NEW DELHI: Faced with what was seen as veiled threat to Indians in Nigeria, the Centre on Tuesday leaned on the Goa government to submit a fresh report shortly on the death of a Nigerian national in the sunshine state that has sparked a diplomatic incident.
The Centre approached the state government for taking a fresh look at the Nigerian's death in the wake of a threat purportedly issued by a Nigerian diplomat that Indians in his country could be targeted if those allegedly responsible for the killing of his compatriot were not arrested and the Goa Police's campaign to evict the Nigerians unlawfully staying in the state did not stop.
"There are only 50,000 Nigerians living in India but there are over a million Indians living in Nigeria. Thousands of Indians living there will be thrown out on the streets if the forcible eviction of Nigerians in Goa does not stop," agencies quoted Nigeria's consular attache Jacob Nwadadia saying on Monday.
bSignificantly, the spokesperson of Nigerian high commission Tokunbo Falohun also emphasized the presence of Indians in Nigeria as he protested against Goa Police's handling of the death of his compatriot last week at Mapusa near Panaji.
"There is a large Indian community working in Nigeria. There are two temples in Lagos and all Indians have freedom to worship and for their other activities. We also are demanding the same," agencies quoted Falohun, saying on Tuesday.
Nigeria also wrote a note verbale (diplomatic letter) to the MEA protesting against the death of one of its nationals in a violent incident in Goa, demanding that five persons, whom they identified as culprits, be arrested by the authorities.

The death has been linked to a feud between two gangs engaged in drug trafficking.
MEA's official spokesperson Syed Akbaruddin said on Tuesday, "MEA has assured Nigeria that we have excellent bilateral relations and that the issue will be settled in a cooperative manner in line with our friendly ties."
Senior MEA officials spoke to Nigerian high commissioner. In Abuja, the acting Indian high commissioner spoke to the Nigerian foreign office to update them on the situation.
"We have lost one of our nationals in a cold-blooded murder. We have raised the issue with India and written a note verbale on Friday to convey our concerns over the security of our nationals," said Falohun.
"The guilty should be immediately apprehended and brought to justice. And they should also compensate the family of the victim," he told news agencies.

A Nigerian national was found dead with stab wounds at Mapusa near Panaji last week, triggering protests from around 200 Nigerians who blocked a road. Local reports said the murder was fallout of inter-gang rivalry among drug gangs.
This led Goa CM Manmohan Parrikar to apparently order the police to locate foreign nationals, including Nigerians who were staying on without proper documentation.

PANAJI: Goa's art and culture minister Dayanand Mandrekartoday apologized for his description of Nigerians as a " cancer".
"It's my mistake to make such statement. I apologize," Mandrekartold reporters here.
However, the minister said what Nigeriansdid in Goa is also wrong.
After last week's murder of a Nigerianin Mapusa, a group of 200 Nigerians had blocked a major high way in the state and clashed with the police and locals.
Chief Minister Manohar Parrikarthen ordered the police and officials to identify Nigerians who are illegal residents of the state and said they must be deported.
"I never imagined that there would be such a problem due to my statement," Mandrekar said.
Talking to reporters on Sunday, the minister had called Nigerians a "cancer" and their actions as detrimental to the tourism industry.

The Nigerian community in India is feeling "aggrieved" after one of its citizens was killed in Goa, Nigeria's high commissioner has told the BBC. Ndubuisi Vitus Amaku said the resort state's subsequent order to deport Nigerians living illegally there was like "rubbing salt on their wounds". Meanwhile, police in Goa have made the first arrest in the murder case. Police blamed the killing on rivalry between local and Nigerian drug traffickers, and Goa's Chief Minister Manohar Parrikar asked the police to track down Nigerians living illegally in the state and deport them.

There are about 40,000 Nigerians living in India and Mr Amaku says he is concerned about the safety of his people.
"Indians need to understand that a large number of Nigerians are living legally in India and even if some are living illegally, there are laws in place to deal with that and those should be implemented," Mr Amaku told BBC Hindi's Divya Arya.

