Osun State Governor Rauf Aregbesola at the weekend explained why his administration has refused to tax the people.

Aregbesola said his people are very poor and tax would be an unnecessary burden on them.

He spoke at the Banquet Hall of the State House in Osogbo, the state capital, during a dinner with representatives of various financial institutions.

The dinner was part of activities marking the one year anniversary of the Aregbesola administration in office.

The governor urged the institutions to assist in eradicating poverty in the state, assuring them of security and a business friendly environment.

He solicited for funds to finance capital projects and programmes that would improve the state’s economy.

Aregbesola said: “I am in Osun State to eradicate poverty. If you are talking about Unclad poverty, it is here in the state. We can not tax anybody here because we do not want them to die.

“Are we going to tax people waiting to die? We were able to save 13 million in the last year, not through tax, but by blocking leakages in the system. So you bankers have no choice than to help us deliver good governance to the people. We need your support to eradicate poverty.

“I am amused about the uninformed comments of our predecessor in office about the finances of the state. They are confused and cannot comprehend what we are doing because they are not financially literate.

“We have the vision, passion and action. I am here to change the fate of the black man through the various programmes and projects of our unusual and unconventional government.

“My predecessor left the state’s account in a bad state. We met a suffocating loan of N18.3 billion, which the Olagunsoye Oyinlola administration secured in an unprofessional manner.

“But within a year in office, my administration was able to increase the Internally Generated Revenue (IGR) of the state from N300 million to N600 million and pay the loan through the access of N25 million bond from the bank, with the monthly servicing of less than N100 million, instead of the N800 million used to service the former loan.”

The governor said his administration does not wait for the federal allocation before it pays its workers, adding that any state waiting for it is doomed.

He said states rejected the October allocation because of President Goodluck Jonathan’s decision to deduct some amount from it for the creation of Sovereign Wealth.

Aregbesola said nobody has the right to deduct from any state’s allocation without the governor’s consent.

He advised state governments to exploit other avenues for generating revenue.

Commissioner for Finance, Economic Planning and Budgeting, Dr. wale Bolorunduro said the government plans to increase the IGR to N1 billion next year.

On incessant bank robberies in the state, Bolorunduro said the government has collaborated with security agencies to forestall a recurrence. He said the governor has ordered for five Armoured Personnel Carriers (APCs) and established a security trust fund to combat the menace.

Many of the bank executives acknowledged the governor’s passion for development and promised to support his administration.

They include: Ayo Abina, Skye Bank; Elias Akenzua, Zenith Bank; Akinleye Ogunleye, Diamond Bank; and Boyin Oladokun, Unity Bank.

Now, I issue an open challenge to anyone here reading this before I leave this thread.

My suspicion is that every single professor who has move from non-academia to a faculty position in any field at a top university has at least one of:

A) papers in a top journal in their field (not one page commentaries in Lancelet or whatever about other people's work)
B) some other written work that is the de-facto standard in the field, or considered amongst the best.

We both agree that Ngozi doesn't satisfy either (A) or (B) above, right? So if you can find someone like her who has gotten a job in econ/mathematics/engineering/science/etc, I would be interested in seeing it.

I think the problem is a lot of you guys think economics is some field where you can get a faculty position w/o any sort of legitimate peer-reviewed work at top journals. You can do this for something like English or maybe certain sorts of social sciences (I'm guessing for sociology, maybe? Maybe a good sociology book would get you a faculty position, I have no clue.) But for quantitative fields like economics, mathematics, or computer science? Snowball's chance in hell.
Duh! What sort of person will leave the better life in WB - we are talking of WB, not Bank of oduduwa- at such a high position (MD) to go to the Princetons of this world? The reverse is usually the case. So if you are looking for an example, you will be looking forever.

Your Ivy Leagues will be glad to have Ngozi in their faculty. Take that to the bank.

Had Olusola Ogunshola come across this wise saying of Calvin Coolidge, the 30th President of the United States of America, in his quest to earn a living through honest means, maybe he would have been singing a song different from the one he now sings at the headquarters of the Oyo State Police Command, where he is now cooling off.

Born 51 years ago in Sagamu, Ogun State, Ogunshola said he had tried his hands on many things since he finished from Oke Ibadan Boys High School, Ibadan, in 1974. He was a petty trader, clergy, and fish farmer at different times in order to secure honest livelihood. He didn't have a major breakthrough, he said.

In 1987, he said he struck an idea to travel abroad to seek the proverbial greener pasture, which landed him in trouble 21 years after.

