All the existing police are criminals and must be transferred to their mothers regions, let them go and terrorize their mothers and grandmothers. Federal police must be restricted to Abuja alone and state/regional police must not cross into other state/regions for any reason or to kidnap people as it's done now. Recruitments should be by the traditional rulers. And of course it should be under an independent commission where people can report code violations. After the police comes regional army a.k.a national guards!

It will be difficult to deport 18 million people but he will deport most of them and the rest will beg for tickets to go back home when the freebies they are getting now is taken away and any employer that hires them is fined heavily.
