IITA is not a national institute
It has nothing to do with the West except that it is located there.
In Nigeria, it has branches in Kano, Port Harcourt, Abuja and works closely with researchers in Umudike (the link I provided, which is working except may be in your own computer) and UNN.
Outside Nigeria, it has branches in Ghana, Kenya, Uganda, TANZANIA, Cameroon, Congo etc.

Unfortunately, about the only national agric. research institute that is functional is in the East