Legitimately, Ogunshola did not possess more than a school certificate, but he goes about parading himself as a lawyer and pastor to swindle unsuspecting members of the public. It will be difficult for anybody to believe that the Bachelor's of Law certificate of the University of Ife (now Obafemi Awolowo University); Master's of Law degree certificate of the University of Ibadan, Ibadan (which he 'bagged' even before the university began postgraduate degree in law); the National Youth Service Corps certificate; call to Bar certificate and the identity card of the Nigeria Bar Association, found in his possession, were forged.

Not only that, the suspect confessed in an interview with our correspondent that he "stole" the stamp and letterhead of a law firm, S. O. Alli and Co. And to complete his bogus identity, he said he purchased a lawyer's wig and gown, with a shirt to match in Lagos, when he finally decided to pass for a lawyer. Before he was excommunicated when his deals became known to the church authority, Ogunshola was also a 'pastor' with the Global Harvest Church, where he 'cast and bound' the devil and its agents for several years. The official stamp of the church, a disused locally-made gun, two international passports and some fake certificates of occupancy were also among his haul.

The Commissioner of Police at the state command, Mr. Bashiru Azeez, said that the suspect was nabbed over a N362,000 shady deal that went awry.

Azeez said, "His cup became full when one of his victims reported that the transaction between them began on February 15, 2006 when the victim met the suspect at their church.

"The victim had told him that he needed the services of a lawyer to verify the genuineness of a property in Lagos State, which was introduced to him for purchase and to process the certificate of occupancy in respect of the property.

"To his enquiry, the suspect responded that he was a barrister and could render him the legal services. The victim was pleased at this development; that he had found a lawyer pastor in whom he could repose absolute trust."

Pronto, the victim was said to have made available the sum charged by the 'lawyer' in order not to lose the property to other interested buyers. That became his undoing. Ogunshola went to work and before you could say Babatunde Fashola, he had produced a purported C of O and other legal documents on the property, which the CP said were later discovered to be forged. Had the suspect refunded the money, probably the victim would have kept this secret, but he began to dilly-dally, as months of unfulfilled promises turned to years.

But on Thursday, Ogunshola cut the image of a pensive rogue, who having realised the gravity of his offence, would pose as a fowl beaten by the rain in his wig and robe.

Asked how he came about the certificates found in his possession, he said that it was in 1987 when he was desperate to travel out of the country that he encountered one late Ishiaku, who procured the documents for him at a fee of N350,000. Before his accomplice died in an auto accident (if he was not being economical with the truth), he said he was in the process of securing a Canadian visa with his fake certificates. Asked why he needed to go to that extent to secure a visa, he claimed that the idea was that of his late accomplice to smoothen the process. His dream however vanished with the death of Ishiaku.

His good command of English language notwithstanding, he said he could not further his education beyond secondary school due to lack of financial support from his struggling parents. His memory failed him when asked how he met the late accomplice and where.

He said the death of his partner dealt him a devastating blow that he did not know how to pick up the pieces of his life, having lost his life savings from his petty trading to the ambition.

Ogunshola insisted that he never defrauded his victim, who he identified as one Kayode Oresanya. Rather, he said that a link person that he contracted to secure the C of O from the Office of Surveyor General in Lagos "collected the money and ran away."

He said, "I was no longer making use of the certificates. The police found them in my store. I never went to court or took a brief from anybody. I acquired those things when I wanted to travel abroad. When the Canada thing failed, Ishiaku still promised to help me before he died in an accident. I inherited the old gun they found in my house from my father. Go and check it very well, it is an old useless gun."

In a rare display of 'honesty,' he said that he stole the S.O. Alli and Co. stamp and letterhead when he had an opportunity of being at the law firm when they were relocating to another office.

His countenance dropped and he almost ended the interview when asked whether he was still a pastor, to which he declared "I will not answer that question."

Asked why he could not venture into any neat business with N350,000 as far back as 1987, he said his ambition was to live big and do well with his family. Now he said he had put his wife and two kids in a quandary.

Querying the rationale behind his arrest for a deal that was about three-years-old, he said he had already promised to refund the money to Oresanya before he (Oresanya) decided to invite the police. The suspect said that his income from his fish farming business could barely sustain him now, which explains why he told his victim to tarry a while.

If given another opportunity, he said he would turn a new leaf now that he had realised the position of law on his activities.

Hear him, "I feel frustrated with my life because of the serious setback I suffered when I could not travel abroad. I have repented. I regretted my action. I can't do it again. I was a petty trader at a point, but I thought my life will be better. Now, I know better."

Saudi Arabia yesterday beheaded three Nigerians accused of murdering and robbing a fellow citizen, the Interior ministry said, in a statement carried by the official SPA news agency.

