This thread will thrash out how Ngozi Okonjo-Iweala in her capacity as the minister of finance has been very wicked and untruthful. The bible asks us to guard our loins with the truth. Truth is divine and constant. Mrs Okonjo-Iweala sadly is untruthful and ungodly so far in her conduct in managing our collective wealth

Firstly, I will not bore you with the unsettled allegation that the celebrated paris club debt exit facilitated by her was to buoy up her dream of clinching the plum job of the world bank president,that the dream failed to materialise can be left better imagined.In life,even dishonest people ,when the chips are down,will never entrust that valuable assets to dishonest people.

back to the Budget 2012,okonjo's role is very pathetic.That even with her Harvard qualification,she could still deceive her compatriots shows that education is defective as the one GEJ got from glorified secondary school uniport.I will quote her press release and explain the facts!

NOI through her spokesperson said [b]"Nigerians should be reassured that the 2012 budget is being managed in a way that protects and enhances the best interests of the country.

Responding to concerns raised in some quarters recently, the Coordinating Minister for the Economy and Minister of Finance, Dr Ngozi Okonjo-Iweala, stated that transparency and prudence remain the key priorities of the federal government in the management of the 2012 budget.

“Our objective is to achieve both higher budget implementation and better management of the country’s resources”, declared Dr Okonjo-Iweala. “We will not toy with public resources because they belong to all Nigerians”.

Regarding the implementation of the capitalbudget, some of the key milestones of the 2012 budget so far include:

- Total capital budget for 2012: N1.3 trillion
- Releases so far: N404 billion
- Cash backed portion of the capital budget: N324 billion
- Percentage of cash backed portion that has been utilised: 56%

She explained that the improvement in implementation ratio from 39.2% by the end of May to 56% utilisation of cash backed resources by June 20 "[/b]

At 1.3 trillion naira budget for capital expense for 2012,this woman on paper has cleared 404 billion naira which is about 36% of the total 1.3 trillion,out of the 404 billion,the actual physical cash released so far is 324 billion naira which is 11.9%!!
by implication,this woman has ensured that while recurrent expenditure is released ,the most important part of the budget that has direct bearing on the lives of Nigerians,the capital votes as at july,7 months into the year and 3 months since Jonathan signed the budget,the woman has so far released 11.9% of the capital needed to touch our lives,and she could not be truthful enough to admit that is a failure on her part while the civil servants continue to earn salaries for doing what?


That budget can not be implemented 100% according to NOI is another attempt to confuse Nigerians,so far,the revenue side of the budget has been over hundred percent because while budget was done on $74 per barrel,so far,a barrel of oil had gone steadily above $90,leaving even excesss.The money required to fund the budget,at least the capital vote is not lacking.That NOI could not be truthful enough to tell Nigerians and subsequently release funds to fund developmental projects is wicked.I know fully well if Okonjo's life defends on any of this projects' completion,she would have seen the importance of funding those projects.Projects litter everywhere,there is excess fund,people are suffering because of lack of development,then the person holding the money to fund those projects said there is money but I cant release it?

That the bureaucratic processes in capital projects was responsible for slow release of funds is another dishonest way to treat your people.The govt promised and from the budget,that 80% of the 2012 budget will fund and complete ungoing projects in power,education,health etc.Where then is the delay is providing quick release of funds to such category of projects,at least,then allow your bureaucracy on the lesser 20% of the capital projects.That NOI chose not to provide quick funding to those 80% capital projects that are ongoing is an attempt to allow those projects drag on and people continue to suffer!

It is very important to point out that it is the capital budget that touches the lives of people and sadly it is being treated with levity and contempt by Ngozi Okonjo-Iweala and her gang! This woman should apologize to Nigerians and get down to work and stop blaming the national assembly!! We,the ordinary Nigerians want the capital projects concluded 100%!

whereas in real fact,the total cost of the constituency projects capital voted in the 2012 budget is N60 bn which is about 5% of the total capital voted for projects in the 2012 budget.Clearly,even the amount voted for constituency project is not significant enough to prevent Okonjo-Iweala from at least going ahead with the funding of the remaining 'executive arm' projects.

This same lady has:

1) run up our debts to US$40bn;
2) failed to grow the external reserves, even during a period of peak oil price, but instead sillyily used peak oil price as justification for a lunatic debt to GdP profile;
3) sat back and cluelessly paid out billions in subsidy fraud; and
4) signed off and affirmed a humongous fraud called the 2012 budget.

I used to give NOI the benefit of the doubt but the evidence that she is rubbish is just too prevalent to ignore.

He[minister of health] said rather than allow the existing projects to be completed, the lawmakers would want projects in their name, so as to remain in good standing with the electorate, adding that the Federal Government would prefer that ongoing constituency projects be completed before new ones could be selected.

I can't believe two people here are actually demanding answers to tough questions and drastic action to gross inaction of the finance minister. The question is this: Can Nigerians, truly stand together and demand for their rights provided by their own resources rather than compromised paid hacks betray everyone because of their belly or narrow primordial considerations? Let us see if people will stand together on this one or the paid defenders will soon descend on this thread!

