Recently, the Nigerian legislative made up of the Green and Red chambers of the Federal house of representatives and senate approved the 2013 budget of N4.987 trillion in preparation for the 2013 fiscal year. Prior to this time and indeed after then, the executive arm of several states also presented similar figures to their state house of assemblies for approval and signing into law. Notable amongst the states that have sent such proposals include: Kano: N235.4 Bayelsa: N285.9 Edo:149.5B Kogi: N130B Enugu: N82.9B Ebonyi:N104.3B Rivers:N490.32B Taraba:N73B Lagos: N497B Niger:N84.09B Ekiti: N93.6B Oyo: N160.6B Benue: N130B The above figures and and others not handy brings the cummulative total state Govt 2013 budgetary figure for the 36 states and the FCT to an estimated figure of N5.8 trillion. A cummulaive similar figure though slightly lower was passed last year with little or nothing to show for it across the states as at today. A striking feature both at the national and state level is the wide infrastructural and development gap arising from the poor implementation of the budget for which statutory allocation has been disbursed, received and spent. Most of these state Governors are currently having a good time spending their loot while we all are attacking GEJ. This is a wake up call to us all in 2013 that while we are stepping up the campaign towards responsible leadership and fight against fiscal rascality at the centre, this must also be entrenched at the local and state level as charity they say begins at home, so that we all can benefit from the dividends of democracy. Let us all push for transparency and full implementation of the budgets especially at the state level as the current earnings/budgets of individual states is not proportionate to the level of development on ground.