Mohammed Ismail, Abdulqudus Adam and Mohammed Kabir Ali broke into the house of Omar Mohammed Adam where “they beat him and his wife, tied them down and strangled Omar to death”, said the statement.

Then they burgled their compatriot’s home, it added.

The beheadings in the western Red Sea city of Jeddah brings the number of executions in the ultra-conservative kingdom this year to 31, according to an AFP tally based on official and human rights group reports.

On June 10, London-based watchdog Amnesty International called on Saudi Arabia to stop applying the death penalty, saying there had been a significant rise in the number of executions in the previous six weeks.

It said 15 people were executed in May alone.

In 2009, the number of executions reached 67, compared to 102 in 2008.

Rape, murder, apostasy, armed robbery and drug trafficking are all punishable by death under Saudi Arabia’s strict interpretation of Islamic sharia law.

She and her husband used that to win Igbo votes. It worked for them, but Igbos are also abundantly rewarded.

First Lady scolds governor in public

THE First Lady’s two-day visit to Rivers State ended in a fiasco Tuesday.

All was well, until Dame Patience Jonathan and her chief host, Governor Chibuike Rotimi Amaechi got to Okrika – the First Lady’s home town.

The governor was explaining by video his school project in Okrika, saying there must be demolition of some buildings to have space for the schools.

Mrs Jonathan cut in, grabbed the microphone and said the governor should reconsider the way he was going about the demolition.

An attempt by Amaechi to explain the situation sent the First Lady boiling.

She shouted at Amaechi: "Listen!, you must listen to me!"

The governor was embarrassed, like a scolded school pupil. The audience hailed Mrs Jonathan, goading the First Lady on.

The President’s wife, however, described land as a serious issue in Okrika and told Amaechi to always avoid "must" when talking about waterfronts’ demolition.

The governor never mentioned "waterfronts", but Mrs. Jonathan went on: "I want you to get me clear. I am from here (Okrika). I know the problems of my people. So, I know what I am talking. I do not want us to go into crises. We are preaching peace and we must maintain peace at any time.

"But what I am telling you is that you always say you must demolish. That word ‘must, you use is not good. It is by pleading. You appeal to the owners of the compound, because they will not go into exile. Land is a serious issue."

Downcast, Amaechi shunned a reception organised for the First Lady. The reception was, however, not on the programme.

Mrs Jonathan hurriedly left for Abuja. Her planned visit to Port Harcourt prisons, where the Chief Judge, Justice Iche Ndu, was expected to release some prisoners, was cancelled. So was her visit to the new Model Secondary School at Ebubu-Eleme, among others.

A civic reception in honour of the President’s wife was held at the Sharks Stadium, Port Harcourt on Monday. Her pet programme, Women for Change Initiative (WFCI), was launched.

This was followed by a state banquet/Award Night at the Government House, Port Harcourt, where the former Miss World, Agbani Darego, who hails from the state, and some women were honoured for their outstanding contributions to society.

IT was a drama which entertaining value was no less than its embarrassing one.

Wife of the President, Mrs. Patience Jonathan, could have passed (for - Auspy) a crusading ethnic nationalist yesterday as she publicly engaged the Rivers State government and asked it to dialogue with the people of her native Okrika over the vexed issue of waterfront slums demolition.

Mrs. Jonathan who was on a two-day tour of the state to flag off her pet-project, ‘Women for Change Initiative’ berated the state government for not dialoguing with Okrika people before the commencement of a model primary school that requires the demolition of some houses.

What was supposed to be an inspection tour turned sour when Governor Chibuike Amaechi told her at the site of a model primary school still under construction in Okrika, that his government planned to acquire some of the houses around the area in order to create a conductive atmosphere for learning.

Amaechi had explained that all the schools in Okrika are surrounded by residential houses and government did not want external interference where children are learning. To this end, he said government would acquire the surrounding houses and pay compensation in order to have sufficient space to create a football field for instance.

“All the schools in Okrika are surrounded by houses and we don’t want the schools to be surrounded by residential houses where people cook, sell and distract the pupils. So we have to demolish them. We want to pay them compensation and demolish the houses,” he said.

But at this point, Mrs. Jonathan told the governor that the issue of land was a very important matter in Okrika. According to her, the government needed to dialogue with the chiefs and the people as far as the issue of demolition is concerned.

“Okrika has no land. Every little land that we have is very important. They don’t play with land. It’s a serious affair. So I want you to know that,” she said to the governor in a tone palpable with anger.

At this point, the governor interjected and explained that communities where such model schools are cited are usually the ones that donate the land as their own contribution to the project. And in cases where the government had had to acquire land, compensation is paid.

