“..I know tanks and airplanes and artillery. But I don't know the person who turns himself into a bomb. I have never met a living, breathing death machine. ..and it was important to me to speak to them face to face: to see how I would feel, to try to understand directly what causes a young man or woman in their teens to throw everything away, to go out and murder innocent people, to commit suicide.” These were the words of former Israeli Defense Minister Benjamin Ben-Eliezer. He made this statement after returning from a one-on-one interview of two young suicide bombers. One of them Arin Ahmed, a 20-year-old young Palestinian female. She was studying communications and computer programming in University before she decided to become a suicide bomber. The other, a bright teenage high school boy with very excellent grades. Both failed in their mission to carry out suicide attacks for different reasons. Many have often wondered what motivates normal human beings especially young ones, living normal lives with bright prospects before them, suddenly turn into bombs. Bombs that have no regard for gender, children, parents, status, human visions and dream...In “normal” wars, there are rules of engagement. Even in video games! There are several articles, studies and interviews that have sought to understand and if possible, peep into the mind of suicide bombers and to ask WHY? The obvious problem is that you cannot interview a suicide bomber who was successful in their suicide mission unless they had failed. Its not strange that sometimes bombs fail to explode. Many cluster bombs dropped during World War II didn’t go off until years later! Therefore, only those who failed in their suicide mission and the would-be suicide bombers (if you are extremely lucky as this investigative journalist to meet those already in preparation mode) are left to really ask them the big question of why? It is a factual truth that NO ONE is born a suicide bomber. Also, factors such as religion and poverty have only but marginal influence into motivating someone to becoming a suicide bomber. The purpose of this article is embedded in the statement below; " When a person seeks revenge or is emotionally unstable, they become the most suitable raw material for environment to mould into a finished product of its choice" REVENGE When Arin was asked by the Israeli Defense Minister on why she decided to become a suicide bomber, revenge was her primary motivation. “You (Israelis) killed my friend”. She was referring to her boyfriend who was killed while attempting to prepare a car bomb. To her, you killed my beloved , so I will make you pay for it. It wasn’t religion, poverty or ignorance. She was 20 years old, educated , studying communications and computer programming in a University. She was intelligent. Moreso, the thought of becoming a suicide bomber didn't pop out just like that. She had friends in school who were active members of a Jihadist movement. They will discuss within themselves and information came that recruitment into the Movement was ongoing. As she was grieving the loss of her friend, she became motivated to join the movement. She indicated interest to instantly offer herself as a suicide bomber to avenge her boyfriend’s death. Things moved very quickly and one thing led to another. She was quickly accepted, recruited and sent on a suicide mission. But something happened! On her way to the target area she suddenly changed her mind. She ran back to her handlers who tried to convince her but her mind was already made up. Mission aborted!. She left the movement, went back home and was arrested days later after intelligence officers gathered she was a member of the Jihadist movement, Nanzim. Fact of the issue: Her motive to become a suicide wasn’t borne out of ignorance or brainwashing as in the case of others. Hers was borne out of personal grief for the loss of her boyfriend. The thought of avenging his death by suicide bombing was sown due to her peer group’s association with a militant group that had the mechanism already laid and provided the enabling environment to carry out that threat. In referring to environment’s influence on her, she said this “But they didn't let me think about it too much(during the process of recruitment). They pressured me and persuaded me. They told me: You'll gain a very special status among the women suicide bombers. You'll be a real heroine. It's for Jad's(her boyfriend’s) memory. You'll be reunited with him in heaven. You'll be with him in Paradise. They pushed me. They encouraged me. I did whatever they told me. They explained everything to Issam (16-year old co-suicide bomber who went on with his mission) and me. This all happened very fast and then we set out”. She didn't go through with it. Others have and still are. Their's might be revenge for cultural, national or personal humiliation. The ingredient here is Revenge! EMOTIONAL INSTABILITY A study carried out by Tel Aviv