Anambra State is set to become the latest member of the big league of oil producing States in Nigeria and President Jonathan will, on Thursday, commission Orient Petroleum Resources’ (OPR) oil production facility. The venue is its 55,000bpd refinery site.

The State Governor, Mr. Peter Obi, yesterday, said Jonathan would be coming to commission several projects executed by private sector operators, as well as public projects executed by his administration.

Obi spoke in a programme on Silverbird Radio, monitored in Awka.

He said the President would, in line with the Transformation Agenda of the Federal Government, commission facilities built by Orange Drugs, the SABmiller Brewery and the Krisoral Company, all of which are private-sector initiatives.

He said there were other facilities that were ready for commissioning, as well as others, which construction are ready to be flagged off, but could not be accommodated because of time constraints.

According to him, the President would also open up the Onitsha Ports, Orient Petroleum facility, the new Governor’s Lodge at Onitsha, over 10 roads constructed within the Habour Industrial Estate and 500 buses for security in the State.


Obi, who commended the President for paying attention to the private sector, said it would go a long way in encouraging entrepreneurial spirit among Nigerians.

On the naming of Bridge-Head to Upper Iweka as Odumegwu-Ojukwu Way, Obi said that the road was being named for the first time. He described it as one of the series of steps the State Government planned to take in immortalising the late Ikemba.

Obi called on investors to take advantage of the enabling environment in the State as well as opportunities availed by the large market to invest in the State.







He disclosed that part of the state’s industrial/investment policy, which was drafted under his government to the effect that the State should provide road to industrial sites and name streets after the owners of industries where they are located, would be diligently observed.

OPR, according to its Managing Director, Chief Emeka Nwawka, is currently stock-piling the produced crude in large barges at the Aguleri, Anambra East Council site ahead of the coming on stream of their refinery in a few months time.

The chief Executive also confirmed that the Enugu State Government, through a meeting with her Secretary to the State Government, (SSG), Patrick Okolo, the Attorney General, Chief Anthony Ani, and Chairman of the Uzor-Uwani Council, on one part, and the company, on the other, had resolved all initial disagreements over the location and area covered by their operations.



Nwawka stated that the two oil blocs sitting on an acreage of 2158km2 extends a little bit into Edo, Delta and Enugu States, but that the location of the well in Anambra was never in any form of dispute.

The Federal Government had granted a license to OPR to construct a petroleum refinery at Nsugbe-Umuleri. Since then the firm, following extensive due process, obtained, in 2005, the Environmental Impact Assessment (EIA) Certificate for its refinery, the first refinery in Nigeria to receive such an EIA Certificate. Early in the year, OPR obtained an EIA Certificate for its Seismic, Drilling and Production activities in OPLs 915 & 916.

It has also completed the detailed engineering, sourced the modules of its refinery and completed site acquisition, perimeter and topographical surveys, geotechnical, geological and hydro-geological surveys; site civil engineering works prior to construction of internal roads and reinforced concrete plinths for installation of refinery equipment.

Sequel to granting the refinery license, the federal government awarded to the company two oil blocks, OPLs 915 & 916 covering an approximate area of 2,158 sq. km, lying predominantly in Anambra State but extending into Enugu, Kogi, Edo and Delta States, to provide feedstock for the Orient Refinery.

Heartwarming news indeed smiley. It's this kind of positive news we need to hear from not just states in the South East, but states all over the country, so we can depend less and less on federal allocation.

I know i'm not the only one confused a bit with the exact situation of things regarding Orient Petroleum and the Oil Refinery: When the President commissions it, will they start refining crude?; is the refinery built or are they yet to build it?; will Orient coy be exporting crude...if so, how will it be done?; is it in a joint venture with NNPC?; what is Anambra state govt's stake in this venture?; is Orient coy basically like the likes of Chevron and Shell, but on a smaller scale?.

I know some of these questions may have been answered at some point before, but i'd appreciate if someone 'in-the-know' can try and educate those of us that are yet to get a full grasp of proceedings at the moment.

I hope all these new positive developments reflect in a robust revenue profile for Anambra state in the shortest possible time as we're in a hurry to see the state develop exponentially.

Anambra orient petrol refinery should make sure they reserve at list 20.000 liters of petrol a day for the people of south east..so that SE will not experiences fuel scarcity other regions are experiencing on a monthly basis.SE have their own indigenous refinery plus oil company...

@bolded. That's more like a dream. Not only Nigeria but the entire world is under the grip of a "Cabal" that's holding all of us to ransom with regards to petroleum refining and marketing. To construct a refinery should not take more than 6 months. So my bet is that they will only produce crude oil until Nigeria has a leader that does not listen to IMF.

Having known your personality always trying to find a way to portray every good thing in a bad light more especially when its not from your state. However you confused and twisted the question that was thrown open by PROUD-IGBO. The refining of crude OIL IN ANAMBRA STATE ORIENT FACILITY will start in few months time probably in Nov or at worst case Dec. Julius Begger and RCC have already concluded the first phase of the project, while the modules for the refinery has been sourced and being mounted, after which refining of product starts immediately. Read this quote from the MD of Orient it will further guide you from your usual misquote and gibberish.
