Because it is the penny stock of the big 3 (Oando, Arade, Seplat) in unit price; the most traded, most attractive to short termites (jijoists) at it's present price among other things.

I think Oando has been the most controversial stock on the NGX since the days of ConocoPhillips acquisition.

The tax law is convoluted and a bit confusing. But it does seem you're more right than wrong.

I had thought that all taxes save a few local ones are collected by the FIRS, pooled into the Fed Acct with other revenues, from where distributed to the tiers of Govt according to the Revenue Allocation Formula.

But I've just found out that more categories of taxes than I had thought are left for the State Govts.

I hope your assignment is done.