University discovered a trend in men who had attempted to carry out suicide attacks but had failed for various reasons such as technical malfunction or capture by security forces. The study revealed a personal characteristic pattern among the would-be suicide bombers, an inability to handle stressful situations or to endure pressure for long. They are very much susceptible to being overly dependent on higher authorities or strong ruler-ship that appeals to their personalities. This pattern is corroborated in this Boston's article which explains how a suicide bomber who was described as "depressed" by his friends after he had gone through with a suicide mission. He was supposed to detonate the bomb in a crowded restaurant but rather detonated it after locking himself in the bathroom thereby causing minimal damage. He was said to be taking antidepressants at that time. The report also stated that recruiters admitted to looking for "sad guys" for martyrdom. This clearly shows the influence of personal emotional instability in becoming a suicide bomber. Fact of the issue: It becomes obvious that the state of mind of the individual plays a great role in making them suitable tools for the "bigger boys" to recruit. These emotionally unstable minds become ready instruments to be used by recruiters of big terrorist organizations for their own causes, whatever it may be. It is important to note that emotional instability doesn't necessarily mean mental degeneration. Lets leave that for the psychologists to decide. When the Defense Minister was asked what relevant information did his meeting with young suicide bombers provide, he said.." the environmental factor is the key - not the socioeconomic situation, or whether they're working or unemployed, or the years of oppression and built-up frustration, or whether they're educated or not. These parameters have weight, but it is marginal. Above all, it has to do with the person's character and how susceptible he or she is to pressure and persuasion. There's an entire system with its sights set on this satanic aim. It operates entirely in order to produce human bombs. As soon as they identified him as suitable, they trapped him like a fish in a net. These suicide bombers aren't created out of nowhere. They aren't born like that. The Islamic Jihad and the Tanzim and Hamas find them. It's the most cynical and cruel exploitation of human lives, of young people's lives especially. The weak, like him, are caught In bringing this piece to an end, it is imperative that governments, society leadership and the general community to know that suicide bombers always never act alone no matter their motives or reasons. They will always require an already established mechanism provided by terrorist organizations which provides them the enabling environment to carry out suicide missions. These organizations have a way of exploiting individuals' weaknesses (personal grief, humiliation, emotional instability, ignorance, poverty..) thereby brainwashing them into thinking that they(both the prospective suicide bomber and terrorist organizations) are fighting for the same cause. Final Word A suicide bomber is a member of society and is made when his or her weakness is exploited by terrorist organizations to suit their selfish cause and these organizations form the conducive environment for these isolated individuals to feed and nurture their weaknesses into something solid...a bond... stronger than self, superseding rational thinking, a force..a bomb..A Human Bomb! A young woman was killed in Ibadan, Nigeria. Her murderer took her body to a woodland area along the local Eruwa community to secretly bury. He buried her body but her head and some parts of her body were still exposed. The body was at an advanced stage of decomposition when it was found. There was high concentration of maggots around her cranial region(head) and other exposed body parts. The police has invited you to be part of the investigating team. Q. As a Forensic Scientist, what procedures will you follow at the crime scene? Having been invited to be part of the murder investigating team as a forensic scientist, I will establish communication with the crime scene management especially the senior investigating officer and other members of the team on arrival at the crime scene. Processing the crime scene shall be my principal assignment. Maintaining the integrity of the crime scene and any evidence recovered shall be my mission . I shall carry out this task by: 1. Securing The Crime Scene This is by estimating the extent of area that will cover the area to be processed. I will ensure a considerable area of space is surrounded with the restraining tape in order to restrict access to trained and authorised personnel only. The objectives of this is to ensure the security of the investigation team and most importantly, maintain the integrity of the crime scene and potential evidence as much as possible. 