Paying high taxes at home will be better for them than paying it abroad considering other hassles and stresses of investing in a foreign land.

What borrowings are you talking about? From what I see, Government actually reduced borrowing so far this year compared to last year.
I will not name names here. I hear that one SE Governor who is himself strangling his people with draconian revenue schemes, advised the Topman to stop borrowing from abroad when the people are walking about with pockets full of money.

Every indication is that the advice fell on happily receptive ears. The overly expanding tax net seems to lend support.
