If they are not eyeing smuggling across borders i see no reason to be crying more than the bereaved(the poor masses). Their job is to buy and resell at a profit and not to push for lower prices for final consumers around west africa and in Nigeria.

It is the job of a working government to stop the marketers from selling a subsidized product to outsiders.
The marketers are also consumers and just like anybody, they are poised to take advantage of government lapses.