2. Recording The Crime Scene. This is to capture every available detail of the crime scene. I will ensure to retrieve relevant information from the first officer(s) arriving (FOA) at the crime scene. They may have information from eye witnesses as well as seeing first hand conditions of the crime scene before the arrival of the investigating team. I will ensure that photographs and videos of the crime scene be appropriately taken with High Definition(HD) cameras. Sketches and drawings according to dimensions as well as detailed notes shall be taken. I will also make an audio recording of my findings throughout the investigation process. This will ensure I don't miss any detail that might be relevant in solving the crime. Maintaining the integrity of the crime scene will ensure investigators have as close as possible the conditions and elements that were present when and after the crime was committed. Clues are preserved and could lead to suspect apprehension. 3. Systematic Crime Scene Logging This is the deliberate and systematic documentation of all actions carried out at the crime scene. In simple terms, if officer A is transferring to officer B the wrist watch he recovered at the crime scene, his name, rank, evidence he is transferring, name of officer B and rank should be captured in the log book. Also officer B will sign that he has received the evidence and at so so time. This is called 'chain of custody' of the recovered physical evidence. This is to hold anyone responsible for handling evidence in order to reduce the incidence of contaminating physical evidence as much as possible. During court proceedings, a brilliant lawyer can help to a very 'valuable evidence' useless or inadmissible due to possible manhandling, or contamination of evidence. There are standard procedures to follow when transferring physical evidence from place to place. If these are not followed, smart lawyers can poke at the loopholes due to the possibility of contamination. 4. Search And Recovery of Evidence. This task involves trained personnel who will assess the crime scene for potential evidence and attempt to recover it in a way that the integrity of the evidence is not compromised. Since it is a murder case, the search for possible murder weapon, victim and perpetrator personal items such as rings, phones, handkerchief s etc will be a priority. A forensic archaeologist will be needed to exhume the partially buried remain. I shall attempt to recover shoe print impression around the burial area. At advanced stage of decomposition, the body will be examined by a forensic entomologist who will recover the maggots in other to determine the possible time of death. There was no way the 2015 Nigerian General Elections would have been credible without the instrumental role played by the National Voters database (or Register). Everything the former Chairman of the Independent National Electoral Commission (INEC), Professor Attahiru Jega, did in the hall of the Abuja International Conference Center was to ensure efficient management of that database. Taking into consideration the number of registered voters, accredited voters, total votes cast, invalid votes to valid votes, the INEC boss only ensured that every bit of the data was accounted for. That database was the election's backbone. That was why he employed the card reader which immensely helped in verifying the authenticity of voters in the database. It was the success behind that election. There is no country in the world that is successful in fighting crime that has no dynamic, reliable and effective DNA database system. DNA (DeoxyriboNucleic Acid) is the material on which the genetic information in living things is stored. And no two human beings can have the same DNA profile, except they are identical twins. The US has one of the most sophisticated and robust databases on planet earth. Take for instance, the CODIS (Combined DNA Index System) managed by the FBI. According to the FBI's Quality Assurance Standard For Forensic DNA Testing laboratories, CODIS links DNA evidence obtained from crime scenes, thereby identifying serial criminals. CODIS also compares crime scene evidence to DNA profiles from offenders, thereby providing investigators with the identity of the putative perpetrator. In addition, CODIS contains profiles from missing persons, unidentified human remains and relatives of missing persons. This has made countries like the US and UK successfully achieve multiple convictions in criminal and terrorism related cases. Criminals are caught by comparing the DNA sample recovered from the crime scene against a DNA database. And if there is a match, the individual whose DNA profile in the database matched that of the recovered sample becomes a prime suspect liable for conviction. One thing is evident, DNA does not lie. This is only possible when a country gives priority to forensic science and invests in forensics related applications. The need for Nigeria