He criticised the Goan authorities for plans to deport those living illegally in India.
"If Nigerians are living illegally you don't wait till their compatriot is murdered before you go around picking them up and threatening them with deportation - that is like rubbing salt on their wounds."

Earlier in the week, another Nigerian diplomat had warned of repercussions against Indians living in Nigeria if Goa did not stop "evicting Nigerians" from the state and failed to arrest the killers.
More than 800,000 Indians live in Nigeria and they own approximately 100,000 businesses there.
Mr Amaku said the official's statement was made in the context of the murder and that he felt "aggrieved" like all other members of the Nigerian community.

Indian foreign ministry spokesman Syed Akbaruddin said he was sure that the row could be settled "amicably".
"We have been assured that the investigation (into the murder) is under way," news agency AFP quoted him as saying.

Sometimes, its just shocking when I hear Nigerians talk about certain issues with so much venom without actually having a clue about what they are talking!
The ECA is an account designed by the OBJ govt to capture the difference between the budgeted price of crude and the actual amount it's sold. Since it makes financial sense to budget for less than the expected price in a financial year, the ECA is destined to swell with "unbudgeted" funds which are then shared by the 3 tiers of govt as "extra unbudgeted income" usually squandered in no time.
The SWF ( it was called that simply for want of a better name) was designed to curb the successive waste of such funds by saving a portion of it (initially just $1billion). Now this is very important, this money wont necessarily sit in some bank account waiting for future generations to claim it, it's going to be invested in a variety of areas by appointed managers including in infrastructure, lent out to other willing investors locally and ultimately become a very important source of long term funds for investors comparable to pension funds but with potentially higher amounts. The difference here is that whatever profits are made wont go to the government but would be further saved as part of our contribution to future generations. But considering the benefits we stand to gain as a nation through the availability of such long term funds - which had for so long been a drag on local investments as huge capital outlays required by the private sector for long term financing could only be gotten from outside the country, what do we really loose in the present besides denying wasteful govts more funds to squander and giving this badly needed funds to those that actually need it for sensible investments?
Now what on earth is wrong with such a noble idea? Constitutionality? How constitutional is the ECA? Nigerians are just impossible.

All valid questions, but it stands to reason that not getting on with projects that have to be implemented doesn't save money, it costs it.
Your line of argument is valid but unfortunately, terribly flawed. Raising the debt issue is just leaning on sentiments. If Nigeria was earning thrice as much as it currently is earning, we would still have to borrow and repay debts! Why? you may ask, well that's simply because it makes economic sense. I dare to say no country can operate effectively without some level of debt. We could go into the economics of it if you like.

What we are currently loosing by not consuming an extra 2% or so of our total income would pale a hundred fold if compared with what we stand to lose by not saving that meagre 2% if there's an economic shock in the near future. It's the same wretched mentality (No offence) that's making ASUU demand for ridiculous allowances - Nigeria get money - without realizing we are all storing up problems for ourselves in the very near future. Just over a decade ago the natural price of a barrel of Oil was hovering between 10 - $16, if that happens again do you realize the financial mess Nigeria would be in? You think it's impossible right? Well think again!

Controversy: Lagos State Governor, Mr. Babatunde Fashola (SAN), Monday reiterated that Nigeria’s Sovereign Wealth initiative was unconstitutional noting that he would receive the Shareholders Certificate of the Fund presented to him by the management of the fund only as an acknowledgement that the State’s fund was being held somewhere.
In his remarks while welcoming officials of the Nigeria Sovereign Wealth Authority led by their Chairman, Mr. Mahey Rasheed, Governor Fashola said it was necessary to put on record that he never supported the initiative.
“I don’t think it accurately sets the record to say that I supported it. Some of my colleagues supported it and for reasons best known to them but I do not support it and I made this very clearly well known when the discussions were on the way”, the Governor said.
According to him, “I must be clear, I do not support it not because I am against savings; I disagree because for me there are fundamental and constitutional issues”. He added that the countries given as examples to support the initiative did not match the Nigerian situation explaining that while those countries are either monarchies or emirates, Nigeria is a democracy.

