During hypertonic muscle, the muscle fibers are contracted or shortens. What stretching does is to elongate the length of the muscle thereby marked flow of blood to induce relaxation. Read about the sliding filaments mechanism.

I think with the precursor for ACTH being ProOpioMelanoCortin(POMC), along side acth, alpha nd Beta MSH is secretion which acts on appetite and stimulate melanocyte to increase their synthesis of melanin, which darkens skin due to hyperstimulation not so sure about lightening it. Also one has to consider the etiology of the hypersecretion... Is it primary from pituitary or secondary due to secondary adrenal insufficiency.
