibok girls, and the soldiers allegations of damaging BRT buses in Lagos was perhaps the last straw, people do NOT believe and have no faith in the Army, which by all indications are beyond incompetent.
Even TY Danjuma said they have an edge, someone of his caliber can't be dishing out words, without facts and reason.
Now of course this is a guerrilla warfare and it is not easy but perhaps what annoys Nigerians is the way the Army goes about it, and the usual PR (lies) , they lie to cover their incompetency, am sure you have doubts about the way the Army is handling this war

Am on your side, but am not blinded, i try and see the incompetency in the Army, and would commend them if there's something to commend, i hope the National Assembly approves the loan ASAP, am aware it is a government to government loan, the money won't be given to the Govt similar way Venezuela uses loan from Russia to buy defense equipment, and frankly if any National Assembly member opposes it on the floor, then they might be BH sponsors, or are benefiting from it

Secondly, liked i mentioned, it was said that the Mi 24 (Note: NOT Mi 35) was SHOT DOWN , instead of it crashed like the DHQ Said
Common people, an Air force helicopter crashed during a training mission in a CONFLICT ZONE huh while people know BH have AA Guns , no one does training over conflict zones especially if the belligerents in the conflict posses the weapon to shoot down your plane /helios

This also confirms my suspicion, BH have the upper edge, the Army has been providing false information am sure most Nigerians don't believes ANY of the PR statements they issue and i think they lie about the casualties they suffer, i think they lower it in the PR statements (lies)

the helicopter was SHOT DOWN am sorry Chris Olukalade (Nigeria's no 1 Liar for the moment ) we don't believe it crash on a training mission in a conflict zone .

Having said that, it is really sad, because the A 10 is such a beast, very good for COIN operations, i guess we can manage Super Tucanos instead which is very cheap to run around $500 per hour, especially useful in our case, where the Military commanders pocket our defense money and Finance Minister Madam Ngozi was boasting to the world about how she cut our defense spending in the middle of a war, quite shamefully, especially so when the WEF for Africa was marred by security problems and having the Capital City closed down


Good to see Mi 35 arriving, can we upgrade our older Mi 35 to the M version when the remaining 4 Mi 35M arrive i suggest one at a time to avoid having less air frames

Someone asked, using RPG and AA guns on the Mi 35, well i do know that Mi 28 are stronger than Mi 35 and hence can take more damage than Mi 35, the Mi 28 N (Night ) Kenya acquired some of those bad boys a while back, the Russian Air Force are migrating to Mi 28 and Ka 52, from the 2008 conflict they learnt Mi 24/35 is good but they needed something better

Btw, i think BH have our new Spartan APCs, watch Shekau's latest video.
It is a shame, and our clueless Military keeps lying angry

monkvirus: Well I wanted to learn c++ for embedded programing and robotics nd was advised to learn visual basic first so as to get used and familiar with the syntax and the rest, wen don wit dat learning c++ nd see would be much more easier since av met nd been familiar wit som syntax. Well these were the advise I got from a programer frnd. I don't know how viable it is. Need more advice from the house.

Impossible to say, unless we see HTML6 or 7 , HTML5 is really good, but a web app with html5 is a bit limited compared to a native app
Native app also is faster, i have made a web app myself with HTML5,CSS3 and JS but it was a bit slow compared to the native app of the same function which was faster - and again its a bit limited i couldn't do what i wanted to do with the web app

What are the advantages that web apps have and native don't.
with web apps you can target multiple devices,and multiple OS be it desktop OS or mobile OS with a single piece of code, basically WORA[write once read anywhere] while native apps you have to do use a different programming language,tools for each OS you are developing for

-normal computer and phones users, simple for them and works for them, also simple for you since its basically the same code

worldbest: Sadly, I stopped development. I felt there wasn't any innovation in that project. An "OS" that runs on a browser isn't really an OS, its just another glorified browser extension with lots of features. It would be difficult to get developers to develop apps for such an OS when they already have their apps on the chrome/firefox store.

you need the compiler only when you need to COMPILE a java program, that is why the name is a COMPILER
If you have no knowledge of java, head to the first page of this forum, you would get what you want there

i know little of PHP, Python, CSS, Mysql (through video tutorials). one of my main challenge is i don't know what to do with them, especially after learning the basis..... i don't mind being an apprentice to an expert here wink grin grin

If you want your apps to be multi-platform Crappy windoze and OS X and Linux you can use java for it, else if it is only windows learn C#, if you want the app to be visually stunning on Mac OS X you have to use the Cocoa framework - and it means you have to learn Objective C - God i hate that language. It is NOT similar to C#,java and C++ but it is Object Oriented, do NOT think by learning any OOP you can easily learn objective C.

For GUI C# is better using Visual Studio for windows only like i said. For that it is easier to use SQL server - and it uses T-SQL a slight Variation from the Standardized SQL - just some slight changes and you can use Visual Studio's Drag and Drop to do things like JOINS
AM guessing the apps are for windows so learn C# - creating Front end you have to use winforms but for me i don't use it, it is OUTDATED i use WPF - Windows Presentation Foundation

C# - pronounced 'C-Sharp' is a language created by Microsoft in the early 2000s. It is Object Oriented, it can be used for Console applications,mobile ( Microsoft's useless mobile OS) and desktop applications. It is NOT built to be Multi-platform or WORA(Write once read anywhere).
C# is part of Microsoft's .NET Framework , the .NET Framework is a combination of languages such as VB short for Visual Basic, C#, F#, it also has it's runtime called CLR - Common Language Runtime, applications written with .NET languages would ONLY work if .NET Framework is installed,and it ships with Microsoft's Crappy Windoze so that is not a problem but applications targeted at .NET framework 4.5 ( the latest) would not work until you have it installed.
.NET languages are written using Visual studio and i can say it is the BEST IDE . With Visual Studio (VS) you can also write html,css,javascript and C++. The C++ in used in Visual Studio is usually called Visual C++,it includes additional classes for writing windows desktop applications & others

C++ - basically it is the OOP of C Programming Language used to program everything from nuclear reactors,to fighter jets,embedded systems,windows applications (winforms only). It is Built to be Multi-Platform and it is WORA it has the extension of cpp.
