Who regulates public-company registrars, please? After trying to reach out to the registrar, if one has an unresolved complaint about that registrar's delay in dividend payment, who should that complaint go to? And how long is generally considered delayed?

You will have to fill form for some of the registrars that doesn't have online mandate portal yet.

However, with NIBSS/SEX window now, you may not need to fill any form for some of the registrars, once they have your details already in their system thru registration with your broker or filling of KYC doc.
