Because doctors have no business in building and equipping a hospital. All he/she needs do is make use of the facility and concentrate on his/her area of practice. Doctors can only serve as advisers on the type of equipment to source based on his area of specialisation( pediatrics, oncology, radiology/radiography, Ob and Gyn, Cardiology, etc).
