Hmmm... Well some of these branded devices blocked their Hotspot service... So there are two things you can do to solve your problem....either you Install Foxfi app and use that whenever you wanna tether, or flash a Custom ROM that allows the feature

Well if you're into battery life then flashing an AOSP ROM would be the best option for you, bloatware free.....

First you'll need to root your Samsung Galaxy S3, probably via flashing CF Autoroot file via Odin.... After which you flash the latest TWRP recovery image..... Then you can start talking of flashing ROMs ✔

Well if the seller installed a custom rom that would mean the device is already rooted, if that's the case you can just install another custom ROM that will allow you access to WiFi tethering..... There are many ROMs for the sprint Galaxy S4 you can flash.... Just check XDA website and choose ya choice,