to becoming forensics compliant can never be over emphasized. Developing a DNA Data bank will be a step in the right direction. The most important thing needed now is the Federal Government's will in making forensics a priority in our judicial system. And by that, I mean setting up standard forensic labs, enhancing training of forensic experts. etc. It should be a major focus in enhancing Nigeria's internal security. Among several processes involved in developing a DNA database is: i. A systematic collection of all DNA samples found at every crime scene, be it homicide, arson, rape, bomb blast, armed robbery, kidnapping or even riot situations in the country. Personnel trained in sample evidence collection should be tasked with this responsibility. They could be hired or employed forensic scientists, crime scene investigators or specially trained law enforcement agents. This is important because the procedural methods involved in sample evidence collection determine the admissibility of evidence in a competent court of law. If the evidence is not recovered properly, it might get damaged or destroyed. If standard procedures are not followed in recovering, packaging, labelling and storing the evidence before analysis; that evidence might be thrown out by the court and all efforts wasted! ii. Processing of the sample evidence. This involves the real work in scientifically analysing the samples to building DNA profiles. The main morden method of analysing DNA is by using an STR PCR- based equipment. In simple terms, an STR PCR(Short Tandem Repeats Polymerase Chain Reaction) based equipment is a machine that amplifies minute DNA materials to sufficient quantity enough to develop a genetic profile from. Since in most cases, samples to be analysed are usually in very small quantities, such as a drops of blood, tiny bubbles of saliva, dried patch of semen, sweat stains from feet or palms.....PCR multiplies the extracted DNA into sufficient levels for a profile to be developed. Interestingly, the PCR machine is said to be scarcely available in Nigeria. The Nigerian Forensic Lab that is managed by the Nigerian Police in Lagos does not have a PCR machine. Samples for DNA analysis are sent 'abroad' and may take up to four weeks for results to return. DNA analysis is not cheap depending on the lab. You can now see the challenges involved in building our own DNA database. You cannot have a DNA profile bank without DNA equipment! More so, qualified personnel must handle these equipment. These could be geneticists, molecular biologists, trained technologists. I believe the Nigerian government can surmount this challenge. iii. Very importantly, computing the developed DNA profiles into a database that can be accessible to only relevant agencies. The database can be in categories such as a Crime Scene Index (CSI), Missing Person Index(MPI), Convicted Offenders Profile (COP) and many other profile categories that can be developed. This will help in distinguishing what category to input a developed DNA profile. Of course, Rome was not built in a day. It took the UK National Offenders Database 40,000 profiles per month to reach 1.2 million samples as at November 2001. That figure would have skyrocketed to over 7 million by now. So, how can this challenge be overcome? Isuggest the approach should be thus: have at least one standard and functional Forensic lab in every state of the Federation. At worst, one state-of-the-art forensic lab should be installed in each of the six (6) geo-political zones in the country. These labs will process, analyse and upload to the main database any recovered DNA sample. By so doing and starting immediately, Nigeria would have gotten its first multi-functional and robust DNA Database in one year from now and counting! This will be a milestone. That Africa's most populous and No1 economy has a functional, efficient and dynamic DNA database is no small feat. These labs should not be headed by persons who have neither the concrete nor relevant forensic backgrounds. As a matter of fact, strict standards and international accreditation protocols should be followed in setting up these labs. The set up should meet international best practices such that they could receive samples from all over the world for analyses. Our labs can be a reference point. This can generate revenue for the Nigerian state. It can increase the quality of our research content and competency to the world, especially the global forensic community. We stand to gain everything when standards are met. The uses and applications of a National DNA Database can never be quantified in value. A developed and reliable database will help in: 1. Linking several crime scenes together. 2. Exonerate the innocent. (I believe our prisons will be decongested for once because many in there are wrongly detained) 3. Identify the potential serial offender. 4. Unraveling clues from cold cases and comprehensively closing the 'unsolved cases'. 