Just yesterday,CBN issued a circular stopping banks that borrow fund from the CBN window lending from placing fund for lending in the interbank exchange market.Imagine,all these while,banks will borrow money from CBN and then 'sell'the borrowed fund to other banks at artificial exorbitant interbank exchange rate!!whereas the real sector continue to groan under lack of financing whereas the banks are in a borrowing and lending circus round-tripping under the watch of sanusi and harvard-trained ngozi Okonjo-Iweala!!And this corruption had been on for all these while,these woman could not do anything!

All this corruption and sabotaging in government,yet Okonjo-Iweala could open her rubbish mouth and try to confuse the unwary that they know what they are doing!!

according to this link,contracts that have been awarded since Jan to July 25,2012 amount to a whopping N1 trillion naira!Apart from the failure of the minister of finance to facilitate the early release of fund to these projects,the govt had allowed bureaucracy and failing security to ensure those projects do not take off.Even projects that are not in boko haram troubled states.for example 'Among the contracts approved by FEC on April 4 was N1.2bn contract for the channelling of Asa River and its tributaries, which run through Ilorin metropolis in Kwara.

The Minister of Environment, Hadiza Ibrahim-Mailafia, had said that the contract was awarded to address the perennial problem of flooding in Ilorin, to avert further destruction of lives and property.

Ibrahim-Mailafia said the contract would forestall a recurrence of the 2007 and 2008 floods in the area, which displaced many schools, mosques and churches, forcing the government to establish temporary shelters for victims.

And even though the rainy season is here, and the project is expected to be completed within 12 months, SATURDAY PUNCH found that work has yet to commence there.

according to the link,other very valuable projects that contracts have been awarded for and yet fund not released are [b]'On the same day, it awarded a contract of N4.2bn for the rehabilitation of Owerri-Umuahia Road sections I, II & III in Imo/Abia states to Messrs. Zerock Construction Nigeria Ltd. It was to be completed within 24 months.

It also awarded N1.3bn for the construction of two bridges along Auchi Polytechnic Ekperi-Agenebode Road in Edo State to Messrs. Niger Construction Ltd. and it was to be completed in 12 months.

Also, on May 30, FEC approved N2.71bn for the construction of Nkporo-Abriba-Ohafia Road in Abia State to be executed by Messrs Dutum Construction (Nigeria) Ltd. within 18 months; it awarded N2.21bn for the rehabilitation of Ada Okere-Ukoni-Amedokhian Road in Edo State to Messrs ARC Marine & Civil Contractors Ltd. It was to be completed in 14 months.

FEC also approved a N9.8bn contract for the establishment of Information Communications Technology centres in educational institutions across the country; under the portfolio of the Petroleum Technology Development Fund.' and so many more.Yet this wicked woman cant show remorse at the agony the delay in providing those projects are causing or have caused hapless suffering Nigerians!

Let us even imagine that she is facing all these lame excuses she is bee forced to concoct,should she not have addressed Nigerians on the budget performonance and educate us on the areas she is having challenges with a view of creating robust citizenry participation in the budget?

she should, at least,be intelligent enough to know that now that she is releasing money for projects,the money will not restore the lives of those who have been killed by her sheer wickedness!!people had died on the death-trap roads,killed in decrepit hospitals,airport,delayed or missing salaries,pension etc.

THIS SET OF PEOPLE CURRENTLY TAKING NIGERIANS FOR A RIDE WILL BE EVENTUALLY CONSUMED BY EFFECTS OF A FAILED SYSTEM.Ask Adisa Abdulkarim who got killed on the road he didnt tar as a minister,former deputy governor of cross river state who did not buy generator for UCTH until he was on dialysis in university of calabar teaching hospital! very very wicked peole.As I type now,I have it on good authority that interns working in all military hospial formations are been owed salaries for 10 months including July shocked shocked shocked and when I asked for the reason,they said Ministry of defence claimed that they have not been paid their allocations!!

I didnt read any sense in all this your write up. Yes i agree with madam that there is no where in the world that the budget can be implemented 100 percent. it is almost impossible to achieve. Also we have a history in Nigeria where money released for capitalproject are spent without doing the job. so i support her gradual release of the money while monitoring their performance. Unless you are one of the agent of the legislooters who are doing all these impeachment threat not for the benefit of the masses,but because of their consituency allowance which they cant wait to start stealing from. On a final note i can only fault madam Ngozi on the external debt point. madam you were instrumental to our exiting the paris debt by making nigeria pay over 40 billion dollers at once which some economist faulted as not too good economic judgement. but we supported you and now you precide over a ministry that have gone back to take nigeria back into debt again. over 40 billion external debt and still rising? haba madam God dey look wuna.is that sound economics?

If contract had always been paid for and completed since 1960,why are we still where we are today? The previous govts awarded contracts and doled out money only for the contracts to drag until they complete their tenure.the OP didnt quote the minister accurately.she said dat she will finance all the awarded projects immediately the project plans are completed by the company in charge.Equally,a project dats meants to be completed in 24,18,30 months will not start to save lives immediately.so for those that said dat she has killed a lot of people for a project dats meant to be felt after 24 and 18months,they are mere sentimentalists.this is a govt of caution.hopefully,all contracts will be financed appropriately b4 September shaa.i believe in this govt.nigeria will see gud out of it.