Mrs. Jonathan whose Okrika kinsmen are already in court with the Rivers State government over the issue of demolition of waterfront slums promptly riposted that she hails from the community and appreciates the problem of the people as it concerns land.

“I want you to get me clear. I am from here and I know the problem of my people. I know what I am talking about. I don’t want us to go into crisis. We are preaching peace. So we must maintain peace at all levels,” she said.

Mrs. Jonathan pointed out that due to land constraint in Okrika, if a compound is demolished, it means that an entire family has been rendered homeless. She then insisted that there is a need for the state to dialogue extensively before it acquires any property and demolish.

The president’s wife explained that the state government before embarking on the construction of the school and two other health care centres should have negotiated with the heads of the village.

“We are a peculiar people. Land is always a problem when it comes to Okrika. The little we have we cherish it so much,” she further said.

While addressing Okrika chiefs and people at a civil reception organised for her, Mrs. Jonathan acknowledged that Governor Amaechi who was not present, has good intentions but needs to dialogue with the people.

She explained that the waterfronts slum which the state government intends to demolish need to be improved so as to have modern houses and other social amenities. She however appealed to the government to give the people assurance that they would be beneficiaries of the scheme.

Although Mrs. Jonathan was supposed to visit the Port Harcourt prisons where the Chief Judge of the state was to release some inmates to her, she never did as she abruptly went straight to the airport and returned to Abuja. Unconfirmed reports had it that the presidency was perturbed by her utterances and had to ask her to cut short the visit.

Patience is from Okrika in Rivers State.

However, most Okrika people trace their maternal lineage to Umuahia, Abia State. Some of them actually prefer to be Igbos than Ijaws.

Well, pubklic officials are paid out of public fund.

God forbid, let's say I am making $1000 a month but I drive a Bentley and live in an exclusive condo with mortgage of $3000 a month.

The government, for tax reasons, has a legitimate interest to understand how I support the excesses but the law forbids them from forcing me to disclose income.

If they forced me into a disclosure under duress and it was later proven that the extra income come from illegitimate source, I can sue government for violating my privacy right for non-disclosure.

I said this to point to the knowledge that what is online about the Minister's pay is not official and should not have been introduced into discussion.

Let's be proud of her true worth, not fabricated points covertly sneaked online by her worshippers.

If true, her privacy rights are violated.

The cost of violating someone's privacy rights in US is exhorbitant and a deterrent against whatever benefits is there to publishing her income records.

The posting is independent of official WB disclosure.

The publisher could not possibly in US, be aware of the law and then deliberately violate it.
My own salary is also online. I was mad when I first noticed it. But then, I realized it is normal in the US. Every thing is public knowledge. Obama salary is also public knowledge. If the online reports say she is the 2nd highest paid in WB, then by all means she is.

I am starting to think you are at some very 3rd rate American university (where this type of stuff actually does happen.) Part of the reason why I keep emphasizing 1st rate is that this absolutely doesn't happen at such schools.
Always attempting to make every thread about me? Huh? Well, I am glad to tell you I do not work for an Ivy League uni. However my uni is among the first 30 in the USA and among the first 100 globally. I am satisfied, for now, with that. At least it is by far better than Howard (where  xxxxxx xxxxx you know whom) is a prof of over 25 years, with nowhere else better to go.

ZnO, c'mon! You do know WB have more than one MD and Mrs Iweala is in a pay band. Don't you know that?

It is misleading to say she is second highest pay without having access to the entire payroll of all staffs of that institution.

It is not always the case that pay and position are a match. Temper your obsession.
That information is online everywhere. Do some googling.

It depends on what you define as quality publication. The search panel will read your papers to see the content and judge for themselves, not just where it is published.

If there is a teaching vacancy at MIT and I have a PhD from Harvard, and a good postdoc teaching experience from Univ Chicago - not Ivy League but strong nonetheless- I stand a chance even with little publication. It depends on who your competitors are.

How? I am a WB MD. How do I get a job in economics at an ivy-league school? Which area of econ is my research under? What am I hired under? What is my research program look like?

You apply when there are openings. Which area? International finance, global/regional economic studies; anything in your field of expertise.

If I break into the CBN today and send the money to Stanford for the type of research I have in mind, I will become a full Prof the next minute. Once you have the basic requirement: a good Ph.D., you can go places with an ability to raise research funds.

One way among others: Ivy leagues are not immune from the economic crunch. A professorship in any of them for Ngozi is a sure way to attact international funding. She knows all about proposals, fund generation and the publicity involved.

I know of a young Nigerian at Caltech who did not publish much but because he got some 500K funding for the university, he was promoted to a Full prof expeditedly.

Money for research speaks.