Listen once again you miserable oaf, the ASUU chairman of that institution is someone I know "PERSONALLY" but as any sensible person should understand, I'm not at liberty to say in an open forum all that I've come to dig out. If you and that bloody liar whose interview you posted can come out and say that amount was not paid to lecturers in UNIBEN or prove that UNIBEN lecturers do not belong to ASUU, I'll tender my unreserved apology and NEVER post on this forum again. On that thread this same question was raised concerning their refusal to present themselves for both the NUC'S and FG'S verification and biometric exercises, he admitted saying they werent sure of the FG'S "sincerity", I know folks like you would rather throw lame accusations and call names than do a simple search to dig youself out of your pit of ignorance and that's your problem. 1) Whose fault is it that having received '54 official letters' from ASUU reminding the FG of 'the allowance', FG is still unable to ascertain the actual amount as testified by Gabriel Suswam. Isn't that an act of executive incompetence.

2) You majored in economics? I am sure you are not blind to see and deaf to hear how the ruling elite have been devouring the excess crude account on frivolous expenditure and some going into private purse, but using some to develop our university system is too much to ask for?

3) On tertiary education taking a large percentage of the education budget. Whose fault is it that the government is not frugal? Shouldn't Education be allocated at least 15% of the total budget even if we cannot do UNESCO's 26%? Whereas its just a mere 9% of our total budget, a little improvement from the previous year. Even at that 9% of the total budget, I bet it that the performance as at 3rd quarter of this year is less than 50%. So who is fooling who?

4) On the issue of Retirement age, though I have my reservation but why should government accept the recommendation? Another act of gross irresponsibility.

5) Undeserved allowances and outrageous figure Your attention should be turned to our thieving ruling elite.
Are you aware that ASUU refused to take part in any verification exercise to substantiate claims of deserved allowances? Are you also aware that ASUU directed its members not to participate in a biometric exercise requested by the fg to substantiate their claims?
If you want to fight the corruption with the Nigerian system, by all means do so but pls pls pls dont use corruption in other sectors to justify this madness from ASUU. Only a mad man digs a hole to cover a hole

For the sake of argument again let me agree with you that GEJ had no input to the 2009 agreement and was also arm twisted into advising his principal to sign off an agreement because he was "powerless" as Vice President.

In 2012, GEJ was the President when he endorsed an MOU to implement the same agreement. Why did he do that seeing that he now had a second chance to look at the said agreement through the eyes of a president?

I'll ignore your first sentence and attempt to answer the questions you raised and hope next time you're reasonable.
1) The said allowance you're referring to is disputed so it's not yet "their" allowance. Agreed?
2) Of a truth no country can truly develop without developing its education sector that an unargueable truth. On the issue of foreign reserves, my major is Economics and please believe me when I say you're in over your head.
3) The issue is not about spending billions to fund education - No one would have a problem with that. The issue is funneling nearly the total education budget to tertiary education, its about diverting to total ETF collections to universities, its about raising retirement age to 70 in a country with a booming middle age workforce, its about jacking up lecturer salaries by outrageous figures through undeserved allowances. Those are the issues my brother
4) I'm fighting ASUU'S perceived greed, you're free to fight the first lady's. Start by opening a thread dedicated to it as I have and you'll be on your way, dont muddle up issues.

People like President Jonathan as the Vice President to Yaradua, who perused the agreement and asked the late Yaradua to sign on every page of the document, including Prof Adeyeye who enjoys the satanic legislative jumbo pay that he uses in training his children abroad lacks the credibility to criticize ASUU. Once you become a politician in Nigeria, and join the thieving ruling class, your conscience is automatically put up for Sale.
Apples and Oranges. Nigeria's tertiary education system has a problem that's a fact no one can deny, how does pumping money to "spoil" lecturers solve the problem?
For the upteenth time I'll repeat, Jonathan had little or no role in the 2009 negotiations. Yaradua believed he'd assembled a team of technocrats that would bring out a fair agreement when he assembled the Onosode committee that negotiated onbehalf of the government. One can be forgiven for signing an agreement that on the surface appeared to have been so painstakingly put together even though it has turned out to be a sham! The question you and the other Jonathan indicters are yet to answer is why the Yaradua government never bothered to start the implementation.
