2012, will forever remain a dark year to some prospective home owners in Abuja. Over 500 housing units were demolished towards the last quarter of 2012 with about 38 more estates on danger list. But with the swift intervention of the national assembly interim measures to stay action was initiated pending investigations to be carried out, whether this form as temporary measures for the demolition, time would tell.

It could also be recall that few years back i drew the house attention in this forum to this avoidable demolition in lugbe. The fact that some certain part of the district was undergoing re-design of infrastructure, there was no bases for people building on an inconclusive layout.

Sadly to say, most developers knew this fact and were greedy enough to sell lands to prospective home owners to build to the estate design, at this point the developers made their money and transferred the impending risk to the prospective buyers. If the developers were to source finances from the bank, they wouldn’t have developed in lugbe.

Since el-rufai (former minister of FCT) re-structured the FCT administration, the only body responsible for land allocation is AGIS while for design approval is DEVELOPMENT CONTROL, area councils by this reform were striped off allocation and approval rights. Also by law, if an approval exist without development action on the land within a 2 years period, the design is to be re-submitted to development control for revalidation.

Lugbe estate developers rarely have approval from development control but are quick to tell the unsuspected buyers of the service plots that they have a backdated approval of almost 10yrs (never revalidated) from FCDA or AMAC (and not development control department). Likewise, satellite images has being captured on the area to ascertain the level of development as at the time of FCT reform by el-rufai administration.

Development control department made concerted effort to sensitive people via newspaper publications to dissuade prospective investors from developing there. I guess the estate developers gambled on the fact that is lots of houses were developed there will be no way demolition could take place. The truth is that as at today based on the layout design yet to be finalised, most of the roads , drainage, green areas will definitely pass through most estate there.

When next you want to buy estate plots in lugbe, always check with URBAN AND REGIONAL PLANNING DEPARTMENT & DEVELOPMENT CONTROL DEPARTMENT to make sure you are not denied of your hard earned money from some greedy land owners or developers.