5. Identifying the unknown perpetrator from numerous cases of only victims and no suspect. 6. DNA identification is particularly useful when a person has been involved in a fire or vehicle accident or if the body is decomposed. In such circumstances where other methods are often impossible, DNA can provides the means of establishing the identity of the deceased...(when a database or recovered sample is available for comparison) Also, studies have shown that escalation of criminal history of an individual can occur. This means that the common thief of today could be the rapist tomorrow or the murderer next year. Statistics in Florida State showed that burglary DNA matches linked to more than 28% of the state's homicide cases and 28% of its sexual assault cases. Let me end with this stunning statistics from a rape survey that was carried out in Nigeria and published by the International Journal of Innovation and Scientific Research. With credits to the researchers (Ugochukwu et al, 2015) Imagine with the availability of a DNA database how those rapists would have been caught and with the aid of forensics, successfully convicted. Please note that this survey was carried out on 400 female students from the Ebony State University, Abakaliki between March and April, 2014. Here it is... Results: The response rate (involvement in the survey) was 81.8%. The incidence of rape was 19.3%. 17.7% cases of rape occurred in fair-skinned females and only 1.6% occurred in dark-skinned females. Most of the cases of rape occurred in the age range 20-24 years, 12.5% and among the singles, 19.0%. Most rapes were perpetrated in the afternoon, 33.4%, followed by evening, 31.7%. 87.3% of victims recognized the rapists and could identify them. Most of the perpetrators of rape were relations of the victim, 60.3%. Most of the rape cases took place in the residence of the rapists, 48.6%. The rapists were older than their victims in 100% of cases. 66.7% of victims did not make report to any person/authority and the commonest reason for not reporting was fear of shame and stigmatization, 70.6%. In summary, the Nigerian Government needs to pay focused attention to the field of forensic science and developing fully equipped forensic laboratories across the country along with appropriate legislation to control its practice and handle related ethical issues. This would enable Nigeria to have its own DNA database which will immensely assist it in successfully fighting crime, checking terrorism, achieving high reference resource status in the world of forensics thereby ensuring a better society for us to live in. The Ambassador of the United States to Nigeria, Mr. James Entwistle, has applauded the decision of the Independent National Electoral Commission to use the Permanent Voter Card in the general elections which commenced on Saturday. The ambassador, who spoke with journalists at the International Conference Centre, venue of the National Collation Centre of the election results, on Sunday said Nigeria’s PVC involved superior technology which his state of Virginia in the US needed to copy. He said, “I am very impressed by the decision of INEC to use technology in this election. The Permanent Voter Cards are very high-tech. “They are more high tech than my voter card from the state of Virginia in the US. My voter card does not have biometric. It does not have my fingerprint. The high-tech gives the process more integrity. “I congratulate INEC on taking the part of High- tech. I think we need to come and study it so that we can use it in my country.” The ambassador expressed hope that INEC would address the challenges experienced in the use of card readers and move forward. Entwistle, who said he monitored the elections in Abuja, expressed satisfaction over the patience and dedication of Nigerians to the smooth conduct of the exercise. He said, “I was extremely impressed. On Saturday, I went to number of places in the FCT. Every place I went, I was impressed by the patience and dedication of the Nigerian voter. I found that inspirational.” Entwistle further said Nigerians had reminded the world of how beautiful democracy was. He said the expectation of the American government “is that the Nigerian people will win”. The Independent National Electoral Commission has said that despite the extension of Saturday’s elections till Sunday in some parts of the country, the results of the presidential poll will be declared on Monday(today). INEC Chairman, Prof. Attahiru Jega, gave the assurance as some of results from wards, local government areas and states continued to emerge on Sunday. For instance, results from Osun and Ogun states showed the All Progressives Congress Presidential candidate, Maj.Gen. Muhammadu Buhari, defeating President Goodluck Jonathan. But in Ekiti State, Jonathan had an easy ride as he beat the APC candidate. Jega, who gave journalists an update on the conduct of the polls in Abuja, said that as of Sunday evening, results of the elections had only been completely collated in two states, one of which was Ekiti. He said, “Some people assume that when I said 48 hours( for the release of the results), it starts from the morning the elections commenced. It is 48 hours after elections have ended, like yesterday(Saturday). “You start counting 48 hours from yesterday (Saturday) when substantial majority of the polling units ended elections.” The INEC chief expressed satisfaction over the conduct of the polls, which he said held in a substantial number of polling units across the country, including the troubled North-East zone where internally displaced persons voted in Adamawa, Yobe and Borno states. “We are pleased that the elections went on smoothly in a substantial number of polling units across the country, including the North-East where the commission was also able to conduct voting for Internally Displaced Persons in the three states of Adamawa, Yobe and Borno,” Jega said. He said that out of more than 150,000 card readers used for the conduct of the polls , only 300 failed, representing about 0.25 per cent of the total number of machines. “It is also gratifying to note that the card readers worked well in the majority of polling units, even though there were areas where difficulties experienced necessitated additional guidelines to allow for manual accreditation of voters, as announced yesterday (Saturday),” Jega said. He stated that manual accreditation was done in some polling units in Osun, Kebbi, Ekiti, Adamawa, Borno, Jigawa, Anambra, Akwa Ibom and Ebonyi states.” Jega said the elections were extended and concluded on Sunday in nine states and the Federal Capital Territory. Taraba State has the highest number of 116 polling units where the polls were extended. Other states where the number of polling units where the elections were extended are Lagos (90), Kebbi (16), Adamawa (25), Niger (six ), Yobe (37), Borno (eight), Jigawa (37), Kano (13) and FCT (two). He also rejected the claim by the spokesman for the PDP Presidential Campaign Organisation, Femi Fani-Kayode, that his party had won in certain number of states. Jega, who said Fani-Kayode should be asked the source of his figures, stated that as of the time he was addressing the journalists on Sunday evening, collation had only been concluded in two states. He said that the results from the two had yet to arrive Abuja in the manner that it could be announced. The chairman said, “You said somebody in one of the parties said the PDP is winning in 23 states. I don’t know the sources of his information. I know result have not been collated in 23 states. “May be you should direct the questions to him and let him explain.” He advised journalists “to be careful about reporting this kind of information that is being put out there by people who are clearly partisan.” He also debunked speculation that he was under pressure to declare results of the presidential election inconclusive. “We are not under any pressure to declare inconclusive elections. In fact, I wonder who will be interested in declaring the election inconclusive. I think candidates will be interested in being declared winners and not to have the election declared inconclusive,” Jega said. The INEC boss said his office had on Sunday morning received petitions from the APC in Rivers State calling for outright cancellation of the elections in the state. He assured the petitioners that the commission would consider all the complaints, including the allegation of presence of some underage voters and substitution of some members of the commission’s ad hoc staff with untrained partisan persons in Rivers and Lagos states. However, results from Osun State showed that Buhari recorded victory in 22 out of the 24 Local Government Areas so far announced by the state INEC. He had 264,734 votes. Jonathan,who won the remaining LGAs – Ife Central and Ife East – scored 192,288 votes. The results were announced in Osogbo by the returning officers for each of the LGAs on Sunday. Also in Ogun State, the APC presidential candidate defeated Jonathan in 13 out of the 20 LGAs whose results were announced by INEC. He polled 308, 290 votes while Jonathan scored 207,950 votes. The APC candidate for the Ogun Central Senatorial District, Lanre Tejuoso, defeated PDP’s Abisola Sodipo-Clark, the wife of an Ijaw national leader, Edwin Clark. Tejuoso scored 115, 197 votes while Sodipo- Clark had 30,036 votes. The sitting senator for Ogun Central and Social Democratic Party’s candidate, Olugbenga Obadara, got 15,124 votes. Jonathan, however, had it easy in Ekiti State where he polled 176,466 votes from 16 councils in the state. Buhari garnered 120,331 votes. The result was announced by the state Returning Officer, Prof. Adebiyi Daramola, to party officials on Sunday. It was also a sweet victory for the PDP as it won all the three senatorial and six House of Representatives seats in the state. Impliedly, by implication two of the APC senators – Anthony Adeniyi and Olubunmi Adetumbi – who contested the poll will not join their colleagues in the eight National Assembly. Gbenga Olofin, the third APC candidate for Ekiti Central was defeated by Fatimat Raji-Rasaki, wife of a former Lagos State military administrator, Brig.-Gen. Raji Rasaki of the PDP. Those elected for the House of Representatives seats are Kehinde Agboola, Ayotunde Oladimeji, Thaddeus Aina, Olamide Oni, Akin Awodumila and Segun Adekola. In Kogi State, Buhari was leading by polling 108,817 votes from six LGAs as against Jonathan’s 84,555 in five LGAs. The APC candidate also won in Dekina, the LGA of Governor Idris Wada with 18, 819 votes to Jonathan’s 13,885 votes. He also won in Amadu Alli’s LGA of Idah with 10,445 votes to Jonathan’s 6,113. But there was a mild tension in parts of Imo State on Sunday as armed officials of the Department of State Services, the Police and the Army barred journalists from collation centres in the state. The Liberian government recommended on Saturday that survivors of Ebola practice safe sex indefinitely, until more information can be collected on the length of time the virus might remain present in body fluids including semen. Previously, male survivors were advised to abstain from sexual intercourse or to use condoms for three months, reflecting that the active virus had been detected for up to 82 days in semen. Acting on new developments, all countries affected by the Ebola outbreak need to consider applying similar recommendations, said Dr. David Nabarro, the United Nations secretary general’s special envoy for Ebola. Agencies involved in the response were urgently reviewing the issue. “Yet again the Ebola- affected communities are asked to deal carefully with an unknown,” Dr. Nabarro wrote in an email, adding that survivors “should not be stigmatized as they take actions for the public good. They are the heroes.” The new guidelines came one day after the death of Liberia ’s single confirmed patient with Ebola, Ruth Tugbah. Before her illness, the country had gone three weeks without a new Ebola diagnosis, and hopes had risen that Liberia was nearing the end of a yearlong epidemic that killed more than 4,000 people there. Ms. Tugbah’s only known risk factor was having a boyfriend who was an Ebola survivor. Scientists detected the genetic material of Ebola from a semen sample the boyfriend provided to infectious disease investigators, officials from two Ebola response agencies said, speaking on background because they were not authorized to speak publicly. In a potentially worrying development, officials learned that the man, whose name is not being released, was treated for Ebola last September. A blood sample from his girlfriend, who tested positive for Ebola, was collected on March 19. Given a maximum incubation period of 21 days, the earliest she could have been infected was Feb. 26, well over three months after the man was cured of Ebola. Even though traces of the virus were detected in the man’s semen, that does not prove that the fluid contained active virus particles, or that Ms. Tugbah was infected from it, the officials said. To help determine that, the sample will be sent to scientists outside Liberia who have the facilities to try to grow the virus in a culture. Scientists in Monrovia, Liberia’s capital, were working to determine whether the virus carried by Ms. Tugbah matched the sequence of that from her boyfriend. The national laboratory gained the capacity to sequence the Ebola virus just last month with support from the United States Army Medical Research Institute for Infectious Diseases. Officials from Liberia, the United States Centers for Disease Control and Prevention and the World Health Organization scrambled on Friday to come up with the new recommendations given the developments and their sensitivity. “For now we are encouraging survivors to have safe sex,” said Tolbert Nyenswah, Liberia’s top Ebola official. He said the country planned to enroll survivors in a study to determine the maximum length of time the virus remains detectable. Condoms have not been tested with Ebola, but are thought to be effective because they block transmission of much smaller viruses, bacteriophages, which are 27 nanomillimeters compared with Ebola’s 80 nanomillimeters, said Nathalie Jeanne Nicole Broutet, a medical officer with the World Health Organization’s Department of Reproductive Health and Research in Geneva. “In theory the Ebola virus wouldn’t pass the condom,” she said, while noting that condoms “are not perfect for sexually transmitted illnesses. They have a 95 percent efficacy if you use them constantly and correctly.” Dr. Broutet said that research protocols had been developed to test a range of body fluids for the virus — such as tears, sweat, semen, vaginal secretions and even breast milk — but that the studies had not yet started and were still awaiting ethical approvals.
